The following have been modified:
ADDENDUM TO 52.212-1
I. GENERAL
As explained in the Notice to Quoters section at the start of this Request for Quote (RFQ), the Contracting Officer will make the source selection using a two-step evaluation process. The details below do not apply to step one submissions. They only apply to quotes submitted as part of step two, from firms that were determined viable as a result of the step one evaluation.
The quoter’s quote shall be in the form prescribed by and shall contain a response to each of the areas identified in this solicitation section. The following instructions are provided in addition to instructions to quoters contained elsewhere in this solicitation.
Initial quotes and any modifications thereto are to be submitted to the Contracting Office point of contact on or before the closing date and time cited elsewhere in this RFQ. All quotes shall be submitted to Contract Specialist, Martyn Piggott, by email at martyn.t.piggott.civ@us.navy.mil. No quotes shall be submitted by mail or by any other means except in the form explicitly stated herein.
Quoters shall submit their quote in two separate volumes as follows:
Volume I Non-Price Quote Original - Microsoft Word or Adobe PDF Format only
Volume II Price Quote Original – Microsoft Excel Format only (supporting documentation can be provided in Microsoft Excel, Microsoft Word, or PDF format)
In addition to the Price Quote, Quoters shall include the following in Volume II:
Solicitation pricing pages (Section B) completed by the quoter in Microsoft Word or PDF format as an attachment to Volume II; and
Acknowledgement of RFQ amendments (if any) by email to martyn.t.piggott.civ@us.navy.mil at the time final quote is submitted.
The completion and submission of the above items will constitute a quote and will be considered the quoter’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto.
Quoters shall respond to all requirements of the solicitation document. Quoters are cautioned not to alter the solicitation. Any affirmative exception to the material terms and conditions of the solicitation will render the quoter ineligible for award. Alternate quotes are not authorized.
Questions concerning the solicitation should be submitted as on consolidated list- via e-mail to martyn.t.piggott.civ@us.navy.mil, by 5:00 PM EST, on 8 March 2022. Questions submitted after the deadline may not be answered.
Step two quotes shall be submitted via e-mail to martyn.t.piggott.civ@us.navy.mil by 5:00 PM EST, on 14 Mach 2022.
II. REQUIREMENTS FOR QUOTE CONTENT
(1) Do not include CLASSIFIED data in your quote.
(2) Introduction and Purpose - This section specifies the format that quoters should use in quotes submitted in response to this solicitation. The intent is not to restrict the quoters in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the quote for evaluation purposes.
(3) Each volume should contain the following items in addition to the other information required by this solicitation:
Cover: The cover should indicate the following:
Title of the quote Volume Number (I or II) RFQ number Name, CAGE, DUNS, and address of quoter
(4) Requirements for Style: Each quoter shall submit a quote that clearly and concisely sets forth the contractor’s response to the requirements of the solicitation. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective quote are not desired. Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids are neither necessary nor desired. The quote shall contain all the pertinent information in sufficient detail in the one area of the quote where it contributes most critically to the discussion. When necessary, the quoter shall refer to the initial discussion and identify its location within its quote.
(5) Page Limitations Volume I, “Non-Price Quote,” is limited to a maximum of 10 pages in length inclusive of any charts, diagrams, and/or other graphics. Each “page” is defined as one sheet, 8 ½ “x 11”, with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., "Times New Roman" style with 12-point font). Lines shall, at a minimum, be single-spaced. The cover sheet does not count towards the page limitation. The exceptions to the font size requirement shown above is that graphics, tables, and Past Performance Information Form may be completed with a point size of 10 or greater. Pages submitted in excess of the page limitations described above will not be evaluated. The Past Performance Information Form counts towards the Volume I page limitation.
Volume II, “Price Quote,” is not page limited but the quoter should limit its response to only that price information that is necessary to respond to the requirements of the solicitation.
III. QUOTE CONTENT
(1) Volume I – Non-Price Quote Volume I of the quote shall include all information required for the evaluation of the quoter’s Non-Price quote. It shall exclude any reference to the price aspects of the quote.
The Non-Price evaluation factors are listed below.
(a) Performance Approach
The quoter shall provide in detail a Performance Approach that will successfully accomplish the requirements of the solicitation, including the Performance Work Statement. The quoters submission should detail its approach to setting up tents in accordance with deadlines established in the PWS, approach to providing continued on-site support during the Special Olympics, approach to tearing down tents upon conclusion of the event, and approach to meeting permit and licensure requirements.
(b) Past Performance
The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years that is the same as, or similar to, the scope and magnitude of the work described by this solicitation.
To demonstrate its past performance, the quoter shall identify up to two (2) of its most relevant contracts or efforts within the past five (5) years. The quoter should complete a “Past Performance Information Form” for each reference submitted. The quoter should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. The quoter should also provide information on any problems encountered on the identified contracts or efforts and the quoter’s corrective actions. The quoter may identify contracts or efforts for its proposed subcontractors among the two of past performance references provided in its quote. If past performance references are provided for a subcontractor, the quoter’s quote should detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. It is the contractor’s responsibility to adequately explain the relevance of a reference provided for a subcontractor’s past performance to the effort that the subcontractor is proposed to perform under the solicitation.
The “Past Performance Information Form” is an attachment to the solicitation. The forms will count toward the Volume I page limit described above. For additional information regarding a particular reference beyond that which will fit on the form, the quoter may continue onto additional sheets of paper. Such continuation sheet(s) for submitted references will count toward the Volume I page limit.
(2) Volume II – Price The Price Quote in Volume II shall include the solicitation pricing pages completed by the quoter and a complete and detailed breakdown with all supporting documentation. The price quote shall support the information provided in the non-price submission. Volume II shall include all elements of price and such other information as considered appropriate to support the quoter’s’ total quoted amounts. The pricing information shall be completed in accordance with the following:
(a) The quoter shall enter the total prices for the Line Items, CLIN 0001 and CLIN 0002.
(b) Quoters shall quote the price for the estimated HVAC and power generation equipment listed in the PWS.
(c) The quoter shall provide a complete price breakdown to support its total quoted prices for CLINs 0001 and 0002. The supporting price breakdown shall include labor rates and hours, itemized prices for each required tent, accessories (i.e. generators, lighting, etc..), lightning protection, and all other aspects of cost that were considered in the development of the final quoted amount.

NOTICE OF TWO-STEP EVALUATION PROCESS
The Contracting Officer will make the source selection using the following two-step process.
1) Step One By no later than 5:00 PM EST on 7 March 2022, interested sources must submit, on no more than one (1) (single sided) page, a description of their experience on prior contracts they consider most similar to the Performance Work Statement (PWS). The format of Step One submissions shall be either Microsoft Word or Adobe PDF. Interested sources should use their judgement on how best to demonstrate through their one page submission that they're a viable competitor.
The Contracting Officer will evaluate each step-one submission and determine which sources are viable competitors to participate in step two. A determination a competitor is nonviable doesn't necessarily mean the Contracting Officer believes the competitor can't successfully perform the PWS. A competitor could be determined nonviable because of their experience relative to other competitors. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration.
Step One submissions shall be emailed to martyn.t.piggott.civ@us.navy.mil by 5:00 PM EST on 7 March 2022.
2) Step Two Upon the completion of Step One, the Contracting Officer will request the information detailed in 52.212-1, Addendum to 52.212-1, and 52.212-2 Evaluation – Commercial Items from the firms determined to be viable competitors. The firms determined to be viable competitors as a result of the Step One evaluation shall submit the Step Two submission (a complete quotation) by 5:00 PM EST on 14 March 2022.
Any Step Two quotations received from firms that were determined nonviable as a result of the Step One evaluation and not invited to submit a quotation based on the review contained in Step One will not be evaluated and immediately disqualified for consideration in this requirement. Firms determined viable will be requested to submit a technical and price quotation via e-mail, in accordance with solicitation instructions, 52.212-1, Addendum to 52.212-1, and 52.212-2 Evaluation – Commercial Items.
AMENDMENT 0001 – QUESTIONS AND ANSWERS
1. Tent 3B states this section of tent is open-air, however in the specs it requests doors and sidewalls?
Answer: This was a copy&paste error. Please note the revised details for Tent 3B also regarding flooring and lighting. The solicitation has been revised and is now clear on its face.
2. Tent 2 load in schedule does not allow us enough time to install and meet Reedy Creek TCO requirements. Is there room for load in at an earlier date (not to mention May 30th being Memorial Day) or the time/date needing to occupy to push back by 1 day?
Answer: No. The solicitation is clear on its face.
3. Some of the tent AC estimations, while we know is an estimate, are roughly only 50% of what they would actually need based on temp and time of year. To keep it simple and ensure we do not price ourselves out of the bid, should we quote exactly what is being requested with a notation that the price will need to be adjusted based on actual needs?
Answer: Quoters should quote the estimate figures provided in the Performance Work Statement. The solicitation has been revised and is now clear on its face.
4. Do you have any layout diagrams showing how the tents would be oriented at each property?
Answer: Yes. Three documents containing the layouts have been uploaded as attachments to the solicitation.
5. Based on Disney SOP on property, all tent structures are to be evacuated with reports of a lightning strike being within a 7 mile radius. This is monitored and enforced by Disney and its staff. With this being said, is it still necessary to have a lightning protection package included seeing as the tent will still be required to be vacated even if the package is included?
Answer: Yes. The total price for lightning protection shall be priced separately under CLIN 0002, and itemized pricing details shall be provided as part of the supporting price information. The solicitation is clear on its face.
