Shore Equipment Installation and Maintenance Management Program (SEIMMP) II

INTRODUCTION

The Shore Equipment Installation and Maintenance Management Program (SEIMMP) provides technical direction and labor for engineering, installation, and maintenance of electronic systems and equipment and the respective infrastructure, in support of FLEETCYBERCOM/COMTENTHFLT (FCC/C10F), and other entities, where directed, Security, Cyber and other IT related mission requirements. Tasks performed under this contract shall directly relate program management, design, engineering (both software and hardware), documentation, database analysis, installation, testing, training maintenance and logistics of the program as required and directed from FCC/C10F mission managers. This effort is to support Department of Defense (DoD) and Navy systems and equipment, working within Navy facilities entities that are operationally aligned to FCC/C10F.

2. SCOPE

This PWS defines and establishes the requirements and tasks for a comprehensive program for quality assurance and engineering mission support of FCC/C10F Security, Cyber and IT electronic systems and support equipment.

The contractor shall provide worldwide technical support to all systems critical to DoD and FCC/C10F mission execution and protection, including:

Secure Communication Networks (SCI/NGEN/VOIP/TELEPHONY), Tactical and analysis systems, Communications Systems, and associated Distribution Systems ISO National Mission directives and agencies. Scope will often include the installation of network infrastructure (racks, cable trays, cabling, drops) for multitude of classification networks and is not expected to include actual cryptologic or IT centric hardware for this area. Expertise in usage, installation and repair of multiple media types is required. The capability to work closely with a multitude of different agencies will be critical.

Electronic Security Systems (ESS)/Physical security equipment, including Electronic Access Control (EACS), Intrusion Detection (IDS), Closed Circuit Television (CCTV), mechanical access control devices, video analysis, enterprise solutions, and other related physical security elements.

The program is LENEL centric, however knowledge in multiple security related types and equipment are required, such as DMP, BOSCH, LAMAS/RAMAS, and other varying systems used in securing of buildings. The program is expected to support system administration of ESS systems, which will require certifications that are addressed in Section 13.

Minor construction in support of space modifications for FCC/C10F IT and Physical Security installations. Construction will be coordinated with local NAVFAC/Building Representatives.

Minor construction efforts may include:

- Installation of cabinets, racks or furniture supporting mission operations

- Installation of cabling to include copper and fiber

- Installation of cable trays, conduits, ducting and other raceway ISO of cabling

- Installation of power whips ISO cabinets, racks and furniture

- Installation of power distribution panels incidental to equipment operational requirements

- Modification or replacement of doors incidental to Sensitive Compartmented Information

Facility SCIF compliance standards and related instruction.

The quality assurance and engineering support herein described is designed to achieve the maximum operational capability of each system by providing contractor support with skill levels and expertise that augment organic FCC/C10F capability. The contractor shall provide personnel required to successfully implement and manage the tasks prescribed in this PWS. The contractor shall execute individual efforts under this PWS upon receipt of Government task orders, which address and define specific requirements.

3. APPLICABLE DOCUMENTS

The following documents form an essential part of the SEIMMP II PWS. Subsidiary documents, referenced in the cited documents, are also applicable as referenced herein. In all cases of conflict between provisions of the PWS and the documents referenced herein, this PWS shall govern. Subsequent changes to cited documents are applicable.

4. REQUIREMENTS

4.1. Program Management

The contractor shall effectively manage the technical risks, cost and schedule aspects of all work performed in response to this SOW. Management efforts shall support the successful fulfillment of all contract requirements.

The contractor shall designate a Program Manager (PM) who will be the program management lead and primary Point of Contact (POC) with all Contracting Officer’s Representatives (COR) and serve as the manager of the application of this contract.

The PM will provide oversight of contractor personnel, perform periodic inspection of tasks, serve as the principle point of contact with the Government and adjust contractor resources in response to changes in workload and priorities. The PM shall arrange for and provide the technical, managerial and administrative support necessary to ensure the effectiveness and integrity of these required services. The PM shall keep in close contact with the Government COR. The PM shall provide verbal and written notification to the COR and Contracting Officer (CO) of any event known to the contractor which may jeopardize cost, schedule or technical performance within eight (8) hours.

4.2. TASKS

4.2.1. Basic Electronic Systems Engineering Plans (BESEP) and Installation Design Plans (IDP)

a. Definitions. The Base Electronic System Engineering Plan (BESEP) is an agreement between FCC N42 Program Management Office (PMO), the site receiving the installation, and all other parties that are affected or have responsibilities during the installation. It documents the plan for the installation and will define the installation plan as well as the physical, mechanical, electrical, safety, testing, training support, and operational transition requirements of the installation. It is important that the BESEP clearly and succinctly define how associated commands are affected and the actions or responsibilities that are expected by all participating activities. In short, it documents the agreement of principal commands on what is to be installed, who will provide the equipment to be installed, who is responsible for each part of the installation and what is affected by this installation. The Installation Design Plan (IDP) is developed for every hardware installation in accordance with the format and content provided by FCC N42 PMO in conjunction with the contractor. An IDP is a drawing package containing all of the information needed to allow installers to successfully complete and troubleshoot an installation. Ideally, the IDP should enable trained installers to efficiently complete the installation without referring to any other documentation, less usage of the BESEP. If any other documentation is required, the contractor should ensure that it will be readily available at the installation site. The IDP should also contain drawings that are traditionally provided for troubleshooting. Block diagrams are drawings that usually fit into this category.

b. Site Surveys. The contractor shall participate in site surveys at FCC/C10F Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations for the purpose of gathering data necessary for the development of site BESEP and IDP’s. (see Attachment III – Site Locations). These survey’s shall be coordinated with the SEIMMP program and shall include government representatives to provide guidance on requirements for a particular task/tasks. Further guidance on each site survey shall be specified in the associated task order.

c. Preparation of Site-Specific BESEP and IDPs. The contractor shall develop and prepare site-specific BESEP and IDPs. The BESEP shall be initiated and completed IAW task specific guidance and requirements from government technical representatives. The BESEP is the main technical standard from which the IDP shall be derived The IDP and its associated drawings shall include elevation and floor layout details, power requirements, interface mountings, details of interface pipe, conduit, duct work, signal flow diagrams, block diagrams, wiring diagrams, cable diagrams, and other attachments. The drawings shall include identification of required hardware to effectively install, repair, or modify and provide information on limitations of interconnecting criteria. Limiting criteria includes, but not limited to, maximum length of cables to maintain operational tolerances; piping and tubing fill rates; environmental considerations such as air conditioning, heating, ventilation; shock and vibration requirements; auxiliary equipment and facility requirements; and human engineering considerations. After final signature approval from FCC/C10F, final documentation packages, which accurately reflect building, room, and system configurations, shall be prepared and disseminated as directed by FCC/C10F.

d. Preparation of Fabrication/Installation Drawings. The contractor shall prepare drawings and related documentation with sufficient information and supporting detail to allow for procurement of parts and material for fabrication/installation to be performed by non-engineering craftsmen. The system design and equipment installation shall conform to standards set forth by the Government in the form of written system descriptions, standard installation drawings (ANSI/ASME Y14.100M). All planning documentations shall be maintained and kept on government networks for official use only (FOUO). Contractor procured and maintained networks can be utilized for day to day work efforts associated with the documents. However, use of contractor systemsmust be approved by the KO prior to usage.. All final documentations shall be managed and maintained via government-controlled networks, i.e. NGEN NIPR. Any documentation stored or used on a contractor network of equipment for this program shall be made for inspection and review/control by the COR/KO and meet government and classification controls.

e. Installation Design Plan Reviews. There will be three levels of design review as noted below.

Initial Design Submittal Review (30%). The Initial Design Review shall be held at such time as documentation have been prepared to an extent which defines the overall scope of the project, but which may still lack the details necessary for actual fabrication or installation of equipment. Development of the 30% will be based on Base Electronic System Engineering Plan (BESEP) submittals and red-lined drawings used from site surveys. A minimum of two copies of the 30% drawings shall be furnished to the government. One copy will be returned to the contractor with comments after review by the Government. The 30% will be reviewed by external sources, i.e. FCC/C10F commands.

Second Design Submittal Review (90%). The Government's review and approval of the 30% documents shall constitute approval for the contractor to proceed with the 90% plans. These 90% drawings shall constitute a complete design that details all aspects of the construction, modification, relocation, and installation efforts that shall be required.

A minimum of two copies of the 90% drawings shall be submitted; one copy will be returned with comments after review by the Government.

Final Design Submittal Review (100%). The Government’s review and approval of the 90% shall constitute approval for the contractor to proceed with the 100% plans. Once the comments and changes noted in the 90% review are incorporated into the drawings, the 100% drawings shall constitute a complete design that details all aspects of the construction, modification, relocation, and installation efforts that shall be required. A minimum of two copies of the 100% drawings shall be submitted to the government.

Software Formats. The contractor shall maintain requisite ability to create, manipulate and update data and information in Microsoft Word 2000, Excel 2000, Access 2000 and Project 2000, and AUTOCAD 2008 formats or later versions. The COR will provide the listed formats and upgrades to the contractor as required.

4.1.2 Electronic Equipment Site Preparation and Installation

a. The contractor shall participate in site surveys at FCC/C10F CONUS and OCONUS locations for the purpose of site familiarization and coordination to effect electronic equipment site preparation based on BESEP/IDP and other supporting documentation relevant to the installation. Facility efforts to be coordinated with other Navy facility entities, to include FCC/C10F N4 and NAVFAC as applicable to the prospective installation.

b. The contractor shall, working with the COR, provide requirements for site preparation, to include lay down requirements, shipping constraints and needs, delivery expectations and, after installation, expectation for disposal and removal of material/equipment.

Various means for shipment of material and equipment ISO the installation may be used, to include FEDEX, military shipments methods (TAC code) and Secure Shipment. All shipping shall be coordinated with the SEIMMP PMO and other FCC logistics entities.

c. The contractor will utilize documents provided by the Government to determine the effort necessary to complete the equipment site preparation. Documents may include 100% IDP and associated Base Electronic System Engineering Plan (BESEP) or other documents reflecting the intended outcome of the installation effort.

d. As-Built Documentation. Upon completion of the installation, the contractor shall revise the IDP drawings to reflect the as-built condition. Three (3) copies of the redlined packages shall be made. One copy shall be left with the affected site, one for the contractor and one to the Station Master Drawing Set (SMDS) program. The contractor shall utilize this redline package to facilitate and assist the drafting program in the as-built process. The as-built effort may require revisions to the existing SMDS, therefore the contractor shall allow for time and management of the drawing package above completion of the as-built for the SMDS inclusion. Completed as-built documentation shall be delivered to the Government. Drawings shall be reproducible original, full and/or half-size installation drawings. Drawings shall be industry standard compatible CD_ROM disks directly readable by AUTOCAD 2008 (or the latest release specified by FCC/C10F) without conversion. All as-built documents shall be maintained and recorded on government managed networks.

e. Installation/De-installation Services. The contractor shall remove, relocate, and install equipment and materials as described on the approved 100% Installation Design Plan drawings and associated BESEP. Installation standards and practices, as well as final installation checkout, shall be described in accordance with SPAWAR Shore Installation Process Handbook 2003 (12 JUNE 2003). Installations shall conform to CNSSAM 1/13 and ICD 705 specifications. Specific requirement shall be lived by FCC/C10G PMO, Security and COR. xzThe Government will provide tools and test equipment to support the equipment installation as listed in Attachment VI - Scheduled Government- Furnished Property (SGFP)

f. Provide a Test and Acceptance Plan (T&A). The T&A plan shall include manufacturer suggested test procedures for equipment, sensors, passive devices as well as test results for any installed medium (Fiber, copper, microwave, etc.) with tolerances compliant with industry standards installed under the task. Each T&A shall be conducted IAW ICD 705 and FCC/C10F specified requirements, and shall be documented, as required, in each specified task order.

4.1.3 Maintenance

a. The contractor shall provide Preventative Maintenance (PM) and Corrective Maintenance (CM) to existing electronic security equipment and supporting PHYSEC infrastructure at FCC/C10F CONUS and OCONUS sites. PM and CM does not apply to network or other related projects, i.e. drop repair, etc., although this aspect can be done under a separate task order solely for this procedure. (See Attachment IV - Equipment List for Maintenance).

b. Definitions. Preventative Maintenance (PM) is the concept of providing ongoing care of a system , which include software/licensing updates, clean and inspect various components and system administrative areas, testing of hardware and batteries, demonstrate system functionality to site personnel in day to day operations to include system refresh, operational and system functional testing and provide documentation to include overall connectivity of the system and red-line changes effected. Corrective Maintenance (CM) is the means to correct discrepancies and failures of systems and equipment to ensure command systems are operating at 100% effectiveness.

c. PM’s shall be performed on an annual basis, though can be extended, per task order, to additional site visits according to need. Requirements for PM shall be set specifically under each task order and are standard for each command, although there may be site specific requirements levied. Those shall be defined within the task order. All PM work shall be maintained and reported via government networks. A clearly defined check sheet shall be provided by the government and may be modified accordingly pending changes to systems and or commands. Testing accomplished as part of the PM work shall be utilized by FCC/C10F to meet defined annual reporting as required under ICD

705. All PM visits shall be coordinated with the SEIMMP program.

d. The contractor shall provide On-call Support (Materials and Services) with technically qualified technical personnel, on a 24-hour, emergency or on-call basis, to support

FCC/C10F field sites, however actual usage of after hour or weekend calls may be limited to FCC/C10F procedures in place, i.e. FCC/C10F SOP mandates command setting up watch in an emergency. The CM process shall be initiated by FCC/C10F Security or Program Management Office (PMO) only, not direct from the command, and shall begin with a request for issuance of a trouble ticket from either entity (FCC Security or N42 PMO). The request shall have specified direction or shall be worked by the FCC PMO to provide as much information to the contractor as necessary to initiate the action.

The contractor shall maintain and record a trouble ticket log, specifics shall be identified within the specified task order for content. CM shall be initiated in a two (2 ) tired approach:

1. TIER 1 – long distance support. Can be either via email or phone between contractor, FCC/C10F PMO and site. Support may include troubleshooting efforts and subsequent shipment of materials ISO rectifying the specific problem, i.e. sending a reader to the command for them to install and correct an issue. Follow up completion of the trouble ticket shall be coordinated for signatures with the respective security representative at the command.

2. TIER 2 – local support. This level provides for a contractor technician to be at the command for troubleshooting and repair of the faulty system. The contractor will coordinate travel and anticipated repair/replace aspects of the issue with FCC/C10F N42 PMO. Authority to elevate to TIER 2 resides with FCC/C10F PMO at the request from FCC/C10F Security.

e. CM Process

1. Site experiences a failure or is in need of assistance.

2. Site contacts FCC Security, where they receive preliminary assistance and evaluation on measures needed, if any. If feasible, corrective actions may be completed at this level by FCC Security personnel, if not, further attention is required.

3. Once evaluated, FCC N42 Contracting Officer Representative (COR)/Program Management Office (PMO) is notified, via email, of a request for maintenance action, providing details on noted issues and any corrective actions taken. PMO evaluates to determine best level of effort for actions required. Levels of effort can be long distance support (TIER 1) or QRC/site visit (TIER 2).

4. A trouble ticket is created. Trouble ticket database shall be maintained by contractor.

5. FCC N42 COR/PMO will direct contractor to specified level of effort and requests trouble ticket be initiated.

6. In some cases, TIER 2 effort will be required after exhausting TIER 1 means.

Ultimate decision on all TIER 2’s reside with FCC N42 COR/PMO and FCC Security.

7. Upon satisfactory completion of effort, contractor will provide detailed report within trouble ticket and provide back to PMO database.

4.1.4 Station Master Drawing Set (SMDS)

a. Station Master Drawing Set (SMDS) is a systematic approach of formalizing and standardizing reference drawing packages at all Navy Information Operations Commands (NIOC), Navy Information Operations Detachments (NIOD), Naval Computer and Telecommunications Stations (NCTS) and Naval Computer and Telecommunications Area Master Stations (NCTAMS) and other FCC/C10F related sites. The contractor shall develop SMDS drawing packages in accordance with USFLTCYBERCOM Computer Aided Drawing Standards as referenced herein.

b. The SMDS drawings packages shall reflect the information pertinent to location of mission system equipment, electrical power distribution, heating and ventilating systems, floor plans and other related physical characteristics of the facility space to include floor layout details, detail of interface pipe, conduit, ducts. Drawings shall reflect signal flow diagrams, block diagrams, wiring diagrams, cable diagrams, and other attachments as necessary.

c. The contractor shall update SMDS drawings periodically to reflect changes due to installation or de-installation of equipment or other alteration to the space. Updates of the SMDS drawings include incorporation of as-built drawings created during the installation and de-installation of systems.

d. As required, the contractor shall complete site visits to compare existing drawings with the existing configuration of equipment and ancillary systems at FCC related sites.

Information collected during these visits will be incorporated into the SMDS drawing.

e. The contractor shall submit all changes to the SMDS drawings to the COR for final review and comment. Once the SMDS update is accepted, the contractor will deliver drawings in formats and quantities as defined in the task order.

f. Software Formats. The contractor shall maintain requisite ability to create, manipulate and update data and information in Microsoft Word 2000, Excel 2000, Access 2000 and Project 2000, and AUTOCAD 2008 formats or later versions. The maintenance of this ability shall be as a contractor investment. The COR will provide the listed formats and upgrades to the contractor as required.

4.1.5 Quick Response Capability

a. On-call Support (Materials and Services). The contractor shall provide technically qualified engineering, installation, maintenance, and drafting personnel, on a 24-hour, emergency or on-call basis, to support FCC/C10F field sites.

b. Materials and services shall encompass equipment repairs, repair parts, installation and fabrication materials, installation drawings, technical manuals, other documentation, plans and other materials, such as piece parts, modules, peripherals, and minor equipment required to support FCC projects in accordance with FCC/C10F tasking.

c. The QRC task may include completed engineering, drafting, fabrication, repair, installation, and integration products and services; 2) supply support, fly away support, supply services; and 3) incidental installation materials, units, piece parts, repair parts, and minor materials, drawings, plans, and documentation. These materials and services shall be provided on an on-call basis or QRC basis, when tasking is received from

FCC/C10F.

d. The contractor shall submit maintenance and installation reports summarizing the results of each period of on-call QRC service.

4.1.6 Systems Installations

a. The contractor shall provide CONUS and OCONUS installation support to Navy FCC/C10F installations. The tasks to be performed by the contractor shall include:

1. .Prepare schedules and project plans using Microsoft Project or other approved software, to aid in the planning of each installation. Coordination with FCC N42 PMO is critical to ensure that each project meets criteria set forth from other entities is required, i.e. MILCON set schedules. FCC PMO shall provide site specific details and other entity information pertinent to each project to allow for proper scheduling and avoid conflicts to the extgent possible. Overall set project start and completion dates shall be coordinated with FCC PMO and shall be promulgated and advertised by FCC PMO only.

2. Preparing detailed work orders for the rack and stack to include the installation of equipment and systems.

3. Providing properly trained technicians in accordance with Attachment II – Labor Qualifications for the worldwide installation of CCP, DCP, TCP equipment and systems.

4. Providing engineering services in support of the rack and stack, integration, and installation of project equipment. The contractor shall be required to perform the installation and check-out of equipment prior to integration. This can be accomplished at the FCC Integration and Test facility at NSA Hampton Roads Northwest Annex, or as otherwise directed.

5. Perform installations IAW BESEP and IDP and applicable references. All installation work shall be reviewed and accepted by FCC PMO. There will be no modifications to the BESEP and IDP unless specifically noted by the Contracting Office.

6. Provide a Test and Acceptance Plan (T&A). The T&A plan shall include manufacturer suggested test procedures for equipment, sensors, passive devices as well as test results for any installed medium (Fiber, copper, microwave, etc.) with tolerances compliant with industry standards installed under the task.

7. Documenting installations through as-built or red-line drawings and appropriate technical manuals for the installation or alteration service provided.

4.1.7 Training

a. The contractor shall provide training ISO of varying types of installations specified in task orders. Training will be for existing and newly equipment and systems. The contractor shall provide certified persons related to specific training related task order.

b. Training shall be accomplished at the site level IAW the following guidance:

1. Training will be to Navy associated site personnel only.

2. Training will be at a level to understand the operational aspects of the equipment and systems. This training is not necessarily considered Equipment Manufacturer Systems’ certified training such as LENEL certification, etc.

3. Training shall cover aspects to include operation of a system to minor maintenance aspects, which will enable TIER 1 maintenance support.

4. Training will be directed and specified in each task order as necessary with oversight by FCC N42 PMO.

6. The contractor shall create and provide a roster of those given training to, which will be provided to FCC PMO for recordation purposes.

c. The contractor may be directed, under a specified task order, to provide services ISO training creation and implementation ISO FCC Security. Such measures will be clearly defined and detailed in a specified task order. This effort would be a more structured training environment and incorporate more structured lesson plans and or training plans.

4.1.8 Systems Integration

For expansions, hardware and software upgrades, alterations, new additions, and all systems integration activities, the contractor shall organize and implement an overall development, test, and integration plan to include the major FCC/C10F initiatives and their interfaces with other FCC/C10F and related entities. When specified in the TTO, end-to-end integration testing shall be included. Also includes SCI Information Security System Manager (ISSM) network integration support applying security principles in analysis planning and development phases of information systems. Ensure information systems (IS) are installed, operated, maintained and disposed in accordance with IS security policy and procedures.

5. PLACE OF PERFORMANCE

The place of performance is U.S. Fleet Cyber Command Fort Meade, MD, Oahu, Hawaii, and Northwest Annex Chesapeake, VA. Unless otherwise noted in specific task descriptions, the primary locations are U.S. Fleet Cyber Command Fort Meade, MD, Oahu, Hawaii, and Northwest Annex Chesapeake, VA. At least eighty percent (80%) of work on the overall contract effort will be conducted at Government facilities and up to twenty percent (20%) may be conducted at Contractor facilities due to space limitations.

6. TRAVEL

The contractor will be required to travel periodically to various CONUS and/or OCONUS field sites to deploy and support installations or in response to outages or upgrades. All installation work will be performed at FCC/C10F facilities. Site locations for Navy facilities will include Navy Information Operations Commands/Detachments (NIOC/NIOD) as well as select Navy Communications/Tele- Communications Master Stations, Stations and Detachments (NCTAMS/NCTS/NCTDet) worldwide.

Travel shall be in accordance with the Federal Travel Regulations (FTR). The COR shall approve all travel, in writing, prior to performance. Local travel will not be reimbursed. Travel requirements shall be defined on each Task Order.

The travel locations are detailed in Attachment III - SEIMMP Site Locations

7. SECTION 508 COMPLIANCE

The Contractor shall conform to all Section 508 requirements when developing, procuring, or maintaining electronic and information technology products or systems.

8. SECURITY

The contractor shall fully comply with the requirements of the DD Form 254, Contract Security Classification Specification. All contractor personnel requiring access to classified information systems or material shall possess a current Top Secret with Sensitive Compartmented Information (SCI) eligibility by time of award and be capable of passing a Counter Intelligence Polygraph (CI). Critical labor categories and work locations will drive the need for a CI Poly: These include, but not limited to, the following positions and circumstances:

Any category whose normal, daily work position is within a Secure Space will require TS/SCI w/CI poly.

Deployable positions or those working out of non-classified areas, i.e. warehouse, non-Secure facility, will not require CI poly unless there position requires Privileged Access (PRIVAC) access, i.e. root access to classified systems. Further clarification can be found in Section 13 and Attachment II, Labor Qualifications.

The contractor shall submit, update, and maintain a current Contractor Position Roster Log (CPRL), Form G5573. The contractor shall work to ensure that modifications to the CPRL are minimal. The Government COR will provide a Classification/ Declassification Guide for use as needed.

All subcontracts that require subcontractor personnel to have access to classified information or perform work within secure facilities; either Government or contractor shall be subject to the same security concerns as set forth above.

9. DELIVERABLES

Initial Design Report (Initial Design Submittal Review (30%)) - The Initial Design Review shall be submitted within 60 calendar days after the site survey. The documentation shall be prepared to an extent which defines the overall scope of the project, but which may still lack the details necessary for actual fabrication or installation of equipment. Development of the 30% will be based on BESEP submittals and red-lined drawings used from site surveys. A minimum of two copies of the 30% drawings shall be furnished to the government. One copy will be returned to the contractor with comments after review by the Government.

Second Design Review – (Second Design Submittal Review (90%)) - The second design review shall be submitted within 30 calendar days of receipt of the 30% comments from the government.

Development of the 90% will be based on the Government comments on the BESEP and drawings. These 90% drawings shall constitute a complete design that details all aspects of the construction, modification, relocation, and installation efforts that shall be required. A minimum of two copies of the 90% drawings shall be submitted; one copy will be returned with comments after review by the Government.

Final Design Review – (Final Design Submittal Review (100%)) - The final design shall be submitted to the government within 15 calendar days of receipt of the 90% comments from the government. The Government’s review and approval of the 90% shall constitute approval for the contractor to proceed with the 100% plans. The 100% drawings shall constitute a complete design that details all aspects of the construction, modification, relocation, and installation efforts that shall be required. A minimum of two copies of the 100% drawings shall be submitted to the government.

Red-lined (As-Installed) drawings - During the course and before completion of the installation, the contractor shall make hand-marked changes to the installation drawings to reflect the as-installed condition. Three (3) copies of the red-lined packages shall be made. One copy shall be delivered to the site, and the other two delivered to the SEIMMP government representatives at Fort Meade within 7 business days of installation acceptance.

As Built Condition Document (As-Built Documentation) - The As-Built drawings shall be submitted to the government within 90 business days after receipt of the red-line (as-installed) comments from the government. The contractor shall revise the installation drawings reflecting the red-line comments into the as-built condition. Completed as-built documentation shall be delivered to the Government. Drawings shall be reproducible original, full and/or half-size installation drawings. Drawings shall be industry standard compatible CD_ROM disks directly readable by AUTOCAD 2008 (or the latest release specified by FCC/C10F) without conversion. Final acceptance of these as-built drawings will be pending final review by the government.

Progress Reports - The contractor shall prepare a detailed written progress report for each task on a bi-weekly basis no later than the following Wednesday after the bi-weekly period. The report will reflect progress based on each tasking. The report will note all contractor personnel and subcontractors working during each reporting period. The report will note any impacts to the schedule identifying the situation causing the impact. When applicable, provide actions taken to resolve the situation. The report shall be submitted to the COR.

Test and Acceptance Plan - The contractor shall prepare a detailed Test and Acceptance (T&A) plan. The draft plan shall be delivered to the Government no later than 20 business days before date of installation completion. The T&A plan shall include manufacturer suggested test procedures for equipment, sensors, passive devices as well as test results for any installed medium (Fiber, copper, microwave, etc.) with tolerances compliant with industry standards installed under the task. The final plan shall be delivered no later than 10 business days after government approval of the draft plan. Any items discovered that were not in the original plan shall be added by revision. Revisions shall be reviewed and approved by the Government.

Maintenance Report - The contractor shall prepare a detailed report as repairs are made to equipment and infrastructure. The report shall be delivered no later than 7 business days after the system and equipment is returned to full operational status. The report shall be provided in softcopy in MS Office format.

Trip Reports - The contractor shall prepare a detailed written trip report, which includes a technical evaluation and an assessment summary of all topics covered during each trip and This report shall be submitted to the COR no later than 7 business days after return from the trip. The report shall summarize technical performance and highlight all areas that impact system maintenance and operational performance, identify possible causes, determine the impact these problems may have on other organizations and program milestones, and suggest corrective actions to resolve all identified problems.

Inventory Reports – The contractor shall submit, update, and maintain a current Inventory Report of the Government Furnished Equipment as detailed in Section 10 of this PWS. The contractor shall provide a quarterly 10% spot check inventory report and an annual inventory report. The reports shall be in Excel.

Exact due dates shall be coordinated with the COR.

Contractor Position Roster Log (CPRL) - The contractor shall maintain a current Contractor Position Roster Log (CPRL), Form G5573 (Attachment V). The contractor shall submit the initial CPRL within 10 business days of contract award, and update when personnel are added to or deleted from the roster.

This roster will be submitted for review by the COR. The COR will sign and return the original and retain a copy a FCC/C10F. The contractor shall work to ensure that modifications to the CPRL are minimal. The Government COR will provide a Classification/ Declassification Guide for use as needed. The form G5573 shall be populated with the personnel working on this contract, their clearance status, labor category, Social Security Number, Date and Place of Birth. The form will be utilized by FCC/C10F security personnel to send/receive visit requests.

10. GOVERNMENT FURNISHED EQUIPMENT:

The Government will provide tools and test equipment as detailed in Attachment VI - Scheduled Government-Furnished Property (SGFP) for installations and testing. The Government will also provide warehouse storage located at

The contractor shall maintain the storage facility located at Naval Support Activity, Northwest Annex Chesapeake, VA. The Warehouse Specialist shall work 8 hours (not including lunch), Monday thru Friday, excluding Government Holidays, between the hours of 0700 - 1630 and be responsible for the following:

Verify material requirements Process material purchase requests Process receipts and complete verification against requisition, shipping notices and invoice documents.

Maintain a certification to operate a forklift of 6000LB capacity or greater Stage material in designated project locations Process material for storage, disposal and shipment to project sites Process equipment and tools for shipment to project sites and coordinate return shipment to the warehouse Maintain files of all receipts, expenditures and procurements Maintain an inventory of Government Furnished Property (GFP) in a contractor maintained inventory system Conduct quarterly 10% spot checks of GFP and provide quarterly reports Provide an annual inventory report to the COR

11. MATERIALS PROCUREMENT:

In support of this effort, the contractor shall purchase equipment and materials to include but not limited to Equipment Infrastructure. The Equipment Infrastructure is the physical hardware used to supply power, house electronic equipment and interconnect electronic systems. The equipment infrastructure includes the transmission media, including telephone lines, cable television lines, satellites and antennas as well as the routers, aggregators, repeaters, converters and the devices that control transmission paths. The raceways, conduits, ducts and hangar systems to support the data and power cables are integral to the Equipment Infrastructure. In some instances, existing doorways and walls may be modified to ensure compliance with SCIF standards. Materials are required to support identified tasks in support of Physical Security Systems to include Access Control Equipment, Intrusion Detection Equipment and Closed Circuit Television System Equipment. This also supports Information Technology equipment and mission systems equipment connectivity. The contractor shall notify the COR when materials are required. After the COR approves/validates the procurement requirement, the contractor shall procure material and arrange for shipping directly to the project site. All equipment/materials required shall be addressed as "Other Direct Costs" (ODC). Contractor shall promptly notify the COR via e-mail when 50% of the funds have been expended. The COR must approve all procurements prior to purchase. The Government will not reimburse contractor for purchases not approved in writing by the COR.

12. PERSONNEL QUALIFICATIONS

The contractor is responsible for providing personnel with expertise in the areas as described in the contract. Candidates are expected to be high-level self-starters with demonstrated technical experience in the appropriate functions. Personnel assigned to this task must keep current on the respective technologies associated with the contract. Personnel used in support of this contract must meet the education and experience requirements identified in Attachment II – Labor Qualifications. It is anticipated that the contractor will be required to hold certain certifications in order to work and support various aspects of this contract. This will include, but not limited to, the following categories and certifications:

Engineering Technicians (Level 4 – 6) (ET 4-6) – LENEL Certified LCA and/or LCP Engineering Technicians (Level 4 – 6) – CompTIA Security+ Certification Network Engineer (NE) - CompTIA Security+ Certification System Engineer (Information Technology) (SEIT) - CompTIA Security+ Certification System Engineer (Physical Security) SEPS) – LENEL Certified LCE and CompTIA Security+ Certification Security Engineer (Physical Security) (SEPS) – LENEL Certified LCP and CompTIA Security+

In addition, the contractor is expected to maintain PRIVAC access ISO tasking for the following positions:

ET 4 – 6, NE, SEIT and SEPS.

13. ENTERPRISE – WIDE CONTRACTOR MANPOWER REPORTING APPLICATION

(ECMRA)

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address:

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 14. CONTRACTOR ACCESS TO FEDERALLY CONTROLLED ACTIVITIES AND/OR

UNCLASSIFIED SENSITIVE INFORMATION OR UNCLASSIFIED IT SYSTEMS

Homeland Security Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The Deputy Secretary of Defense Directive-Type Memorandum (DTM) 08-006 – “DoD Implementation of Homeland Security Presidential Directive – 12 (HSPD-12)” dated November 26, 2008 (or its subsequent DoD instruction) directs implementation of HSPD-12. This clause is in accordance with HSPD-12 and its implementing directives. This clause applies to contractor employees requiring physical access to any area of a federally controlled base, facility or activity and/or requiring access to a DoD computer/network, to perform certain unclassified both non-sensitive and sensitive duties. It is the responsibility of the command/facility where the work is performed to ensure compliance.

The requirement to control access to sensitive information applies to all US government IT systems and/or areas where unclassified but sensitive information may be discussed, displayed or maintained. DON policy prescribes that all unclassified data that has not been approved for public release and is stored on mobile computing devises must be treated as sensitive data and encrypted using commercially available encryption technology. Whenever granted access to sensitive information, contractor employees shall follow applicable DoD/DoN instructions, regulations, policies and procedures when reviewing, processing, producing, protecting, destroying and/or storing that information. Operational Security (OPSEC) procedures and practices must be implemented by both the contractor and contract employee to protect the product, information, services, operations and missions related to the contract. The contractor shall designate an employee to serve as the Contractor’s Security Representative.
