1. Whether companies from Outside USA can apply for this? (like, from India or Canada)

a. This solicitation is being conducted In Accordance With (IAW) The Trade

Agreements Act, 19 U.S.C. 2501. Please refer to FAR 25.4 – Trade Agreements and the FAR provision 52.204-7.

2. Whether we need to come over there for meetings?

a. IAW the Performance Work Statement (PWS) Section 4.0 – Other, there is travel associated with this requirement.

3. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)

a. IAW with the PWS Section 4.1, “Contractor access to SCI shall be at Government

Facilities only.”

4. Can we submit the proposals via email?

a. IAW the solicitation, proposal submissions shall be emailed to Inga Love and

Chelsey Crawford at inga.love@navy.mil and chelsey.crawford@navy.mil

5. IDIQ PWS section 3.2.1: In the PWS, section 3.2.1, engineering and technical support for the AN/BLQ-10B system is not addressed, however, this support is referenced in PWS section

3.3.1 (pg 7 bullet 1). Will engineering and technical support for the AN/BLQ-10B system be required?

a. Please see the updated PWS in Amendment 01.

6. RFP N0018921R0001 pg 30 Sub-factor II – Initial Task Order Staffing Approach: PWS section

3.4 is referenced multiple times through Initial Task Order Staffing Approach requirement for proposal, yet this PWS section is omitted from the Initial TO PWS (Attachment 1). Please confirm that Sub-factor II – Initial Task Order Staffing Approach excludes PWS 3.4 Server Administrator Support.

a. Please see Amendment 01. References to Section 3.4 – Server Administrator Support have been removed from Sub-factor II. This is not a position that will be filled on the initial task order.

7. RFP N0018921R0001 pg 30 Sub-factor II – Initial Task Order Staffing Approach: Government states that the offeror needs to supply a key resume for NIODB Web Server Administration Support which is in reference to the IDIQ PWS section 3.4. PWS section 3.4 is omitted from the Initial TO PWS (Attachment 1). Please confirm this key resume is not required for Initial TO Staffing Approach?

a. Please see Amendment 01. References to Section 3.4 – Server Administrator Support have been removed from Sub-factor II. This is not a position that will be filled on the initial task order.

8. Attachment II Pricing Spreadsheet Tab 1 - IDIQ Pricing: Government identifies Labor Categories (LCATs), Management Analyst I and II. These LCATs are not referenced anywhere else in the solicitation. Requesting clarification on how these LCATs are to be evaluated and priced without descriptions or requirements.

a. Please see the updated PWS included in Amendment 01. This information has been added to the PWS Section 3.5.

9. Attachment II Pricing Spreadsheet: The requirements between Labor Category levels across and within each functional area (PWS 3.1, 3.2, 3.3, 3.4) are not defined. Please provide job requirements for each Labor Category within each functional area.

a. The qualification requirements detailed in the PWS are the ‘Minimum’ and should be considered the lowest level of the labor category.

10. RFP N0018921R0001 pg 38 – Initial Task Order Pricing: Government states that the "initial task order pricing shall be used to issue the first Task Order after contract award...". Is the contractor permitted to adjust the level of effort provided on Attachment II - Pricing Spreadsheet in order to meet the staffing requirement of the Initial Task Order PWS?

a. Changes are allowed with an explanation/rationale as to why they are proposing something different.

11. IDIQ PWS section 3.3.1: In the PWS, section 3.3.1, Software Development and Sustainment support for the Surface Electronic Warfare Team Trainer (V) system is not addressed, however, this support is referenced in PWS section 3.2.1. Will Software Development and Sustainment support for the Surface Electronic Warfare Team Trainer (V) system be required?

a. Please see the updated PWS included in Amendment 01. This information has been added to the PWS.

12. The document package in SAM shows the draft DD254 continuation pages and appendix but does not provide the draft DD254. We plan to sponsor our sub for a Facility Clearance (FCL) and need to submit the DD254 along with our application. Could you provide us with the draft DD254?

a. Please see Amendment 01. The dd254 has been added to the solicitation as ‘Attachment V.1’

13. We have a TS facility clearance (FCL) with Secret storage. Do our FCL and storage levels suffice?

a. Please see the attached DD 254 for storage level requirements and in accordance with PWS Section 4.1 - Security, the requirement is: “Contractor personnel working on-site shall possess a Top Secret clearance with SCI access as a condition of hire to support NIWTG services.”

14. Is there an incumbent?

a. The incumbent for this requirement is Stratascorp, N0018920F0688.

15. If so, what where are the rates awarded to the incumbent?

a. That information is proprietary and may not be provided..

16. What issues have you experienced with the performance of this contract in the past?

a. This is source selection information that may not be provided.

17. Are you happy with the current incumbent?

18. If the Prime does not have the required years of experience, would the past performance of the individually proposed resumes count instead?

a. With regards to Factor III Past Performance, and in accordance with FAR 52.212- 1 Addendum, to demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts performed within five (5) years of the solicitation issuance date. For purposes of this solicitation, a contract is defined as a single contract or a single task order placed under an ID/IQ contract, a Blanket Purchase Agreement (BPA), or a Federal Supply Schedule.

19. Are there any special circumstances or “hot buttons” of which we should be aware?

a. The Government can only respond to specific questions relevant to this requirement.

20. Would you consider extending the deadline when the Q&A is released so that we may have time to review, further negotiate our pricing internally, and make sure we have a fully customized proposal that meets your specific needs?

a. Yes, the solicitation will be extended to 10 September 2021.

21. Approximately when do you plan to make the contract award?

a. IAW with the solicitation, on or before 27 February 2022.

22. If you are not able to provide any of the info above, would you consider extending the due date so that there is time to file a FOIA request?

a. The solicitation will be extended to 10 September 2021.

23. Volume I, Factor III Past Performance; Will the Government consider adding the requirement of CPARs to be submitted with the Offeror proposal for any references that are used in the Past Performance? If the Offeror has CPARs, the CPARS will be used instead of requesting Attachment IV Past Performance Report Form (PPQ) to Offeror reference POC.

This way, the Government will definitely see the Offerors current rating for the reference, as sometimes when the Offeror submits a PPQ to their reference POC, either the reference POC doesn’t complete on time or the reference POC doesn’t have the time to fully complete the PPQ.

a. The Government reserves the right to consider CPARS; however, offerors are nonetheless required to request PPQ submission IAW the solicitation.

24. What are the standard hours of operation for these positions? Will shift work be required?

Weekends?

a. The hours are standard.

25. The PWS states, “This text applies to all DoD sponsored individuals who require CAC eligibility (or login and P/W if acceptable per contract) for: Physical access to DoD facilities or non-DoD facilities on behalf of DoD; Logical access to information systems (whether on site or remotely); or remote access to DoD networks that use only the CAC login for user authentication, or access to sensitive and protected information.” How much remote work is anticipated if any (i.e. all hours/partial hours)? If remote work is expected, for which positions is it expected?

As stated in Section 4.4 of the PWS, the vendor accredited facility or coportate office is an acceptable place of performance upon COR approval. There is not a mandated amount of time where employees are required to work remote for any position.

26. The PWS lists job descriptions and requirement for the SME and Database Administrator positions but does not list them for the Management Analyst and Server Administrator positions. Are you able to provide us with the job description and requirements for the Management Analyst and Server Administrator positions?

a. The Management Analyst has been added to the IDIQ’s PWS, which is where the Database Administrator can also be found. The initial task order does not require these positions.
