About this file
This is a federal solicitation for shipboard lockers and related materials issued by the Navy's Mid-Atlantic Regional Maintenance Center (MARMC). The solicitation (N0018925R0013) seeks multiple vendors to provide shipboard habitability improvement products, specifically lockers, furniture, and related equipment for naval ships and craft, with a total contract ceiling of $8,000,000. The procurement is set aside for small businesses, specifically targeting small business concerns including service-disabled veteran-owned, women-owned, and HUBZone small businesses.
The contract will be a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a five-year ordering period plus a six-month option, using a Lowest Price Technically Acceptable (LPTA) source selection process. Vendors must submit technical and price proposals demonstrating compliance with detailed military specifications for shipboard furniture, including requirements for materials, manufacturing, inspections, packaging, and quality management. Proposals are due by 11:00 AM on 24 June 2025, with the government intending to award contracts to no more than three vendors who meet the technical and price requirements.

(iii) The Task Order should be issued on a sole source basis in the interest of economy and efficiency as a logical follow-on to a Task Order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original Task Order; or
(iv) It is necessary to place a Task Order to satisfy a minimum guarantee;
(v) The Ordering Officer determines in writing that it is in the best interest of the Government to do so.

Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. The invoked drawing has precedence where the requirements of the invoked drawing differ from those of MIL-PRF-32038. The Line Item and this SOW have precedence where the requirements of the Line Item or this SOW differ from those of the invoked drawing or MIL-PRF-32038.
3. REQUIREMENTS
3.1 General
3.1.1 Manufacture all items in accordance with the invoked drawings, Pricing Schedule Line Item Description (Line Item), MIL-PRF-32038, and this Statement of Work (SOW) except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been submitted and approved explicitly for this contract. MIL-PRF-32038 supersedes MIL-F-902 (Historical) except as indicated in section 4. This SOW may have modified several of the mandatory requirements/notes as given within referenced documents. A complete review of all documents must be accomplished in order to satisfy item procurement and manufacturing requirements as stated herein.
a. Pre-production drawings or composite drawings are not required to be submitted;
however, written approval and documentation of deviations and change proposals are required as indicated herein.
b. There is no extension of any previous drawing, deviation or change proposal approvals under this solicitation. Strictly produce all items in accordance with the contract Line Item Descriptions, invoked drawings and specifications and this Statement of Work except as specifically authorized by approvals of deviations or waivers submitted in accordance with this SOW and specific to this solicitation/contract. Issues such as value, appearance and interchangeability will be considered in evaluating deviation requests.
3.1.2 For the purposes of this SOW the use of the word “shall” within the invoked documents or their references is the same as the word “must” and identify requirements.
3.1.3 Referenced specifications within invoked drawings may not have been updated to reflect current conversions from Military and Federal Specifications to commercial equivalents.
Nevertheless, the Line Item and this SOW cite current specifications. If a referenced specification has been canceled without replacement and the Line Item or this SOW do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor should select the grades, conditions, etc. as the Contractor recommends.
3.1.4 Approvals And Substitutions
a. Mid Atlantic Regional Maintenance Center (MARMC), Code 310.2 has action and approval authority for all submitted Drawings, Substitutes, Deviations, RFDs, or ECPs.
1. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs.
Submittals must include contract number, applicable Line Item and Find Number (FN), description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the Contractor's point-of contact including phone number, fax number, and e- mail address. Submit RFDs and ECPs in the Contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.
2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.
3. For any item, vendors may propose equivalent commercial items subject to approval. For each alternate or substitute item, the vendor's proposal must include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.
4. Shock Testing is not required under this solicitation/specification/contract because all of the Line Items have been previously tested in accordance with these requirements.
However, if a manufacturer proposes a deviation, change or waiver, Shock Testing may be required prior to approval of any proposal. Appendix 1 provides the process and criteria which would be applied for any new testing or vendor requests for extension of an existing Shock Qualification Approval.
5. As all items are habitability features so aesthetics will be a consideration in evaluation of any proposals. Standardization and interchangeable parts will be a consideration in evaluation of any proposals.
b. Email Drawings, Substitutes, Deviations, RFDs, or ECPs submissions to the PCO and any ACO with a copy to the MARMC TPOC.
c. Forward a copy of all modifications, delivery orders, and delivery order changes to the MARMC TPOC upon receipt.
d. The MARMC TPOC will forward the Government response to the vendor not later than thirty (30) days after receipt. Delivery extensions will not be added to the vendor's production schedule because of failure to promptly identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.
3.1.5 Additional Orders should not be made under this solicitation until after first unit of production inspection of the first delivery order has been satisfactorily completed and any issues addressed satisfactorily.
3.1.6 On all items with a contract price greater than $100.00, affix a permanent, weatherproof, chemical and abrasion resistant, laser printed manufacturer's label inside, on the right side, or right side of back near the top in accordance with the invoked drawing and MIL-PRF-32038.
Labels and content are subject to approval and must be BS5609 compliant using Avery 60505, Avery 60503 or another label specifically approved for this solicitation and resultant contract. As a minimum include the following on the label:
Manufacturer CAGE Code NAVSEA Drawing Number with Revision Contract Number Year and Month of Manufacture Find Number (e.g. “FN 301 ARR”)
3.1.7 Inspect all items in accordance with MIL-PRF-32038. MIL-PRF-32038 supersedes MIL- F- 902 (Historical) except as indicated in section 4. of the SOW.
3.1.8 When made in accordance with contract requirements, all locker drawers can be fully opened when the doors are opened 90 degrees or greater.
3.1.9 In addition to the requirements of each contract Line Item Description, the manufacturer is responsible for ensuring that all items and their associated subbases properly fit and function together. The subbase for each item is a component of the furniture contract Line Item unless the contract Line Item Description specifically indicates that the subbase is to be omitted. Shock variants typically include the subbase, even if the regular version uses a separate subbase.
3.1.10 Type Drawings use the notation of an asterisk (*) to flag mandatory features, for which no deviation is permitted. This is the opposite notation from Standard Drawings. Any and all deviations must be documented and submitted for approval specific to this solicitation/contract as detailed.
3.2 Detail Requirements
3.2.1 Fasteners.
a. Include all fasteners plus 20% overage for a typical successfully assembly and erection of each item, even if over and above the fastener quantities listed or referenced in the invoked drawings. The installation drawing identifies the fasteners used for each connection.
Package the fasteners with or attach to the individual item. Bulk packaging of fasteners is not authorized.
3.2.2 Subbases.
a. Unless otherwise specified in this solicitation, manufacture subbases using steel in accordance with ASTM A36 or ASTM A1008. It is not necessary to zinc plate or galvanize subbases. Subbase FN 1675 ARR is stainless steel for use in sanitary spaces.
b. Include the subbase for all items that install to a subbase, except when the Line Item Description specifically calls for the subbase or coaming to be omitted. Deck mounted items will attach to a generally flat (without shear or camber) steel deck. For shock qualified items, the fasteners and instructions must match the methods used for the shock qualification.
Installation studs must be 1/2" diameter studs per MIL-S-24149, Type II class I and these ½” studs are separately purchased and NOT required to be included under this solicitation or contract. Items that do not attach to the deck will be fastened to aluminum berths or lockers.
c. Lockers identified under this solicitation are either stud mounted or fastened to subbases which are welded to the ship's deck. For non-stud subbases, the welding of subbases to the deck will be detailed in an approved installation instruction. Unless additional welding is needed for shock requirements, the subbases will have two 2-inch long intermittent ⅛-inch fillet welds around the inside of the subbase with at least two 2-inch fillets on the front and back of the subbase and at least one 2-inch fillet on each side. For stud mounted furniture, the welding of 1/2-inch deck studs will be "automatic stud welding or 1/4-inch fillet all around."
3.2.3 Additional Paint Requirements
a. Unless otherwise specifically stated in the Line Item or elsewhere in this section, use a powder coat system in accordance with paragraphs 3.5.2 and 3.5.3 of MIL-PRF-32038 (previously FED-STD-595) on all metal parts. Use FED-STD-595 color number 26586 (beige semi-gloss) for the final color and gloss on Line Item items and color number 17038 (black) for all required steel subbases.
