Justification for Urgent Acquisition
This is a Justification for Urgent Acquisition document submitted by the Supply Officer of USS GUNSTON-HALL LSD-44 to the Contracting Officer at Fleet Logistics Center Norfolk for Procurement Request No. V214226104EM99. The requirement was identified on 26 MAR 2026 and submitted to the contracting department on the same date, with a required delivery date of 29 MAY 2026.
The Navy requires overhaul and testing services for critical diesel generator components: fuel oil back pressure regulating valve, lube oil differential bypass valve, and high air start reducing valves for the NR2 Ship Service Diesel Generator (SSDG). The vessel entered a Continuous Maintenance Availability (CMAV) on 15 DEC 2025, with the NR2 SSDG project identified as the highest priority delaying the ship's exit. The Mid-Atlantic Regional Maintenance Center (MARMC) assisted with fuel oil valve repairs but lacks the capability to set the valve; therefore, the valve must be sent to a contractor for setting and then returned for installation. Proper overhaul and setting of the lube oil differential bypass valves is essential to prevent unsafe generator operation, and correct air pressure regulation is necessary to avoid loss of generator starting capability or damage to starting components. The ship requires all services completed by 29 MAY 2026, which marks the end of the 6A1 CMAV and precedes Light Off Assessment and other basic phase events. With NR2 SSDG inoperative, the ship would have no generator redundancy and would fall below minimum equipment redline requirements per CNSL INST 3504.1F. The contractor must have all items ready for pickup by 29 MAY 2026 to allow for component installation prior to generator testing scheduled for 01 JUN 2026. MARMC was contacted on 10 FEB 2026 and confirmed it cannot provide testing and overhaul services for these valve types.

Subj: JUSTIFICATION FOR URGENT ACQUISITION
Ref: (a) Procurement Request No: V214226104EM99
(b) Federal Acquisition Regulation 12.102(a)
2. URGENCY: This justification is provided to support the processing of reference (a) on an urgent basis (i.e., more quickly than the routine cycle timeframes of 20 days for requirements less than $25,000 and 30 days for requirements greater than $25,000 but less than $350,000. Processing of a requirement on an urgent basis may allow the soliciting from a single source if Contracting Officer determines that the circumstances deem only one source reasonably available. This justification is based on the following facts:
_26 MAR 2026______, date on which the requirement was first identified.
_26 MAR 2026______, is the date on which the requirement was submitted to the contracting department.
_29 MAY 2026_______ , is the required delivery date as indicated on the requisition.
_X _ Explanation of the special circumstances and conditions that exist validating the requirement as "urgent".
USS Gunston Hall entered a continuous maintenance availability (CMAV) on 15DEC25, and the highest priority project, NR2 Ship Service Diesel Generator (SSDG), has been delaying the ship's exit. Essential items to the operation ofNR2 SSDG are the fuel oil back pressure regulating valve, lube oil differential bypass valve, and high air start reducing valves. The Mid-Atlantic Regional Maintenance Center (MARMC) assisted in repairs to the fuel oil back pressure regulating valve, but they lack the capability to set it. Ship's Force requires send the valve to the contractor, have it set, then pick the valve back up for installation. Overhauling and setting the lube oil differential bypass valves is imperative for support of safe operation to all SSDGs. These valves prevent the loss of lube oil flow, and if not set correctly will bypass the cooler and cause high lube oil temperature to the generator. The ship operates all generators to be run while bypassing the use of these; however, it is considered a safety concern during inspection. Inability to regulate high pressure air will more than likely cause loss of ability to start the generators or cause damage to starting components. Both of these present an unacceptable risk to safety and operation.
_X_ How this requirement will impact your mission (i.e., the specific harm that would result) if you do not receive the material or service by the required delivery date. (Note: Delays in production schedules alone or failure to expend monies are not acceptable reasons for justifying urgency.)
The ship requires all the services to be complete by 29MAY26 because this date represents the end of the 6Al CMAV, and there is no other availability scheduled before Light Off Assessment (LOA) and other basic phase events such as MOB-E. In accordance with CNSL INST 3504.1F, redlines for forward generators is 1 of 2. With NR2 SSDG being down, the ship would have no redundancy if NR1 SSDG went down, and the ship would be below redlines and could not meet minimum equipment requirements.
Therefore, it is imperative that NR2 SSDG is fully operable by the time the ship exits the availability and enters inspection.
_X_ Estimated production lead time for the item (how long will it take the contractor to produce the item or complete the service once the contract is awarded)
Once the contract is paid for, the contractor, will have all items ready for pickup by 29MAY26 prior to commencing generator testing scheduled for 0lJUN26. RDD for all parts is 29MAY26 to allow for installation of components.
The following firms were contacted and have indicated that they cannot provide an item that will meet the needs of the Government.
