About this file
This document provides a summary of questions and answers related to solicitation N0018924R0006 from the Department of the Navy Naval Supply Systems Command. The solicitation is for commercial services to support the US Naval Observatory including astronomy, astrophysics, aerospace, instrumentation and electrical engineering. Offerors must submit separate proposals for each evaluation factor with a separate cover page. An active facility clearance at the secret or top secret level is required depending on the classified access needed. While certifications are typically marked as CUI, offerors can submit them to the email addresses provided using DoDSAFE. Reps and certs information will be obtained from SAM.gov and do not need to be included in proposals. The period of performance is from March 2024 to September 2029 with firm fixed price contract line items. Proposals are due by January 10, 2024.

Questions and Answers
1. Is the past performance form considered a table and as such is the allowable font size for text in the table to be 8pt or greater?
The Past Performance form is a page and allows for font size of 12pt or greater
2. The solicitation seems to indicate that the cover page should reference the “Proposal Category” (pg78) which is given as a Factor/Subfactor. This has raised the question as to whether the proposal needs to include each Factor as a separate document with a separate cover page for each. Alternatively a single cover page could be provided for each Volume with each evaluation Factor in a separate section of the document?
Please make each factor (with accompanying sufactors) a separate document with its own cover page.
3. The solicitation requests that the offerer provide verification certifying it possesses a current Top Secret/SCI Facilities Clearance. The Top Secret/SCI facility clearance doesn't seem to make much sense for a non-possessing facility, and it's not an option on the DD 254 which defines a classified contract. Is the facility clearance Status/Level of “Active/Top Secret” sufficient for the purpose of this solicitation?
An offeror must have a facility clearance commensurate with the highest level of classified access (Secret or Top Secret) required for contract performance. Please see amendment to Solicitation.
4. The Defense Counterintelligence and Security Agency (DCSA) verification documentation is marked as CUI by DCSA. Is it sufficient to indicate that the certification can be delivered on request or can the offeror use DoDSAFE to transmit the certification to the submission authority?
Must be submitted in accordance with the solicitation. As DoDSAFE is considered an email transmission, you can submit to the email addresses within the solicitation using this method.
5. It is common practice to include the offerer’s responses to reps and certs and there is not a section designated for this information. Will the information be taken directly from SAM.gov and should not be included in the RFP?
This information will be pulled from SAM.gov upon receipt of proposals.
