About this file

This is a Questions and Answers document for RFQ N0018925RR028 issued by NAVSUP HQ for the procurement of a Lactation Pod. The document contains seven contractor questions with government responses providing clarification on solicitation requirements.

Key specifications clarified include that no specific manufacturer is required for the Lactation Pod, which must be installed on the first floor and fit through a standard 36" wide x 83" high door opening. All surfaces must be non-porous and bleach cleanable with durable interior and exterior finishes complete from the factory. Personnel requirements specify that contractor installers need Form 5512 for base access background checks, legal working status is acceptable (not limited to U.S. citizens), and no additional security clearances or certifications are required. If the pod sits flush on the ground and is ADA compliant, no ramp is needed. The government allows early delivery of palletized pod parts two days prior to installation, but storage would be outside and unsecured with no loading dock or forklift provided, making the contractor responsible for any damage or theft. Interior requirements mandate a chair or comfortable seating alternative at minimum, with additional features like work surfaces, coat hooks, and shelves considered acceptable but not required.

RFQ N0018925RR028

NAVSUP HQ: Lactation Pod

1. The solicitation had very detailed specifications that the Lactation Pod should follow. Is there a particular manufacturer required or specified per your specifications?

The requirement is not brand name or manufacturer specific.

2. Will the Lactation Pod be installed on the first floor or will it need to be installed on another floor. If so, what size is the current freight elevator to be used?

The Lactation Pod will be installed on the first floor, it just needs to fit through standard 36” wide x 83” high door opening.

3. Are there any particular finishes needed to the inner and outside of the Lactation Pod i.e.….

wall coverings, paint?

All surfaces must be non-porous bleach cleanable. Interior and exterior finishes must be durable and complete from the factory.

4. Please confirm if there are any specific personnel requirements that installers must meet as part of this bid. We are seeking clarity on the following:

a. Background Checks: Are background checks required for all on-site personnel?

Contractor personnel will be responsible for filling out form 5512 for base access, this is the background check to allow base access.

b. Citizenship Requirements: Must all installers be U.S. citizens, or are other legal working statuses acceptable (e.g., green card holders)?

Legal working statuses are acceptable.

c. Other Personnel Criteria: Are there any additional restrictions or certifications required

(e.g., security clearance, drug testing, union affiliation)?

No other restrictions other than the background check to access the installation.

5. If the model of POD proposed sits flush on the ground and is ADA complaint, would there be a need for the ramp? Will the Pod be sitting on a higher elevation than the floor?

No need for a ramp if the POD sits flush on the ground and it is ADA compliant.

6. We are looking to deliver the POD to the exact final location 2 days prior to installation.

The parts of the POD will be palletized, and the pallets will be there for 2 days prior to installation. Is this a valid process?

We have a space that the pallets could be stored but it is outside and not secure. The government does not provide a loading dock or forklift to unload or move material. If the contractor decides this type of process the risk of damage or items being stolen are the responsibility of the contractor.

7. The SOW of the project just states to install a chair, please clarify if there is a need for other interior décor?

The government requires that the Lactation POD be equipped with a chair or a comfortable seating alternative (e.g. a bench)at a minimum. Additional features like a work surface for breast pumps or personal items, coat hook, shelves are not a necessity, but if included will be considered acceptable.
