OBSERVATION CLIN
Surface weather observation services are required at all sites. The contractor shall provide qualified personnel to take, record, and disseminate accurate surface weather observations per CNMOC Instruction (COMNAVMETOCCOMINST) 3141.2A. Augmenting the Automated Surface Observing System (ASOS) is the primary means of reporting and disseminating observations. Personnel must be able to perform these duties via alternate methods when the ASOS is incapacitated. Other observer services include but are not limited to Pilot to METRO Service (PMSV) circuit monitoring, reporting and documenting equipment outages, transmitting timely and accurate Pilot Reports (PIREPs), disseminating issued warnings, collecting and providing a brief of observed data in support of mishaps, documenting observer certification and local annual training, and submitting required reports.
OBSERVATION SERVICES DELIVERABLES
Take, record, encode, and disseminate surface weather observations. For sites with automated systems, augment the system to ensure observations are accurate and representative.
Monitor the local weather radar via the internet for thunderstorms and severe weather.
Establish and maintain a duty priority list.
Properly and appropriately operate all weather observations equipment. Monitor meteorological and communications equipment operational status and report all outages to their respective Ground Electronics Maintenance Division (GEMD) and FWC San Diego or FWC Norfolk. All meteorological and communications equipment outages shall be documented in an outage log.
Operate a Pilot-to-METRO Service (PMSV) radio and answer calls for assistance from aircrews.
All calls received shall be logged in a record or general purpose form. Qualified contractor forecasters shall answer all requests for information and flight weather services via the local PMSV. Outside the Forecaster working hours, contractor personnel shall relay requests for flight weather services to their servicing FWC in accordance with the local standard operating procedures (SOPs). All PIREPs received shall be disseminated locally and longline unless they repeat information contained in the most recent surface observation or are a duplicate of information from the same location disseminated during the previous 30 minutes.
Disseminate all weather warnings in accordance with local SOPs .
Establish and manage a qualification-training program for all contractor personnel. At a minimum, this program shall cover knowledge of local operating instructions and procedures related to weather observing and forecasting duties.
Submit timely and accurate the following reports as required in Annex C.

FORECASTING CLINS, OPTIONAL
Based on available funding, weather forecasting services shall be required as detailed in each Annex, if applicable. The contractor shall provide qualified personnel to prepare and conduct forecasting services in the form of flight weather briefings, Terminal Aerodrome Forecasts (TAF) and resource protection weather watches and warnings. Access to and full familiarization with Flight Weather Briefer (FWB) and associated web-based tools will be required for qualified forecaster personnel. Each location will be a separate optional CLIN for a total of 20 optional CLINs for Forecasting Services.
FORECASTING SERVICES DELIVERABLES
Contractor forecasters shall provide properly formatted aviation flight weather briefing services to local and transient pilots through the use of Flight Weather Briefer, fax, email and/or face-to-face.
Contractor forecasters shall produce and disseminate timely and accurate Terminal Aerodrome Forecasts during established station hours in accordance COMNAVMETOCCOMINST 3143.1H and established SOPs.
Contractor forecasters shall issue and disseminate weather watches and warnings to the air station leadership while on duty.
Submit timely and accurate the following reports as required in Annex C.

CONTINGENCY SUPPORT SERVICES
On occasion, contractor personnel shall be required to perform tasks in addition to those normal hours of operation set forth in each Annex when required and notified by the base Air Operations Command Duty Officer (AIROPS CDO) or Airfield Operations Management.
This may entail an increase in the normal hours of operation (e.g., 0500L-2300L versus 0500L-1900L) up to and including 24 hours per day. Contingency support does not include working the same amount of hours at a different scheduled time (e.g., 0500L-2300L versus 0600L – 2400L). Contractor personnel shall provide these services at the contract line item price for these contingency services.
Examples of situations requiring contingency support include, but are not limited to, exercises, surge requirements, disasters, accident and rescue operations, deployments, night-time flying, and severe weather.
Weather support in addition to normal hours of operation specified in each Annex may occur with little advance notice. In all situations, contract personnel are required to respond within one (1) hour of notification and provide the appropriate support services.
CONTINGENCY SUPPORT DELIVERABLES
Weather support may include the following:

1. DESCRIPTION OF PRIMARY SERVICES
The contractor shall provide meteorological services per each Annex.
1.1. METEOROLOGICAL SERVICES
The Naval Meteorology and Oceanography Command (CNMOC) is responsible for providing aviation weather observation and, when required, forecasting services at Navy airfields throughout the United States. The contractor shall provide surface weather observation services and forecasting services per each Annex.
1.1.1. OBSERVATION SERVICES

1.1.2. FORECASTING SERVICES

1.2. WEATHER SUPPORT COORDINATION
Memorandums of agreement (MOAs) or understanding (MOUs) identify specific customer requirements and documents reciprocal support needs and agreements between the weather unit and its customers. If applicable, they will be listed in Annex D. The contractor shall use these documents and the Government directives listed in Annex A in the performance of this contract. At least annually, the document office of primary responsibility shall coordinate these documents with the contractor.
1.3. RELEASE OF WEATHER INFORMATION
The contractor shall not provide meteorological support to non-Government agencies and the general public. All requests from non-Government agencies shall be forwarded to the Fleet Weather Center (FWC) San Diego or FWC Norfolk Command Duty Officer (CDO).
1.4. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND
AUTHORITY.
When the National Command Authority declares a crisis, the contractor shall continue performance under this contract as is done under non-crisis situations.
1.5. PROGRAM MANAGEMENT
The contractor shall provide management oversight for those issues which directly relate to weather station operations. For example, this may include, but is not limited to, the installation of new equipment or the implementation of new policies and/or procedures.
Contract Management: The contractor shall provide a full-time Program Manager (PM), as detailed in section 3.2 – Contractor Personnel, who shall be responsible for the performance of the work at all locations and have authority to make decisions on all contract matters. This individual shall be responsible for the overall management of contract weather services. The PM shall be available via phone within two hours during normal duty hours (8am to 5pm Eastern Time) to discuss problem areas with Government representatives. After normal duty hours, the PM shall be available within four hours.
The contractor shall also appoint an alternate PM, as detailed in section 3.2 – Contractor Personnel, whose duties relating to this contract may be collateral.
2. SERVICE DELIVERY SUMMARY (SDS) TASKS
Contractor personnel shall perform the following tasks:
2.1 SDS-1: Take, record, encode, and disseminate surface weather observations.
For sites with automated systems, augment the system to ensure observations are accurate and representative.
2.2 SDS-2: Monitor the local weather radar via the internet for thunderstorms and severe weather.
2.3 SDS-3: Establish and maintain a duty priority list.
2.4 SDS-4: Properly and appropriately operate all weather observations equipment. Monitor meteorological and communications equipment operational status and report all outages to their respective Ground Electronics Maintenance Division (GEMD) and FWC San Diego or FWC Norfolk. All
2.5 SDS-5: Operate a Pilot-to-METRO Service (PMSV) radio and answer calls for assistance from aircrews. All calls received shall be logged in a record or general purpose form. Qualified contractor forecasters shall answer all requests for information and flight weather services via the local PMSV.
Outside the Forecaster working hours, contractor personnel shall relay requests for flight weather services to their servicing FWC in accordance with the local standard operating procedures (SOPs). All PIREPs received shall be disseminated locally and longline unless they repeat information contained in the most recent surface observation or are a duplicate of information from the same location disseminated during the previous 30 minutes.
2.6 SDS-6: Issue and disseminate all weather warnings in accordance with local SOPs .
2.7 SDS-7: Establish and manage a qualification-training program for all contractor personnel. At a minimum, this program shall cover knowledge of local operating instructions and procedures related to weather observing and forecasting duties.
2.8 SDS-8: Submit timely and accurate reports as required in Annex C.
2.9 SDS-9: Contractor forecasters shall provide properly formatted aviation flight weather briefing services to local and transient pilots through the use of Flight Weather Briefer, fax, email and/or face-to-face.
2.10 SDS-10: Contractor forecasters shall produce and disseminate timely and accurate Terminal Aerodrome Forecasts during established station hours in accordance COMNAVMETOCCOMINST 3143.1H and established SOPs.
2.11 SDS-11: Contractor forecasters shall issue and disseminate weather watches and warnings to the air station leadership while on duty.
3. GENERAL INFORMATION
3.1. SCOPE OF WORK
The contractor shall provide all personnel, equipment and tools not furnished by the Government, such as materials, supervision, and other items and services necessary to provide meteorological services as defined in this PWS. The contractor shall perform to the standards in this contract. The estimated workload is listed in Annex A. These estimates are provided for informational purposes only to assist in planning.
3.2. CONTRACTOR PERSONNEL
3.2.1. OVERSIGHT/KEY PERSONNEL
3.2.1.1. PROGRAM MANAGER AND ALTERNATE PROGRAM MANAGER
The PM must have at least four years of experience managing Department of Defense (DoD) or other Federal contracts for any type of services with widely dispersed personnel and assets and have previous experience managing contracts over $500,000 and/or managing 20 or more personnel where work is performed in multiple US states or overseas locations.
The Alternate PM shall have the same qualifications as the PM, but have at least two years of experience managing Department of Defense or other Federal contracts for any type of services.
The names and telephone numbers of the PM and Alternate PM shall be provided in writing to the Contracting Officer Representative (COR) 30 days prior to the contract start date.
3.2.1.2. QUALITY MANAGER
The contractor shall provide a Quality Manager (QM) who shall have a minimum of two years of experience in evaluating the quality performance of weather station operations.
The name and telephone number of the QM shall be provided in writing to the COR 30 days prior to contract start date.
3.2.2. WEATHER SERVICES PERSONNEL
The contractor shall provide an adequate number of certified personnel at each site in order to fulfill all requirements listed in each Annex.
3.2.3. CONTRACTOR EMPLOYEES
The contractor shall not employ persons for work on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. Contractor employees shall be able to speak, read, and understand English, and communicate well; and shall do so in the performance of duties outlined in the PWS.
3.2.4. EMPLOYEE ATTIRE
Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name. The contractor shall furnish these items.
3.2.5. EMPLOYEE CONFLICT OF INTEREST
The contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Navy (DON), either military or civilian, unless such person seeks and receives approval according to DoD Directive (DODD) 5500.7.
3.2.6. RESERVED

3.2.8. EMPLOYEE QUALIFICATION AND CERTIFICATION REQUIREMENTS
Qualifications:
All contractor personnel providing surface weather observing and/or forecasting services shall have completed a DoD or an equivalent National Weather Service (NWS) training program for weather observing and/or forecasting and have had at least two years of experience with a DoD, Federal Aviation
Administration (FAA), or NWS agency performing the following duties: forecasting weather and taking, recording, encoding, and disseminating surface weather observations using Meteorological Aviation Routine Weather Report (METAR) code.
All contract employees must have visual acuity correctable to 20/20 with glasses or contacts throughout the life of the contract.
Each employee shall be qualified to operate all meteorological and communications equipment at the location at which they are employed.
Certification:
The contractor shall submit a certificate for each employee from one of the following schools: NWS, FAA, DoD, and any US National Agency certification school for weather observation and forecasting. A copy of all certifications shall be kept in the training records in accordance with this PWS.
The contractor shall establish and manage a surface weather observer and forecaster qualification-training program for all contractor personnel. At a minimum, this program shall cover knowledge of local operating instructions and procedures related to observing and/or forecasting duties.
All Contractor personnel who are assigned the duties of providing surface weather observing and/or forecasting services shall be certified by the servicing FWC prior to working unsupervised at the site.
FWC certification consists of (1) meeting the vision standard, (2) demonstrating proficiency in surface weather observing and/or forecasting services as applicable in accordance with the FWC certification and qualification requirements. Final certification approval authority will remain with the servicing FWC Commanding Officer.
Uncertified Contractor personnel may observe and/or forecast in a training capacity only under the immediate and direct personal supervision of a certified observer or forecaster, as applicable to the duties performed. The certified observer or forecaster is responsible for the observation or forecast.
The total contingent of contractor-provided surface weather observing and/or weather forecasting employees must be trained and must possess FWC certification to provide the required service on the first day of the transition period.
The training and certification program is subject to inspection at any time and shall be made available to the FWC Operations Officer and COR upon request. Certification and qualification letters shall be maintained on site by the contractor supervisor and copies will be made available to the servicing FWC.

3.2.9. REFRESHER TRAINING
After initial certification, the contractor shall develop and perform subsequent training for weather services personnel. The contractor shall ensure that employees stay current and proficient in their areas of responsibility. The contractor is responsible for the training and proficiency of all certified Contractor personnel assigned the duties of providing weather observing and/or weather forecasting services under this contract. This training includes operation of equipment and any training required by changes in equipment, procedures, or regulations. Supervisors must stress that refresher training is for proficiency improvement, not performance evaluation.
To maintain computer access, contracted employees shall complete mandatory training through the use of Navy Knowledge Online or other official training portal. Annual Information Assurance, Trafficking in Persons and Personally Identifiable Information shall be completed annually in order to maintain access to the Navy Marine Corps Network or Next Generation Network and submitted back to FWC for tracking.
3.2.10. TRAINING RECORDS
The contractor shall maintain training records for all contractor personnel to include each employee's aviation weather observing certification, forecast duty officer certification and annual training documentation.
3.2.11. TRAVEL
All required travel and associated costs, other than Government provided shuttle transportation to and from San Clemente Island and San Nicholas Island, if applicable, are the responsibility of the contractor unless Government directed. The contractor shall be responsible for all training costs, including travel and per diem with the exception of unique Government training as stated above.
3.2.12. EMPLOYEE SUBSTITUTION
During the first 90 days of performance, the contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The contractor shall notify the Contracting Officer (KO) within 15 calendar days after the occurrence of any of these events and provide any necessary information. After the initial 90-day period, the contractor shall submit the information to the KO at least 15 days prior to making any permanent substitutions for any contractor personnel. All proposed substitutes must have qualifications that are equal to or higher than the qualifications required of the person to be replaced. No personnel substitutions will be executed without Government approval by the COR and PCO.
3.3. QUALITY CONTROL PROGRAM
The contractor shall provide quality control of the surface weather observation services and forecasting services at all times. This must include the processes and procedures required to ensure that weather observation services and forecasting services are sustained throughout the life of the contract which assures the Government that performance will be at an acceptable level during all operating hours at all sites. It requires a constant evaluation of work performed throughout the Contractor’s organization.
When necessary, the Contractor must implement changes in procedures and processes to improve its quality program presented in the Quality Assurance Surveillance Plan (QASP).
3.3.1 QUALITY ASSURANCE SURVEILLANCE PLAN
The QASP is a government-developed document used to determine if the contractor's performance meets the performance standards contained in this contract. The Contractor shall maintain an on-site, quality control program plan. The program must identify and describe how the Contractor intends to maintain full compliance with all requirements of this contract. The Contractor must furnish the plan to the KO and COR for review and approval 30 days after award of contract. All future changes to this document must be made by the Contractor and submitted to the KO and COR for review and approval.
The Contractor’s designated representative as assigned in the QASP must ensure all contract employees are made aware, as soon as possible, of deficiencies in the observations and forecasts for which they are responsible. The Contractor must take corrective actions to assure that standards are maintained.
3.3.2. QA EVALUATOR (QAEs)
The COR shall evaluate the contractor’s performance via Quality Assurance Evaluator (QAE) duties through the methods identified in the Quality Assurance Surveillance Plan (QASP). The COR shall notify the PM when discrepancies occur and shall request corrective action. The COR shall make written records of discrepancies and shall ask the PM to initial the record. Any matter concerning a change in scope, price, terms or conditions of this contract shall be referred to the COR for submittal to the KO.
3.3.2.1. CNMOC, FWC SAN DIEGO AND FWC NORFOLK INSPECTIONS
CNMOC and FWC personnel may periodically perform on-site inspections. The QASP and this PWS will be used by the Government to track the quality of performance at each of the surface weather observing and forecasting sites. A rating of Satisfactory or Unsatisfactory will be assigned at the close of the inspection. If a rating of Unsatisfactory is received, the Contractor must initiate immediate action to correct the deficiencies. Within 30 days, FWC personnel may perform a follow-up inspection to ensure deficiencies are corrected.
The inspection frequency may be increased or decreased at the discretion of the Government and as the performance of the contractor indicates is appropriate. The contractor shall document the type of remedial action that is taken when personnel are not performing in accordance with this PWS and local SOPs.
3.4. PERFORMANCE EVALUATION MEETING
The KO may require the PM to meet with the KO, COR, and other Government personnel as deemed necessary. The contractor may request a meeting with the KO when he or she believes such a meeting is necessary.
3.5. GOVERNMENT PROPERTY
The Government will provide work space, office furniture, and meteorological equipment for all sites. The contractor shall be responsible for the use of and safeguarding all Government property provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured. All Government equipment and space are to be used for official use, with only limited personal use allowed. They are not to be used to conduct the Contractor’s company business or individual employee’s personal business.
Additionally, the Contractor must supply any other items needed such as administrative supplies, including paper, pens, etc.
3.5.1. KEY CONTROL
The contractor shall establish and implement methods of ensuring all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government. The contractor shall immediately report to the COR any occurrences of lost or duplicated keys. In the event keys are lost or duplicated, the contractor may be required, upon written direction of the COR, to rekey or replace the affected lock or locks without cost to the Government.
3.5.2. LOCK COMBINATIONS
The contractor shall control access to all Government provided lock combinations, if any, to preclude unauthorized entry.
3.5.3. COMPUTER SYSTEMS SECURITY
The contractor shall ensure all employees comply with DoD Instruction 8500.2, OPNAV Instruction
5239.14 and SECNAV Instruction 5239.3A.
3.5.4. SECURITY MEASURES
When the Force Protection Condition (FPCON) levels change due to either exercises or real-world events, the contractor shall comply with local authorities and directives associated with the current FPCON level.
3.5.5. SAFETY
The Contractor is responsible for complying with all safety measures required by local, state, and federal regulations.
3.6. HOURS OF OPERATION
See individual Annexes for specific hours at each location.
3.6.1. WINTER AND SUMMER HOURS
Hours of operation at some facilities may shift from Winter Hours to Summer Hours during Daylight Savings Time. Note that the Summer/Winter hours are field dependent and may be revised with minimal notice. A local air operations office or airfield manager shall inform the contractor of such air field changes. The contractor shall notify the COR and the KO of these changes within 24 hours of knowing in order to modify the contract accordingly. For the purposes of preparing a proposal, contractors shall assume that Summer Hours, if applicable, will start on the second Sunday of March and end on the first
Sunday of November.
3.6.2. FEDERAL HOLIDAYS
The following Government holidays are observed: New Year's Day; Martin Luther King's Birthday;
President's Day; Memorial Day; Juneteenth; Independence Day; Labor Day; Columbus Day; Veteran's Day; Thanksgiving Day; and Christmas Day.
3.7. CONSERVATION OF UTILITIES
The contractor shall ensure employees practice utilities conservation. The contractor shall be responsible for operating under conditions that prevent the waste of utilities to include: lights shall be used only in areas where and when work is actually being performed, employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems; water faucets or valves shall be turned off when not in use; and Government provided telephones/faxes are for official use only.
Moreover, the use of such utilities must be limited to the minimum amount required for the performance of the required services and must not be used for any other purpose.
3.8. RECORDS
The contractor shall create, maintain, and dispose of only those Government-required records specifically cited in this PWS or required by the provisions of a mandatory directive listed in Annex B. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within 5 working days of receipt of the request.
3.9. CONTINGENCY REQUIREMENTS
See Annex E for information on contingency requirements applicable to all locations.
4. ACTIONS REQUIRED BY START DATE
The contractor shall have no less than 30 days from the award of the contract to complete the following:
a. Acquire Common Access Card (CAC).
b. Familiarize and train all new employees on existing equipment. Thirty days prior to the start of the contract, the contractor will have access to each location to complete self-training, if desired. All visits to each location shall be coordinated in advance with the COR.
c. The contractor shall notify their servicing FWC when employees are ready to be certified.
d. The FWC Commanding Officer will certify that each contractor employee is proficient through an administered exam, or other means of examination.
5. SERVICE CONTRACT REPORTING (SCR) (NMCARS 5237.102-90)
Services Contract Reporting (SCR) requirements apply to this contract. The contractor shall report required SCR data fields using the SCR section of the System for Award Management (SAM) at following web address: https://sam.gov/SAM/.
6. CONTRACTOR ACCESS TO FEDERALLY CONTROLLED ACTIVITIES AND/OR UNCLASSIFIED
SENSITIVE INFORMATION OR UNCLASSIFIED IT SYSTEMS
Homeland Security Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The Deputy Secretary of Defense Directive-Type Memorandum (DTM) 08-006 – “DoD Implementation of Homeland Security Presidential Directive – 12 (HSPD-12)” dated November 26, 2008 (or its subsequent DoD instruction) directs implementation of HSPD-12. This clause is in accordance with HSPD-12 and its implementing directives. This clause applies to contractor employees requiring physical access to any area of a federally controlled base, facility or activity and/or requiring access to a DoD computer/network, to perform certain unclassified both non-sensitive and sensitive duties. It is the responsibility of the command/facility where the work is performed to ensure compliance.
The requirement to control access to sensitive information applies to all US government IT systems and/or areas where unclassified but sensitive information may be discussed, displayed or maintained.
DON policy prescribes that all unclassified data that has not been approved for public release and is stored on mobile computing devises must be treated as sensitive data and encrypted using commercially available encryption technology. Whenever granted access to sensitive information, contractor employees shall follow applicable DoD/DoN instructions, regulations, policies and procedures when reviewing, processing, producing, protecting, destroying and/or storing that information. Operational Security (OPSEC) procedures and practices must be implemented by both the contractor and contract employee to protect the product, information, services, operations and missions related to the contract.
The contractor shall designate an employee to serve as the Contractor’s Security Representative. Within three work days after contract award, the contractor shall provide to the Navy Command’s Security Manager and the Contracting Officer, in writing, the name, title, address and phone number for the Contractor’s Security Representative. The Contractor’s Security Representative shall be the primary point of contact on any security matter. The Contractor’s Security Representative shall not be replaced or removed without prior notice to the Contracting Officer.
Non-Sensitive Positions Contractor employee whose work is unclassified and non-sensitive (e.g., performing certain duties such as lawn maintenance, vendor services, etc ...) and who require physical access to publicly accessible areas to perform those duties shall meet the following minimum requirements:
Must be either a US citizen or a US permanent resident with a minimum of 3 years legal residency in the US (as required by The Deputy Secretary of Defense DTM 08-006 or its subsequent DoD instruction) and Must have a favorably completed National Agency Check with Written Inquiries (NACI) including a Federal Bureau of Investigation (FBI) fingerprint check, or equivalent T1 investigation prior to installation access.
To be considered for a favorable trustworthiness determination, the Contractor’s Security Representative must submit for all employees each of the following:
* SF-85 Questionnaire for Non-Sensitive Positions
* Electronic Fingerprints obtained in the SWIFT network
* Original Signed Release Statements
The contractor shall ensure each individual employee has a current favorably completed NACI or T1 equivalent.
The Contractor’s Security Representative shall be responsible for ensuring reinvestigations are completed as required. They shall coordinate with their FWC security office to track and initiate reinvestigations as required, ensuring that background investigations remain current (not older than 5 years) throughout the contract performance period. Failure to provide the required documentation at least 30 days prior to the individual’s start date shall result in delaying the individual’s start date.
Sensitive Positions Contractor employee whose duties require accessing a DoD unclassified computer/network, working with sensitive unclassified information (either at a Government or contractor facility), or physical access to a DoD facility must be a US citizen and possess a favorable trustworthiness determination prior to installation access. To obtain a favorable trustworthiness determination, each contractor employee must have a favorably completed National Agency Check with Local Credit Checks (NACLC), which consists of a NACI including a FBI fingerprint check plus credit and law enforcement checks, or an equivalent T3 investigation. Each contractor employee applying for a trustworthiness determination is required to complete:
* SF-86 Questionnaire
* Electronic Fingerprints obtained in the SWIFT network
* Original Signed Release Statements
Failure to provide the required documentation at least 30 days prior to the individual’s start date shall result in delaying the individual’s start date. To maintain continuing authorization for an employee to access a DoD unclassified computer/network, and/or have access to sensitive unclassified information, the contractor shall ensure that the individual employee has a current requisite background investigation.
The Contractor’s Security Representative shall be responsible for ensuring reinvestigations are completed as required. They shall coordinate with their security office to track and initiate reinvestigations as required, ensuring that background investigations remain current (not older than 5 years) throughout the contract performance period.
IT Systems Access When access to IT systems is required for performance of the contractor employee’s duties, such employees shall in-process with the Navy Command’s Security Manager and Information Assurance Manager upon arrival to the Navy command and shall out-process prior to their departure at the completion of the individual’s performance under the contract. Completion and approval of a System Authorization Access Request Navy (SAAR-N) form is required for all individuals accessing Navy Information Technology resources. The SAAR-N shall be forwarded to the FWC’s Security Manager at least 30 days prior to the individual’s start date. Failure to provide the required documentation at least 30 days prior to the individual’s start date shall result in delaying the individual’s start date.
When required to maintain access to required IT systems or networks, the contractor shall ensure that all employees requiring access complete annual Information Assurance (IA) training, Personably Identifiable Information (PII), and Controlled Unclassified Information (CUI) training, and maintain a current requisite background investigation. The Contractor’s Security Representative shall contact the FWC Security Manager for guidance when reinvestigations are required.
Security Approval Process The Contractor’s Security Representative shall ensure that each individual employee pending assignment shall accurately complete the required forms for submission to the FWC’s Security Manager. The Contractor’s Security Representative shall screen the investigative questionnaires for completeness and accuracy and for potential suitability/security issues prior to submitting the request to the FWC’s Security Manager. Access to Electronic Questionnaires for Investigations Processing (EQIP) may be obtained from the FWC’s Security Manager. These required items, shall be forwarded to the FWC's Security Manager for processing at least 30 days prior to the individual employee’s anticipated date for reporting for duty. The FWC’s Security Manager will review the submitted documentation for completeness prior to submitting it to the Office of Personnel Management (OPM). Suitability/security issues identified by the FWC’s Security Manager may render the contract employee ineligible for the assignment. A favorable review of the questionnaire and advance fingerprint results are required as an interim measure prior to the contract employee start date. An unfavorable determination made by the FWC’s Security Manager is final and such a determination does not relieve the contractor from meeting any contractual obligation under the contract.
If contractor employees already possess a current favorably adjudicated investigation, the Navy Command’s Security Manager will use the Visit Authorization Request (VAR) via the Defense Security Information System (DISS). The contractor shall include the IT Position Category per SECNAV M-
5510.30 for each employee designated on a VAR. The VAR requires annual renewal for the duration of the employee’s performance under the contract.
The FWC’s Security Manager will forward the required forms to OPM for processing. Once the investigation is complete, the results will be forwarded by OPM to the DOD Central Adjudication Facility (CAF) for a position of trust determination. When a favorable determination is not made, contractor employees shall not be permitted to work on this contract effort and if already working on the contract shall be removed immediately.
The potential consequences of any requirements under this clause including denial of access for a proposed contractor employee who fails to obtain a favorable trustworthiness determination in no way relieves the contractor from the requirement to execute performance under the contract within the timeframes specified in the contract. Contractors shall plan ahead in processing their employees and subcontractor employees for working in non-sensitive positions, with sensitive information, and/or on Government IT systems. The contractor shall insert this clause in all subcontracts when the subcontractor is permitted to have physical access to a federally controlled facility and/or access to a federally-controlled information system/network and/or access to government information.
ANNEX A1: WHIDBEY ISLAND, WASHINGTON
1. NAS Whidbey Island is the premier naval aviation installation in the Pacific Northwest and home of all Navy tactical electronic attack squadrons flying the EA-6B Prowler and EA-18G Growler. Adding to the depth and capability of the air station are four P-3 Orion Maritime Patrol squadrons and two Fleet Reconnaissance squadrons flying the EP-3E Aries.
The FWC San Diego Aviation Component Whidbey Island, WA provides weather support services of surface weather observing for the airfield and issues timely and accurate Terminal Aerodrome Forecasts (TAFs), Flight Weather Briefs, and other forecasting services as required to support Naval aviation operations, exercises, and training.
1.1. HOURS OF OPERATION
The contractor shall perform surface observation services during the following field hours: 24 hours/7 days a week. Closed most Federal Holidays as stated in Section 3.6.2.
