5.6.1. The contractor shall conduct all travel in accordance with FAR 31.205-46, Joint Federal Travel Regulations and Joint Travel Regulations. In the event that the allowable per diem limits for an area must be exceeded (i.e., lodging), the contractor must receive approval from the COR prior to travel. The cost of travel documents such as passports and visas will be included in the unit price of the course.

5.6.2 Compliance with Spanish Laws and Insurance: When CONFINED SPACE SAFETY courses are held in Spain, the contractor shall ensure that they are in full compliance with DFARS 252.228-7006 and the DoD Foreign Clearance Guide, to include Appendix A, which is available at https://www.fcg.pentagon.mil/fcg.cfm. Students must have a passing grade of 80% accuracy to be assigned as a Confined Space Program Manager. The Contractor must be able to explain how the measurement device meets this minimum standard. When identified in the objective, the minimum passing score for performance progress checks and tests will be the same as the objective standard. Identify the minimum passing standard/score in the standardized instructions given to students. The student can only miss up to 20% of the desired tasks and still pass the measurement.

5.8.1 Equipment: The Contractor shall coordinate an operational inventory assessment with the respective activity site classroom manager to ensure proper cables and adapters are available to connect the Contractor laptop to the activity display. However, since activities may not have every adapter for every situation, the Contractor is responsible for providing their own cables and adapters to ensure their instructors can successfully connect to the activity classroom display. Possible connections to activity displays include (but are not limited to) HDMI, DisplayPort, DVI, and VGA. All equipment checklists are https://www.fcg.pentagon.mil/fcg.cfm due at the time of course request. The Confined Space Safety course inventory includes A-frame, Fall-arrest harness, Gas meters, and related equipment needed for a simulated confined space entry.

For ease of communication, the Contractor shall use the same or compatible computer software version as the government. NAVSAFENVTRACEN primarily uses Microsoft Office products. The Contractor is responsible for providing the instructor with his or her own laptop and hotspot for internet connectivity if needed. Contractors are not allowed to require any non-disclosure agreements for materials or exercises from activity participants during the training period.

NAVSAFENVTRACEN is responsible for identifying and providing location information to learning spaces for the delivery of courses. The Contractor must be capable of delivering multiple courses, separately led at different geographically located sites at one time. These courses may be the same class titles.

5.8.3 Cancellation & Rescheduling Policy: The government may cancel a class (CONUS/OCONUS) within twenty-one (21) days from the scheduled convening date without incurring any costs associated with the course. In the event that an unforeseen cancellation would occur, the government shall make every effort to communicate with the Contractor as soon as possible to minimize the burden to the Contractor. In the event of cancellation, postponement, or rescheduling of a learning event or other Contractor-led effort under this contract, the Contractor shall make every effort to minimize the costs to the government of the cancellation, postponement or rescheduling. The government will recognize and pay all reasonable costs associated with such cancellation, postponement, or rescheduling as the applicable contract clause provides. However, the Contractor must take immediate action after being informed of a cancellation, postponement, or rescheduling of a class to eliminate or minimize the costs associated with cancellation, postponement, or rescheduling. Nothing in this paragraph should be construed by the Contractor and interpreted by the Contractor in such a way as to hamper the management of this contract.

5.8.4 Evaluations: Unless otherwise stated in the PWS, the Contractor shall develop performance assessment items (Ex: checklists, Performance Checks with graded items, and What-if-scenarios with rubrics) for every terminal learning objective aimed at Kirkpatrick Level 1 and 2 that measure student learning before and after the learning event.
