About this file
This document is a Questions and Answers (Q&A) file for a Navy BIOMED Equipment Maintenance contract (Solicitation N0018925Q0410). The Q&A covers critical details about a new requirement for preventative maintenance of medical response equipment across sixteen Navy installations, including ambulance stretchers, stair chairs, cardiac monitors, and defibrillators. Key insights include: it is a new contract with no incumbent, requires technicians to register with installation security offices, involves equipment like 8 LifePak 15 cardiac monitors and approximately 68 AEDs (20-30 recently purchased), and has potential warranty considerations for some devices.
The document reveals specific logistical details such as varied operational tempos across locations, potential consolidated maintenance in the Hampton Roads area, and site-specific access requirements including passport or real ID registration. The contract will maintain a consistent equipment inventory throughout its performance period, with the base period running from 14AUG2025 to 13AUG2026 and an option period from 14AUG2026 to 13JUL2027. Contractors are allowed to submit unlimited past performance information with their final submission, and the government will evaluate quotes primarily on price, with potential consideration of past performance.

Questions and Answers
1. Question: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
Answer: This is a new requirement.
2. Question: If not brand new, could you please provide the current / previous contract number?
Answer: See above.
3. Question: To quote this accurately, we need to have a list of the serial numbers of the devices to be maintained in this contract. Navy Fire Mid-Atlantic has/had some aging devices which may no longer be serviceable so we will need to review each serial number to determine serviceability.
Answer: See attached equipment list.
4. Question: Equipment Distribution. Could the Government confirm the number of stretchers, stair chairs, cardiac monitors (LifePak 15), and AEDs (LifePak 1000, CR2) assigned to each of the sixteen (16) installations?
5. Question: AED Model Breakdown. Please specify how many of the 68 AEDs are LifePak 1000 units and how many are CR2 models.
6. Question: Asset List Availability. Will the Government provide a detailed equipment list (including model, serial number, and assigned location) at contract award?
7. Question: Mobile Unit Access. Will any equipment be in ambulances or mobile units, and if so, will access for maintenance be centralized?
Answer: In the Hampton Roads area, some of the installations can be consolidated. Locations will be specified. Outside of Virginia, each installation is its own entity.
8. Question: Site-Specific Access Requirements. Are there known access limitations or escort requirements at specific installations, such as NSA Crane, Cutler, or Portsmouth Naval Shipyard?
Answer: Yes. Each installation will require registration with the Installation Security office and possible contractor security passes issued. All technicians requesting to come aboard must have a passport or a real ID to register.
9. Question: Changes in Equipment Inventory. Does the Government anticipate any equipment additions, removals, or upgrades during the performance period?
Answer: Individual items may be subject to replacement or temporary removal; however, the total quantity and specified type/model of each piece of equipment, as listed, will remain unchanged for the duration of the contract.
10. Question: Scheduling Constraints. Are there known blackout dates or operational restrictions that may affect scheduling at any of the service locations?
Answer: Each technician will need to contact the assigned POC at the installation that they will be traveling to service. Operational tempo varies from location to location.
11. Question: OEM Warranty Status. Are any devices currently under OEM warranty that would require manufacturer coordination during corrective maintenance?
Answer: There are 8 LifePak 15 and approximately 20-30 Lifepak 1000/CR2 that were purchased within the year. The warranty period may be up on the AEDs by the time the contract is in effect.
12. Question: Can the Government confirm past performance information can be included with final submission? If so, is there a page limit or maximum number of past performances that can be submitted?
Answer: Confirmed. There is no limit.
