VENDOR QUESTIONS AND RESPONSES

Q: Helpdesk Support and Annual LOE - The solicitation identifies 640 annual hours for the Program Manager and 1,920 hours each for Instructional Designer I and II, for a total of 4,480 hours per year. Please confirm whether these hours are intended to cover all PWS requirements, including Helpdesk and Technical Support under Section 3.6, or whether quoters may propose additional labor for helpdesk support.

A: a. Hours are inclusive of all PWS requirements. Yes, quoters may propose additional labor for helpdesk support for consideration.

Q: Labor Categories and Staffing Flexibility - Please confirm whether the labor categories and hours identified in the solicitation are mandatory staffing requirements or Government estimates for pricing purposes. If they are estimates, may quoters propose a different labor mix and/or additional labor categories as needed to meet all PWS requirements under the Firm- Fixed-Price structure?

A: LCATS and associated hours were utilized as a government estimate. Yes, quoters may propose a different "Labor mix" to align with the requirements set forth in the PWS for consideration.

Q: 24/7 Support Requirement - PWS 3.6.6.2 states that designated learning hours are 24/7, while PWS 3.6.6.3 states that support during non-business hours shall be provided within 12 hours of a submitted request. Please clarify whether the Government requires continuously staffed, real-time 24/7 support across the specified support channels, or whether after-hours support may be provided within the 12-hour response window.

A: Learner hours are 24/7 since our students are posted around the world and on ships. To minimize disruption to the learning experience and progress, we are requesting that the vendor provide continuously staffed real-time 24/7 support across the specified support channels.

Q: PWS Section 3.2 states that the expected number of academic courses and community sites to be designed and developed "will be no less than one (3-credit-bearing) course, and up to three (3 credit-bearing) courses in each academic year," and then states that "the contractor shall provide additional options increments of up to two, not to exceed five per year of contract performance." The pricing schedule establishes a single firm fixed price line item for each annual period, with no separate line items for additional course or community site development.

(a) Please state the firm baseline quantity of courses and community sites the contractor shall deliver each year within the stated level of effort, and distinguish that baseline from the optioned increments.

A: Minimum of 1, and NTE 4 per academic year.

(b) Please identify how optioned increments are to be priced, ordered, and funded. If additional line items are necessary to capture them, we ask that the Government add those line items by amendment before the Step Two quote deadline.

Q: Maintenance workload - PWS (S)3.4.3 requires updating up to 20% of course content approximately every ten weeks. Please clarify whether the 20% applies per course, per review cycle, or annually, and identify the maximum maintenance volume included in the annual FFP CLINs.

A: It is per course and no more than 20% of course content in each course (or as identified upon discussions by AD or designee if higher than 20% is anticipated). This applies to all USNCC courses offered per academic year.

Q: Personnel Security Requirements - PWS 8.1 states that personnel with active Secret or Top Secret clearances do not require an additional background investigation, while personnel without such clearances may meet the stated citizenship/permanent residency and NACI requirements. Please confirm that an active Secret clearance is not required for all contractor personnel, provided the other requirements of PWS 8.1 are satisfied.

GENERAL INFORMATION

This solicitation is issued under the authority of FAR Part 12 of the Revolutionary FAR Overhaul (RFO) as a Small Business set-aside.

To the extent that the words "offer" or "proposal" appears in this solicitation, they shall be construed to mean "quote" (or "quotation"), and to the extent that the word "offeror" appears in this solicitation, it shall be construed to mean "quoter."

Quoters may submit questions regarding clarification of solicitation requirements via email to samyar.s.bukovcan.civ@us.navy.mil. Questions must be received no later than 14 August 2026 at 12:00 pm Eastern Time. Verbal questions will not be considered. Responses to questions received will be provided as an amendment to this solicitation. The Government may respond to questions received after the date and time specified at its discretion.

PREPARATION COSTS

This Request for Quotations (RFQ) does not commit the Government to pay for the preparation of a quotation.

STREAMLINED SOURCE SELECTION PROCESS

The Navy is soliciting interested sources in accordance with FAR 12.201-1, Simplified procedures, using the procedures and evaluation factors described in this solicitation. It is emphasized that this is intended to streamline the source selection and be minimally burdensome for both the Navy and vendors interested in competing for this requirement.

The Contracting Officer will make the source selection using the following two-step process:

STEP ONE

No later than 12:00 PM EST, 14 August 2026, interested sources must submit via email to samyar.s.bukovcan.civ@us.navy.mil and cc: martyn.t.

piggott.civ@us.navy.mil, on no more than two (2) pages, a description of their experience on prior contracts they consider most similar to the Performance Work Statement (PWS). Interested sources should use their judgement on how to best demonstrate through their two-page submission that they are a viable competitor. For example, an interested source with relatively limited experience related to the PWS could address how it has the commitment of key personnel or other contractors with more relevant experience.

The Contracting Officer will evaluate each submission and determine which interested sources are viable competitors for award. The Contracting Officer may communicate with competitors, without regard to the rules of FAR 15.2 concerning competitive range determinations and discussions, if such communications will enhance the Contracting Officer's determination of whether the quoter is a viable competitor for award. A determination that a competitor is nonviable does not necessarily mean that the Contracting Officer believes the competitor cannot successfully perform the PWS. A competitor could be determined to be nonviable because of their experience relative to other competitors. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration, and invite sources determined viable to submit a quote in response to Step-Two.

STEP TWO:

Upon completion of Step One, the Contracting Officer will invite those sources determined to be viable to provide a non-price and price quote as part of Step Two of the evaluation process.

Offerors (i.e., interested sources invited to submit Step Two submissions) shall follow the method of quote submission set forth in FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and its addendum and shall submit final quotes no later than 12:00 pm EST 27 August 2026. Offerors' quotes will be evaluated in accordance with FAR 52.212-2, Evaluation - Commercial Products and Commercial Services.

The contracting officer has broad discretion in establishing how quotations will be evaluated. For example, the contracting officer may perform a comparative evaluation of quotations. The evaluation procedures are not subject to part 15 or 14. Contracting officers are not required to have evaluation plans, score quotations, or establish a competitive range before communicating with quoters or soliciting revised quotations.
