About this file

This is a Questions and Answers (Q&A) document related to a federal Request for Proposals (RFP) for energy policy and program support services. The document does not address a specific contract vehicle, set-asides, or award dates, but rather clarifies ambiguities in the RFP solicitation documents.

Key clarifications include: the "ASN Energy Policy and Program SME" labor category aligns with Key Personnel requirements; labor categories may be combined (dual-hatted) if all PWS qualifications are met; the annual labor standard is 1,920 hours per Full-Time Equivalent (FTE), with eight base FTEs totaling 15,360 hours annually and an additional two option CLINs; the correct Past Performance Report Form submission deadline is 4/3/2026 at 10:00 AM EST; offerors are not required to submit CMMC assessment evidence with proposals; and Past Performance Report Forms should be submitted to Ms. Harris only. Regarding staffing requirements, the Project Manager and alternate PM are not required to be separate from the eight FTEs, key personnel roles must be full-time with a minimum of one resource present on each workday, and both will receive laptops as Government-Furnished Equipment (GFE). SIPR access is required for four specific positions: ASN Energy Policy and Program SME, Installation Energy Execution and Policy Manager, Title 10 U.S.C Authorities Support Specialist, and Water Security and Resilience Manager. No positions require IT II/IT III designation or privileged/administrative network access. File naming conventions for proposals should be clear and informative but are not strictly prescribed. Offerors may not submit Contractor Performance Assessment Reports (CPARS) in lieu of the required Past Performance Report Form, though references' failure to submit forms will not be held against the offeror.
