About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for solicitation N0018925Q0224, issued by NAVSUP FLC Norfolk Contracting. The amendment provides clarifications to questions asked during the solicitation and includes a Questions & Answers section addressing two key points: insurance requirements and incumbent contractor information.

The first Q&A confirms that the contractor can proceed past Phase 1 of evaluation criteria with their proposed Marine General Liability insurance, which includes coverage limits of $1,000,000 general aggregate, $2,000,000 Marine General Liability aggregate, $1,000,000 US Longshoremen and Harbor Workers Act coverage, and $5,000,000 bumbershoot coverage. The second Q&A reveals that the current services are being provided by Cardinal Point Captains, Inc. under contract N0018920P0462. The amendment states that no further questions will be received, and all other terms and conditions remain unchanged.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS & ANSWERS

1. Question: As we work to finalize our submission to this solicitation I had a brief question related to the insurance requirements per Phase 1 of the evaluation criteria.

We currently carry Marine General Liability with a $2m aggregate limit from Hartford/Navigators (see attached). We've been in contact with our insurance broker and they have indicated that we would have no problem adding the additional coverages that would be required per page 4 of the PWS, specifically:

The contractor is required to provide certificates of insurance with their technical proposal for the entire period of performance of the contract with the following minimum limits: General Liability, Worker’s Compensation, Vessel insurance, Marine Employers Liability general aggregate $1,000,000, Marine General Liability aggregate $2,000,000, and US Longshoremen and Harbor workers act coverage general aggregate $1,000,000, and a min of $5,000,000 dollar bumbershoot coverage

Our insurance broker hadsadvised they can issue a Certificate of Insurance with these limits listed with coverage through the period, however the carrier will be listed as TBD as the insurance wouldn't be bound until an award is made. I have included our insurance contact on this message for good order.

Is this sufficient to proceed past Phase 1 of the evaluation criteria?

Response: Yes, this is sufficient to proceed past Phase 1 of the evaluation criteria.

2. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Response: The services are currently being provided by Cardinal Point Captains, Inc. under contract N0018920P0462.
