About this file

Document Type: This is a Performance Work Statement (PWS) for the Stewards of the Sea (SOTS) Public Outreach program issued by U.S. Fleet Forces Command (USFF).

Project Overview and Scope: USFF requires a nonseverable project to provide equipment and materials for SOTS public outreach related to at-sea training and testing. The SOTS program, initialized in 2013, combats misinformation regarding the Navy's environmental impacts during at-sea training and testing activities. The program uses SOTS branding to communicate the Navy's environmental messaging to the general public, which facilitates smoother permitting processes.

Stewie Mascot Costume Design Requirements: The contractor must develop designs for and purchase two new STEWIE mascot exterior suites. STEWIE is a green sea turtle mascot with a globe displayed on the back shell. All design features must be owned or obtainable by the U.S. Navy and not under copyright by another entity. The costume must match the official May 2023 design (Stewie-Full-Final(2023May).png) with Navy blue front, gold edging, and the name "STEWIE" in gold on the right breast. The outfit consists of multiple removable pieces (head, shell, feet, arms, interior clothing) designed to fit wearers between 5 ft 5 in and 6 ft 1 in. The head component requires a hard shell made of fabric mâché or light plastic with water resistance, internal cushioned helmet with 2-inch height adjustability, adjustable straps, ventilation holes, internal fan with battery access and 115-volt rechargeable capability, and a white Navy Sailor's Dixie cup hat with embroidered SOTS logo. The shell comprises a soft back section depicting a globe with ocean blue, green landmasses (Americas, Greenland, Antarctica, Hawaii, Guam, Marianas Islands, and optional edge representations of Europe, Africa, Philippines, and northeast Asia), and a Navy blue front with horizontal stitching representing ribs, gold marginal scutes, and embroidered "STEWIE" in Gothic Bold font. Arms and legs include approximately 9 and 7 multi-sized mottling dots respectively in darker green. Additional components include removable feet designed to fit up to size 12 shoes, flipper-shaped hands/gloves with finger straps, and a tail curved slightly backward.

Graphics Design and Materials Tasks: The contractor must complete four tasks: (1) Create graphic layout for and purchase two retractable informational rollup graphics utilizing SOTS branding, blue fractural background, and photos of Navy personnel and equipment, with no websites or URLs displayed; (2) Create graphic layout for and purchase one outdoor, hangable, reuseable backdrop (approximately 8 ft long by 6 ft high, plus or minus 1 foot on either dimension) with SOTS branding and shipboard plastic waste processing information, including sturdy eyelets, edge-to-edge graphics, and Navy messaging positioned between 6-12 inches from top and at least 12 inches from bottom; (3) Purchase 6,000 copies of Marine Mammal Identification (MMID) guides for the U.S. East Coast and Gulf of America on thick, tear-resistant, water-resistant card stock matching NAVFACLANT's most recent purchase specifications; and (4) Purchase 12,000 copies of SOTS trifold brochures on 32 lb card stock, folded in thirds according to design specifications.

Delivery and Points of Contact: All materials shall be delivered to 1562 Mitscher Ave., Suite 250, Attn: N465 - Krista Parra, Norfolk, VA 23511. Technical Points of Contact include Krista Parra (USFF Technical POC, krista.r.parra.civ@us.navy.mil, 757-836-5811), Vanessa Ruiz (USFF Financial POC, vanessa.ruiz1.civ@us.navy.mil, 757-836-2202), and Donald Turner (USFF Environmental Outreach Technical POC, donald.j.turner8.ctr@us.navy.mil, 757-836-4838). Graphics and materials will be utilized by USFF N4651 staff for events until end-of-life cycle, loss of serviceability due to wear and tear, or inventory depletion.

Stewards of the Sea (SOTS) Public Outreach Performance Work Statement

1. Scope: U.S. Fleet Forces Command (USFF) requires that the project identified in this statement of work be non-severable. This issue requires immediate action in order to provide equipment and materials for Stewards of the Sea

(SOTS) public outreach related to at-sea training and testing. The U.S. Navy’s SOTS program was initialized in

2013 to help combat misinformation regarding the Navy’s environmental impacts during at-sea training and testing.

The SOTS branding is utilized to give the general public information on the Navy’s environmental messaging concerning at-sea training and testing activities. Providing the public with this valuable information assists in less issues during the permitting process for the training and testing activities.

2. Stewie Mascot Costume Design Specifications: Stewie is the Navy’s environmental mascot and is a representation of a (green) sea turtle with the globe displayed on his back shell. The design for replacement STEWIE mascot outfits requires development and two new exterior suites need to be purchased. Information on requirements for the development of new STEWIE mascot outfits are:

a. All the design features must be owned or capable of being obtained by the U.S. Navy and not under a copyright by another entity.

b. Designed to represent the look, established in May 2023, of STEWIE as displayed in the graphic titled

Stewie-Full-Final(2023May) .png.

c. To match official Navy colors, the front is Navy blue with gold edging, and his name “STEWIE”

(prominently displayed on the right breast) in gold.

d. The outfit is in multiple pieces for ease of cleaning head, shell, feet, arms, and interior clothing.

e. Outfit should fit a wearer between 5 ft 5 in and 6 ft 1 in.

f. Head:

i. Hard shell made of fabric mâché or light plastic, water resistant, covered in fabric material.

ii. Head must cover the entirety of the wearer’s head.

iii. Shape is of Stewie’s likeness

iv. Covered in cloth matching the Stewie image’s colors

v. Curved edges and cushioned on the bottom of the head where it meets (rests on) the wearer’s shoulders. Comfortable and light weight to wear.

vi. Holes at the pupils, covered by a black screen to block viewing into the head from outside (allows air flow)

vii. Open area at mouth, covered by a black screen to block viewing into the head from outside (allows air flow)

viii. Head needs to provide the wearer with enough visibility so that they can see where they are walking

ix. White hat, in the likeness of a Navy Sailor’s Dixie cup, attached to the top, to match the image

1. Stewards of the Sea(R) logo in full color, sewn on as an embroidered patch, centered on the front of the Dixie cup

2. Size of SoTS logo should match ratio of Stewie’s 2023 version design (diameter of logo is approximately 75% of the distance from the bottom to the top of the brim on the Dixie cup), centered top and bottom of the front facing hat’s brim, and centered above Stewie’s face

x. Several small holes, to be unseen, in the head near the top, outside the area covered by the white hat, so as not to reduce the strength of the structure, but to allow for some heat to escape; to be covered by exterior fabric.

xi. Small, lightweight, internal mounted fan in the head. Fan should be situated to provide the most efficient air flow through the head-piece.

1. Need to have easy access to the fan’s power switch

2. Need to have easy access to the fan’s battery compartment for replacing batteries

3. If fan has internal rechargeable batteries, the power port must be easily accessible and compatible with using a 115-volt U.S. standard plug

4. Fan needs to have safety mechanism to avoid capturing/pulling the wearer’s hair (assume long hair/ponytail)

xii. Inside: a one size fits all, helmet, with cushions for wearers head, securely fastened to the inside

1. Internal helmet height adjustable up and down for 2 inches.

2. Internal helmet needs to have multiple holes in the sides and top to allow heat to escape from wearer’s head.

xiii. Straps to hold the head peace on while wearer moves around so it does not slip off the wearer’s head. The straps need to be adjustable for different sized individuals, comfortable, and easily used by the wearer.

g. Shell:

i. Soft material, under fabric, shaped like half of a globe on the back and flat across the front. Back shell connects to the front shell at the shoulders and down left and right sides of the torso. There shall be an opening for the wearer’s head, and the bottom shall be open for the wearer’s legs. It should be designed so a person can get into the shell from the bottom.

ii. Shell Back:

1. Main color blue representing the ocean

2. Green-color areas representing the land areas of the Americas close to centered left and right

3. Other land areas to be represented utilizing the same color green, in the general area they are located on the globe, are Greenland, Antarctica, Hawaii and Guam and Marianas

Islands. Hawaii, Guam and Marianas should be larger than they would appear at this scale. The edges of Europe, Africa, Philippines, and northeast Asia can be included.

4. Approximate distance from top neck opening to bottom opening, along the curvature is

58 inches.

5. Approximate distance from left seam to right seam, at widest part, along the curvature is

62.5 inches.

STEWIE name), to represent the marginal scutes on the outer-most section as seen from the front.

4. STEWIE capitalized, embroidered onto the front, in Gothic Bold font, ending on the right side of center, evenly proportioned with the front shell, similar as a name found on Navy uniforms, gold lettering, matching the front edges (scutes) or trimming along the front’s sides.

h. Arms:

i. The arms need to look like a sea turtle’s flipper, made of comfortable material, that can be removed for washing

ii. Color of fabric should match the color of the fabric on the head, legs, and feet.

iii. Approximately 9, multi-sized mottling dots, should be on the exterior, bottom section, of the arm to match Stewie’s graphic image. The dots are all the same color, a darker green than the main overall green color of the arms.

iv. Have a strap, possibly elastic, that extends from the end of the arm sleeve to attach to one of the wearers fingers to help prevent the sleeve from pulling down from the hand (which could expose the wearers skin at the wrist)

i. Hands/Gloves:

i. Formed in the shape of a sea turtle’s flipper

ii. Made of soft material, covered by removable fabric, same color as the fabric for the arms

iii. Made to fit over the top of the sleeves of the arms

iv. Need to have finger straps, preferably elastic, to place the wearer fingers and hand into, near the ends of the flippers to help hold the ends of the gloves to the wearer’s hands from the inside

v. Completely covers the hands and overlaps onto the wearers wrist area to sit on top of the sleeves when worn

j. Legs:

i. One-piece covering both legs and the mid-section of the wearer.

ii. Color of fabric should match the color of the fabric on the head, arms, and feet.

iii. Approximately 7, multi-sized mottling dots, should be on the exterior, outer section of the front of the legs from approximately the knee to lower calf area (well above the ankle) of the wearer, to match with Stewie’s graphic image. The dots are all the same color as the mottling on the arms, a darker green than the main overall green color of the legs.

k. Tail:

i. Color of fabric should match the color of the fabric on the head, arms, legs, and feet.

ii. Attached at the bottom, center of the back shell

i. Color of fabric should match the color of the fabric on the head, arms, legs.

ii. Made to fit over the wearer’s own foot apparel, up to a size 12 shoe

iii. Fits under the bottom of the ends of the legs and holds onto the leg so no gap between the leg material and the foot material can occur during actively wearing the items together.
