SOLICITATION/CONTRACT FORM

The required response date/time has changed from 18-Apr-2023 03:00 PM to 25-Apr-2023 03:00 PM.

The following have been added by full text:

AMENDMENT 01

Q1. Request at least 7 days extension on the due date.

A1. The due date for quotes has been extended until 4/25/23 at 3PM ET.

Q2. The second paragraph in Para. III.1.b. of the ITO states, "The Quoter shall complete a 'Past Performance Information Form' for each reference submitted. The form is an attachment to the solicitation." Can the Government please provide attachment in amended solicitation?

A2. Please see Past Performance Information Form attached to this posting.

Q3. Please verify if the Socio-Economic Plan is to be included as a 1-page portion of Volume I or if it can be an attachment. If it is only 1-page, please verify if the Government is just looking for a table breakdown of the targets for socio-economic factors.

A3. The Socio-Economic Plan is 1 page of Volume 1.

Q4. The second paragraph on page 59 states, "As set forth in FAR 52.219-9, the quoter, if other than a small business, is required to submit a Small Business Subcontracting Plan that includes the quoter’s proposed small business subcontracting goals, and the successful quoter’s approved Small Business Subcontracting Plan will be incorporated into the Contract." Is there a page limit for the Small Business Subcontracting Plan attachment?

A4. No.

Q5. Does the Government have specific subcontracting goals identified for this solicitation?

A5. No.

Q6. Paragraph d states, "When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers." Please verify if the Government is requesting poster or video samples for this solicitation. If so, how many?

A6. Samples are not required by this solicitation.

Q7. Paragraph 5.1.4.1 states, "5.1.4.1 Conduct Initial Training to kick off the program to site-leadership and provide a Communication Plan, to include, at a minimum, aviation maintenance posters for each of the seven specific events, micro-videos for post training sustainment, talking points, briefing cards, Operational Challenge ideas, and quarterly draft articles, to keep communication top of mind throughout the training events." Will the Government please verify if the aviation maintenance posters for each of the seven specific events and micro-videos for post training sustainment are separate or included in the numbers requested in Paragraphs 5.1.4.2 & 5.1.4.3?

A7. The aviation maintenance posters for each of the seven specific events and micro-videos for post training sustainment are separate from in the numbers requested in Paragraphs 5.1.4.2 & 5.1.4.3.

Q8. Shall both parties for consistency purposes have submission and response time be calendar days or business days?

A8. 7 Business days.

Q9. Will this contract be covered by FAR clauses 52.222-41 and 52.222-43?

A9. No.

Q10. Will Travel be cost reimbursable plus the offerors running G&A?

A10. Yes, travel costs will be reimbursed plus applicable G&A in accordance with the JTR.

Q11. Will the government provide additional funding for travel if travel costs exceed $25,000 in a single year?

A11. Yes.

Q12. Will the contractor have source images, video footage, or graphics to build the micro videos?

A12. No, the contractor will provide the source images, video footage, or graphics to build the micro videos.

Q13. Second sentence in the paragraph states that "Training will include tracking…." Is "tracking" intended to mean presenting tracked historical history of maintenance attitudes as specified from naval, military, and related major air carrier operations or is it meant to imply compiling and tracking the results of the End of Course questionaires?

A13. It is meant to imply compiling and tracking the results of the End of Course questionaires.

Q14. Please verify the meaning of T/M/S. It is not listed in the acronym list and not spelled out in the document. Does is intend to mean "Training Management System"?

A14. T/M/S - means Type/Model/Series Q15. Please verify that seven (7) business days is correct for the curriculum due date to CNAFR?

A15. The seven (7) business days is correct for the curriculum due Date to CNAFR.

Q16. Will the government please confirm that $25,000 per year is the maximun amount of travel intended?

A16. See the answer to question 11 above.

Q17. Will the government please confirn that the leadership to be briefed in this sentence is CNAFR?

A17. The leadership to be briefed will be both CNAFR HQ and Squadrons Leadership.

Q18. Will the government please advise what is expected to be the minimum advance notice for a unit to request training and coordination per the paragraph?

A18. The minimum advanced notice for a unit to request training and corrdination or to cancel and reschedule a training session would be 30 days.

The following have been modified:

GENERAL INFORMATION

1. Quotes shall be delivered by the date and time specified on the cover page of this document, unless revised by written amendment. Quotes shall be emailed to shane.j.macwilliams.civ@us.navy.mil . The deadline for receipt of quotes is 3:00 PM EST on 25 April 2023.

2. The Point of Contact for this RFQ is as follows:

3. All prospective quoters are requested to submit any questions by 1:00 PM EST 10 April 2023 in writing via email to shane.j.macwilliams.civ@us.navy.mil. Questions received in any other form will not be answered. Once all questions have been received, the solicitation will be amended accordingly to answer all appropriate questions that have been received.

4. Any reference to offer, offeror, or proposal within this solicitation shall mean quote or quoter.
