About this file

This document is a Questions and Answers file for Solicitation N0018926QL133, issued by the Explosive Ordnance Disposal Training & Evaluation Unit TWO for the INDIG Village Demolition project. The contract requires complete demolition of 23 wood training buildings and 6 wall sections within a 60-day period from date of award. All structures with concrete foundations are to remain in place. The contractor must remove and dispose of all demolition debris, extract foundations and below-grade structures to full depth, and perform comprehensive grading of the demolition area only to level with current grade at compaction requirements of 2,500 lbs. per square foot of barring capacity. Structural fill material may be sourced on-site if compaction requirements are met, with #57 rock identified as the government's preferred but non-mandatory method.

The scope excludes six large concrete structures in the rear, the aboveground storage tank (AST), and any concrete slabs or paved surfaces. The Government will clear all buildings of contents (including simulated ammunition) prior to demolition and has confirmed no asbestos, lead, PCB-containing materials, or unexploded ordnance are present within the work area. Standard work hours are 0930-1800, adjustable with advance notice. All contractor personnel and vendors must be eligible to receive base access by award date, with access controlled through Gate 8. No bond is required. The contractor retains all recycling and scrap metal proceeds with no documentation required to the Government. No utility services exist on-site, and the contractor is responsible for all water sources for dust control and obtaining dig permits. The solicitation includes Service Contract Labor Standards wage determination requirements as amended in FAR 52.222-42.
