About this file
This document is a Questions and Answers file for Request for Quotations (RFQ) N0018925QZ389 for Regulated Medical Waste (RMW) Disposal services. The Q&A reveals that this is a brand new contract for NAVSUP Fleet Logistics Center, previously processed through NHJAX/DHA, with Advant-Edge Solutions of Middle Atlantic as the incumbent (previous contract number W81K0421D0006/HT940624F0112). The document addresses vendor questions about contract details, including clarification on bin container color requirements, with the government specifying that bin containers should not be red (which signifies regulated medical waste) but do not necessarily need to be grey.
Key procedural details include that the SF-1449 form has been updated to remove a draft watermark (referenced in Amendment 0001), and the solicitation is a 100% Woman-Owned Small Business (WOSB) set-aside. The government intends to procure commercial services for RMW disposal supporting the Navy Drug Screening Laboratory in Jacksonville, FL, with quotations due by 11:30 AM ET on 17 July 2025, submitted via email to specified Navy contracting personnel.

Questions and Answers: RFQ N0018925QZ389
Q1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A2: This is a brand new contract for NAVSUP FLC but a was once was processed through NHJAX/DHA. The incumbent is Advant- Edge Solutions of Middle Atlantic. Previous contract number W81K0421D0006/HT940624F0112
Q2: Are you guys currently with a company? If so who and what is the previous contract information? Is this a new facility? The SF-1449 has a watermark draft across it. Could I still fill it out with the watermark on it?
A2: See A2. The SF-1449 has been updated with the watermark draft removed, please see Amendment 0001.
Q3: Is it mandatory for the 96 gallon bin containers to be gray?
A3: The bin color does not have to be grey. We are requesting that the bin color is not red since that signifies regulated medical waste. Our waste is not truly defined as regulated medical waste, however our disposal needs / destruction of the bottle label due to potential PII is met by following the disposal method of regulated medical waste.
