Q1. Request at least 7 days extension on the due date.

Q2. The second paragraph in Para. III.1.b. of the ITO states, "The Quoter shall complete a 'Past Performance Information Form' for each reference submitted. The form is an attachment to the solicitation." Can the Government please provide attachment in amended solicitation?

Is there a page limit for the Small Business Subcontracting Plan attachment?

GENERAL INFORMATION

1. Quotes shall be delivered by the date and time specified on the cover page of this document, unless revised by written amendment. Quotes shall be emailed to shane.j.macwilliams.civ@us.navy.mil . The deadline for receipt of quotes is 3:00 PM EST on 25 April 2023.

3. All prospective quoters are requested to submit any questions by 1:00 PM EST 10 April 2023 in writing via email to shane.j.macwilliams.civ@us.navy.mil. Questions received in any other form will not be answered. Once all questions have been received, the solicitation will be amended accordingly to answer all appropriate questions that have been received.

PERFORMANCE WORK STATEMENT

COMMANDER, NAVAL AIR FORCE RESERVE,

AVIATION MAINTENANCE SAFETY TRAINING AND SUPPORT,

PERFORMANCE WORK STATEMENT

1.0 INTRODUCTION: Commander, Naval Air Force Reserve (CNAFR) has the requirement to provide all CNAFR Aviation maintenance workers, first line supervisors, and unit leadership with comprehensive training and support in personal standards of conduct as professional aviation maintenance technicians to improve safety and develop a sustainable culture of compliance and operational excellence. This training is necessary to preserve warfighting readiness by reducing the number and severity of aviation ground mishaps (AGM), the most ubiquitous type of mishap in Naval Aviation.

2.0 BACKGROUND: The Department of the Navy seeks to improve readiness by decreasing preventable mishaps to preserve life and assets. The Naval Safety Command (NAVSAFCOM) tracks data trends on all categories of aviation mishaps and has noted that reportable mishaps have increased across all services between 2013 and 2020. According to the 1 December 2020 Report to the U.S. Congress from the National Committee on Military Aviation Safety (NCMAS) the increase in mishaps has occurred most in the Navy and Marine Corps, most heavily in the aforementioned AGM category.

It is CNAFR’s goal to flatten and reduce the trend of Class C AGMs through reduction of preventable maintenance errors and improved compliance with all guidance. Proper training of key military personnel has been identified as an urgent course of action.

To this end, the CNAFR seeks an all-inclusive training and support program that will have minimum time encumbrance on our Sailors, is cost effective, and proven to reduce aviation mishaps. The training shall include: 1) a comprehensive and robust communication strategy; 2) operational challenges that activate objectives of the training; 3) unified talking points; 4) cognitive forcing tools for decision support on maintenance tasks; 5) briefing cards; 6) case study/analysis; 7) data reports with recommendations for unit-level leadership derived from the technicians trained at their unit and delivered within 72 hours of training; 8) provide in class, real-time technician and leader attitudinal assessments captured digitally with an anonymous audience response system (ARS); and 9) be proven in like-industry to reduce mishaps resulting from compliance-based errors stemming from personnel behaviors and attitudes that predispose units to unsafe maintenance practices.

In 2021, CNAFR utilized short-duration maintenance safety training proof of concept. That year the TYCOM had its fewest number of mishaps in the last 5-year period. This proof of concept resulted in a threefold budgetary return on the investment. The cost savings to the government are estimated to be an average of $2 million annually.

3.0 SCOPE: The new capability CNAFR seeks will deliver a comprehensive aviation maintenance safety training program to all Aviation Maintenance Workers, First Line Supervisors, and Key Leaders throughout the chain of command. Training will include tracking of maintenance attitudes with respect to procedural compliance, to include complacency, OPTEMPO pressures, susceptibility to errors, fatigue, and professionalism. The Contractor shall provide tools for briefing and debriefing high-risk evolutions like, aircraft moves, crane operations, applying hydraulic pressure, energizing circuits, canopy closures, jacking aircraft, and ground turns.

CNAFR requires the live-training to be delivered annually to all CNAFR Aviation Maintenance production rates as part of their professional indoctrination training. Then Contractor live-training will also be delivered to Commanding Officers, Executive Officers, Command Master Chiefs, First Line Supervisors, and others in aviation maintenance leadership to solidify CNAFR intent throughout the chain of command.

5.0 PERFORMANCE REQUIREMENTS/TASKINGS: The performance requirements below identify the contractor tasking to accomplish this training requirement.

5.1The contractor shall develop training for three separate levels of CNAFR Aviation Maintenance Professionals: Aviation Maintenance Technicians E-1 to E-4, First Line Supervisors E-5 to E-6, and Unit Leaders E-7 and above, which includes Commanders, Executive Officers, and Command Master Chiefs.
5.1.1Compatibility - The Contractor shall maintain the capability to prepare documents, software packages, deliverables, etc., compatible with the CNAFR Government IT environment through the security classification of Unclassified (CUI). The current operating environment required for this contract includes:

· Microsoft Windows 11

· Microsoft Office Professional Plus 2019

· Adobe Acrobat DC (Reader)

· Internet access

5.1.1.1 Interface and Data Transfer - The Contractor shall maintain the ability to interface with and transfer data to and from requiring MS Office software applications and their upgraded versions. The Contractor shall ensure that all media are virus free when delivered. The Contractor shall be capable of Internet and LAN communications with CNAFR N00AS. Contractor personnel shall be capable of maintaining real-time communications, for both voice and data transfer capabilities, with CNAFR N00AS during working hours whether at Contractor work site or on travel.

5.1.2 Plan and Coordinate Training Events

5.1.2.1 Initial Coordination shall be conducted via video or phone conference with key stakeholders, and shall occur within three (3) days of initial contract award.

5.1.2.2 The contractor shall conduct a one-day site-visit involving the CNAFR Project Manager or CNAFR representative, and respective key stakeholders at each site listed below within seven (7) days of initiating the training program at that particular site.

5.1.3 Instructional System Design and Courseware Development.

5.1.3.1 The Contractor shall continually update the course curriculum based on data derived from the proceeding classes to optimize the live-training courses and other digital media. At a minimum, these updates will occur quarterly. The structured, customized training shall cover topics relevant and applicable to the Naval Sustainment System and supports maintainers, supervisors, and officers, those who will implement the new knowledge, skills, and behaviors in CNAFR aviation maintenance. Courseware shall be made available no later than seven (7) business days after initial contract award.

5.1.3.1.1 Course 1 shall be a 3-hour overview and countermeasures course for E-1 to E-4 Aviation Maintenance Technicians for the top seven negative outcomes in global maintenance; Wrong Person, Wrong Part, Wrong Fluid, Unsecured Panels, Improper Movement, Improper/Incomplete Inspection, and Lost Tool or Item.

5.1.3.1.2 Course 2 shall be a 2 hour mentorship overview for E-5 and E-6 First Line Supervisors designed to instills the desires and skills needed to mentor young maintainers and develop future leaders to include role modeling, debriefs, and how to conduct a constructive intervention specifically related to the Technician curriculum.

5.1.3.1.3 Course 3 shall be a 2-hour overview for E-7 and Above including Commanders, Executive Officers, and Command Master Chiefs on maintenance excellence with specific guidance on how to reinforce program objectives and systemically correct cultural issues in real-time.

5.1.4 Train and Implement all Levels of Courseware

5.1.4.1 Conduct Initial Training to kick off the program to site-leadership and provide a Communication Plan, to include, at a minimum, aviation maintenance posters for each of the seven specific events, micro-videos for post training sustainment, talking points, briefing cards, Operational Challenge ideas, and quarterly draft articles, to keep communication top of mind throughout the training events.

5.1.4.2 The contractor shall provide twelve (12) safety posters including talking points to the subject matter of the posters.

5.1.4.3 The contractor shall provide twelve (12) micro-videos, 1–2 minutes each, from a subject matter expert.

5.1.4.4 The contractor shall provide an interactive learning and response system that includes a total of 125 ARS devices (classroom clickers) to record and track student responses. Additional response system mechanisms shall be obtained by the government at no additional expense to the Contractor, if required.

5.1.4.5 The Contractor shall provide the cognitive forcing tool, designed to shed distractions and improve situational awareness before, during, and after every maintenance task with, briefing cards annually during the period of performance to all CNAFR trainees.

5.1.5 Training -The Contractor shall provide and complete training, as described in 5.1.3.1. Class size shall be able to accommodate 50 personnel for all classes. See Table 1 below for estimated number of classes and locations. Contractor is authorized to consolidate training at collocated commands provided there is no negative impact on operations.

5.1.5.1 Implement and Provide Training. Implement and provide training to aviation maintenance technicians, first line supervisors, and leadership on employing and utilizing the cognitive forcing tools of the briefing cards, short prebriefs, before critical steps, and debriefs to improve situational awareness and focus on the task to be performed and an immediate risk assessment prior to undertaking the task. The delivered briefing cards shall focus on three prebrief elements: Safety, Standards, and Unresolved questions; The briefing cards Critical Steps brief that include, status, roles, and readiness for the next task, and for the debrief element, identify Opportunities for Learning/Improvement and institutional documentation.

5.1.5.2 The Contactor shall deliver the training, at the request of the respective CNAFR Squadron (RESFORN) at each one of 11 geographical areas listed below:

· Hickam AFB, HI

· Whidbey Island, WA

· Pt. Mugu, CA

· North Island, CA

· Fort Worth, TX

· New Orleans, LA

· Jacksonville, FL

· Oceana, VA

5.1.5.3 The Contractor shall be available to provide training on weekends if requested.

5.1.5.4 The Contractor shall document and track maintainer responses to training and brief leadership on progress monthly.

5.1.5.5 The Contractor shall provide required tools to administer training and support.

5.1.5.6 The Contractor shall obtain approval from CNAFR N00AS for any curriculum changes.

5.1.5.7 The Contractor shall provide geographically specific and T/M/S specific debrief and recommendations to RESFORON Leadership within 72 hours of training completion.

5.1.6 Quarterly Quality Assurance. Quarterly Quality Assurance checks/observations by the contractor will be coordinated through CNAFR to be in conjunction with training events performed by the contractor, when able. If a training event is not in conjunction with the necessary period for quarterly checks, a separate visit may be required. The Contractor shall document and track maintainer responses to training and brief CNAFR leadership on progress monthly.

5.1.6.1 Summary Data Analysis and Report. The contractor shall provide the Summary Data Analysis and Report no later than the end of the base year of the contract and at the conclusion of the Option Year periods of performance.

5.1.7 Control, Use, and Transfer of Intellectual Property. The Contractor shall provide for CNAFR, CNAR Wings, CNAFR RESFORONs, and Units to have unrestricted use of all intellectual property pertaining to the Aviation Maintenance Safety Training for use inside the CNAFR operational environment. The Contractor shall agree to unlimited reproduction of said products for in-house use, as well as unrestricted ownership of images, videos, posters, and most current briefing presentations to CNAFR by the Contractor. Furthermore, the Contractor shall assist RESFORONs, Wings, and Units with training Sailors to facilitate the organic delivery of the safety program and the ultimate transfer of the training program to CNAFR. Upon CNAFR’s completion of the contract, the Contractor shall provide CNAFR with Intellectual Property Rights documents for all training products in perpetuity for use inside the CNAFR operational environment.

5.2 MONTHLY CONTRACT STATUS REPORT (MCSR):

The Monthly Contract Status Report (MCSR) is prepared by the contractor in contractor format as approved by the Contracting Officer Representative (COR). The MCSR is designed to provide a comprehensive review and analysis of cost, schedule and technical performance for the purchase order. The MCSR report data is used by the COR to evaluate task performance and deliverables provided, to identify the magnitude and impact of actual and potential problem areas which could cause cost or schedule variances from plan, and to provide, valid, timely and auditable task information. The MCSR must be password protected submitted electronically to the COR not later than the fifth working day of each month. The contractor shall send document passwords to the Government points of contact via separate email. The contractor shall have seven (7) calendar days from receipt of the Government response to provide their own response to any questions or challenges raised by the Government.

6.0 PERIOD OF PERFORMANCE:

This purchase order will have a one-year base period and two (2) one year option periods. The performance periods are as follows:

· Base Period: 15 May 2023 to 14 May 2024

· Option Period I: 15 May 2024 to 14 May 2025

· Option Period II: 15 May 2025 to 14 May 2026

7.0 PLACE OF PERFORMANCE. The primary place of training will be on site at each RESFORON.

8.0 TRAVEL:

Travel is anticipated for this contract. Travel not to exceed the amount of $25,000, plus applicable G&A, per period is expected.

9.0 PROPRIETARY DOCUMENTS:

The contractor shall be responsible for appropriately marking contractor documents that the Contractor considers proprietary.

10.0 GOVERNMENT FURNISHED INFORMATION (GFI):

The GFI will include material that CNRFC provides via conferences, graphs, manuals, documentation, reports and phone calls. All reports, manuals, audio/visual aids generated under the contractor performance will become the property of CNRFC.

11.0 DATA RIGHTS: The Contractor shall provider all deliverables with unrestricted, unlimited rights, and free of royalties and license fees. The Government has unlimited rights to all those deliverables provided under this contract/task order. All data received, processed, evaluated and/or generated in the execution of this contract shall become the property of the Government unless specific exception is granted by the Contracting Officer. The Government will retain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all written deliverables.

12.0 INFORMATION AND INFORMATION SYSTEM SECURITY. To the extent that the Contractor receives or is given access to proprietary data, data protected by the Privacy Act of 1974 or other classified or privileged technical, business or financial information under this PWS, the Contractor shall treat and protect such information IAW any restrictions imposed on such information. The Contractor shall comply with OPNAVINST 5239.1D, Navy Information Assurance Program.

13.0 INFORMATION DISCLOSURE. Neither the Contractor nor any of its employees shall disclose, or disseminate information concerning the command’s operations or security or an interruption of its operations. The concept of “privileged safety” information shall pervade and be protected at all times. Safety investigation information shall not be shared with Legal investigations. Disclosure of information relating to the services provided under this PWS is prohibited. The Contractor shall direct all inquiries, requests, comments or complaints to the COR concerning any matter observed, experienced, or learned during the performance of this PWS.

14.0 SECURITY REQUIREMENTS:

This is an unclassified contract.

14.1 PERSONNEL SECURITY:

All contract personnel performing under this contract/task order must maintain a favorably adjudicated Tier 3 (T3/T3R) investigation current within five (5) years in accordance with DoD 5220.22-M (NISPOM) and SECNAVINST 5510.30C. Contractors must be United States citizens.

14.2OPERATIONS SECURITY (OPSEC) REQUIREMENTS (For Contractor Site):
14.2.1General Contractor OPSEC Requirements: During the course of this contract/task order, in addition to those restrictions, instructions and guidelines delineated in the contract PWS and/or other references provided, the contractor will adhere to the following minimum requirements in support of Commander, Navy Reserve Forces Command (CNRFC) and Commander, Navy Air Force Reserve (CNAFR) OPSEC programs:

a. Contractor personnel shall not discuss Government operations in public or over unprotected or unencrypted communications. Official Business, controlled unclassified information may only be transmitted as directed in the PWS.

b. The Contractor shall not post to company websites, publications, newsletters or other media any images, data or information that reveal sensitive Government operations, personnel, equipment, and/or classified or controlled unclassified information, refer to paragraph (c) below. When in doubt, company press releases related to this contract should be coordinated through the COR and the CNRFC/CNAFR Public Affairs Officer.

c. Contractor personnel shall not disclose to unauthorized third parties, post to unofficial sites (including Social Networking sites) any images, data or information that reveals sensitive Government operations, personnel, equipment, including, but not limited to:

(3) Unauthorized disclosures and attempts to solicit this type information by unauthorized third parties or others not affiliated with this contract shall be reported to the CNRFC/CNAFR Security Office and the contract point of contact, and your company Facility Security Officer and the Defense Security Service.

d. Practice OPSEC and implement countermeasures to protect Critical Information (CI) and other sensitive unclassified information and activities vigilance, or degrade the planning and execution of military operations performed or supported by the contractor in support of the mission. Protection of CI will include the adherence to and execution of countermeasures which the contractor initiates or as provided by CNRFC/CNAFR Security Office, for CI on or related to this PWS.

e. The contractor shall mark and protect related internal production schedules, deliverables, inventories and shortages and identified vulnerabilities related to production of Government material as Controlled Unclassified Information//For Official Use Only.

f. All Government information shall be destroyed at contract termination or returned to the Government at the Government’s discretion.

g. A complete list of CNRFC/CNAFR Critical Information will be provided to the contractor project manager (if assigned) by the CNRFC/CNAFR OPSEC Officer. Questions regarding Critical Information shall be directed toward the CNRFC/CNAFR OPSEC Program Manager.

14.2.2 General Contractor OPSEC Requirements: During the course of this contract/task order, in addition to those restrictions, instructions and guidelines delineated in the contract PWS and/or other references provided, the contractor will adhere to the following minimum requirements in support of Commander, Navy Reserve Forces Command (CNRFC) and Commander, Navy Air Force Reserve (CNAFR) OPSEC programs:

a. Contractor personnel shall not discuss Government operations in public or over unprotected or unencrypted communications. Official Business, controlled unclassified information may only be transmitted as directed in the PWS.

b. The Contractor shall not post to company websites, publications, newsletters or other media any images, data or information that reveal sensitive Government operations, personnel, equipment, and/or classified or controlled unclassified information, refer to paragraph (d) below. When in doubt, company press releases related to this contract should be coordinated through the COR and the CNRFC/CNAFR Public Affairs Officer.

c. Contractor personnel shall not disclose to unauthorized third parties, post to unofficial sites (including Social Networking sites) any images, data or information that reveals sensitive Government operations, personnel, equipment, including, but not limited to:

h. OPSEC requirements are additional to the requirements of DOD 5220.02M, National Industrial Security Program Operating Manual. Thus, contractors may not impose OPSEC requirements on their subcontractors unless CNRFC/CNAFR OPSEC Officer approves the OPSEC requirements.

i. OPSEC Training Requirements. When a contract requires long term access to CNFRC/CNAFR or other Government facilities and information, such as onsite work or participating in CNRFC/CNAFR operations, contractor personnel shall follow the provisions of the Commander Naval Reserve Forces Instruction 3070.2 Operations Security Program, to include training and awareness. The contractor shall maintain individual training records for compliance purposes and provide initial training to contractor personnel upon assignment to this contract/task order. The contractor shall provide initial OPSEC training at no cost to the Government, which may be provided by computer-based training, live training, or a combination of both, and is required initially within 30 days of assignment and annually thereafter.

14.3 INFORMATION ASSURANCE (IA): The Contractor shall ensure that personnel accessing information systems and networks have the proper and current information assurance certification to perform information assurance functions in accordance with the Information Assurance Workforce Improvement Program DoDI 8570.01-M. Based upon the stated scope of this contract/task order, the Contractor will not need to access any DON or DOD IT systems or networks. If at any point the contractor requires access to CNAFR IT Systems and Networks, then at that time the contractor shall meet the applicable information assurance certification requirements, including the following:

a. The lead contractor must attain and hold a DoDI 8570.01M Information Assurance Systems Architect and Engineer (IASAE) Level III certification at a minimum due to the Enterprise level architecture involvement of the contractor.

b. All supporting contractors must attain and hold DoDI 8570.01 M Information Assurance Technical (IAT) Level II certifications.

c. The contractor shall provide Cyber Security Workforce (CSWF) certifications to the local N6 upon arrival/check-in.

d. The contractor shall provide a plan/schedule of continuing education units (CEs) for the maintenance of required certifications.

f.Contractor personnel who do not have proper and current certifications shall be denied access to DOD information systems for the purpose of performing information assurance functions.
g.DOD Cyber Awareness Challenge Information Assurance (IA) and Identifying and Safeguarding Personally Identifiable Information (PII) training is required for all contract personnel prior to Navy Marine Corps Intranet (NMCI) account creation, and repeated as per DON and/or Commander, Reserve Forces (RESFOR) guidance annually thereafter. Additionally, assigned duties may require contract personnel to have privileged or developer-level access, on a case-by-case basis, to NMCI or other Navy networks and/or systems. This may require personnel to sign a Privileged Access Agreement (PAA) with the information system owner, who may also maintain local requirements for training, in accordance with DoDI 8570.01M, beyond annual PII and IA training in order to secure privileged access.
14.4The contractor shall ensure contract personnel requiring access to IT systems or networks are certified in accordance with DoDI 8570.01-M, designated in DISS and provide documentation. The contractor shall ensure contract personnel complete annual Information Assurance (IA) training. The contractor/site lead/government sponsor shall ensure a System Authorization Access Request - Navy (SAAR-N) is completed on contract personnel requiring access to IT systems.
15.0POST/BASE CLOSURES:

The Post/Base Commander may decide to close all or part of the Post/Base in response to an unforeseen emergency or similar occurrence. Such emergencies may include, but are not limited to, adverse WX such as snow or flood, acts of GOD such as tornado or earthquake, or a Post/Base disaster such as a natural gas leak or fire. Contractor personnel are considered non-essential personnel for purposes of any instructions given regarding a Post/Base closure. Contractor personnel should follow company guidance regarding working at alternate company locations.

If a decision to close all or part of the post/base is made during the normal duty hours and the decision is transmitted through official notification channels, contractor employees shall notify the Point of Contract (POC) identified herein for the location, follow all instructions given, promptly secure all Government furnished property (GFP) appropriately, and evacuate in an expedient but safe manner. If the POC identified herein for the location is not on-site at the time the notification is provided to close the post/base, contractor employee(s) shall notify the POC by phone or notify the POCs designated representative.

If the decision is made to close the post/base after normal duty hours, the Government’s designated representative at the location will notify the contractor’s designated representative for that location who, in turn and as necessary and appropriate, will notify the affected contractor personnel.

16.0 CONTRACTOR IDENTIFICATION:

Contractor personnel shall identify themselves as “contractors” when attending meetings, answering Government telephones, or working in situations where their actions could be construed as official Government acts. The contractor shall ensure that their employee(s) display(s) his or her name and the name of the company while in the work area, and include the company’s name in his or her email display.

17.0 NON-PERSONAL SERVICE STATEMENT:

Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the purchase order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

Failure to provide the required documentation in the prescribed timeframe is likely to result in a delay in contract personnel’s start date.

REIMBURSEMENT OF TRAVEL COSTS

A. Travel

1. Area of Travel. Performance under this contract may require travel by contractor personnel. If travel, domestic or overseas, is required, the Contractor is responsible for making all needed arrangements for his personnel. This includes but is not limited to the following:

Medical Examinations
Immunization
Passports, visas, etc.
Security Clearances

All Contractor personnel required to perform work on any U.S. Navy vessel will have to obtain boarding authorization from the Commanding Officer of the vessel prior to boarding.

2. Travel Policy. The Government will reimburse the Contractor for allowable travel costs incurred by the Contractor in performance of the contract and determined to be in accordance with FAR subpart 31.2, subject to the following provisions:

Travel required for tasks assigned under this contract shall be governed in accordance with rules set forth for temporary duty travel in the Department of Defense Joint Travel Regulations, Vol. 2 for Civilian Personnel.

3. Travel. Travel, subsistence, and associated labor charges for travel time are authorized for travel beyond a 50-mile radius of the local office, whenever a task assignment requires work to be accomplished at a temporary alternate worksite. No travel, subsistence, or associated labor charges for travel time shall be charge for work performed within a 50-mile radius of the Contractor’s local office.

Travel performed for personal convenience and daily travel to and from work at Contractor’s facility will not be reimbursed.

4. Per Diem. Per diem for travel on work assigned under this contract will be reimbursed to employees consistent with company policy, but not to exceed the amount authorized in the Department of Defense Joint Travel Regulations, Vol. 2.

5. Shipboard Stays. Whenever work assignments require temporary duty aboard a Government ship, the Contractor will be reimbursed at the per diem rates identified in paragraphs C8101.2C or C81181.3B(6) of the DOD Joint Travel Regulations, Volume 2.

6. Air/Rail Travel. In rendering the services, the Contractor shall be reimbursed for the actual costs of transportation incurred by its personnel not to exceed the cost of tourist class rail, or plane fare, to the extent that such transportation is necessary for the performance of the services hereunder and is authorized by the Ordering Officer. Such authorization by the Ordering Officer shall be indicated in the order in some other suitable written form.

NOTE: To the maximum extent practicable without the impairment of the effectiveness of the mission, transportation shall be tourist class. In the event that only first class travel is available, it will be allowed, provided justification therefore is fully documented and warranted.

7. Private Automobile. The use of privately owned conveyance within the continental United States by the traveler will be reimbursed to the contractor at the mileage rate allowed by Joint Travel Regulations. Authorization for the use of privately owned conveyance shall be indicated on the order. Distances traveled between points shall be shown in standard highway mileage guides. Any deviations from distance shown in such standard mileage guides shall be explained by the traveler on his expense sheet.

8. Car Rental. The Contractor shall be entitled to reimbursement for car rental, exclusive of mileage charges, as authorized by each order, when the services are required to be performed outside the normal commuting distance from the contractor’s facilities. (Car rental for a team of TDY at one site will be allowed for a minimum of four (4) persons per car, provided that such a number or greater comprises the team).

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-
