About this file

This is a Sole Source Justification document for a federal contract opportunity issued by the Department of Ocean and Atmospheric Sciences at the United States Naval Academy (USNA), Annapolis, Maryland, through NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department. The requirement is for one package of JaiaBot Micro-Unmanned Underwater Vehicle (UUV), Multi-Vehicle Pods manufactured by Jaia Robotics, Inc., Bristol, Rhode Island. The system must be capable of autonomously collecting high-resolution biogeochemical, hydrographic survey, and passive acoustic data from coastal marine systems. System delivery is required within 60 days of purchase order award, with funding from FY26 Navy Other Procurement (OPN) appropriations. The specific unit price and total estimated value are not populated in the document template.

The JaiaBot system specifications include lightweight vehicles (less than 10 kg each, under 1.25 meters long) deployable by a single person, capable of traveling at speeds exceeding 2.5 m/s with positional accuracy of 3 meters or better and minimum depth rating of 50 meters. The vehicles operate remotely and autonomously, with mesh-network capability for multi-vehicle mission planning and execution in pods of three or more vehicles. The package includes onboard data storage, radiofrequency and iridium satellite communication capabilities, and sensors for collecting conductivity, temperature, dissolved oxygen, turbidity, and fluorescent dissolved organic matter data. Data must be compatible with Windows 11 and Linux platforms and common software such as MATLAB and Microsoft Excel. The government requires open-source, modifiable mission planning software without proprietary restrictions, platform customizability for adding sensors without vendor permission, on-site training, limited engineering support, and all shipping and freight charges included. The justification for sole source acquisition is based on market research confirming that JaiaBot is the only commercially available system meeting all minimum requirements and unique operational capabilities. The contracting point of contact is Claudette Jones at claudette.j.jones.civ@us.navy.mil.

SOLE SOURCE JAIABOT MICRO-UNMANNED UNDERWATER VEHICLE (UUV), MULTI-VEHICLE PODS

BY JAIA ROBOTICS, INC JUSTIFICATION

1. Identification of Agency and Contracting Activity.

The requiring activity is the Department of Ocean and Atmospheric Sciences at the United States Naval Academy (USNA), Annapolis, MD; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept.

2. Description of the Action Being Approved.

This is a sole source action for the provision of a new requirement a package of JaiaBot Micro-Unmanned Underwater Vehicle (UUV), Multi-Vehicle Pods by Jaia Robotics, Inc Bristol, RI capable of autonomously collecting high resolution biogeochemical, hydrographic survey, and passive acoustic data from coastal marine systems in order to support the academic mission of the United States Naval Academy (USNA), Annapolis, MD.

System delivery will be within 60 days of contract award.

3. Description of Supplies/Services.

The Department of Ocean and Atmospheric Sciences at the United States Naval Academy (USNA) requires a package of JaiaBot Micro-Unmanned Underwater Vehicle (UUV), Multi-Vehicle Pods by Jaia Robotics, Inc capable of autonomously collecting high resolution biogeochemical, hydrographic survey, and passive acoustic data from coastal marine systems. The Jaia Robotics, Inc, JaiBOT Micro-UUV Multi-Vehicles will be lightweight (<10 kg) and less than 1.25 m long and deployable by a single person.

They will be able to be controlled remotely and also programmable for autonomous missions. Individual Micro-UUVs will be able to travel underwater or at the water’s surface at speeds > 2.5 m/s with a positional accuracy of 3 m or better and depth rating of 50 m or greater. Instead of continuous underwater transit, the Micro-UUV platform will travel mainly at the surface and be able to ‘casts’ downward through the water column to collect high-resolution water column profile data and data on depth and sediment type.

Each Micro-UUV will be able to operate independently or as part of a group of multiple vehicles (3 or more). Control and autonomous mission planning software will be provided that allows for multi-vehicle mission planning and execution. The Micro-UUVs will be mesh-network capable and able to be operated in mission-specific groups, or pods, resembling UUV swarms as a multi-hub, multi-platform system.

The JaiaBOT Micro-UUV package will include a single pod or multiple pods of vehicles capable of collecting high-resolution hydrographic survey data (depth, currents, sediment type), passive acoustic monitoring data, biogeochemical data (conductivity, temperature, dissolved oxygen, turbidity, fluorescent dissolved organic matter (fDOM) collection at the surface and at depth.

The Micro-UUVs will have onboard memory for data storage and will use a combination of radiofrequency and/or iridium satellite for vehicle control and data telemetry. Data formats be compatible with Windows 11 and/or Linux and common software platforms like MATLAB or Microsoft Excel. Mission planning and control software will be open source and be able to be modified by the USNA Department of Ocean and Atmospheric Sciences for custom applications without any proprietary restrictions.

Likewise, the platform will be customizable by the USNA Department of Ocean and Atmospheric Sciences to include adding new sensors or attachments without permission from the vendor or manufacturer. On site training support will be included along with limited engineering support. All shipping and freight charges will be included. The JaiaBOT Micro-UUV package will be operated and maintained using existing supplies, software, and systems currently owned by the USNA Department of Ocean and Atmospheric Sciences.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

The JaiaBot Micro-UUV, Multi-Vehicle Pods by Jaia Robotics, Inc. meets the minimum requirements of the USNA Department of Ocean and Atmospheric Sciences. JaiaBot Micro-UUV, Multi-Vehicle Pods is the only system readily available on the market that meet all the minimum requirements of the Department of Ocean and Atmospheric Sciences at USNA and the government. Jaia Robotics, Inc. is the sole authorized Manufacturer’s Representative and Reseller for JaiaBot Micro-UUV, Multi-Vehicle Pods in the United States.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

Market research, discussions with professionals in UUV operations and technology, and vendor contacts revealed many UUV platforms available on the open market. Micro-UUV platforms will enable the USNA to best execute its unique teaching mission. Market research and vendor discussion revealed limited commercially-available micro-UUV platforms and none that have the unique mode of operation, muti-platfom capabilities, and customizability of the JaiaBot Micro-UUV, Multi- Vehicle Pods by Jaia Robotics, Inc., Bristol, RI. JaiaBot Micro-UUV, Multi-Vehicle Pods is the only system readily available on the market that meet all the minimum requirements of the Department of Ocean and Atmospheric Sciences at USNA and the government.
