About this file
This document is a Questions and Answers (Q&A) file for a Request for Quote (RFQ) for a Confined Space Safety Course. The solicitation is a recompete of contract N0018921D0004, with Hydro Environmental Technologies INC as the incumbent. It is a total small business set-aside for the Naval Safety and Environmental Training Center, seeking to provide training for Confined Space Program Managers and Gas Free Engineers. The RFQ clarifies key details such as instructor qualifications (requiring at least one Certified Industrial Hygienist or Certified Marine Chemist), course delivery requirements (two instructors for a maximum class size of 25), and confirms that technical merit will be evaluated based on specific subfactors in Volume I. The government will provide a pricing table through amendment 0001 and has removed previous references to a video presentation requirement.
The Q&A document addresses several important vendor questions, including clarifications on instructor certification, page limits for submission materials, pricing table format, and eligibility for small businesses registered under specific NAICS codes. Notable points include that one instructor must be certified (CIH or CMC), the Buy American Act is not applicable to this service-based contract, and vendors can submit proposals if they qualify as a small business under the relevant NAICS code. The solicitation emphasizes the complexity of the course content, which includes a field trip to a confined space, and requires comprehensive training on maritime and non-maritime Confined Space Entry and Gas Free Engineering Programs.

Questions for RFQ for Confined Space Safety Course
Q1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
A4. This is a recompete of contract N0018921D0004, and the incumbent is Hydro Environmental Technologies INC
Q2. Will the government provide standard versions of the following missing items: CAP, QASP, Pricing Spreadsheet, Past Performance Information Form, and Past Performance Report Form?
A2. Please see amendment 0001
Q3. Can the government confirm that references to Volume I Sub-factor V and a required video presentation are not applicable to this solicitation?
A3. Please see updated paragraph 7.4 in PWS removing reference to video presentation
Q4. Can the government confirm whether technical merit will be evaluated solely based on the three listed subfactors in Volume I, or whether supplemental material (e.g., resumes, staffing plan) will be considered?
A4. Technical merit will be evaluated by the subfactors listed under Volume 1.
Q5. Are items such as instructor resumes, and test materials included in the page limit for Volume I, or can they be submitted as appendices outside the limit applied to each of the three subfactors?
A5. Please see FAR 52.212-1 and FAR 52.212-2.
Q6. The solicitation refers to a pricing table to be completed, but a fillable or structured table is not included. Should vendors format their own pricing tables using the CLIN structure, or will one be provided?
A6. Please see amendment 0001 with attached pricing table to be utilized
Q7. Since this is a service-based contract, does the Buy American Act apply to any specific deliverables? Are we required to certify product origins?
A7. The Buy American Act is not applicable.
Q8. The solicitation instructs contractors to indicate on the cover page whether they are interested in “West, East, or All” locations. Can the Government please clarify what is meant by these locations and if we allowed to bid only to provide courses to a specific set of locations?
A8. See amendment 001 (removed)
Q9. The solicitation notes that that they will pay for the travel for 2 instructors with a maximum class size of 25 (PWS 6.1). This will ensure that the student to instructor ratio is never worse than 12.5:1. Does this mean that vendors should budget for two instructors, since classes greater than 12.5 require two instructors?
A9. The maximum class size is 25, and we always want 2 instructors due to the complexity of math and topical content, in addition there is a field trip to a confined space. Not necessarily to have a specific student to instructor ratio.
Q10. Paragraph 5.0 General Conditions notes “Each course requires one (1) qualified instructor who shall be either a Certified Industrial Hygienist (CIH) or a Certified Marine Chemist (CMC).” Does this mean that if two instructors are required to teach the course (see Paragraph 5.8.2 Course Delivery and 6.0 Student/Instructor Ratios: Student Loading) only one is required to be a CIH?
A10. ONE of them must be certified, the other may be a professional with experience in confined spaces and not necessarily CIH or CMC.
Q11. If we are registered with SAM under NAICS code 611430, are we able to still submit a proposal?
A11. This is a total small business set-aside, if you fall under a small business under that NAICS you may submit a quote.
