About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a military helicopter transport project. The amendment addresses five industry questions about an AH-1Z helicopter (serial number 166760) currently located at Pax River, which will be transported to Philadelphia. Key details include the helicopter's specifications: two-person crew, 58 ft 3 in length, 14 ft 4 in height, with an empty weight of 12,300 lbs and a max takeoff weight of 18,500 lbs. The helicopter will be transported without engines, and the government is seeking a contractor to move the complete airframe and rotors safely and professionally, with flexibility on disassembly methods to fit the aircraft on a truck bed.
The amendment is issued by NAVSUP FLC Norfolk Philadelphia Office, with a contract modification number 0001 and an effective date of 28-Aug-2025. The document provides detailed technical information about the helicopter's current condition and characteristics, emphasizing that the aircraft is currently in a "stricken condition" but will be a complete airframe by transport time. No specific pricing terms or set-asides are mentioned in this amendment, which primarily serves to clarify technical details and answer potential contractor questions about the helicopter's condition and transport requirements.

AMENDMENT 0001 LANGUAGE
The purpose of this amendment is to answer the following questions received from industry:
1. What is the current status of the helicopter, it is a static display down at PAX river or something else?
Answer: The Ah-1Z 166760 was used as a test bed aircraft for HX-21. It is currently in stricken condition but will be a complete airframe by the time it is being transported to Philadelphia.
2. What condition is the helicopter in at Pax River?
Answer: It is non-operational but ill be a complete airframe for the move to Philadelphia. The Engines will
NOT be installed for the move/display, it will just be the airframe and rotors.
3. Do we have the specs for the helicopter?
Answer: General characteristics
• Crew: Two: pilot and co-pilot/gunner (CPG)
• Length: 58 ft 3 in (17.75 m)
• Height: 14 ft 4 in (4.37 m)
• Empty weight: 12,300 lb (5,579 kg) – This weight includes engines, which will not be in the helicopter for the move or display.
• Max takeoff weight: 18,500 lb (8,391 kg)
• Powerplant: 2 × General Electric T700-GE-401C turboshaft, 1,800 shp (1,300 kW) each – Not
Included in the display aircraft.
• Main rotor diameter: 48 ft (15 m)
• Main rotor area: 1,808 sq ft (168.0 m2) 4-bladed main and tail rotors
4. Are there any pictures available of the helicopter at its current location at Pax River?
Answer: No pictures are available as the helicopter is in stricken condition, however, once the aircraft gets put back together, pictures may be available shortly.
5. Does the Government have a preferred way to disassemble the aircraft for transport?
Answer: No, the Government just wants the helicopter to be transported safely and professionally from Pax
River to Philadelphia, PA. This could be done with little disassembly (such as taking off rotor blades) to fit it on the back of a truckbed or as much disassembly (removing body panels, etc.) that may be needed to perform this task. It will be up to the contractor to find the most economical and safe option available.
