Question/Answer

Question 1: In regard to the subject solicitation, can you tell me if we need to set the tanks or does the government own all of them?

Answer 1: The Government owns all of the tanks that are outlined in the solicitation; the subject procurement does not require leasing/furnishing tanks.

Question 2: The delivery information provided for this solicitation states that deliveries will occur throughout the year in 1,000 to 10,000 gallon increments. Delivery charges would incur for each delivery that takes place and is difficult to calculate with the information provided. Could you provide some historical information or a maximum number of deliveries that may take place annually in order to help us formulate an accurate and competitive price for the Navy? Thank you!

Answer 2: The large 30,000 gets propane ordered 10,000 gallons at a time in a semi-truck. The smaller tanks on the solicitation are usually grouped together to order roughly 3500-4500 gallons at a time in a smaller propane truck.

Question 3:Can you please provide an address for delivery? Naval Support Activity Hampton Roads, Northwest Annex comes up with a Norfolk, VA address so there’s a bit of confusion as to the general area for delivery.

Answer 3:

The following address leads to the NAVAL Station entrance, where the vendor will go to obtain access to the Naval Station.

NAVAL SUPPORT ACTIVITY HAMPTON ROADS NORTHWEST

RELAY ROAD

CHESAPEAKE VA 23322

The Delivery location/Site POC information for deliveries of propane is as follows as prescribed in the PWS:

NAVAL SUPPORT ACTIVITY HAMPTON

ROADS, NORTHWEST

CHESAPEAKE VA 23322

Question 4: Can the propane supplier put remote tank monitors on all the propane tanks on the contract and auto fill the sites?

Answer 4: Monitors cannot be put on the tanks.

Question 5; If a propane truck driver does not have a DBIDS badge, can he be escorted to the tank?

Answer 5: The DBIDS requirement is to make entry on the installation faster, but it is possible to get on without DBIDS if they call the POC (in the order of precedence on the PWS). If the driver does not have a DBIDS badge:

a. They will need to be sponsored and fill out paperwork with their personal information each time they deliver that will be run through the security database and wait for the results. This can get lengthy while they wait for results and access could be denied if something comes back negative. If turned away, another driver would have to come back the next day (to meet the 72 hour requirement).

Regardless of DBIDS:

b. They will have to wait for the truck inspection by Base security (call the POC, in the order on the PWS, while waiting for this)

c. Then he will be escorted to each tank by the POC as they are at multiple buildings

d. The POC will stand there with the driver at each location until all deliveries are made to accept the delivery receipts

e. And, for multiple tank deliveries, they’ll need to provide a receipt for each tank with the number of gallons delivered
