Centers of Influence Orientation Visit - Summer 2026 Admissions Department - Strategic Outreach
U.S. Naval Academy
Statement of Work
Background
Since 1998, the Naval Academy has hosted a Centers of Influence (COI) Orientation Visit program, traditionally held three times a year in the winter/spring, summer, and fall, for high school counselors, educators, community leaders, and representatives from organizations positioned to assist the Naval Academy reach qualified candidates. These influencers travel from across the nation, often from geographic regions with a large number of potential candidates that traditionally produce few, if any, applicants, spending two full days at the Naval Academy. The goal of the COI Orientation Visit is to educate attendees so they increase the number of contacts, candidates, and applicants from their local areas while also supporting the Office of Admissions by marketing the Naval Academy as an opportunity for qualified students.
Additionally, past COI Orientation Visit attendees have joined the Naval Academy Information/Blue and Gold Officer Program, providing direct contact with candidates where they reside, and provided venues and assistance for Admissions Forums or other outreach/recruiting events.
Summary
The COI Orientation Visit, run by the Office of Admissions, requires a hotel for approximately 100 visiting out of town counselors/educators and community influencers for the program to be held in Annapolis, Maryland. The visit is planned to take place as follows:

- Total anticipated rooms are as follows:
- COI - 100 rooms (100 guests) for 3 nights to equal 300 room nights, with 65% occupancy guaranteed.
- Non-smoking rooms required.

- Hotel to provide sample reception menu with their bid. Bid will include fixed price for the reception; no cost overages will be allowed for upgrades or increases to reception fare or quantities, despite changes in consumption by attendees or emergent requirements. Provide tables with seating for 115 attendees with stand-up tables strategically placed throughout the reception room; space should be large enough to allow for guest movement and mingling. Provide podium with wireless microphone for reception.
- Provide for and host breakfast every morning [Tuesday, July 28th, Wednesday, July 29th, and Thursday, July 30th] for all COI guests registered at hotel. Factor I: Technically acceptable quotes shall meet all the requirements of the solicitation. This factor shall address the technical factors and include all information required for Quote evaluation. This section of the Quote shall exclude any reference to the price aspects of the quote. In accordance with the statement of work the quoter shall provide a sample reception and breakfast menu with their quote. Additionally, the hotel must be in Annapolis Maryland within a 10-minute drive radius of the United States Naval Academy. The hotel shall be able to accommodate full-size busses and have a suitable location in the lobby area to setup registration tables and visitor welcoming center.
Factor II: Price This volume shall include completed solicitation documents and additional supporting documentation described below:
1. Completed price list that provides individual pricing for each CLIN as detailed in the combined synopsis/solicitation.
2. All supplemental information to support the quoted price.
3. Unless competed in SAM, RFP, Representations, Certifications and Other Statements of Offerors completed by the quoter.
A vendor's quoted price will be determined by adding all extended amounts for all CLIN(s) which are comprised of all items listed within the quote.
All price information shall be contained in the price quote. No price information shall be included in any other section including cover letters. The importance of price as an evaluation factor is significant in that the degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a vendor's price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quote. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, quotes, price will be the factor in determining which vendor shall receive the award.
Price will be evaluated in accordance with FAR Part 12. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.
The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low-price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
Evaluation Criteria:
The Government intends to award a single Firm Fixed Price (FFP) purchase order as a result of this solicitation in accordance with FAR Part 12, Acquisition of Commercial Items.
Award will be made to the vendor whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a purchase order based on initial quotes. Therefore, the quoter's initial quote should contain the quoter's best terms from a Technical Approach and Price standpoint.
The Government reserves the right to award a FFP purchase order to other than the lowest priced quoter; award a FFP purchase order without communications; or award a FFP purchase order after communications, whichever is in the best interest of the Government.
Nothing in this provision limits the Contracting Officer's discretion to rely on information available from other sources (e.g., past performance databases, discussions with other entities familiar with the quoter) or to use any other technique described FAR 9.1 when determining whether the quoter satisfies the FAR 9.104-1 general responsibility standards. Nothing in this provision limits the Contracting Officer's discretion.
The following factors shall be used to evaluate offers: Technical and Price. In order to be considered Acceptable, quoters must receive an acceptable rating for Factor I in its entirety. Unacceptable technical rating will not be further evaluated and will not be considered for award. The following factors shall be used to evaluate offers: Technical and Price
Factor 1 - Technical
Factor I will be evaluated on an Acceptable/Unacceptable basis on whether the item(s) quoted meets all of the minimum specifications identified in the solicitation. Failure to meet the minimum specifications will result in a rating of unacceptable.
Technical Rating Description
Acceptable Quote meets all of the requirements of the solicitation and 52.212-1 Addendum.
Unacceptable Quote does not meet all of the requirement of the solicitation and 52.212-1 Addendum.
Factor 2 - Price:
The Government will evaluate price quotes in accordance with FAR Part 12, Price Reasonableness. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of the cost/prices quoted. The method of evaluation used by the contracting officer is solely within the discretion of the contracting officer.
If the vendors quote is determined to be unacceptable in factor 1, the price quote will not be evaluated by the Contracting Officer. The Government reserves the right to award the purchase order to other than the lowest priced vendor.
Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
