1.0 GENERAL REQUIREMENTS AND SPECIFICATIONS

1.1 The ship will be responsible for the following:

1.1.1 Will ensure the material is moved from the on-base warehouse to the ship and craned on board (if required), and moved to the space.

1.1.2 Provide secure stowage for the vendor’s tools and equipment during the installation.

1.1.3 Working with the vendor to make timely decisions to solve interference problems, and to ensure access to the ship and work areas.

1.1.4 Making available electrical power and/or ship’s service air to vendor’s equipment so that it is operationally compatible with the ship’s systems.

1.1.5 Making all connections to ship’s power source or service supply for new equipment installation.

1.1.6 Labeling of all compartment identifications, power sources, and service supplies.

1.1.7 Rigging to and from space to ensure vendor’s equipment and new product are moved to the work space, and the replaced product is removed from the space and discarded.

1.1.8 If applicable (for hot work), will provide fire watch personnel and if hot work is required, which includes but not limited to, surface preparation and grinding and welding of clips, and angles to deck, bulkheads, and overheads, the ship will provide.

1.1.9 Providing temporary ventilation as required during installation. This shall include connection of the vent hose to the blower and installation of the blower shall be outside of the compartment if fresh air is required due to flammable or explosive materials are being used or fresh air due to heat during the installation or removal.

1.1.10 If applicable (in yards), the ship will fill out and post a Work Authorization Form (WAF) in the space.

1.2 The ship store NAVSEA approved vendor is responsible for the following:

1.2.1 This specification is based upon the following requirements whose provisions shall prevail in areas where this specification is silent:

A. NAVSEA S9AA0-AB-GOS-010/GSO, “General Specifications For Overhaul Of Surface Ships”

B. NAVSEA 59AA0-AB-GOS-030 SUPPLEMENT, “General Specifications For Ships With The Aegis Addendum”

C. NAVSEA Standard Items

1.2.2 Where drawings or specifications are referenced herein, the latest revision/amendment of such drawing or specification in effect upon date of award of contract shall be applicable, unless otherwise specifically noted.

1.2.3 Unless otherwise noted in the purchase document, the vendor shall be responsible for all requirements as applicable to the type of supply and/or service being provided. The government shall rely on contractor expertise for final design and fabrication of items. The design emphasis is encouraged to have modern, eye appealing characteristics that conform to the general requirements specified herein.

1.2.4 Prior to material delivery or installation, the contractor, when requested by the contracting officer, shall provide the ship and the contracting officer with a written certificate of conformity from the contractor, stating that the materials procured for installation meet applicable NAVSEA specifications. If a certificate

Navy Exchange Service Command, Code A2 3280 Virginia Beach Blvd., Virginia Beach, VA 23452-5724 of conformity is not requested, then the contractor shall be deemed to be self-certifying and shall be solely responsible for compliance with NAVSEA specifications.

1.2.5 All materials procured/installed shall be in accordance with Military Specification MIL-STD-1623 Fire Performance Requirements and Approval Specifications for Interior Finish Materials and Furnishings (Naval Shipboard Use).

1.2.6 The vendor shall not interfere with the daily routine of the ship.

1.2.7 The vendor shall be totally responsible for ensuring that each item installed, is fully functional, and operates in accordance with the intended design, and within the intended capabilities or limitations of the specific piece of equipment.

1.2.8 Furnishings manufactured for knockdown construction must be capable of passing through surface ship access (26” X 66”). Furnishings may be fabricated and assembled at installation site whichever method is employed; it must first be consistent with accepted shop practices. The ship’s representative shall furnish dimensions not specified here in.

1.2.9 The vendor shall be responsible for replacing any item installed or re-installed under the requirements of the contract/delivery order, if the item is damaged as a result of the vendor.

1.2.10 The vendor shall be responsible for complying with all safety requirements as specified by OSHA, the industrial activity and the Ship’s Safety Officer. In the event of a conflict, the ships safety requirements shall take precedence.

1.2.11 Where permanent removals are specified in the contract, vendor shall remove the items in the space and turnover to ship’s representative in the space unless otherwise stated.

1.2.12 Install flashing to seal off areas, which are, inaccessible for cleaning.

1.2.13 Treat faying surfaces between dissimilar metals in accordance with section 8.2.9 of NAVSEA S9086-VD- STM-030/Chapter 631 V3, Preservation of Ships In Service (Surface Preparation And Painting).

1.2.14 All sharp or rough edges and corners that present a possible source of injury to personnel or damage to equipment shall be rounded off by grinding or other mechanical means to provide a smooth surface.

1.2.15 Install all furnishings and equipment level and/or plumb with baseline of ship.

1.2.16 Items installed shall be installed in a manner which will not impede damage control efforts. Full visibility and accessibility shall be provided for damage control fittings and other vital systems components.

1.2.17 Unless otherwise specified, items installed herein may be shifted slightly to clear minor interferences.

The notation “min. (typ)” next to dimensions on in this specification indicates the item (s) shall be installed as close as practical to ship’s structure, vent, piping, etc, as shown.

1.2.18 Abbreviations are in accordance with MIL-STD-12D except as follows:

(R/T) = Removed & turn over to ship in space (E) = Existing (R/R) = Remove & Relocate (M) = Modified (R/I) = Remove & Install (N) = New

1.2.19 Use backing plates/sway-bracing/cantilever supports when attaching furnishings to bulkheads/overheads or furniture to provide reinforcement.

1.2.20 Furniture items shall be secured to the deck or bulkhead in accordance With General Specifications Section 640 And NAVSHIPS Drawing Number S3306-921770; Sub-Bases And Clips, Shipboard Furniture and/or NAVSEA Drawing Numbers 612-2121710/2121711; Misc Furniture Details.

1.2.21 Furniture item numbers referred to herein may indicate a specific furniture item described in the U.S.

Navy Shipboard Furniture Catalog (SFC); NAVSEA S9600-AD-GTP-010. The NAVSEA Drawing numbers for fabrication of furniture items is given when available. All furniture items shall be fabricated using steel / aluminum structural components (i.e. angle, tubing, etc.). And sheathing in accordance with the following specifications where applicable: (note: workmanship described within must be adhered to.)

A. MIL-PRF-32038, “Shipboard Furniture, Fixtures, Fittings, And Accessories, General Specifications For". (supersedes MIL-F-243 “Shipboard Furniture, Steel” and MIL-F-902, “Shipboard Furniture, Aluminum”)

1.2.22 Where installation of storefront showcases and ship store access doors is required, these items shall be installed with #10 self-mounting screws on 18” inch centers at corner and middle of item. The showcase provides a ready installed light kit to be plugged into the ships outlet.

Note: Commercially available polycarbonate is acceptable. The polycarbonate shall be Type III (mar-resistant), Class 1 (ultraviolet stabilized), Grade A (high abrasion resistant) as defined in Mil Spec MIL-P-46144 Rev C.

Polycarbonate has previously been manufactured and tested in accordance with the above specification; Rev B.

Revision C of the specification has imposed additional testing criteria. The manufacturers of polycarbonate do perform product testing to verify that the product confirms to the specification. However, because of the stringent testing requirements of Rev C, manufacturers will not provide certification that their product meets all requirements.

Accomplishment of this requirement shall be in accordance with the Habitability Equipment Procurement Policy dated R 031615Z20 MAR 20.

Ships store fixtures shall be in accordance with products listed in the US Navy Shipboard Furniture Catalog S9600- AD-GTP-010, URL: https://navlogtd.navy.mil/habitability/furnitureCataloghome.aspx?categoryld=46

The intent of this requirement is to complete a renovation of the ship’s store, in order to modernize the store and provide the current shipboard approved fixtures and merchandising plans.

The Vendor is to furnish labor and materials, remove any existing items in the ships store, and turn over to ships force (S-3 Division) in the space. Vendor will manufacture the authorized material from the NAVSEA catalog, and receive and install the same materials in the S-3 space (Ships Stores).

PAYMENT INFORMATION

Payment will be in accordance with the WAWF procedures. Ship will be using OPTAR funding provided by AIRFOR to pay for the renovation.

Period of Performance: Delivery of material to be completed no later than 31 October 2025. Installation to be completed no later than 30 November 2025.

If there are shipboard interferences or any other instant within the space beyond vendor’s control, a return visit will need to be procured.

2.1 SHELVING UNITS/ACCESSORIES

Provide and install new, continuous, metal slat wall shelving units as identified below. Construction to be cold rolled steel, with slat wall panels a minimum 20-gauge, and vertical uprights to be minimum 11-gauge. Shelves shall be minimum 20-gauge, bull-nosed with double support for binning pegs. Construct with 12-gauge shelf brackets, and shelf brackets welded to shelf side frames. Procure and provide shelving system in accordance with the Habitability Equipment Procurement Policy message, R 031615Z20 MAR 20. Provide Metal Dynamics, Ltd.

2.2 REGISTER-CPU CASH STAND/STORAGE CABINET

Remove existing cash register stand, as needed. Provide and install one (1) New ROM III Special Cash Stand where indicated on attached layout. The unit is to be 24”W x 22”D x 39”H, and provided with a 3-inch high sub-base (black in color). Construct from cold rolled steel, and aluminum, minimum 14-ga, and cover exterior and top surface in High Pressure Plastic Laminate (HPPL), Nevamar Sovereign Cherry Textured,W8325T. Other metal portions are to be powder-coated to shipboard standard Sea Pearl. Register stands shall have a continuous level surface with counter top surfaces. Provisions/brackets shall be provided to mount the monitor and POS components (printer, scanner, etc). Provide cable penetrations through top surface and cable/cord relief to bottom of unit. Stands are to have a computer shelf below the top surface, with ventilation perforations, and a pull-out keyboard tray. Provide the stands with a lockable, six-inch deep drawer below the computer area, with a pull handle. Provide lockable doors on lower section. Utilize Catalog Item B-8A-51 (MDL Item # NRS-3924-ROMIII)

2.3 COUNTER-TOP SHOWCASE

Remove two (2) existing counter-top showcases, as needed. Provide and install one (1) new NSC-3948-S counter-top showcase and one (1) NSC-3936-S counter-top showcase, where indicated on attached layout. One showcase shall be 48”L x 22”D x 39”H and one (1) shall be 36”L x 22”D x 39”H, and each provided with a 3-inch high sub-base (black in color). Construct from cold rolled steel, and aluminum, minimum 14-ga, and cover exterior in High Pressure Plastic Laminate (HPPL), Nevamar Sovereign Cherry Textured, W8325T. Other metal portions are to be powder-coated to shipboard standard Sea Pearl. Provide the showcase with one (1) fixed shelf, twelve (12) inches below the counter top, and running the full width and depth of the unit. Provide the shelf display area with mirrored sides.

Contractor shall ensure that counter top provides adequate support. Section below the display shelf is to be lockable storage with one (1) adjustable height metal shelf, minimum 12-ga. Provide sliding access doors capable of being locked. Provide sliding doors with upper and lower retainer tracks. The counter top shall be minimum 3/8” thick tempered safety plate glass. The doors, shelves, and other transparent or mirrored material shall be at least ¼” thick.

Provide the display shelf area with interior LED lighting. Display lighting must illuminate all areas of showcase interior sections when shelves are stocked with product / display items. Interior lighting is to be UL approved. Utilize Catalog Items B-8A-44 (MDL Item # NSC-3948-S and B-8A-45 (MDL Item # NSC-3936-S).

2.4 STORE FRONT SHOW CASE

Remove one (1) existing store front show case, as needed. Provide and install one (1) store front show case.

Fabricated in 4 sections, approximately 88”H X 18”D X 84”W. Construct from cold rolled steel, and aluminum 14-ga., and cover with high-pressure plastic laminate (HPPL). Laminate will match other pieces (Nevamar Sovereign Cherry Texture). Install where indicated on attached drawing. Utilize Catalog Item #NSF881884-S.

2.5 TAMBOUR DOOR KIT

Provide and install one (1) tambour door kit, approximately 80”HX17”DX36”M; Includes Tambour Door, Qty. 2 Vertical Track, Header Cabinet, Left-hand/Right-hand Assy. To also include: Locking Deck and to be powder-coated to shipboard standard Sea Pearl. Provide the tambour door with two (2) shelves R.N.,S.D AdJ., 13-9/16”D X 34-3/4”W powder-coated to Sea Pearl; Three (3) Wire Binning 4”H X 36”M powder-coated to Sea Pearl B-8A-64; Twelve (12) Wire Deck Retain Binning for Tambour Door 6”H X 12-9/16”D to be powder-coated to Sea Pearl; and One (1) Straight Arm Face Out Bar with end stop-6”L, Finish Chrome material.

2.6 ALUMINUM ANGLE

2.7 OPTIONAL DOUBLE DOOR ASSEMBLY

Provide and Install Walker Laberge door assembly; O.D. dimensions: 62”W X 2”D X 85”H (both doors); Door opens in and includes one (1) key lock; Finished in Anodized Aluminum. Assembly includes: Quantity 1 Left hand door assembly; Quantity 1 Left hand door frame assembly; Quantity 1 Right hand door assembly; Quantity 1 Right hand door frame assembly; **PLEASE NOTE**Ships Force to provide and install HASP AND LOCK.

2.8 PREP AND TOUCH UP PAINT

Prep and Touch up paint the exposed areas (only) where existing shelving was removed and new shelving was installed. **PLEASE NOTE** Metal Dynamics installation Team is not responsible for painting of interior or passageway decks, bulkheads nor overheads, except as described above.

Contractor shall provide the sole-source items, per NAVSEA Catalog, (https://navlogtd.navy.mil/HABITABILITY/FurnitureCatalogHome.aspx?categoryId=46), Chapter 8, Metal Dynamics, Ltd, Ships Store Shelving Materials.

The contractor shall ensure that all materials procured for installation shall comply with applicable specifications of material approved for shipboard use. Contractor shall provide a Certificate of Conformity from the manufacturer, if and when requested by the Contracting Officer.

No deck work or repairs, interferences, no overhead work or repairs, welding to include angles and deck clips or studs with stud gun, insulation, lagging, rigging over 20 lbs., forklift, crane, product staging and warehousing, marine chemist, electrical with exception to plug in. Ship to provide as needed, power, ventilation, lighting, utilities, hot work, work authorization form (WAF), fire watch, product rigging to work space and rigging of the used product from the space and place into the appropriate dumpster at pier. Important: Additional charges will be incurred for any delays caused by S/F or other contractors

GENERAL MANUFACTURING NOTES:

SHIPPING/MATERIALS:

Product to ship F.O.B. Origin New Albany, IN 47150. Product to ship bulk packed, wrapped in micro foam and in 4’ x 4’ 5-play boxes (RRI_WALLS), banded to skids. A packet will be placed inside the shipment’s BOX 1, consisting of the following contents:

Bill of materials, copy packing list, assembly instructions, parts list. All showcase items and doors shall be crated.

FREIGHT:

An estimated freight quotation is enclosed.

Freight shall be shipped to government specified warehouse (Please provide address). Ships Force responsible for rigging of the freight to the pier, onto the ship and into the space.

LEAD TIME:

To ship product approximately 15-18 weeks from receipt of contract.

PAYMENT TERMS GPC.

Estimated Costs $313,272.28

NOTE: The cost estimates are only an estimate, based upon manufacturer’s retail costs of some items and, previous store renovations. All costs to remove existing items, and to manufacture and/or procure and install new materials, are determined by the Contractor. The estimate is not part of the SOW, and only to be used as a guide in determining the amount of funding that may be needed.
