About this file

This is a Vendor Questions and Answers document providing clarifications on the procurement of 600 mattresses and disposal of 500 mattresses for Bancroft Hall at the United States Naval Academy (Solicitation Number N0018926QL132). The document addresses 12 key vendor inquiries regarding specifications, materials, delivery, and warranty requirements.

Critical specifications confirmed include mattress dimensions of 38" x 75" with a maximum thickness of 7 inches, with exact material specifications required—equivalent or comparable materials are not acceptable. Bonnell coil systems are specified, though the government will evaluate alternative pocketed coil systems if they meet or exceed all performance requirements. Sample mattresses are mandatory before award to verify production capability and allow quality assurance inspection; approved samples will not count toward the 600-unit delivery requirement and may be deconstructed for testing. All test documentation and certifications supporting compliance with 16 CFR 1632 and 16 CFR 1633, as well as certifications for the 210 denier nylon ticking (fluid-proof, fire-retardant, antimicrobial, antifungal, anti-bedbug, anti-static, and non-allergenic properties), must be submitted with the quote. Delivery is limited to one 53-foot trailer per week, and the same restriction applies to disposal pickups. Vendors are responsible only for delivery to the loading dock; USNA student labor will handle unloading and internal delivery. All delivery drivers must be vetted for base access, with non-vetted drivers requiring 4–6 weeks for vetting and access approval. A standard commercial warranty meeting the minimum requirement of 5-year workmanship/materials plus 5-year prorated coverage is acceptable. Delivery and pickup of old mattresses may occur during the same week if coordinated with the technical point of contact.

Vendor Questions and Answers

1. The Statement of Work specifies mattresses sized 38" x 75", not to exceed 7" in thickness. However, the evaluation language references 36" x 75" x 7". Please confirm the required mattress width.

The required mattress width is 38". We have to adhere to the strict size requirements of 38" x 75", not to exceed 7" in thickness.

2. The solicitation references a Bonnell coil system. Would the Government consider a pocketed coil system as an acceptable substitute if it meets or exceeds all required performance, durability, support, and dimensional specifications?

Sample mattresses are required before award so the vendor can prove production capability and the customer can perform quality assurance of the mattress.

3. Is the sample mattress required before award, or only after award for review and approval prior to full delivery?

Sample mattresses are required before award so the vendor can prove production capability and the customer can perform quality assurance of the mattress.

4. If the sample mattress is approved, will it count toward the required quantity of 600 mattresses?

The sample mattress will not count towards the required quantity of 600 mattresses. If needed we may need to deconstruct the sample mattress for quality assurance.

5. Are equivalent or comparable materials acceptable if they meet or exceed the stated performance requirements, or must the mattress match each listed material specification exactly?

The mattress must match each listed material specification exactly to ensure uniformity and prevent possible discrepancies.

6. For the 210 denier nylon ticking, are there any required test reports or certifications that must be submitted with the quote to verify fluid-proof, fire-retardant, antimicrobial, antifungal, anti-bedbug, anti-static, and non-allergenic properties?

Any and all reports and or certifications that support meeting the requirements should be submitted.

7. For compliance with 16 CFR 1632 and 16 CFR 1633, should test documentation/certifications be submitted with the quote, or only provided upon request/award?

All test documentations and certifications must be submitted with the quote.

8. Can delivery of new mattresses and pickup of old mattresses occur on the same trip/week if coordinated with the USNA technical point of contact?

Yes, delivery of new mattresses and pickup of old mattresses can occur in the same week if coordinated with the POC.

9. The SOW limits delivery to one 53' trailer per week. Is this also the limit for disposal pickups, or does that restriction only apply to new mattress deliveries?

This is also the limit for disposal pickups for logistical management of switching out our mattresses.

10. Are there any base access requirements, background checks, driver vetting forms, or lead times that contractors should account for before delivery and disposal?

Yes, we require all delivery drivers to have the ability to access the Yard in order to arrange for delivery. Drivers should be vetted. Any drivers that are not vetted will take 4-6 weeks to be vetted and receive access to the Yard with current security conditions.

11. Is inside delivery to dorm rooms required by the contractor, or will USNA student labor handle all unloading and internal delivery after the mattresses reach the loading dock?

USNA will be utilizing student labor for all unloading and internal delivery. The only thing required by the vendor is delivery to our loading dock.

12. For the warranty requirement, is a standard commercial warranty document acceptable if it meets the minimum 5-year workmanship/materials plus 5-year prorated requirement?

Yes, a standard commercial warranty is acceptable if it meets our minimum warranty requirement.
