About this file

This spreadsheet template provides fully burdened labor rates and estimates of labor hours by labor category for a potential five-year indefinite delivery/indefinite quantity contract to provide scientific services including physics, astronomy, astrophysics, aerospace, instrumentation and electrical engineering to the Naval Observatory. Key details include:

The spreadsheet template estimates labor hours and calculates total costs by labor category for each contract year based on the fully burdened labor rates provided. Twenty labor categories are included ranging from junior to principal level for fields such as very long baseline array astronomy, black hole astronomy, satellite engineering, orbital dynamics, program management, software development, optics engineering, and systems engineering. While the rates and hours are for government estimating purposes only, the template specifies that the rates are the maximum that may be used to formulate fixed price task order proposals under solicitation N0018924R0006 for scientific services issued by the Naval Supply Systems Command on behalf of the Naval Observatory.
