Ref 10e (1) See SCI Addendum. Contractor access to SCI is required only for access of primary work location.

Ref 10e (2): Contractor will require ICD 703. Prior approval of the contracting activity is required for sub-contracting. Access to intelligence information requires special briefings and a final U.S. Government clearance at the appropriate level.

Ref 10g: The contractor is permitted access to North Atlantic Treaty Organization (NATO) information in performance of this contract. Access to NATO information requires a final U.S. Government clearance at the appropriate level. The government program/project manager is the designated representative that will ensure the contractor security manager and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW NISPOM Ch 10, Section 7. Prior approval from the contracting activity is required for subcontracting.

Ref 10h: The contractor is permitted access to Foreign Government information in the performance of this contract. Access to Foreign Government information requires a final U.S. Government clearance at the appropriate level. Contractor employees will be briefed, and acknowledge in writing, their responsibilities for handling foreign government information prior to being granted access. The contractor will maintain strict compliance with NISPOM Ch 10. Prior approval of the contracting activity is required for subcontracting.

Ref 10j: FOUO information/provided under this contract shall be safeguard as specified in the attachment, Protecting for Official Use Only (FOUO) Information. See Appendix B.

REF 10k: NIPRNET/SIPRNET/NSANET access at Government facilities is required in support of this effort.

Ref 11a: Contractor performance is restricted to (Navy Information Operations Command Norfolk locations and/or contractor accredited facility identified in 8a). Government agency or activity will provide security classification guidance for performance of this contract. Submit visit request to COR and/or Security Management Office for need-to-know verification.

Ref 11c: The contractor requires access to classified source data up to and including (Secret) in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of “Multiple Sources” on the “Derived From” line necessitates compliance with the NISPOM, paragraph 4-208a, and the use of a bibliography.

REF 11J: The contractor shall comply with special OPSEC requirements contained in the contract or addendum thereto. The contracting activity will be involved in approving OPSEC requirements for subcontracts.

APPENDIX B

FOUO DD FORM 254 ATTACHMENT

Contract Number:

PROTECTING "FOR OFFICIAL USE ONLY" (FOUO) INFORMATION

1. GENERAL:

a. The "For Official Use Only" (FOUO) marking is assigned to information at the time of its creation in a DoD User Agency. It is not authorized as a substitute for a security classification marking but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOIA).

b. Other non-security markings, such as "Limited Official Use" and "Official Use Only" are used by non-DoD User Agencies for the same type of information and should be safeguarded and handled in accordance with instruction received from such agencies.

c. Use of the above markings does not mean that the information cannot be released to the public under FOIA, only that it must be reviewed by the Government prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions of it.

2. MARKINGS:

a. An unclassified document containing FOUO information will be marked "For Official Use Only" at the bottom of the front cover (if any), on the first page, on each page containing FOUO information, on the back page, and on the outside of the back cover (if any).

b. Within a classified document, an individual page that contains both FOUO and classified information will be marked at the top and bottom with the highest security classification of information appearing on the page. If an individual portion contains FOUO information but no classified information, the portion will be marked, "FOUO."

c. Any "'For Official Use Only" information released to a contractor by a DoD User Agency is required to be marked with the following statement prior to transfer.

“This document contains information EXEMPT FROM MANDATORY DISCLOSURE UNDER THE FOIA. Exemptions apply.”

d. Removal of the "For Official Use Only" marking can only be accomplished by the originator or other competent authority. When the "For Official Use Only" status is terminated, all known holders will be notified to the extent practical.

3. DISSEMINATION: Contractors may disseminate "For Official Use Only" information to their employees and subcontractors who have a need for the information in connection with a classified contract. Contractors must ensure employees and subcontractors are aware of the special handling instructions detailed below.

FOR OFFICIAL USE ONLY

4. STORAGE: During working hours, "For Official Use Only" information shall be placed in an out-of-sight location if the work area is accessible to persons who do not have a need for the information. During nonworking hours, the information shall be stored to preclude unauthorized access. Filing such material with other unclassified records in unlocked files or desks, is adequate when internal building security is provided during nonworking hours. When such internal security control is not exercised, locked buildings or rooms will provide adequate after-hours protection or the material can be stored in locked receptacles such as file cabinets, desks, or bookcases.

5. TRANSMISSION: "For Official Use Only" information may be sent via first-class mail or parcel post. Bulky shipments may be sent by fourth-class mail. DoD components, officials of DoD components, and authorized DoD contractors, consultants, and grantees send FOUO information to each other to conduct official DoD business. Tell recipients the status of such information, and send the material in a way that prevents unauthorized public disclosure. Make sure documents that transmit FOUO material call attention to any FOUO attachments. Normally, you may send FOUO records over facsimile equipment. To prevent unauthorized disclosure, consider attaching special cover sheets, the location of sending and receiving machines, and whether authorized personnel are around to receive FOUO information. FOUO information may be passed to officials in other departments and agencies of the executive and judicial branches to fulfill a government function. Mark the records "For Official Use Only" and tell the recipient the information is exempt from public disclosure under the FOIA and requires special handling.

6. DISPOSITION: When no longer needed, FOUO information must be shredded.

7. UNAUTHORIZED DISCLOSURE: Unauthorized disclosure of "For Official Use Only" information does not constitute a security violation but the releasing agency should be informed of any unauthorized disclosure. The unauthorized disclosure of FOUO information protected by the Privacy Act may result in criminal sanctions and disciplinary action may be taken against those responsible.

RELEASE OF SENSITIVE COMPARTMENTED INFORMATION (SCI) INTELLIGENCE INFORMATION TO U.S. CONTRACTORS

ATTACHMENT TO DD FORM 254 FOR CONTRACT NO.: N0018921R0001

SCI NETWORK ACCESS REQUIRED: NSA, JWICS

The Cognizant Senior Intelligence Officer (SIO) has exclusive security responsibility for all Sensitive Compartmented Information (SCI) classified material released to or developed under the contract and held within the Contractor’s SCI Facility (SCIF). Access to SCI Intelligence material requires adherence to the requirements set forth in the following: Department of Defense (DoD) Manual (DoDM) 5105.21, Volume 1, SCI Administrative Security Manual: Administration of Information and Information Systems Security; DoDM 5105.21, Volume 2, SCI Administrative Security Manual: Administration of Physical Security, Visitor Control, and Technical Security; DoDM 5105.21, Volume 3, SCI Administrative Security Manual: Administration of Personnel Security, Industrial Security, and Special Activities; ICD 403, Foreign Disclosure and Release of Classified National Intelligence; ICD 701, Security Policy Directive for Unauthorized Disclosures of Classified Information; ICD 703, Protection of Classified National Intelligence Including Sensitive Compartmented Information; ICD 703-02, Reporting Requirements for Individuals with Access to Sensitive Compartmented Information; ICD 703-03, Protection of Classified National Intelligence Including SCI Shared with Entities Outside the Intelligence Community; ICD 703-04, Foreign Ownership, Control, or Influence (FOCI); ICD 710, Classification Management and Control Markings Systems; ICPG 710.1, Application of Dissemination Controls: Originator Control (ORCON); DoD 5220.22-M, Change 2, National Industrial Security Program Operating Manual (NISPOM); and DoD 5220.22-R, DoD Industrial Security Program; and Security Executive Agent Directive (SEAD) 3, Reporting Requirements for Personnel with Access to Classified Information or who hold a Sensitive Position. Contractor’s will comply with all regulations/manuals/directives stated therein which provide the necessary security and classification guidance for personnel, information, physical, automated information security (AIS), and technical security measures and is a part of the SCI security specifications for the contract. Inquiries pertaining to SCI classification guidance or interpretations shall be directed to the Contracting Officer Representative (COR).

1. Requirements for access to SCI:

a. All SCI will be handled in accordance with special security requirements, which will be furnished by the Command Special Security Officer (SSO).

b. SCI will not be released to contractor employees without specific release approval of the originator of the material as outlined in governing directives; based on prior approval and certification of "need-to-know" by the designated COR.

c. The contractor must restrict access to only those individuals who possess the necessary security clearance and who are actually providing services under the contract with a valid need to know. Further dissemination to other contractors, subcontractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the originating agency through the COR.

d. Names of contractor personnel requiring access to SCI will be submitted to the COR for approval. Upon receipt of written approval from the COR, the company security officer will submit request(s) for special background investigations, in accordance with the NISPOM, to the Defense Security Service (DSS).

e. SCI material must not be released to foreign nationals or immigrant aliens whether they are consultants, U.S. contractors, or employees of the contractor and regardless of the level of their security clearance, except with advance written permission from the originator. Requests for release to foreign nationals shall be initially forwarded to the COR and shall include:

i. A copy of the proposed disclosure.

ii. Full justification reflecting the benefits to U.S. interests.

iii. Name, nationality, particulars of clearance, and current access authorization of each proposed foreign national recipient.

f. Contractor personnel must maintain accountability for all intelligence materials released to their custody.

g. SCI material will not be reproduced without prior approval of the originator of the material. All SCI material shall bear a prohibition against reproduction while in the contractor’s custody.

h. Inquiries pertaining to classification guidance on SCI will be directed through the Command SSO to the responsible COR as indicated on the DD Form 254.

i. SCI released to cleared-DoD Contractors, all reproductions thereof, and all other information generated based on, or incorporating data from, in support of this contract, remains the property of the U.S. Government. Upon completion or cancellation of the contract, all SCI material furnished will be returned to the direct custody of the supporting SSO, or destroyed IAW instructions outlined by the COR.

j. SCI will be stored and maintained only in properly accredited facilities meeting the physical security requirements in ICD 705, SCI Facilities and ICS 705, Technical Specifications for Construction and Management of SCI Facilities

k. The Naval Information Warfare Training Group Norfolk SSO will recognize the above noted estimated completion date (ECD) as the completion date for the contract. The SSO will initiate action to debrief contractor personnel with access to this contract unless extensions or modifications to the contract are received by the SSO office no later than 30 days after the established completion date.

l. The contractor is governed by ICD 704, ‘Personnel Security Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information (SCI) And Other Controlled Access Program Information’ and may be supplemented by additional SSO Navy guidance. Contractor personnel that are eligible for access to SCI or currently possess an SCI personnel security clearance with another non-DoD agency must have their SCI eligibility accepted and entered into JPAS by the DoD Consolidated Adjudications Facility (CAF) prior to having access to SCI information retained by Naval Information Warfare Training Group-Norfolk, unescorted access to Naval Information Warfare Training Group-Norfolk spaces, and receipt of an Naval Information Warfare Training Group Norfolk issued contractor badge. The Facility Security Officer (FSO) will identify, in writing, contractor personnel assigned to this contract by NAME, SSN, Date and Place of Birth, and provide this documentation to the COR identified. The COR will identify the SCI caveats for the contract and forward a copy of this documentation to the SSO for processing. This documentation will be marked and protected under the Privacy Act of 1974.

m. Electronic processing of SCI must be accomplished on equipment accredited in accordance with DoDM 5105.21 Volumes 1- 3, ICD 503, Information Technology System Security Risk Management, Certification and Accreditation, and the DoDIIS Joint Security Implementation Guide (DJSIG), Appendix D.

PROFESSIONAL, TECHNICAL AND ANALYTICAL SUPPORT

TO NAVY INFORMATION OPERATIONS

1.0 INTRODUCTION This Performance Work Statement (PWS) supports the Navy’s Information Operations warfighting and training capabilities. The primary organizations for this support are the Naval Information Warfare Training Group (NIWTG) and Naval Information Forces (NAVIFOR).

2.0 SCOPE This PWS encompasses support for NIWTG Missions, Functions, and Tasks (MF&T) related to the mission areas of Information Warfare Data Management and Navy Information Operations Database Support. This PWS provides for services and support that includes both short term and annual support contracts in some or all of the following IO tasks.

3.0 TASK DESCRIPTION The following tasks describe NIWTG services and support required under this contract:

Information Warfare Data Management and Electronic Warfare Reprogrammable Library Analysis Support:

The Contractor shall provide engineering and technical support, assistance, and training for data management, interoperability, database design and development, data standardization and maintenance. This is considered a ‘Key Personnel’ position.

The following knowledge, skills and abilities should be considered the minimum requirements for this position:

· 5+ years demonstrated experience in the field of Technical ELINT (TECHELINT) data analysis and authoritative national data sources to include NGES, EWIR, and CED.

· 5+ years demonstrated experience in the field of Electronic Warfare systems, RADAR threat parameter analysis, threat/friendly order of battle (OOB) analysis, Specific Emitter Identification (SEI), and authoritative national data sources to include ONI, NASIC, NGIC, MSIC, NGA, DIA, and NSA.

· 5+ years demonstrated experience in the use of data query and visualization tools such as MS Excel.

· Ability to effectively communicate orally and in writing to produce finished products, liaise with current and potential customers, prepare and present briefing documents, charts, graphs, and presentations.

This support shall include:

· Subject Matter Expertise in Worldwide Order Of Battle Analysis to support production of data in the NIODB and derivative products. Specific expertise utilizing authoritative data sources (i.e., ONI/NASIC/NGIC/MSIC) required.

· Subject Matter Expertise in Tech-ELINT analysis to support production of sensor parameter data in NIODB and derivative products. Specific expertise utilizing authoritative data sources (i.e., DIA EWIR/NSA CED) required.

· Subject Matter Expertise in Own Force Data (OFD) platform/parametric analysis to support production of validated data in the NIODB and derivative products.

· Subject Matter Expertise in Surface Electronic Warfare (EW) threat libraries to support development of SLQ-32(V)6 Anti-Ship Missile Defense (ASMD) threat libraries. Operational SLQ-32(V)6 experience highly desired but not required.

· Subject Matter Expertise in Tech-ELINT analysis to support development of SLQ-32(V)6 Surface EW Tactical Trainer (SEWTT) libraries. SLQ-32(V)6 and NCTE/LVC experience highly desired but not required.

· Subject Matter Expertise in Tech-ELINT analysis to support production of Subsurface EW threat libraries. Operational BLQ-10 expertise highly desired but not required.

Navy Information Operations Database (NIODB) / Web Application Software Development and Sustainment Support

Contractors must hold the appropriate certification per Defense Federal Acquisition Regulation Supplement (DFARS) 48 Code of Federal Regulations (CFR) Parts 239 and 252 Record Identification Number (RIN) 0750-AF52 DFARS: Information Assurance Contractor Training and Certification (DFARS Case 2006-D023). Candidate(s) will require privileged access to development and production systems and must be DOD-8570 Cyber Security Workforce (CSWF) Certified with specific certification of Security+ as a day one requirement. Within six months of assignment to task, software developers shall verify attained certification in currently supported Microsoft.Net Framework Web Application certification or other appropriate certifications identified by the government. This is considered a ‘Key Personnel’ position.

The following knowledge, skills and abilities should be considered the minimum requirements for this position:

· 5+ years demonstrated experience in the field of software development with preferred prior performance in Oracle Relational Database Management System (RDBMS) development, Simple Query Language (SQL), development/maintenance.

· 2+ years demonstrated experience in the field of software development with specific prior performance in MS.NET Application development/maintenance.

· 2+ years demonstrated experience in the field of software development with specific prior performance eXtensable Markup Language (XML) including the use of XML schemas and eXtensible (XSLT) Stylesheet Language (XSLT) to support parsing and import of external data products to an Oracle Relational Database Management System (RDBMS).

· Subject Matter Expertise in software application/database design to support production of Subsurface EW threat libraries (i.e., BLQ-10B). DOD 8570 CSWF certification: Security+ CE, MS .Net Framework

· Subject Matter Expertise in software application/database design to support development and maintenance of the SIPR NIODB. The NIODB is a Microsoft Web Forms / MVC front-end web application supported by a back-end Oracle Enterprise RDBMS. Specific requirements include:

· DOD 8570 CSWF certification: Security+ CE, MS .Net Framework

· Data architecture development for NIODB support to legacy and emerging systems

· Support current programming languages (i.e., C#, JQuery, Javascript, JSON, Angular) while advising of new technologies and industry trends.

· Support conversion of legacy data formats to modern/next generation (.i.e., .CSV,.XML,JSON)

· Support maintenance, security, and documentation of software installation and configuration base line.

· Support development and sustainment of NIODB workflow and quality assurance solutions in support of all IW Data Management functions/products.

· Support network configuration managers, system administrators, and information system security professionals to understand and document development environment requirements.

· Liaison with National and Service Organizations for incorporating new database formats into the Navy’s authoritative database.

· Support establishment and maintenance of an alternate NIODB site to sustain disaster recovery and continuity of operations.

· Support Testing, verification, and validation of data products and data management applications.

· Develop of Plan of Action and Milestones (POAM) and related documentation to support Fleet requirements and related IO capabilities.

· Support project management employing Agile and sprints as an iterative approach to deliver products/services faster and with less re-work.

· Subject Matter Expertise in software application/database design to support development/maintenance of the NIODB Desktop (stand-alone). The NIODB Desktop is a Microsoft .NET WPF application utilizing .XML data stores. DOD 8570 CSWF certification: Security+ CE, MS .Net Framework

NIODB Oracle Database Administration Support

The contractor shall provide database administration and technical support, assistance, and training of the in-place and follow-on production and development instances of the NIODB Oracle Enterprise 12 RDBMS or higher. Contractors must hold the appropriate certification per Defense Federal Acquisition Regulation Supplement (DFARS) 48 Code of Federal Regulations (CFR) Parts 239 and 252 Record Identification Number (RIN) 0750-AF52 DFARS: Information Assurance Contractor Training and Certification (DFARS Case 2006-D023). Candidate(s) will require privileged access to development and production systems and must be DOD-8570 Cyber Security Workforce (CSWF) Certified with specific certification of Security+ as a day one requirement.

The following knowledge, skills and abilities should be considered the minimum requirements for this position:

· Microsoft Certified Solutions Associate (MCSA): Microsoft Windows Server 2008r2 or higher

· Oracle Certified Associate (OCA) certified professional with 10+ years demonstrated experience in the field of Oracle database administration to include:

· Ability to review application codes written by developers to ensure the programming codes compliance with security and performance best practices.

· Ability to advise and assist developers in writing efficient codes for Oracle database.

· Experience across all functionalities of database management - creating, upgrading, migrating, patching, implementing/mitigating DISA STIG requirements, backups, restoration and recovery, and performance tuning.

· Experience managing database objects/database design - writing stored procedures and database triggers; creating database objects and constraints for application requirement; implementing roles/privileges at the object level for separation of roles and duties, etc.

· Experience managing OS level performance tuning related to the database server.

· Ability to provide clear concise documentation of results.

· 5+ years demonstrated experience in the field of Data Requirements Analysis and Database Architecture design to support standardization, rationalization, data management, interoperability, database design and development, data standardization and maintenance, and data migration.

· Ability to effectively communicate orally and in writing with management, development teams, vendors, system administrators and other related service providers and customers.

· Support the NIWTG Norfolk N6 and N9 Directorates in the enforcement and compliance with Information Assurance policy (e.g., RMF, STIG)

· Provide data resource sustainment and support capability development of the Navy Information Operations Database (NIODB) as part of the Electronic Warfare Data and Reprogrammable Library Support Program.

· Support Oracle Database Administration of the Oracle RDBMS, DBA support to Web Application Developers and software engineers, and coordination support to the Information Assurance Manager (IAM).

· Create and maintain all databases required for the NIWTG Norfolk Excepted Network and support to EW Data and Reprogrammable Library development, testing, education, and production usage.

· Perform the capacity planning required to create and maintain the databases. The DBA will work closely with system administration staff and EW Data software developers to support application development in addition to the Oracle Databases.

· Perform ongoing tuning of the database instances.

· Install new versions of the Oracle RDBMS and its tools and any other tools that access the Oracle databases.

· Support planning and implementing backup and recovery of the Oracle databases.

· Support controlled migration of programs, database changes, reference data changes and menu changes through the development life cycle.

· Perform database re-organizations as required to assist performance and ensure maximum uptime of the databases.

· Document and implement standards to ensure all application design and code is produced with proper integrity, security and performance. The DBA will perform reviews on the design and code frequently to ensure the site standards are being adhered to.

· Support evaluating releases of Oracle and its tools, and third party products to ensure that the site is running the products that are most appropriate. Planning is also performed by the DBA, along with the application developers and System administrators, to ensure that any new product usage or release upgrade takes place with minimal impact.

· Support enforcement and maintain database constraints to ensure integrity of the database. Administer all database objects, including tables, clusters, indexes, views, sequences, packages, and procedures. Assist with impact analysis of any changes made to the database objects.

· Troubleshoot problems regarding the databases, applications and development tools.

NIODB Web Server Administrator Support

The contractor shall provide technical support, configuration, operation, security, availability, backup, and updates for the web servers, database servers, developer and analyst workstations, and their associated images. The systems administrator shall also be responsible for management of additional N9 systems required to perform the mission as they are acquired. Candidate(s) will require privileged access to development and production systems and must be DOD-8570 Cyber Security Workforce (CSWF) Certified with specific certification of Security+ as a day one requirement.

· The following knowledge, skills and abilities should be considered the minimum requirements for this position:

· Minimum of a Bachelor’s in Systems Administration, Computer Science, Information Technology, or a related field.

· IT certifications in MCSE: Microsoft Certified Solutions Expert: Core Infrastructure and VMWare certified professional

· 3+ years Systems administration experience to include management of web and database servers

· 3+ years’ experience in VMWare or similar virtualization tools.

· Past performance preferred in administration of Oracle servers.

· 3+ years’ experience managing workstation configurations.

· Strong experience in automated systems management tools

· Strong knowledge of backup and recuperation procedures

· The Systems Administrator (SA) shall manage the hardware, software, security, and backups of the web servers upon which the NIODB and N9 websites are made accessible to users. The activities include (but are not limited to): ensuring the web servers and all installed software are compliant with DoD STIGs, performing access management in accordance with least privilege, updating and patching server hardware and software, reviewing audit logs for security and performance, managing the release of web code on the server, and performing back-ups.

· The SA shall, in coordination with the Database Administrator (DBA), manage the hardware, software, security, and backups of the database servers upon which the NIODB and N9 databases reside. The activities include (but are not limited to): ensuring the database servers and all installed software are compliant with DoD STIGs, performing access management in accordance with least privilege, updating and patching server hardware and software, reviewing audit logs for security and performance, assisting the DBA with Oracle patches, and performing back-ups.

· The SA shall manage the software configuration of N9 workstations to include patch management, software installations, STIG compliance, image management, and performance upgrades.

· The SA shall coordinate with offsite partners to establish and maintain back-up servers at an offsite location to include ensuring that the back up webservers, database servers, and N9 workstation images are up to date with current configurations and compliant with all STIGs.

· The SA shall be responsible for developing and recommending a disaster recovery plan to ensure that NIODB web sites, databases, and workstations are continuously available with minimal to no interruption and maximum transparency to users.

· The SA shall provide the government with recommendation regarding hardware and software solutions to meet changing requirements and ensure the NIODB web servers, database servers, and workstations are equipped with the most up to date and relevant tools.

· The SA shall configure and manage N9 assets related to training missions including simulators and any additional hardware required to be used by N9 in completion of its mission.

4.1 Security: Contractor personnel working on-site shall possess a Top Secret clearance with SCI access as a condition of hire to support NIWTG services.

The following special security procedures apply to administration and execution of this contract to ensure proper safeguarding of SCI:

· NIWTG Special Security Officer (SSO) will review the SCI requirements of this PWS prior to issuance of a DD Form 254.

· NIWTG Contracting Officer’s Representative (COR), SCI clearance required, will coordinate with the SSO on all requests by the Contractor for access, storage and processing of SCI materials and assist the Contractor in obtaining Government services and support from the SCI community, as required for contract performance.

· Contractor access to SCI shall be at Government facilities only.

· Contractors do not require substantial access to SCI.

· Contractors require entry and unescorted access to SCI areas.

· Use or storage of SCI at contractor operated facilities is not required.

· The Government contracting activity does not require access to SCI for contract award or oversight.

· Contractor will receive classified documents for reference only; however, if any classified information is generated in performance of this contract, it shall be derivatively classified and marked consistent with the source material.

· Contractor requires access to classified source data up to and including Top Secret in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of “Multiple Sources” on the “Derived From” line necessitates compliance with the NISPOM, paragraph 4-208a, and the use of a bibliography.

4.2 CONTRACTOR IDENTIFICATION: For all services provided under this PWS, the Contractor employee(s) shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. Additionally, contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence. The Contractor shall advise the Government on all changes in personnel (key or otherwise) during the performance of this effort. 30 days’ notice will be given prior to personnel changes being made by the Contractor and emphasis should be made to thorough and complete turnover from one member to the other.

4.3 GOVERNMENT FURNISHED EQUIPMENT/INFORMATION: The Government will provide access to current information and data on a case-by-case basis. For permanent on-site personnel, government furnished material will be provided as necessary to perform any assigned task. All material provided shall be considered the property of the Government and will be returned to the designated representative or technical point of contact (TPOC) upon completion of the task. For permanent on-site contract personnel, the Government will provide a workspace and normal office equipment needed to complete the task. Contractor shall protect DoD sensitive unclassified data regardless of the location or ownership of the transport media, including, but not limited to mobile computing devices and removable storage media; whether Government furnished or contractor owned/leased. The Contractor shall comply with all current information assurance, information security policies, procedures, and statutes applicable to DoD information technology; including the July 3, 2007 DoD CIO Policy Memorandum on Encryption of Sensitive Unclassified Data at Rest on Mobile Computing Devices and Removable Storage Media.

For contract personnel working at the vendor accredited facility/corporate office, the vendor will furnish material/work space as necessary to perform assigned tasks.

text: While performing duties, the Contractor must also adhere to all service/component command/local security directives, regulations, and standard operating procedures at different contract performance locations. The Program Manager listed in Block 16 will provide a copy of all applicable security directives and security classification guides for this contract. Appropriate local service command security directives, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or command Program Manager. Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the Contractor will return all classified information (furnished or generated to the source from which received unless retention or other disposition instructions are authorized in writing by the Government Contracting Agency/Activity. Furthermore, the Contractor will account for and return to the appropriate issuing office, all identification badges and/or entry passes/vehicle decals issued to Contractor personnel upon completion or termination of the classified contract, termination of employment, or suspension of classified clearance or access of any Contractor employee.
