2.5 Order of precedence. The invoked drawing has precedence where the requirements of the invoked drawing differ from those of MIL-PRF-32038. The Schedule Line Item Number (LINE ITEM) and this SOW have precedence where the requirements of the LINE ITEM or this Statement of Work (SOW) differ from those of the invoked drawing or MIL-PRF-32038. However, nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS:

3.1 General

3.1.1 Manufacture all items in accordance with the invoked drawings, LINE ITEM, and this SOW except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been submitted and approved explicitly for this contract.

3.1.2 For the purposes of this SOW the use of the word “shall” within the invoked documents and their references is the same as the word “must” and identify requirements.

3.1.3 Referenced specifications within invoked drawings may not have been updated to reflect current conversions from Military and Federal Specifications to commercial equivalents.

Nevertheless, the LINE ITEM and this SOW cite current specifications. If a referenced specification has been canceled without replacement and the LINE ITEM or this SOW do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor may select the grades, conditions, etc. as the Contractor recommends.

3.1.4 Approvals And Substitutions

a. Mid Atlantic Regional Maintenance Center (MARMC), Code 310.2 has action and approval authority for all submitted Drawings, Substitutes, Deviations, RFDs, or ECPs.

1. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs.

Submittals must include contract number, applicable LINE ITEM and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the Contractor's point-of contact including phone number, fax number, and e-mail address. Submittals shall be in the Contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.

2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.

3. For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor's proposal must include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

b. Email Drawings, Substitutes, Deviations, RFDs, or ECPs submissions to the PCO and any ACO with a copy to the MARMC TPOC.

1. Proprietary Features: The Government has unlimited rights to all submitted designs, drawings and so forth, including all designs, details and notes submitted in support of RFDs and ECPs in relation to this contract/solicitation. No proprietary features are requested, desired or acceptable. The Government may remove or ignore any restrictive markings or limited rights statements from all documents submitted in relation to this contract/solicitation.

c. Forward a copy of all modifications, delivery orders, and delivery order changes to the MARMC TPOC upon receipt.

d. The MARMC TPOC will forward the Government response to the vendor not later than thirty (30) days after receipt. Delivery extensions will not be added to the vendor's production schedule because of failure to promptly identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.

3.1.5 Additional Orders should not be made under this solicitation until after first unit of production inspection of the first delivery order has been satisfactorily completed and any issues addressed satisfactorily.

3.1.6 Affix a permanent, weatherproof, chemical and abrasion resistant, laser printed manufacturer's label in accordance with the invoked drawing and MIL-PRF-32038 in a location on every item where they will be visible but inconspicuous after the item is installed on the ship. Labels and content are subject to approval and must be BS5609 compliant using Avery 60505, Avery 60503 or another label specifically approved for this solicitation and resultant contract. Find Numbers FN 413, 413B, 436, 605F, 606, 606B, 606S, 611, 764C, 798, 1503, 3228 and 3402 do not require a manufacturer’s label. As a minimum include the following on the manufacture’s label:

Manufacturer CAGE Code NAVSEA Drawing Number with Revision Contract Number Year and Month of Manufacture Find Number (e.g. “FN 301 ARR”)

3.1.7 Manufacture and inspect all items in accordance with MIL-PRF-32038. MIL-PRF-32038 supersedes MIL-F-902 (Historical) except as indicated in section 4. of this SOW.

3.2 Detail Requirements

3.2.1 Additional Material Requirements

a. Comply with MIL-STD-1623, “Fire Performance Requirements and Approved Specifications for Interior Finish Materials and Furnishings” for materials and furnishings.

3.2.2 Additional Paint Requirements

a. Unless otherwise specifically stated in the LINE ITEM or elsewhere in this section, use a powder coat system in accordance with paragraphs 3.5.2 and 3.5.3 of MIL-PRF-32038 (previously FED-STD-595) on all metal parts. Use FED-STD-595 color number 26586 (beige semi-gloss) for the final color and gloss on LINE ITEM items and color number 17038 (black) for all required steel subbases. The powder coat system must be QPL/QPD qualified in accordance with MIL-PRF-24712 revision B (MIL-PRF-24712B) under classification Type I Class 4. Compliance with paint system manufacturer recommendations is mandatory. See also section on specific requirements for the cast aluminum chairs.

b. Use of any powder coating system not QPL/QPD qualified in the ASSIST database (https://assist.dla.mil) is a deviation which requires approval. Evaluation of a request for deviation related to paint system will include consideration of First Article Test documentation per MIL-PRF-24712B, including color and gloss.

c. Currently QPL/QPD qualified powders which satisfy these requirements are:

1. Tiger Drylac (069/15027) is MIL-PRF-24712B Type I Class 4 QPL/QPD qualified explicitly as beige 26586 semi-gloss.

2. Tiger Drylac (049/81146) is MIL-PRF-24712B Type III Class 3 QPL/QPD qualified for color number 17038 (black). Also acceptable for painted subbases is Tiger Drylac (338/80362) which is MIL-PRF-24712B Type III Class 3 QPL/QPD qualified black color number 27038.

d. LINE ITEMs invoking Color Coordination may be required to be a non-standard color, and may need to match other specific items such as berths or lockers which may be contracted to a different vendor. The specific colors and patterns such as for paint, vinyl and HPPL may not be identified until after all related items have been placed in contract. Common high volume Find Numbers may have a separate Find Number to account for any cost difference for low volume specialty versions. All three thousand (3xxx) and nine thousand (9xxx) series Find Numbers, are subject to being identified in Delivery Orders as requiring Color Coordination, even if the basic LINE ITEM description does not call out color coordination.

3.3 Additional Find Number Requirements

3.3.1 STACKABLE TYPE RECREATION CHAIR (Find Number 601, 601C ARR plus similar items with the same cast aluminum shell seat such as FN 601T and 9257E ARR). Chairs must meet the following minimum salient characteristics:

a. Cast seat from 356-F or A-108 commercial aluminum alloy. Cast must be free from any imperfections that would affect strength or finished appearance.

b. Cast aluminum chair seat overall measurements:18-¼" ± 1/8" width by 19-9/16" ± 1/8" front to rear by 16-½" ± ¼" height.

c. Contoured body shell with four each 7/8" minimum diameter mounting bosses on the underside containing either self-locking or cast in place ¼"-20 tapping inserts, with a minimum thread depth of ¾" which are located on a 5-11/16" center to center spacing in a square pattern.

Inserts must be such as not to loosen during seat assembly or disassembly from the chair frame or when subject to ship vibrations.

d. Mounting centered in the seat width with centerline of the pattern located 10-3/8" ± 1/16" from the front edge of the seat.

e. Free from sharp corners or edges.

f. Chair base or frame fabricated ¾" x ¾" x 16 gage (1/16" nominal thickness) steel square tubing, plating quality C1010.

g. Welded frame construction free from wobble and sway

h. Two each ¼" x 1-¼" flat bar member supports for the cast aluminum seat.

i. Guides on both rear legs to facilitate chair stacking alignment and to prevent tipping.

j. Molded nylon rub buttons on both the front and rear legs to prevent metal to metal contact when the chairs are stacked.

k. Bright chrome finish on the entire frame. The plating must be full covering and free of any imperfections affecting appearance or resistance to corrosion.

l. ¼"-20 zinc plated steel pan head machine screws, 1" long, with lock washers and flat washers to secure the seat casting to the chair frame.

m. 1/16" thick neoprene washers between each boss of the seat casting and the frame to prevent metal to metal contact.

n. Swivel guides with polyethylene caps and nylon bases for the feet (suggested source Saturn Glide, Part No. 031- series by Carpin Manufacturing, phone 203-574-2556. Part No. was previously 031-ZP-2750-425-LK-NN.)

o. Overall finish assembly dimensions: 20" ± 1/8" overall width by 22-½" ± ¼" overall front to rear by 30-¾" ± ¼" overall height.

p. Final Assembly weight: no more than 15 pounds.

q. Stacking Limitation: Ten high without tipping or otherwise creating a safety hazard when stacked by themselves or when mixed in a stack with any combination of chairs with the same specifications, including cited Turnbull models. (This paragraph does not apply to FN 601T ARR.)

r. Seat Shell Finish: Apply a powder coat finish system on the entire seat shell using Tiger Drylac (38/40051) Military Blue, applied over a MIL-PRF-24712B qualified outgassing primer such as Tiger Drylac (09/72490) OGF PRIMER, HYBRID, in accordance with manufacturer recommendations. Castings contain trapped contaminants that gas off during the cure cycle. The 09/72490 OGF PRIMER stays in an 'open liquefied state' a little longer, allowing these gasses to escape without leaving a pin hole to the substrate. An alternate system and/or color which are qualified under MIL-PRF-24712B, or previously approved by NAVSEA, may be requested as a deviation. The recommended application process is as follows:

1. Substrate is cleaned, chemically or mechanically.

2. Substrate is pre-heated to temperature.

3. Apply 09/72490 OGF Primer while part is still cooling.

a) This will take some care as the powder will melt immediately on a hot part.

b) Application of powder coatings too thick may lead to runs.

4. Cure the primer for ½ to ¾ of the recommended cycle time.

5. Apply color top coat to cooling part.

6. Fully cure the part, with the metal in the cure temperature range for the duration of time recommended in the PDS. For example, if the PDS calls for the part to be cured for 10 minutes at 392, the time needed would equal 10 minutes plus the time normally required to appropriately heat up the part, for example 25 minutes total in the oven.

b. Naugahyde, Pheonix, PH-63 Navy Blue (See www.naugahyde.com, Transportation Product Line) is known to meet the quality, texture and color requirements for the Artificial leather upholstery material and is in compliance with MIL-STD-1623 for Vinyl Upholstery material. This upholstery material also applies to CHAIRS Find Numbers 3601 and 3602.

c. Foam rubber padding must comply with MIL-PRF-20092 revision N, Condition-C Firm. This material was formerly designated in previous versions of this specification as Type II (uncored), Class 5.

d. Include stainless steel angled mounting clips formed from 1/8” x 1” stainless steel flat bar, each with a 5/16-20 UNC steel bolt, washers, and lock nut for bolting through the legs to secure the legs to the deck. The length of the clip’s foot is 1”. Drill the 1” x 1” foot of the clip with a ½" diameter hole for plug welding the foot of the clip to the deck. Drill a 11/32" diameter hole, ½” down from the top of the clip to secure the clip to the leg. The length of the clip must match the designed location of the fastener hole above the bottom of the leg or glide with consideration for the fastener hole. DO NOT drill the furniture leg for the mounting clip. The number of angled mounting clips is two plus one additional angled mounting clip for each bolted sofa or chair (e.g., two bolted chair would require three angled mounting clips).

3.4 Shock Qualified Designs
