STATEMENT OF WORK/PERFORMANCE WORK STATEMENT

United States Naval Academy - Information Technology Services Division

1. Background. The United States Naval Academy (USNA) Information Technology Services Division (ITSD) is responsible for developing, managing and integrating information systems and providing information technology products, services and capabilities for approximately 7,000 midshipmen, faculty and staff across the academy’s 630 acre campus and for the approximately 300 midshipmen candidates, faculty and staff at the Naval Academy Preparatory School (NAPS) located in Newport R.I.

The ITSD Finance Department is responsible for all information technology (IT) and other major equipment including integrated planning, programming, budgeting, procurement, licensing, receipt, payment, accounting, maintenance, support, and inventory management of all hardware and software and associated services in conjunction with other educational support equipment to meet documented organizational needs. It is responsible for maintaining liaison with external entities including tenant commands and oversight authorities and managing special enterprise projects by representing USNA IT interests and coordinating execution across multiple internal and external entities including but not limited to GSA/WITS, NAVSUP/FLC, NAVFAC/PWD, CINC/NSAA, USNA Architect and commercial vendors. The Finance Department also provides general business support including travel, training, payroll, supply, and similar services.

2. Objectives. The objective of this task is for the USNA to renew the licensing and maintenance for the Momentus venue and event management software (f/k/a Ungerboeck) that has been supporting this business process for over 5 years. This system supports the USNA venue managers across the yard that maintain the schedules for over 300 spaces available for being reserved for academic, athletic, religious, or any other type of public or private events. It allows for end-users to request venue reservations through a self-service portal, coaches and athletics staff to reserve fields and courts on a recurring basis for team practices, and venue managers to coordinate, approve, and deconflict the schedules of the venues that they have under their Management.

3. Scope of Services

● The Vendor will provide the following services for the renewal period of Base year PoP is 01 May 2026 – 30 APR 2027

Software Upgrades, Security Patches & Maintenance:

● Delivery and implementation of all available software upgrades and security patches throughout the renewal period on manual schedule until such time as USNA can align with wave format of upgrade scheduling.

● Ensuring the software remains current and secure against known vulnerabilities.

● Notification to the Client of any critical updates or security patches requiring immediate action.

Software Access:

The software that USNA currently uses has been repackaged into Momentus Enterprise Core Software. USNA must retain all current features as part of this new packaging to include:

● Continued access to the Momentus platform (110 & OSB) for all authorized users throughout the renewal period.

● Maintenance of software functionality and availability.

○ Event Management

○ OSB

○ Crystal Reports/Report Builder

○ U4VE - Online Calendar of Events (iEBMS COE) (Enterprise)

○ iEBMS - Calendar of Events (Perpetual)

○ PRIVATE BETA - Ungerboeck Phone (Perpetual)

○ U4VE - Online Space Reservations (iEBMS VA) (Enterprise)

○ iEBMS - Registration (Perpetual)

○ iEBMS - Registration Check-In (Perpetual)

○ APIs

● Troubleshooting of access issues as needed.

Customer Success Team Check-ins:

● Scheduled check-in meetings with the Vendor's Customer Success Team [Frequency -not less than quarterly].

● Support:

● Technical support during vendor's standard business hours.

● Support will be provided for all software related issues, including, but not limited to, access problems, error messages, and functionality issues.

Custom Crystal Reports Support:

● Remote support for existing custom Crystal Reports.

● Assistance with troubleshooting issues related to custom reports.

● Guidance on maintaining compatibility of custom reports with software upgrades.

4. Deliverables

● Renewed software licenses and access credentials.

● Delivery and implementation of all software upgrades and security patches.

● Scheduled customer success team check-in meetings.

● Ongoing technical support.

● Support for custom Crystal Reports.

5. Term and Renewal

● This SOW is effective for the renewal period beginning on 01 May 2026 and ending on

30 APR 2027.

● Two option year renewals have been included.
