1. It is mentioned in Section 3. Scope that "The contractor shall provide support in ten (10) core functions: (1) CIO Strategic Support, (2) Data and Information Management, (3) Engineering Support, (4) IT System Support, (5) Network Support, (6) Information Assurance (IA)/Cyber Security, (7) Enterprise Business Intelligence (BI)/Enterprise Business Analytics, (8) Software Analysis, (9) Hardware Maintenance and Development, and (10) Business Process Reengineering (BPR)." Is it mandatory to provide support in all core functions or the contractor can provide support to some of the core functions that are specific to contractor capabilities?

See revised language in third paragraph section 3 of the PWS. Additionally, see section III. Proposal Content, paragraph (1)(a) Performance Approach within section L of the RFP.

2. Would you please confirm the correct dates of the period of performance? The dates in Section 5.2 and Section F dates are different.

See revised section F. The base ordering period for this requirement is 1 November 2021- 31 October 2026. The contracts include a six-month option period for ordering in accordance with FAR 52.217-8 that, if exercised, will start on 1 November 2026 and end on 30 April 2027.

3. Will the awarded contract(s) be subject to the Service Contract Act, Federal Acquisition Regulation (FAR) clause 52.22-41, Service Contract Labor Standards? If any labor categories are SCA covered, would you please identify them?

This contract is predominately for professional services. However, specific task order efforts may be subject to Service Contract Labor Standards (SCLS). If SCLS are applicable, the appropriate clauses and wage determination(s) will be included at the task order solicitation level at the time the specific effort is solicited. See revised section 5.5 of the PWS.

4. Do you have a general acquisition timeline that you could provide? Specifically when you anticipate release of a final RFP, due date and possible award timeframe?

This is considered the final RFP. Please continue to the monitor the NECO and beta.SAM website for additional information with respect to this RFP.

5. The Organizational Conflict of Interest (OCI) section of the solicitation seems sufficiently ambiguous and unnecessarily restrictive. Can the Government confirm if OCI determinations will be made at the Multiple Award Contract (MAC) or Task Order (TO) level? If at the MAC level, can the Government define what falls within the scope of MyNavyHR and the MyNavyHR IT Transformation Initiative (i.e., the programs, projects, and initiatives) for potential bidders to determine if their current or planned future contract efforts would constitute an OCI?

The OCI exists at the task order level where performance will actually occur. Please see revised OCI clause in section H of the RFP.

6. The Government has not provided a reference date for the past performance contracts. Will the Government kindly confirm that the reference date for past performance should be within (X) years of the solicitation release date?

The relevant time period for past performance references is 3 years prior to solicitation release.

7. Would the Government consider allowing an Executive Summary to be included in Volume I and that this Executive Summary be considered outside of the page count for this volume?

No.

8. Can the Government please confirm that subcontractor/teaming projects can be used for the Corporate Experience and for Past Performance experience factors?

The solicitation is clear on its face. See section III. Proposal Content, paragraph (1)(b) Corporate Experience and (1)(c) Past Performance within section L of the RFP.

9. Can the Government please consider the responses to the Corporate Experience and the Past Performance factors, template responses, be considered outside of the volume page count limit of 15 pages?

No.

10. It is unclear if the projects submitted for the Corporate Experience Factor are also be submitted for the Past Performance factor- using the same template provided. Can the Government please clarify this point?

References submitted under the Corporate Experience factor apply to the Past Performance factor. The offeror shall submit only one set of references that will apply to both factors, Corporate Experience and Past Performance.

11. Relating to L.3.1(c): The offeror should address its past performance in complying with requirements of the clauses at FAR 52.219-8, "Utilization of Small Business Concerns," and 52.219-9, "Small Business Subcontracting Plan”. Can the Government please confirm that if submitting a bid as a Small Business under the current NAICS code for this procurement that this does not apply for the Past Performance factor?

The offeror should address small businesses participation, either by itself as the prime or through its small businesses subcontractors/partners, within its past performance reference(s).

12. For the Small Business Subcontracting Plan requirement in the Price Volume- can the Government please confirm that if proposing as a small business prime offeror on this opportunity, this factor is not applicable?

The Small Business Subcontracting Plan requirement at FAR 52.219-9 ALT IV (Deviation 2019-O0005) does not apply to offerors that are considered small under the solicited NAICS. However, please note that the small business subcontracting plan and Socio-Economic Plan factor are separate requirements and all offerors are required to address the Socio-Economic Plan factor.

13. I wanted to follow up and verify when this is actually due? I have conflicting dates, I was hoping you could give me the accurate timeline for the Draft, RFP etc…

See updated section A of the RFP.

14. The travel ceiling per ordering period is $700k and ODC per ordering period is NTE $150k. Will the government clarify what “per ordering period” means? For example, are Years 1-4 one ordering period and Year 5 is the second ordering period? Or is one ordering period every year? Also, how should offerors price travel and ODCs during the 6-month option?

See amendment 0002 and PWS sections 5.8 and 5.9 that clarifies the Government’s anticipated travel and ODC amounts for each period.

15. Will the Government please increase the page limitation for the Volume I, Non-cost Proposal to 20 pages to allow offerors to adequately address Evaluation Factors A, B, C, and D?

No, the Volume I page limitation remains at 15.

16. In reference to requirement (h) on page 82 of 85, “Subcontractor cost breakdowns may be submitted in separate sealed envelopes”, will the Government accept sealed packages sent directly from our Subcontractors electronically, as per method of proposal submission on Page 2 of 83 (B)?

Electronically only. See amendment 0002.

17. Section C, Paragraph 5.5, p. 23 Minimum Qualifications- Most of the labor categories list a Bachelor's degree in business as one of the areas meeting the degree requirement. However, the Program Manager and Project Manager labor categories do not. Will the Government consider adding a bachelor's degree in business or a business/management related discipline such as business administration, accounting, finance, economics, or management information systems to the list of acceptable degrees for Program Manager and Project Manager?

See amendment 0002. PWS section 5.5 for the Program and Project Manager positions have been updated.

18. Section H, Start-Up Period, bullets c and d, p. 42 – Will the Government add “when clearances are required under the specific task order,” as only those personnel holding clearances will have JPAS profiles or require completed EQIPs?

No, solicitation is clear on its face.

19. Section H, Start-Up Period, bullet e, p. 42 – Will the Government remove the reference to Common Access Card because CAC access and distribution is a government function and outside the control of the contractors?

No, solicitation is clear on its face.

20. Section L, Paragraph III(1)(b), Corporate Experience, page 78, states, “... the offeror shall identify up to 3 of its most relevant contracts or efforts within the past three (3) years.” Section L, Paragraph III(1)(c), page 79, states, “Relevant past performance is performance under contacts or efforts (within the past five years)...Only a single set of up to 3 references shall be submitted for both factors.” Section M, Paragraph (2), page 83, states, “Only corporate experience performed within the five years prior to submission of initial proposals will be considered.” Will the Government please confirm that the offeror will identify up to three (3) of its most relevant contracts within the past five (5) years?

The offeror is able to identify up to three (3) of its most relevant contracts within the past three (3) years. See amendment 0002.

21. Section H, Local Clause, Organizational Conflict of Interest, Paragraph (b), Restrictions on Contracting, p. 40 – Under the current Technical Support Services IDIQ contract, Paragraph (b)(i) makes it clear that restrictions would be applicable based on specific performance at the task order level. Paragraph (b)(i), as currently written in this RFP, does not. Based on the above, we request the Government modify the language in Paragraph (b)(i) to revert to language in the current (predecessor) contract, as follows (requested changes indicated by underlined text):

(b) Restrictions on Contracting—the contractor agrees that during the term of this contract, and for a period of 24 months thereafter, that:

(i) If the Contractor and any affiliates perform under this contract, neither the Contractor nor its affiliates who performed under this contract shall:

(1) Enter into any contract for the provision of;

(2) Create for themselves any interest in the contractors providing;

(3) Consult, discuss, or otherwise disclose any aspect of work under this contract, unless required under the terms of this contract, with contractors providing; or

(4) Furnish to the United States Government, either as a prime contractor or as a subcontractor, any:

supplies, services, and/or materials that are a product of the tasks and deliverables provided through any task orders placed under this contract related to Navy MyNavyHR and the MyNavyHR IT Transformation Initiative. This does not include follow-on contract actions for substantially the same tasks and deliverables as the predecessor contract actions.

Reverting to the clause under the predecessor contract will clearly tie the prohibition of future contracting with the task order level work the contractors actually perform under the Technical Support Services (TSS) contract and will meet the Agency’s needs without being unduly restrictive.

See answer to question 5 and amendment 0002 for updated OCI language.

22. Will the Government please define the rating categories?

The solicitation is clear on its face. See sections L and M of the RFP.

23. Please clarify what is meant by "greater relevance to the RFP" and please provide examples

The solicitation is clear on its face.

24. Please further clarify the use of the Corporate Experience & Past Performance Information Form which have different criteria (3 years vs 5 years)? Would the Government accept a CPAR attached to the response?

No, the Government will not accept a CPAR attachment. See amendment 0002 and answer to question 20.

25. Will the Government please provide supporting documents describing the objectives of “MyNavyHR transformation?

The MyNavyHR Transformation is a holistic, end-to-end effort intended to streamline personnel management processes, organize more effectively around the work, and modernize the enterprise to dramatically improve quality of service to Sailors, Fleet Commanders, and the Navy as a whole. The DCNO(N1)/CNP Executive Director (N1ED) has been delegated by the DCNO(N1)/CNP to execute the overall Transformation process. This Transformation falls in line with the Chief of Naval Operations’ (CNO) Design for Maintaining Maritime Superiority. It requires MyNavyHR to organize, train, and equip to:

· Expand the use of analytics and other tools as a means to bring in creativity, operational agility and insight.

· Optimize the Navy intellectual enterprise to maximize combat effectiveness and efficiency. Reinvigorate an assessment culture and processes.

· Aggressively pursue implementation of the core benefits of the ‘Sailor 2025’ program – fully integrated and transparent data and analytics, increased career choice and flexibility, expanded family support and tailored learning.

· Accelerate ‘Sailor 2025’ efforts to leverage information technology to enhance personnel system and training modernization efforts.

26. Is the Sub-K Plan intended to be a separate attachment and excluded from the page count of the non-cost volume?

Yes, the subcontracting plan is separate from the non-cost volume.

27. Would the Government consider making the Socio Economic Plan a separate attachment from the non-cost volume?

No.

28. Will the Government please clarify if the RFP will be a Small Business or Full and Open Solicitation?

This is a full and open, unrestricted solicitation.

29. The level of effort (LOE) table on pages 22 and 23 specifies a consistent LOE for the Base Period and Option Periods 1 – 3 of 708.75 full time equivalents (FTEs). Then for Option Period 4 and 5 it drops off from 708.75 to 630 which is an 11% reduction. Would the government clarify that this is correct and provide rationale for this difference in LOE.

The LOE is correct and is based on what the Government anticipates to be ordered during the time periods.

30. In consideration of offerors presenting a comprehensive performance approach within a 15 page limit, request the Government allow an exception to the font size requirement in section L to allow graphics, tables, headers, and footers be completed with a font point size of 9 or greater.

No, the solicitation is clear on its face.

31. Given the magnitude and complexity of the overall work to be performed in support of the MyNavyHR Enterprise, will the Government consider allocating a separate allowance of 15 pages for corporate experience/past performance?

No, the solicitation is clear on its face.

32. The RFP cites the opportunity for FFP and CPFF task orders, however there is no CLIN for FFP. Does the government intend to add an FFP CLIN to this IDIQ?

No, each order will count against the cost ceiling of the contract and the CLIN that is active at the time the order is issued, whether the order is CPFF or FFP.

33. Will the government confirm the OCI clause on page 39/ Section H (b) does not preclude successful awardees from bidding on the MPT&E recompete solicitation?

OCI’s will be determined at the task order level depending on the nature of work performed under each task order. Successful awardees will not be prohibited from competition on any TSS follow-on effort.

34. Will vendors have the opportunity to add subcontractors/teaming partners to their teams at the task order level (i.e., subcontractors/teaming partners that are not named during IDIQ response)?

Yes, please see FAR clause 52.244-2 Subcontracts.

35. According to the Level of Effort chart provided in Section 5.4, the majority of the work is to be performed at the Governments facility. However, the place of performance noted in Section 5.3 covers an extensive list of geographic locations. Can the Government provide more insight on which Government facility locations are commonly used?

No, the solicitation is clear on its face.

36. The RFP states "Proposals are due on or before close of business (12:00 PM EST) on 05 March 2021." Close of business as an industry phrase typically refers to 5:00 PM. Please clarify whether the proposal is due on 05 March at 12:00 PM or 5:00 PM EST.

The due date for submission of proposals is 12 March 2021 at 5:00 PM. See amendment 0002.

37. In Section A, the RFP gives the phone number for Vincent Conicelli as (215) 208-5817. However, at various other locations in the RFP. a different phone number is given for the same individual. Please indicate which phone number is correct and update the appropriate RFP paragraphs.

Both numbers are correct.

38. Section C states "The contractor shall identify all EIT products and services proposed, identify the technical standards applicable to all products and services proposed and state the degree of compliance with the applicable standards. Additionally, the contractor must clearly indicate where the information pertaining to Section 508 compliance can be found (e.g., Vendor’s or other exact web page location). The contractor must ensure that the list is easily accessible by typical users beginning at time of award." Can the Government clarify whether this information is to be provided at the time of proposal or at the time of award?

See revised language in section 5.10.1 of the PWS. This information is to be provided at time of award, at the task order level.

39. "The requirement regarding an adequate accounting system is unclear based on the following RFP text: "If an offeror’s accounting system has not been determined, by DCAA, to be adequate for determining costs applicable to cost reimbursement contracts, the offeror will be considered ineligible for contract award. If the offeror’s accounting system has not been determined by DCAA to be adequate for determining costs applicable to cost reimbursement contracts, the offeror shall complete and submit an SF 1408 attached hereto as part of the Volume II, Cost Proposal." Can the government clarify the requirment as follows: (1) an offeror whose accounting system has not been deemed adquate by DCAA cannot get an award or (2) an offeror whose accounting system has not been deemed adquate by DCAA can get an award but must submit a completed SF 1408."

See amendment 0002. The offeror is required to have a DCAA approved accounting system to be considered eligible for award. The ability for the offeror to submit a SF 1408 with it’s proposal has been removed from this RFP.

40. With regard to the following RFP language, “The offeror shall demonstrate that, as required by FAR 16-301-3(a)(3), its accounting system is adequate for determining costs applicable to the contract. If the offeror has an accounting system that has been determined by DCAA to be adequate for a cost reimbursement contract, the offeror should provide documentation of DCAA’s determination." Must the offeror's accounting system have been audited and approved by DCAA already or must the offeoror be using an accounting system that is able to be approved and audited?"

In order to be eligible for award consideration, the offeror’s accounting system must have been audited and approved by DCAA already, i.e. at the time of proposal submission.

41. The government-referenced SF 1408 was not included with the RFP files. Would the government please provide SF 1408?

See amendment 0002 and answer to question 39.

42. The RFP references seven socioeconomic catetgories in section L.III.(1).(d) but lists only six in section L.I. Would the government clarify whether there are six or seven socioeconomic categories? From L.III.(1).(d): ""If any offeror, including small businesses, fails to provide targets for the contract and/or any of the seven socio-economic factors, the offeror's proposal will be evaluated at zero percent for the contract and/or any socio-economic factor for which a target is not provided."

From L.I:

"Small Business=21.95% Women-Owned Small Business (WOSB)=5% Small Disadvantaged Business (SDB)=5% Veteran-owned Small Business (VOSB)=3% Service-disabled Veteran-owned Small Business (SDVOSB)=3% HUBZone=3% "

43. Would the government clarify whether the corporate experience and past performance are supposed to reference the same contract(s)?

See answer to question 13.

44. 4.7.3 states "Support implementation of BI strategies by providing expert knowledge of system and security architecture, database design, and system development." Would the government clarify what BI apps are used?

BI apps include, but are not limited to, the following: TABLEAU, ORACLE OBIEE, COGNOS, EINSTEIN, BOBI (Business Objects Business Intelligence)

45. 5.7 states "The TSS2 Multiple Award Contract (MAC) is an unclassified requirement. The highest level of security required by task orders will be Top Secret/Sensitive Compartmented Information (TS/SCI). Contractor personnel assigned may also be required to complete a System Authorization Access Request-Navy (SAAR-N) to access Navy IT systems" Will the government clarify what level of clearance a contractor should have upon submission?

See updated section 5.7 of the PWS. At time the time of proposal submission, the contactor must have Top Secret (TS) facility clearance to be eligible for award. Work at the task order level will range from unclassified support to classified support, up to TS/SCI.

46. "If Corporate Experience/Past Performance references are provided for a subcontractor, the offeror’s proposal shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. It is the offeror’s responsibility to adequately explain the relevance of a reference provided for a subcontractor’s corporate experience/past performance to the effort that the subcontractor is proposed to perform under the solicitation. Only a single set of up to 3 references shall be submitted. The “Corporate Experience and Past Performance Information Form” is an attachment to the solicitation. The forms will count toward the Volume I page limit described above." Would the government consider removing this requirement from the page count?

No.

47. Can the government please further clarify what is meant by “solicitation pricing pages” and where offerors can find these.

See section B Supplies or Services CLINs. The contractor shall provide a cost/price for each CLIN listed in section B of the RFP, except for those that are Not-Separately-Priced (NSP), if any.

B.) METHOD OF PROPOSAL SUBMISSION:

All proposals shall be submitted electronically via email as email attachments to vincent.conicelli@navy.mil. Any other method of delivery (e.g., hard copy, CD, thumb drive, portal, emailed hyperlink, etc.) will not be accepted. Proposals shall be received no later than the DATE and TIME FOR RECEIPT OF PROPOSALS specified above & elsewhere in the solicitation. Proposals shall comply with the detailed instructions for the format and content of the proposals contained herein; proposals that do not comply may be considered unacceptable and may render the proposal ineligible for award. All electronic files and versions of quotes shall be submitted in Adobe Acrobat, Microsoft Office Suite (Excel, Word) formats and be in an unlocked and searchable format. The quoter shall be responsible for ensuring that its submissions are virus free.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

PERFORMANCE WORK STATEMENT

Performance-Based Work Statement for Technical Services Support (TSS) 2 Contract for MyNavyHR Enterprise 17 February 2021

1. Introduction

The Chief Information Officer (CIO) for the MyNavyHR enterprise (OPNAV N16) is responsible for executing the development and sustainment of all information technology (IT) capabilities supporting OPNAV N1. Responsibilities of the CIO include oversight of Deputy CIOs at the Echelon II/III level for BUPERS/NPC, CNRC, and NETC commands. The CIO ensures the IT architecture, solutions, data and operational performance efficiently meet the evolving mission and business needs across the entire MyNavyHR enterprise.

The Office of the Deputy Chief of Naval Operations (OPNAV) MyNavyHR (N1) Division is located in Arlington, VA. N1’s mission is to anticipate Navy warfighting needs, identify associated personnel capabilities, and recruit, develop, manage, and deploy those capabilities in an agile, cost-effective manner. N1 is the Echelon I command.

The Bureau of Naval Personnel (BUPERS) as the parent to Navy Personnel Command (NPC), located in Millington, TN, is a subordinate command to N1 that serves as the Human Resources (HR) division for the Navy. BUPERS/NPC is an Echelon II command.

The Naval Education and Training Command (NETC) is a subordinate command to N1 that is responsible for training, education and professional development of the Navy's 400,000 active duty and reserve Sailors through accession, continuing education, and advancement training. NETC is located in Pensacola, Florida. NETC is an Echelon II command.

Commander, Navy Recruiting Command (CNRC) is a subordinate command to N1 and is located in Millington, TN. CNRC’s mission is to recruit both officer and enlisted, active and reserve sailors to meet all manning needs for the US Navy. CNRC is an Echelon III command.

To serve the 21st century sailor, N1 (and subordinate commands) deploys over fifty Information Systems (IS) that serve various functions, including personnel records management, recruiting, training, and logistics. The IS requires lifecycle support that includes production, sustainment, maintenance, and assurance.

2. Background

The N16 CIO is charged with ensuring that the IT architecture, solutions, data and operational performance efficiently meet the evolving mission and business needs of the MyNavyHR enterprise and the implementation of the Information System (IS) transformation across the MyNavyHR enterprise in coordination with the Deputy CIOs at BUPERS/NPC, CNRC, and NETC. These Echelon II/III elements are responsible to develop and sustain legacy IT capabilities while implementing organizational transformation from legacy to the optimized IS construct. The MyNavyHR Chief Data Steward is tasked with incorporating processes, policies, guidelines and responsibilities for the administration of data, information and Application Programming Interface (APIs) in order to acquire, control, protect, deliver, and enhance the value of data and information across the MyNavyHR enterprise.

To accomplish its mission, OPNAV N1 has developed, and is operating, numerous Information Management and Information Technology (IM/IT) systems. N1 also acts as the Navy-wide functional sponsor for MyNavyHR IM/IT resources. N1 seeks to transform and enhance the Navy personnel system from "hire to retire" for active, reserve, retirees, and dependent personnel by eliminating redundancies and streamlining the IS. The streamlining process will require ongoing sustainment and program support services for legacy IS as well as acquiring the agile support necessary to implement the new IS for the proposed end-state. The contractor may be required to sustain the following existing legacy systems, as well as sustain systems within optimized IS construct. It should be noted that the systems within the optimized IS construct may have different names than the legacy systems listed below.

The Alcohol and Drug Management Information System for the DAPA/SACO (ADMITS) is the Navy and Marine Corps repository for alcohol and drug incident, screening, treatment, and training information.

WEB STANDARDIZED TERRITORY EVALUATION AND ANALYSIS FOR MANAGEMENT
The Web Standardized Territory Evaluation and Analysis for Management (WEBSTEAM) system is the Navy's primary market research tool used for making decisions on personnel placement and setting recruiting goals, as well as Zone, Station, and Zone Improvement Program (ZIP) Code alignment at Navy Recruiting Districts (NRDs).

3. Scope

N1 requires technical support services for N16 CIO statutory oversight responsibilities, which includes IT Enterprise Architecture (EA), Portfolio Management (PfM), Governance Operations, and IM/IT Requirements Management.

The effort will encompass all aspects of N16 CIO and IM/IT Requirements at the Echelon I level, as well as at the Echelon II/III level at BUPERS/NPC, CNRC, and NETC. The support will require direct interaction with action officers and program managers across the MyNavyHR enterprise as well as all other Navy Enterprises and Enablers to support N1 IM/IT responsibilities. In addition, support will require the analysis and refinement of legacy IS sustainment and the sustainment of the optimized IS construct. Finally, the contractors will provide a continuum of on-site and off-site support to N1’s action officers, program managers and analysts at all echelon levels, for multiple commands, and at multiple geographic locations.

Task orders issued under this contract will require the contractor to provide support in one, all, or a combination of the following ten (10) core functions: (1) CIO Strategic Support, (2) Data and Information Management, (3) Engineering Support, (4) IT System Support, (5) Network Support, (6) Information Assurance (IA)/Cyber Security, (7) Enterprise Business Intelligence (BI)/Enterprise Business Analytics, (8) Software Analysis, (9) Hardware Maintenance and Development, and (10) Business Process Reengineering (BPR).

4. Tasks

4.1. CIO Strategic Support

4.1.1. Provide effective strategy development and deployment support, in a structured form, that is customer and capability driven, results in a clear vision, and defines a set of business objectives for managing and maintaining a technical architecture, project management support, advanced analysis support, and monitoring CIO business operations across the enterprise.

4.1.2. Assist the MyNavyHR CIO in providing day-to-day project management support for MyNavyHR IT system schedules and projects including coordination of initiatives, schedule management, and reporting and tasks performed in accordance with the principles established by the Project Management Institute (PMI).

4.1.3. Provide extensive IT research and analysis support and business case analysis of MyNavyHR IM/IT/business process infrastructure

4.1.4. Conduct on-going reviews of current operating model and processes by functional area and provider organizations

4.1.5. Deliver enterprise architecture (EA) strategic support to describe and document the current and desired relationships among business and management processes and IT in order to provide a strategy to enable MyNavyHR to support its current state and act as the roadmap for transition to its target environment.

4.1.6. Provide quick reaction programming and manpower analysis in support of external, Department of Defense (DoD), Secretary of the Navy (SECNAV), CNO, Financial Management and Comptroller (FM&C), or other OPNAV requests.

4.1.7. Provide portfolio management (PfM) of IT investments across the MyNavyHR enterprise, furnish analysis and artifacts that will support Planning, Programming, Budgeting and Execution (PPBE), and provide analysis in support of strategic guidance and policies.

4.1.7.1. Facilitate the coordination, development, and implementation of information management/information technology (IM/IT) Portfolio Management Methodology.

4.1.7.2. Develop and use Architecture Products to support the day to day business process of Portfolio Management, to include:

4.1.7.2.1. Enterprise IT Asset Discovery and Analysis

4.1.7.2.2. Provide training to stakeholders for work products development and portfolio reduction

4.1.7.3. Perform analysis of systems, applications and processes, and provide results and metrics.

4.1.7.4. Develop Systems Architecture products, Process Models and views, Data Models and views.

4.1.7.5. Build and Validate As-Is and To-Be Models. Models will conform with the Business Process Model and Notation (BPMN)

4.1.7.6. Facilitate the capture of business processes through business process modeling techniques used by MyNavyHR functional experts to communicate their desired business process and review models to ensure compliance with process modeling Business Process Modeling Notation (BPMN) primitives. BPMN Primatives (common vocab and design patterns) is the Defense Department Business Transformation Agency solution, which is a graphical representation for specifying business processes in a workflow. It provides architects and engineers a unified language that translates user requirements into a format that developers understand.

4.1.8. Plan and manage governance operations and coordinate oversight of management controls for data and information, business process reengineering, IM/IT requirements, configuration control boards, and program review boards.

4.1.8.1. Establish control procedures, manage schedules and attendance for key decision boards, and monitoring alignment of activities against IT strategy and plans.

4.1.8.2. Enable effective governance, informed decision-making, stakeholder management, and enable executive level change management.

4.1.8.3. Provide IM/IT requirements identification, tracking, and integration support to ensure Fleet and Requirements Officer priorities and objectives are fully articulated

4.1.8.3.1. Review, analyze, document and monitor consolidation, migration, development, implementation, and termination efforts, consistent with Navy, Joint, and DoD Enterprise goals and objectives and report all deviations from plan.

4.1.8.3.2. Ensure requirements are aligned with OPNAV N1 strategic guidance.

4.1.8.3.3. Ensure requirements are synchronized with and leveraged across all MyNavyHR IT programs.

4.1.8.4. Conduct reviews and provide analysis of all related Joint Capability Integration Development System (JCIDS) initiatives and associated documents to ensure all JCIDS documents will meet established DoD, Joint, and Navy requirements.

4.1.9. Establish and maintain CIO office Plan of Action and Milestones (POA&M) for all projects.

4.1.9.1. Identify key program milestones and stakeholders

4.1.9.2. Validate compliance with external milestones and requirements, and facilitate program office resource management.

4.1.9.3. Identify specific responsibility for all deliverable actions.

4.1.10. Establish and maintain a risk management program, to include a risk-tracking database. Analyze the Government’s established risk criteria, identification of program risks, and tracking of risk mitigation efforts.

4.2. Data Management

4.2.1. Enable the Chief Data Steward in data management program efforts by planning, execution and oversight of policies, practices and projects that acquire, control, protect, deliver, and enhance the value of data and information assets in the areas of data governance, data modeling and design, data storage, data security, data integration and interoperability, document and content management, reference and master data, data warehousing and business intelligence, metadata, data quality, data architecture management, information management, and API lifecycle management.

4.2.2. Perform required functional analysis of all Navy system data considered for inclusion in the Authoritative Data Environment (ADE).

4.2.3. Review assigned data transfer architectural documents coordinate with the EIM data transfer program manager as necessary to resolve problems.

4.2.4. Document and retain all interfaces and data element transfers in support of business processes which result from all IS functional requirements changes and system acquisition.

4.2.5. Work with requestors to fill out, update, review, and validate continuity between Interface Controls documents (ICDs) and the supporting compliance review checklist and System View-6 (SV-6) “Systems Resources Flow Matrix , and escalate any problems to the EIM data transfer program manager.

4.2.6. Provide support to the MyNavyHR CIO leadership in the authorization and control (planning, monitoring, and enforcement) over the management of data and information assets.

4.2.7. Design, implement, and maintain solutions to meet the data and information needs of the enterprise.

4.2.8. Plan, control, and support structured and unstructured data assets across the data and information lifecycle, from creation and acquisition through archival and purge.

4.2.9. Provide support in defining the data needs of the enterprise, and assist in designing the master blueprints to meet those needs.
