About this file

This is a Questions and Answers document for Solicitation N0018926Q0017, a Navy RFQ for chapel sound system upgrades at the United States Naval Academy. The document addresses 13 clarifying questions submitted by prospective vendors regarding scope, requirements, and deliverables.

Key clarifications include: this is a brand name solicitation (not sole source) requiring authorized reseller letters from JBL, Allen & Heath, and Shure Inc., with subcontractors permitted to hold authorization but the prime contractor remaining responsible for all requirements. The project involves adding new audio-visual equipment to an existing 100+ year old historic church building, including four 4K PTZ cameras, speakers, and related cabling—not replacing existing equipment. Installation and commissioning are mandatory contract requirements. The government confirmed that installation labor, miscellaneous installation supplies, and cable management should be included as separate line items in vendor quotes. All appropriate low-voltage and high-voltage cabling must be run as specified, with site visits required to develop installation plans since no existing designs are available. Vendors must use appropriate lifts and scaffolding to reach speaker and wiring locations. The subwoofer make and model information is unavailable as those units were previously installed but remain unconnected. No equipment disposal or demo of current gear is required.

SOLICITATION QUESTIONS: N0018926Q0017

Question 1: Is this an open opportunity, or if this has been designated as a sole source?

Answer 1: This is not a sole source but it is a brand name. There are three brand names required for this solicitation and an authorized reseller letter needs to be included with the quote submission.

Question 2: Is this a brand new contract OR if there is (was) an incumbent performing these services?

Answer 2: This is a new requirement.

Question 3: Is it acceptable for a subcontract partner to provide the requirement of supplying JBL, ALLEN & HEATH, and SHURE, INC authorized reseller letters? Or must it be the prime contractor who holds the authorization status?

Answer 3: Subcontracting to a manufacturer's authorized partner, re-seller, or distributor is allowable however, the prime contractor is responsible for all requirements, terms, warranties, and clauses / provisions of the solicitation. Please see DFAR Clause 252.244-7000, FAR Part 44, and FAR Part 12 for applicable regulations.

Question 4: Will we be demoing the gear that is there currently as part of this RFQ? If so, do you want us to also dispose of it?

Answer 4: No, this will only be for adding additional gear. No gear will be disposed of.

Question 5: What’s the height of the speakers? Will we need scissor lifts?

Answer 5: An appropriate lift (scissors, genie, etc.) and/or scaffolding will be required to reach speaker and wiring locations. The building is open to the public on a daily basis should you wish to investigate further.

Question 6: What are the walls made of if we needed to adjust anything custom?

Answer 6: Walls are a highly specialized form of plaster. This is a 100+ year old historic church.

Question 7: Do we need to run low voltage anywhere, or are you requiring any high voltage drops or is this very specifically Plug and Play only.

Answer 7: All appropriate cabling will need to be run for the equipment specified in the RFQ. (e.g., loudspeakers, cameras, Dante, etc.)

Question 8: Is this an equipment only bid or is it looking for installation as well?

Answer 8: Installation and commissioning must be provided as part of the contract.

Question 9: In the RFQ you have asked for a quantity of four (4) 4K PTZ Cameras (Item 033) but only one (1) wall mount (Item 034). I wanted to ensure that the wall mount quantity was correct on the RFQ document?

Answer 9: The RFQ is correct. Other PTZ’s will be in non-wall-mounted locations.

Question 10: Can you please provide the make and model of the subwoofers that will need to be integrated into the new system?

Answer 10: The subwoofers were installed at an earlier time but not connected to the system. They are not readily accessible to read make/model information. Therefore, at this time that information is unavailable.

Questions 11: We noticed that there was not a line item for cable and installation materials as well as cable management repair/replacement under the Deliverables section of the RFQ. In responding to the RFQ, would you like to see a line item specifically for cable and installation materials as well as cable management repair costs or not include those as a specific line item?

Answer 11: Include a line item for miscellaneous installation supplies, if necessary.

Question 12: The same question also applies to installation labor. Would you like to see a line item specifically for labor?

Answer 12: Yes, there should be a line item for labor / commissioning costs.

Question 13: Are there any plans or designs available to review that show the installation location of the new equipment and the location of existing equipment that the new equipment must connect to?

Answer 13: There are currently no plans or designs. Development of an installation plan will require a site visit.
