About this file

This document is a contract modification (Amendment 0003) for a naval shipboard habitability contract, specifically for Shipboard Lockers and Related Material. The amendment primarily changes the delivery terms from FOB Destination to FOB Origin for Contract N0018925R0013, issued by NAVSUP FLC Norfolk Contracting.

The contract covers manufacturing shipboard furniture and related items for naval vessels, including lockers, berths, lavatory units, and other habitability components. Key technical requirements include compliance with multiple military specifications and standards, specific manufacturing processes for materials like steel and stainless steel, and detailed painting and packaging guidelines. The contract includes strict quality control measures, with inspection requirements based on lot sizes and an emphasis on shock qualification and aesthetic standards for naval shipboard equipment. Delivery schedules are tiered based on order value, ranging from 30 to 120 days after the order date depending on the total order amount.

2.5 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. The invoked drawing has precedence where the requirements of the invoked drawing differ from those of MIL-PRF-32038. The Line Item and this SOW have precedence where the requirements of the Line Item or this SOW differ from those of the invoked drawing or MIL-PRF-32038.

3. REQUIREMENTS

3.1 General

3.1.1 Manufacture all items in accordance with the invoked drawings, Pricing Schedule Line Item Description (Line Item), MIL-PRF-32038, and this Statement of Work (SOW) except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been submitted and approved explicitly for this contract. MIL-PRF-32038 supersedes MIL-F-902 (Historical) except as indicated in section 4. This SOW may have modified several of the mandatory requirements/notes as given within referenced documents. A complete review of all documents must be accomplished in order to satisfy item procurement and manufacturing requirements as stated herein.

a. Pre-production drawings or composite drawings are not required to be submitted;

however, written approval and documentation of deviations and change proposals are required as indicated herein.

b. There is no extension of any previous drawing, deviation or change proposal approvals under this solicitation. Strictly produce all items in accordance with the contract Line Item Descriptions, invoked drawings and specifications and this Statement of Work except as specifically authorized by approvals of deviations or waivers submitted in accordance with this SOW and specific to this solicitation/contract. Issues such as value, appearance and interchangeability will be considered in evaluating deviation requests.

3.1.2 For the purposes of this SOW the use of the word “shall” within the invoked documents or their references is the same as the word “must” and identify requirements.

3.1.3 Referenced specifications within invoked drawings may not have been updated to reflect current conversions from Military and Federal Specifications to commercial equivalents.

Nevertheless, the Line Item and this SOW cite current specifications. If a referenced specification has been canceled without replacement and the Line Item or this SOW do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor should select the grades, conditions, etc. as the Contractor recommends.

3.1.4 Approvals And Substitutions

a. Mid Atlantic Regional Maintenance Center (MARMC), Code 310.2 has action and approval authority for all submitted Drawings, Substitutes, Deviations, RFDs, or ECPs.

1. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs.

Submittals must include contract number, applicable Line Item and Find Number (FN), description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the Contractor's point-of contact including phone number, fax number, and e- mail address. Submit RFDs and ECPs in the Contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.

2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.

3. For any item, vendors may propose equivalent commercial items subject to approval. For each alternate or substitute item, the vendor's proposal must include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

4. Shock Testing is not required under this solicitation/specification/contract because all of the Line Items have been previously tested in accordance with these requirements.

However, if a manufacturer proposes a deviation, change or waiver, Shock Testing may be required prior to approval of any proposal. Appendix 1 provides the process and criteria which would be applied for any new testing or vendor requests for extension of an existing Shock Qualification Approval.

5. As all items are habitability features so aesthetics will be a consideration in evaluation of any proposals. Standardization and interchangeable parts will be a consideration in evaluation of any proposals.

b. Email Drawings, Substitutes, Deviations, RFDs, or ECPs submissions to the PCO and any ACO with a copy to the MARMC TPOC.

c. Forward a copy of all modifications, delivery orders, and delivery order changes to the MARMC TPOC upon receipt.

d. The MARMC TPOC will forward the Government response to the vendor not later than thirty (30) days after receipt. Delivery extensions will not be added to the vendor's production schedule because of failure to promptly identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.

3.1.5 Additional Orders should not be made under this solicitation until after first unit of production inspection of the first delivery order has been satisfactorily completed and any issues addressed satisfactorily.

3.1.6 On all items with a contract price greater than $100.00, affix a permanent, weatherproof, chemical and abrasion resistant, laser printed manufacturer's label inside, on the right side, or right side of back near the top in accordance with the invoked drawing and MIL-PRF-32038.

Labels and content are subject to approval and must be BS5609 compliant using Avery 60505, Avery 60503 or another label specifically approved for this solicitation and resultant contract. As a minimum include the following on the label:

Manufacturer CAGE Code NAVSEA Drawing Number with Revision Contract Number Year and Month of Manufacture Find Number (e.g. “FN 301 ARR”)

3.1.7 Inspect all items in accordance with MIL-PRF-32038. MIL-PRF-32038 supersedes MIL- F- 902 (Historical) except as indicated in section 4. of the SOW.

3.1.8 When made in accordance with contract requirements, all locker drawers can be fully opened when the doors are opened 90 degrees or greater.

3.1.9 In addition to the requirements of each contract Line Item Description, the manufacturer is responsible for ensuring that all items and their associated subbases properly fit and function together. The subbase for each item is a component of the furniture contract Line Item unless the contract Line Item Description specifically indicates that the subbase is to be omitted. Shock variants typically include the subbase, even if the regular version uses a separate subbase.

3.1.10 Type Drawings use the notation of an asterisk (*) to flag mandatory features, for which no deviation is permitted. This is the opposite notation from Standard Drawings. Any and all deviations must be documented and submitted for approval specific to this solicitation/contract as detailed.

3.2 Detail Requirements

3.2.1 Fasteners.

a. Include all fasteners plus 20% overage for a typical successfully assembly and erection of each item, even if over and above the fastener quantities listed or referenced in the invoked drawings. The installation drawing identifies the fasteners used for each connection.

Package the fasteners with or attach to the individual item. Bulk packaging of fasteners is not authorized.

3.2.2 Subbases.

a. Unless otherwise specified in this solicitation, manufacture subbases using steel in accordance with ASTM A36 or ASTM A1008. It is not necessary to zinc plate or galvanize subbases. Subbase FN 1675 ARR is stainless steel for use in sanitary spaces.

b. Include the subbase for all items that install to a subbase, except when the Line Item Description specifically calls for the subbase or coaming to be omitted. Deck mounted items will attach to a generally flat (without shear or camber) steel deck. For shock qualified items, the fasteners and instructions must match the methods used for the shock qualification.

Installation studs must be 1/2" diameter studs per MIL-S-24149, Type II class I and these ½” studs are separately purchased and NOT required to be included under this solicitation or contract. Items that do not attach to the deck will be fastened to aluminum berths or lockers.

c. Lockers identified under this solicitation are either stud mounted or fastened to subbases which are welded to the ship's deck. For non-stud subbases, the welding of subbases to the deck will be detailed in an approved installation instruction. Unless additional welding is needed for shock requirements, the subbases will have two 2-inch long intermittent ⅛-inch fillet welds around the inside of the subbase with at least two 2-inch fillets on the front and back of the subbase and at least one 2-inch fillet on each side. For stud mounted furniture, the welding of 1/2-inch deck studs will be "automatic stud welding or 1/4-inch fillet all around."

3.2.3 Additional Paint Requirements

a. Unless otherwise specifically stated in the Line Item or elsewhere in this section, use a powder coat system in accordance with paragraphs 3.5.2 and 3.5.3 of MIL-PRF-32038 (previously FED-STD-595) on all metal parts. Use FED-STD-595 color number 26586 (beige semi-gloss) for the final color and gloss on Line Item items and color number 17038 (black) for all required steel subbases. The powder coat system must be QPL/QPD qualified in accordance with MIL-PRF-24712 revision B (MIL-PRF-24712B) under classification Type I Class 4.

Compliance with paint system manufacturer recommendations is mandatory.

b. Use of any powder coating system not QPL/QPD qualified in the ASSIST database (https://assist.dla.mil) is a deviation which requires approval. Evaluation of a request for deviation related to paint system will include consideration of First Article Test documentation perMIL-PRF-24712B, including color and gloss.

c. Currently QPL/QPD qualified powders which satisfy these requirements are:

1. Tiger Drylac (069/15027) is MIL-PRF-24712B Type I Class 4 QPL/QPD qualified explicitly as beige 26586 semi-gloss.

2. Tiger Drylac (049/81146) is MIL-PRF-24712B Type III Class 3

QPL/QPD qualified for color number 17038 (black). Also acceptable for painted subbases is Tiger Drylac (338/80362) which is MIL-PRF-24712B Type III Class 3 QPL/QPD qualified black color number 27038.

3.2.4 NAVSEA Standard Drawings 803-6397307 and 803-5959310 Technical Requirements

a. Line Items invoking drawings 803-6397307 and 803-5959310, are generally 500 series Find Numbers. All Line Items that invoke drawing 803-6397307 are required to comply with the referenced details of drawing 803-5959310. These drawings are considered to as non-deviation drawings. Nevertheless, deviations from these drawings, or areas subject to development, are permitted only when noted with an asterisk (*) on the drawings. Unless otherwise indicated, all references to specific details and pieces below are to Furniture Construction Details, drawing 803-5959310. In addition, comply with the following requirements for all items invoking these drawings:

1. Previously General Notes 4, 5, 6 and 7 on Drawing 803-6397307 superseded the drawing details and reduced most of the sheet metal thickness by one gauge from what is shown in the details. Drawing 803-6397307 Rev A1 has been revised such that General Notes 4, 5, 6 and 7 are now for information only, and the sheet metal thicknesses for each application are called out in tables for each Type Locker on 803-6397307. The strength of spot welds must correspond to at least the strength called out for the thinner material. The quantity and spacing of welds remain as indicated on the drawings. For emphasis spacing for most spot welds is no more than three inches apart.

2. Drawing 803-5959310 Rev A1 has been revised to resolve conflicts, improve producibility and has been tailored for the applications covered by this specification/solicitation/contract and to match successful shock testing accomplished with Tri- Way Industries.

3. Use steel to manufacture all locking bars, including Piece Number 305 of Drawing 803-5959310. Zinc plate the steel after forming. This supersedes the material and material specification previously specified. Aluminum is not acceptable for locking bars.

4. Accomplish all zinc plating in accordance with ASTM B633 Type III, Service Condition SC2. Wherever cadmium plating is specified, zinc plating may be used.

5. Butt weld all joints on the front face of the locker body, where the sides meet the top and bottom pieces and any divider shelf.

6. When the location of the Card Holder is not specified, locate the top of the Card Holder one inch below the bottom of the louvers. On some lockers, such as the Three-Man Crew Locker, FN 526W ARR, it will be necessary to modify the fasteners to clear the locking rod. Unless otherwise indicated, the louvers and Card Holder are centered from side to side on the doors.

7. Manufacture each Side Reinforcement and Stile Reinforcement (such as Piece Number 207, 214 or 260) as a continual piece without seams from the bottom to the top of the locker unless a seam is specifically called for by the drawing.

8. Manufacture Type A subbases (Piece Numbers 500 and 507) using steel in lieu of stainless steel. Powder coat subbases as specified herein. This supersedes Line Item Descriptions for Type A Subbases.

3.2.5 Emergency Escape Breathing Device (EEBD) Stowage Containers (FN 224 ARR).

Provide labeling and installation fasteners as follows:

a. Provide "EEBD" label (Piece Number 5), and “Pull Pin” label (Piece Number 6) as self-adhesive vinyl labels that meet the minimum photometric requirements per ASTM E2072. Locate the "EEBD" label on the front and both sides. Modify Piece Number 5 to measure 1-½-inch by 5-inches, with ¼-inch radius corners using letters sizes ¾-inch high by ½-inch wide.

Use photo luminescent red color number 11105 of FED-STD-595 for all stenciled letters and arrows. (For information only, this paragraph is based on the LWMB drawing 804-5959312, Rev. D1 sheet 1 General Note 41.)

b. Provide Five (5) zinc plated steel 1/4 -20 hex head machine screws, ⅝-inch long, with zinc plated lock nuts and ten (10) zinc plated washers with each Stowage container.

c. EEBD Stowage containers are a grade A shock item. The invoked Standard drawing 803-5751208 is shock qualified. When manufactured explicitly per the drawing, the EEBD stowage containers satisfy shock requirements. As with all items, document and submit for approval any deviations. Furthermore, compliance with shock must be considered, and new testing may be required as a condition for approval of any deviations, waivers or changes.

3.2.6 Subbases. Manufacture subbases which invoke drawing 804-1749231 in accordance with the drawing and the following:

a. Continuously weld each seam and grind the weld smooth on one the top and outside welds.

b. Steel subbases. Manufacture steel subbases using either 11 gauge (0.1196-inch thick) sheet steel or ⅛-inch thick angle steel. Include an ⅛-inch inside bend radius for subbases formed from sheet.
