The Navy Warfare Development Center is seeking contractor support for helpdesk, application, database web development and maintenance support. These tasks are NAVWARDEVCEN in Norfolk, VA. The Contractor will be responsible for the development, maintenance, and enhancement of databases, conducting data architecture to support Knowledge Management (KM), creating web portals, conducting Research, Development, Test and Evaluation (RDT&E), Systems Analysis, supporting NAVWARDEVCEN’s Communications Security Material Systems (CMS) account, Software Development Team Management at the NAVWARDEVCEN and will perform routine customer support of IT systems and applications.
The objective of this requirement is to procure web, database support, to develop turnkey solutions and maintain the NAVWARDEVCEN databases, portals and web sites, and maintain compliance with Department of Defense (DOD) Information Assurance (IA) Workforce guidance. As well as supporting ancillary services and equipment established herein, and provide modernization support, research, software development, test and evaluation, systems analysis to support required data analytics, R&D for Data Optimization to modernize legacy systems.
This PWS covers the following elements/material in use of NAVWARCEN for a population of approximately 300 users:
- About six (6) primary database instances
- Five (5) Portals
- One (1) public facing website
- About fifty (50) CMS and cryptographic devices
- One (1) phone system
- Eight (9) video teleconferencing and audio-visual systems
- Trouble ticketing system

5. OBJECTIVE
The Contractor shall provide IT contractor services to perform all tasks listed herein utilizing best practices, the most current information and technology available, and without incurring undue risks that may jeopardize the objective of this effort. All deliverables identified throughout this PWS shall continue, without interruption to the full period of performance. All tasks shall be executed in accordance with NAVWARDEVCEN IT Directorate Standard Operating Procedures. Additional coordination requirements will be outlined by the NAVWARDEVCEN Command Information officer (CIO), as required, and communicated to the Contractor by the COR.
6.1.1. Portal site design, modernization, implementation, and management: The contractor shall provide guidance on how to best implement business requirements through various Microsoft SharePoint portal solutions. The contractor shall identify, document, and implement process and procedure improvements with guidance from the Government. The Contractor shall provide data management and analysis support as required.
6.1.2. Portal Training: The contractor shall develop formal training/instruction on how to utilize developed portal for both standard users and owner’s/content managers. The contractor shall be responsible for providing sufficient instruction to familiarize the Government with the MS SharePoint solutions. The contractor shall develop and disseminate supporting documentation in accordance with command Information Management Knowledge Management (IMKM) initiatives as required.
6.1.3. Custom Solutions: The contractor shall liaise with customers for SharePoint resolutions providing and completing SharePoint Portal custom solutions within an established timeline determined by the SharePoint developer, requestor and AO for various requirement received via telephone call, in person, or email as requested. The Contractor will notify AO if solutions cannot be identified and completed immediately for resolution and prioritization.
6.2.1. Contractor shall develop code-based SharePoint solutions for customers with requirements that cannot be fulfilled via standard out-of-the-box options. Code-based SharePoint solutions require AO or CIO approval to begin work.
6.2.2. The contractor shall correct software anomalies reported and implement enhancements suggested by software users in addition to documenting any and all changes made to said software.
6.2.3. Enhancement and maintenance requirements shall be reviewed and revised at least once monthly and the contractor shall recommend a task priority and provide an estimate of resources required to complete each task.
6.2.4. Trouble reports shall take precedence over enhancements unless otherwise directed by NAVWARDEVCEN CIO. The contractor may be tasked to convert data formats so that data will be compatible with existing NWDC databases. The contractor will survey the software market for programs needed to enhance/upgrade existing capabilities as required/requested.
6.2.5. Contractor shall store all developed code within Government supplied repository.
6.2.6. The contractor shall provide Software Development Life Cycle (SDLC) support by implementing modernization of legacy Navy Systems and developing new systems following Agile-DevSecOps principles. All SDLC documentation shall be prepared, approved, and presenting to NWDC following Agile development methodology and stored in Government supplied repository.
The contractor shall assist the government CMS lead to configure, install, and maintain any required Communication Security Material System (CMS) services and cryptographic devices with classifications up to, and including, Top Secret/SCI. CMS is the system that manages keying material used in cryptographic devices that safeguard classified information and data.
6. SPECIFIC TASKS
6.1 SHAREPOINT PORTALS
6.2 SOFTWARE/SOLUTION DEVELOPMENT, MAINTENANCE, AND ENHANCEMENT
6.3 COMMUNICATIONS SECURITY MATERIAL SYSTEM (CMS)
6.3.1. Responsible for the proper handling, storage, inventorying, accounting and disposition of the Communications Material Security (CMS) material received from the parent or servicing CMS account, and all Secure Telephone Unit, 3rd generation (STU III) and Secure Telephone Equipment (STE) as well as their associated keys and cards.
6.3.2. Adheres to procedures as delineated in the applicable CMS publications and written instructions issued by the CMS Local element manager. Complies with all policies and procedures related to CMS.
The contractor shall provide technical and administrative support for the management and maintenance of phone systems, video teleconferencing (VTC) and Audio Visual systems.
6.4.1. Performs set-up, operation and maintenance of audio visual equipment.
6.4.2. Monitors performance of classified and unclassified environment including encryption key for IP classified connectivity systems.
6.4.3. Evaluates and proposes upgrades to hardware/software applications, operating procedures, and policies.
6.4.4. Manages VTC life cycle management requirements/technical refreshes for NAVWARDEVCEN Audio Visual, Video Teleconferencing equipment and services for all 9 conference rooms.
6.5.1. Technical Support: Contractor shall provide MS SharePoint technical support to customers who need advice, assistance, and training in applying collaborative applications to include the Non-secure Internet Protocol Router Network (NIPRNET) and Secret Internet Router Network (SIPRNET) SharePoint portals, Defense Collaboration Service (DCS), Global Video System, MS TEAMS and any developed custom solutions in operations.
6.5.2. Trouble Ticket Processing and Management: Trouble tickets shall report incident, performance and/or related issues associated with new equipment requests. Trouble Tickets will be evaluated and prioritized by level of complexity, and need. The contractor shall achieve a Service Level Agreement (SLA) for responding to trouble tickets within 24 hours’ amount of time.
6.5.3. The contractor shall process, respond to and close out SharePoint portal help desk tickets received dependent upon complexity and as determined by the Government representative. Contractor shall receive close out upon complexity and as determined by the Government representative. Contractor shall receive close out notification from the AO assigned Technical Point of Contact (TPOC) prior to closing ticket out on portal.
6.6.1. Install, configure, troubleshoot, and manage the following operating systems, languages, hardware, software, and systems:

6.6.2. Install, configure, and manage servers, workstations and respective development/Science and Technology (S&T) seats.

6.6.7. Ensure all software is patched to the latest Information Assurance vulnerability Assessment releases and that any new software installations comply with any appropriate Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGS) and/or applicable National Institute of Science and Technology (NIST) guidelines to support cybersecurity policy, directives and/or Risk Management Framework (RMF). Report all fixes to Information Systems Security manager (ISSM) or Information Assurance Officer (IAO) to ensure compliance is recorded in the respective IA compliance tracking system(s).
6.6.8. Ensure lifecycle management of all associated software (e.g., software must not reach end of life or end of vendor support) by recommending software upgrade or enhancements necessary to maintain availability and compliance with cybersecurity controls.
6.6.9. Assist with Next Generation Navy Enterprise Network (NGEN) orders, inventory, data calls, account creation, software management, software deployment, folder structure and In Place Loads (IPL).
6.6.10. Manage NWDC Navy Marine Corps Intranet (NMCI)/ Next Generation Enterprise Network (NGEN) shared folders and security access to shared folders.
6.6.11. Manage NWDC Local Registration Authority (LRA) account for Classified Public Key Infrastructure (PKI) tokens. Issue, revoke, and unlock PKI tokens.
6.6.12. Liaison between NMCI/NGEN and NWDC customers.
6.6.13 Serve as the NWDC Submitting Trusted Agent (STA) and Local Registration Authority (LRA).
6.6.14. Support NAVWARDEVCEN mission requirements as assigned to ensure both IT policy compliance and continuity of services. All other duties as assigned.
The contractor shall provide technical analysis to conduct analytic studies that support technical development,

capability integration, and lessons learned. A technical analyst is defined as a person with a technical background that has the ability to analyze large amounts of data from multiple sources and apply critical thinking to produce relevant findings. The contractor will be responsible as a liaison between the end user and the development team in order to help determine customer need and path of development to meet this need.
6.7.1. Create and maintain databases as necessary to support data collection and analysis.
6.7.2. Collect data to support study/project execution.
6.7.3. Analyze data to support study/project execution and develop findings into drafts to support study/project.
6.7.4. Meets with end user to determine need and provide best practices way forward to meet this need.
The contractor shall provide NWDC with technical and engineering support to enable NWDC knowledge managers to access, discover, and make use of internal and external data. Contractor shall be familiar with how Naval Strike Groups and Expeditionary units conduct information management and knowledge management activities.
6.8.1. Conduct research and develop data architecture and develop tools, methods and processes to enforce the data policy in accordance with data schema.
6.8.2. Conduct research using commercial tools and apply best practices with the Navy Information Technology Environment to collect, assess, and ascertain the data types to improve exercise planning.
6.8.3. Implement data architecture, perform data analysis, apply machine learning and artificial intelligence capabilities to enhance KM for NWDC leadership decision making.
6.8.4. The contractor shall provide data engineering support to provision initial data sets from existing data stores, develop stable data pipelines to support applications in development, and support feature engineering within existing data sets. The Government expects that these teams will work across the breadth of structured, unstructured, and semi-structured data types sourced from legacy and cloud data stores.
6.8.5. When data is normalized, the Contractor shall provide software engineering support to help NWDC transform and extend available data into unique NWDC capabilities. This support will focus on developing prototype applications, developed by the data scientists into hardened and scalable applications for deployment into the NWDC environment.
6.9.1. Provide design and technical support, assistance, and training for data management, analysis, interoperability, database design and development, data standardization and maintenance.
6.9.2. Create and update database(s) to capture, query, and report on metrics and requirement status and push/pull data and information from multiple sources and systems
6.9.3. The contractor shall develop and disseminate documentation of the design and maintenance of the database(s)
6.9.4. The contractor shall provide instruction to familiarize the Government with any changes made and use of the database(s). The contractor is responsible for determining and implementing an effective training solution and documentation on the database(s).
6.9.5. The contractor shall provide the AO with printed documentation, including schematics, of any database, web design, upgrades, installations and where relevant, XML schema and XSLT translator data as they occur.
6.9.6. The Government currently utilizes 6 primary database instances however, this number is subject to change in both quantity and complexity due to the nature of the tasking, the “database lab”, and the testing environment, which necessitates the creation of new databases on an as-needed basis.
6.10.1. Provide modernization support to help NWDC transition from outdated technology and systems to more modern and efficient ones. This includes implementation of new software and hardware, as well as the

migration of data and applications to the new systems to improve efficiency, reduce costs and enable the organization to keep up with industry trends.
6.11.1. Knowledge Management (KMS): Provide for the proper handling of large unclassified and classified data via SecDevOps. SecDevOps offers tools and practices that help developers and operations teams to perform their own security analysis, discover security issues and improve the way they code and operate software. Systems management by the Knowledge Manager
6.11.2. Knowledge management (KM): Support the process of identifying, organizing, storing and disseminating information within an organization. KM will ensure information technology policies, strategies, and initiatives are properly documented and accessed by authorized users. Support process improvement and decision-making and be involved with organizing a knowledge database, analyzing the effectiveness of knowledge management programs, and acting as mediator to answer customer and staff questions about related products and practices. Be keenly knowledgeable of command mission and provide informational architecture with portals to provide customers with the ability to gain in-depth information sharing insight.
As part of the overall support, the contractor shall prepare and maintain the following deliverables throughout this effort. Deliverables shall be prepared in contractors choice of format where not otherwise specified by the government. Deliverables shall be provided to the Contracting Officer Representative (COR) or other designated Government Representative due on the 10th of each month to reflect the progress of the assigned efforts and any issues. All final deliverable submissions shall remain the property of the U.S. Government. All revisions will be due in the specified timeframe as identified by the government. All methodologies and recommendations shall be reviewed and approved by the Government prior to submission/implementation.
7.1.1. The contractor shall provide a monthly status report no later than five (5) business days after the month end; to include but no limited to, total trouble tickets opened and closed, and aging trouble ticket report (number of incidents that remained open longer than 72 hours). The reports shall also include a status of initiatives, projects, milestones, tasks with the percentage completed, level of effort, and outstanding issues with amplifying remarks pertaining to background, assumptions, constraints and recommendations. Reports shall be delivered to the AO.
7.1.2. The contractor shall maintain and report help desk statistics on total number of calls, resolution time, aged ticket report (72 hours, VIP closed tickets, closed and opened and greater than 24 hours). The report shall be submitted on the last day of every month via email to the AO.
7.1.3. The contractor shall provide other statistics and reports as designed by the AO.
The contractor shall maintain a set of master source code and associated documentation in a labeled and bound format consistent with industry standards. The contractor shall update this documentation to reflect and accompany each software delivery. The documentation shall include the following items:
7.2.1. Commented source code listings. Every program shall be “time stamped” to identify the revision level. Program comments shall include programmer’s name, a description of the program, variable definitions, array descriptions, externals required, and comments to identify program flow and functions.
Dated comment entries shall include maintenance actions. A description indicating process and data flows.
7.2.2. Specifications for all files and major program arrays associated with program execution.
7.2.3. Special instructions and procedure command files required for proper installation and loading of programs.

7.2.4. All documentation must be kept updated to support latest code releases, and be made accessible and available to the AO. Beta testing must be accomplished after each patch update to ensure functionality updates have been retained.
7.2.5. The contractor shall develop a software development plan/schedule regarding upgrades, development and delivery dates for implementation of a common database and other support software.
The contractor shall track all software, so that as each upgrade occurs, a new version number is developed and published. The contractor shall coordinate with the Department of the Navy (DON) Application & Database Management System (DADMS), as it is necessary to ensure all information is up to date and records/certifications are current.
7.2.6. The contractor shall develop and maintain a current list of threat indicators, control requirement technologies, operations, testing and program management capabilities necessary to remediate root cause security issues.
7.2.7. The contractor shall ensure compliance IAW CJCSI 6510.01F (Information Assurance (IA) and Support to Computer Network Defense (CND)), DoDD 8500.01E (Information Assurance) and DoDI
8510.01 (DoD Information Assurance Certification and Accreditation Process (DIACAP) and Risk Management Framework (RMF).
The contractor shall provide electronic monthly progress and financial reports (combined into one document) to the NAVWARDEVCEN COR and AOR. This consolidation report will be submitted on the last day of the affected month.
The progress report shall detail:

Submission of invoices by the contractor shall be done on not more than a monthly basis, to include a

complete breakdown identifying personnel and hours worked and unused hours remaining. There will be a lapse of no more than thirty (30) days between performance and submission of invoices.
The Post-Award orientation shall be held within seven (7) calendar days of the start of performance.
Schedule and conduct this meeting, in coordination with the Contracting Officer’s Representative (COR), and Action officer/CIO. The purpose of the Post-Award Orientation is to: 1.) discuss any unique characteristics of the requirement(s); 2.) Identify stakeholders’ roles and responsibilities 3.) review the 30-day transition-in to full performance and 3.) Establish a common understanding of schedule and performance expectations. Post Award Brief Slides and Minutes with Attendees List shall be delivered within three (3) days of Post Award Orientation Slides, as a minimum, should identify the key stakeholders and highlight their roles and responsibilities, summarize the tasks and associated deliverables and monthly status reporting (cost, schedule, performance). Minutes (with a list of attendees) should capture the substance of the meeting.
The contractor shall develop and brief for NAVWARDEVCEN AO approval, a POA&M that fully outlines their approach to completing contract tasking as well as risk mitigation within fifteen (15) days of contract award.
The POA&M shall include a schedule that outlines the steps to take and a timeline to completion of project tasking as well as any interdependencies amongst the projects’ schedules. The schedule shall specify estimated project start and stop dates as well as a risk mitigation plan aligned to key milestones.
If, under this contract, the Contractor gains access to proprietary or business sensitive information of other companies, the Contractor agrees to protect this information from unauthorized use or disclosure and to refrain from using the information for any purpose other than that for which is was furnished. Contractor employees may be requested to sign a non-disclosure certificate.
Contractor support shall be performed at Navy Warfare Development Center, Norfolk, VA at a Government facility/site. Unless otherwise noted in specific task descriptions the primary location is NAVWARDEVCEN, Norfolk, VA. Contractors must be present for routine and ad-hoc daily, weekly, and monthly meetings. If contractor employees are to attend meetings or training offsite that are not in furtherance of the work set for in this PWS, contractor shall notify the Contracting Office Representative (COR) 24 hours prior to such meeting/training. If there are recurring meetings or training off-site that are not in furtherance of the work set forth in this PWS, contractor is to notify the COR of frequency and duration. Where contractor employee attendance at such meetings or training conflicts with performance of work in accordance with this PWS (as dictated by NAVWARDEVCEN mission requirements) the COR may disapprove attendance.
Remote/Hybrid options are available but determined by eligibility and need. Completion of DD-2946 is required.
Contract support shall be scheduled during peak working hours: 0700 and 1700, Monday through Friday (excluding Federal Holidays). Normal working hours at the government facility are between 0730 and 1630 for work performance at Government facilities, although building O-27 will be open earlier than 0730 and later than 1700 in most instances.

The review of resumes for proposed personnel will be required as part of the evaluation process; additionally, the Government reserves the right to review the resumes and any accompanying professional certifications of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and any accompanying professional certifications to the Contracting Officer upon request by the COR, Ordering Officer or Contracting Officer.
Material considered reasonably required for the completion of the described work will be furnished to the contractor. These materials will be furnished to the contractor for use in connection with, and under the terms of, this contract. Upon completion of work, all GFM shall be returned to the Government.
NAVWARDEVCEN will provide NMCI/COSC user accounts for contractor personnel and commands receiving the assist visit will provide necessary support while on-site. Upon completion of work, all GFM shall be returned to the Government.
The contractor shall not retain any government furnished materials. The contractor shall protect from unauthorized disclosure any materials or information made available by the Government, or that the contractor has access to by virtue of the provisions of this order, that are not intended for public disclosure.
The materials and information provided to the contractor by the Government, or that the contractor had access to in completing work under this order, are the exclusive property of the Government. Upon completion or termination of this contract, the contractor shall return all information and materials (copies included) that were provided to the contractor by the Government.
The contractor shall be aware of and compliant with NAVWARDEVCEN instructions concerning PII and the Privacy Act (5 USC 552a) as it applies to Federal Government contractors who access or operate systems of records containing personally identifiable information (PII). PII is any information that can be used to distinguish or trace and individual’s identity. Examples include but are not limited to: Name, Social Security number (SSN), date of birth, home address, home phone number, personal e-mail address, financial information, fingerprints, photograph, medical information, and civilian National Security Personnel System (NSPS) data.

The contractor should liaison directly with NAVWARDEVCEN’s COR regarding performance of contract requirements. The Government shall not supervise or otherwise direct contractor employees. The contractor shall not supervise or otherwise direct Government employees.
The Government anticipates that access to classified data/information up to and including TS/SCI (SI/TK/G/HCS), will be required for both facility and personnel in the performance of this work. The contractor shall be in 100% compliance of all security requirements immediately upon contract award.
Access to SIPRNET may be required to complete some tasks, and will be provided on a case-by-case basis, as approved by NAVWARDEVCEN.
19.1 A Top Secret (SCI eligible) clearance is required for the performance of Task 6.3 of the PWS.
Request for visit authorization will be submitted in accordance with Department of Defense (DOD) 5220.22M National Industrial Security Program Operating Manual (NISPOM). All contractor employees must be naturalized or U.S. citizens by birth in order to comply with a DOD requirement to obtain a Public Key Infrastructure (PKI) certificate, which is required to accomplish the work in this task.
19.2 All personnel must have commercial security and application certifications required by DOD 8140.3
8570.1 and DOD 8570.01-M. Individuals who have access to system control, monitoring, or administration functions (e.g., system programmer) are said to have “privileged access” and therefore, require training and certification to IA Technical levels I, II, or III depending on the functions they perform. They must also be trained and certified on the OS or CE they are required to maintain. They should be a U.S. citizen and must hold local access approvals commensurate with the level of information processed on the system, network, or enclave.
20.1. The contractor shall be aware of and compliant with NAVWARDEVCEN instructions concerning OPSEC. OPSEC is a process of identifying critical information and subsequently analyzing friendly actions attendant to defense acquisition, defense activities, military operations and other activities to:

As applicable to contract task requirements, contractors shall fully review and comply with Commander, U.S. Fleet Forces Command (COMUSFLTFORCOM)/Commander, United States Pacific Fleet (COMPACFLT) instruction 6320.3B and supporting references. These documents establish Fleet policy concerning medical screening of contractors, and the provision of medical and dental care to contractors, who embark on United States (U.S.) Navy ships when the vessel is afloat and away from shore for periods of time greater than 24 hours.
Any contractor personnel required to embark on United States (U.S.) Navy ships shall complete the required medical and dental screening form and submit the form to the ship’s Senior Medical Department Representative (SMDR) or Senior Medical Officer (SMO) prior to boarding. For contractors who embark frequently, the screening form may be retained by the contractor at the end of the voyage and resubmitted for subsequent embarkations for up to 12 months if there are no intervening charges to the contractor’s medical and dental history.
