1. DESCRIPTION / SPECIFICATION

1.1 OVERVIEW

A. The Mid-Atlantic Regional Maintenance Center (MARMC) provides industrial, engineering, technical and contracting services for maintenance and modernization of naval ships and craft. Included within the maintenance and modernization of naval ships and craft is the Shipboard Habitability Improvement Program.

B. The purpose of this solicitation/contract is to provide Shipboard Lockers and related furniture and material (as defined within the scope of work herein), as matching sets of furniture in support of the Shipboard Habitability

Improvement Program.

C. The Contractor acknowledges that this solicitation and resultant contract is NOT an exclusive or mandatory source of supply for any of the contract line items herein. The U.S. Navy has the right at any time to establish contracts, concessions, or other commercial arrangements that could create competition, if such is deemed in the best interests of the U.S. Navy. The Contractor shall not be entitled to an exclusive presence at any Government facility, activity, station, base or post.

E. All items shall be manufactured, tested and inspected in accordance with Military Performance Specification

MIL-PRF-32038, "Shipboard Furniture, Fixtures, Fittings, and Accessories, General Specification for". Where the requirements of the contract Line Item Description or this section differ from those of the invoked drawing, the contract Line Item Description and this section shall prevail. Where the requirements of the drawing differ from those of MIL-PRF-32038, the drawing shall prevail.

(1) Many Military and Federal Specifications are being canceled and/or converted to commercial equivalents.

Referenced drawings have not in all cases been updated to cite the currently applicable specification. Contract

Line Item descriptions cite applicable versions of specifications. If a referenced specification has been canceled without replacement and the Line Item description or Statement of Work does not cite an updated replacement specification, the manufacturer may substitute an approved commercial equivalent. If there are optional choices available within the cited specifications that are not specified by the contract, the manufacturer shall select the grades and conditions etc. as the manufacturer recommends for Navy shipboard applications.

(2) Unless otherwise stated, the applicable revision of each government specification and data item description shall be the one that was in effect on 15 January 2020 as indicated by the DLA Acquisition Streamlining and

Standardization System (ASSIST) database. See website https://quicksearch.dla.mil. Unless otherwise stated, the applicable revision of each commercial specification or standard shall be per webstore.ansi.org. The notation

“Historical” is used to clarify when an invoked revision of a specification has been canceled or superseded, but still applies as invoked for this solicitation and resultant contract. Laminated Glass specification ANSI Z26.1 has been superseded by SAE J3097Z26.

(3) Unless otherwise indicated, abbreviations are to be interpreted in accordance with ASME Y14.38, or as posted at https://MSCorpHab.com. When the word "coaming" is used on drawings or in line item descriptions, it is used interchangeably with "subbase" herein. The abbreviation "LH" means left hand; "RH" means right hand. A left-hand door is defined as a door that, when opening toward you as you face the door, has the hinge on the left-hand side. Similarly, a right-hand door has the hinge on the right. “SH” means Short Hanging. "TY" means Type.

1.3 APPROVALS AND SUBSTITUTIONS

All items shall be made strictly in accordance with the invoked drawing and this Statement of Work, except where a Request for Deviation (RFD) or Engineering change Proposal (ECP) has been approved explicitly for this contract.

A. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs. Submittals shall include contract number, applicable CLIN and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non- conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the contractor's point-of contact including phone number and e-mail address. Submittals shall be in the contractor's format.

B. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive.

The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship.

Alternate proposals as an RFD or ECP for items that are believed equal or a better value to the government are welcome.

C. For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor's proposal shall include a detailed description and catalog cuts, including renderings or photographs.

Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

D. The Government has unlimited rights to all designs, drawings, modifications and deviations, waivers and change proposals submitted in relation to this solicitation/contract. No proprietary features are desired or acceptable.

The Government may remove or ignore any restrictive markings or limited rights statements from anything submitted in relation to this solicitation/contract. DFARS clauses 252.227-7023 and 252.227-7033 are invoked by reference.

E. Approval of all Drawings, Substitutes, Deviations, RFDs, or ECPs, and shock qualification documents shall be by the requiring activity Technical Point of Contact (TPOC) who is, Mid-Atlantic Regional Maintenance Center

(MARMC), Code 352, Habitability Program Manager. The Vendor shall email a copy of all contract modifications and delivery orders to TBD within 2 business days of receipt.

(1) The MARMC Habitability Program Manager will forward the Government response to the vendor not later than thirty (30) days after receipt. Time will not be added to the vendor's production schedule because of failure to identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification. New delivery orders should not be awarded to a vendor while they are behind schedule, or while there are any outstanding technical or quality issues.

(2) Pre-production drawings or composite drawings are not required to be submitted; however, written approval and documentation of deviations is required in accordance with above.

(3) There is no extension of any previous drawing or deviation approvals under this solicitation. All items shall be produced strictly in accordance with the contract Line Item Descriptions, invoked drawings and specifications and this Statement of Work except as specifically authorized by approvals of deviations or waivers submitted in accordance with above, specific to this solicitation/contract. Issues such as value, appearance and interchangeability will be considered in evaluating deviation requests.

1.4 PAINT REQUIREMENTS

A. Unless otherwise specifically stated in the line item description or elsewhere under this section, paint shall be a powder coat system in accordance with paragraphs 3.5.2 and 3.5.3 of MIL-PRF-32038.

The powder coat system shall be QPL/QPD qualified in accordance with MIL-PRF-24712 Revision B under classification Type I Class 4. Compliance with paint system manufacturer recommendations is mandatory.

(1) Unless otherwise indicated for a specific Find Number, invoked color and gloss shall be color number 26586, which is a beige semi gloss under SAE-AMS-STD-595 or the historical FED-STD-595.

Steel subbases shall be black color number 17038, unless otherwise indicated.

(2) Use of any powder coating system which is not QPL/QPD listed as qualified in the DLA ASSIST QuickSearch web site is a deviation which requires approval. Evaluation of a request for deviation related to paint system will include consideration of First Article Test documentation per MIL PRF 24712, including color and gloss.

B. Currently QPL/QPD qualified powders which satisfy these requirements are:

Tiger Drylac (069/15027) is MIL-PRF-24712 Type I Class 4 QPL/QPD qualified explicitly as beige 26586 semi-gloss. Tiger Drylac (049/81146) is MIL-PRF-24712 Type III Class 3 QPL/QPD qualified black color number

17038. Also acceptable for painted subbases is Tiger Drylac (338/80362) which is MIL PRF 24712 Type III Class

3 QPL/QPD qualified black color number 27038.

C. Line items invoking Color Coordination may be required to be a non-standard color, and may need to match other specific items such as berths or lockers which may be contracted to a different vendor. The specific colors and patterns such as for paint, vinyl and HPPL may not be identified until after all related items have been placed in contract. Common high volume Find Numbers may have a separate Find Number to account for any cost difference for low volume specialty versions. All 3xxx and 9xxx, 3 thousand and 9 thousand series Find Numbers, are subject to being identified in Delivery Orders as requiring Color Coordination, even if the basic line item description does not call out color coordination.

1.5 GENERAL TECHNICAL REQUIREMENTS

A. Unless otherwise specified in this solicitation, subbases shall be steel in accordance with ASTM A36 or ASTM

A663. It is not necessary to zinc plate or galvanize subbases. Subbase Find Number 1675 ARR is stainless steel for use in sanitary spaces.

B. When made in accordance with contract requirements, all locker drawers can be fully opened when the doors are opened 90 degrees or greater.

C. All items with a contract price greater than $50.00 shall have an inconspicuously located permanent label which shall identify the manufacturer, contract number and order number, date of manufacture as month and year, Find

Number and drawing number. This fulfills the requirement of MIL-PRF-32038 paragraph 3.5.9. Any additional marking requirements from other invoked specifications or drawings also apply. For lockers, the label shall typically be located inside, on the right side, or right side of back near the top.

D. Each item shall be complete and shall include all fasteners for a typical installation. Fastener quantities provided shall include an overage of 20% more than needed. Fasteners shall be packaged in or with each item or attached to the individual item, and are not to be provided in bulk. The fasteners explicitly called out by the Line

Item description to be omitted from the contract will be separately provided for by other means.

E. For all items that install to a subbase, the subbase shall be included except when the Line Item Description specially calls for the subbase or coaming to be omitted. Deck mounted items will attach to a generally flat (without shear or camber) steel deck. For shock qualified items, the fasteners and instructions must match the methods used for the shock qualification. If installation studs are anything other than 1/2" diameter studs per MIL-S-24149, Type

II class I, they must be provided with the furniture. Items that do not attach to the deck shall be assumed to fasten to aluminum berths or lockers.

F. Lockers identified under this solicitation are either stud mounted or fastened to subbases which are welded to the ship's deck. For non-stud subbases, the welding of subbases to the deck shall be detailed in an approved installation instruction. Unless additional welding is needed for shock requirements, the subbases shall have two 2-inch long intermittent 1/8-inch fillet welds around the inside of the subbase with at least two 2-inch fillets on the front and back of the subbase and at least one 2-inch fillet on each side. For stud mounted furniture, the welding of 1/2-inch deck studs shall be "automatic stud welding or 1/4-inch fillet all around."

G. In addition to the requirements of each contract Line Item Description, the manufacturer is responsible for ensuring that all items and their associated subbases properly fit and function together. The subbase for each item is a component of the furniture contract Line Item unless the contract Line Item Description specifically indicates that the subbase is to be omitted. Shock variants typically include the subbase, even if the regular version uses a separate subbase.

H. Type Drawings use the notation of an asterisk (*) to flag mandatory features, for which no deviation is permitted. This is the opposite notation from Standard Drawings. Any and all deviations must be documented and submitted for approval specific to this solicitation/contract as detailed above in section 1.3.

1.6 NAVSEA STANDARD DRAWINGS 803-6397307 AND 803-5959310 TECHNICAL REQUIREMENTS

Some Line Items invoke NAVSEA Standard Drawings 803-6397307 and 803-5959310, (In general, these items are the 500 series Find Numbers.) Every item invoking Drawing 803-6397307 is required to comply with the referenced details of Drawing 803-5959310. Deviations from these Standard Drawings, or areas subject to development, are permitted only when noted with an asterisk (*) on the drawings. These drawings are commonly referred to as non-deviation drawings. The following additional requirements shall be complied with for all items invoking these drawings. Unless otherwise indicated, all references to specific details and pieces below are to

Furniture Construction Details, Drawing 803-5959310.

A. The applicable revision for both NAVSEA Standard Drawings 803-6397307 and 803-5959310 is Revision

A. Manufacturers are cautioned to be certain that they are working to signed copies of these drawings.

B. All locking bars, including Piece Number 305 of Drawing 803-5959310, shall be steel and shall be zinc plated after forming. This supersedes the material and material specification given in each drawing. Aluminum is not acceptable.

C. All zinc plating shall be in accordance with ASTM B633 Type III, Service Condition SC2. Wherever cadmium plating is specified, zinc plating may be used.

D. The Removable Shelf, Piece Number 212, does not have sufficient clearance for installation or removal when made in accordance with Details 11-A and 13-A of Sheet 2.

(1) For lockers with a full width drawer across the bottom, the false bottom under the drawer, Piece Number 212, and supports, Piece Numbers 213 and 215, shall be omitted.

(2) For lockers which do not have a full width drawer across the bottom, the Removable Shelf, Piece Number 212 on Drawing 803-5959310, shall be made removable by making it in two pieces with a joggle up and 1/2-inch overlap in the middle; this overlap shall run from the front to the back of the locker. (This includes Troop Lockers, Find Numbers 527W, 527BW, 527CW and 527DW ARR.)

E. The production sequence does not permit access to weld Rail, Piece Number 219, inside Stile Reinforcement, Piece Number 260, as required in Section 15A-D of Sheet 2A. These pieces shall instead be welded on the underside and the back of Piece Number 219, to the outside of Piece Number 260.

F. The drawing is not clear regarding the depth of Head Rail, Piece Number 202, when applied to the larger Stile

Reinforcement, Piece Number 260. For clarification, in order to permit access for spot welds to the Top, Piece

Number 201, as shown in Detail 11-E of Sheet 2, the Head Rail assembly only needs to extend 2-1/2 inches back from the front of the locker. The bottom flange of Piece Number 202 does not need to extend all the way to the back of the larger Stile Reinforcement, Piece Number 260.

G. There is inadequate access to make the fillet welds inside Head Rail, Piece Number 201, to the Stile

Reinforcement, Piece Number 207 or 260, as shown in Detail 11-E of Sheet 2. Instead of making the weld inside, Piece Number 202 shall be welded to the Stile Reinforcement on the underside of the bottom flange.

H. All the joints on the front face of the locker body, where the sides meet the top and bottom pieces and any divider shelf, shall be butt welded.

I. Since there is only about ¼-inch of space between the front of the Side Reinforcement, Piece Number 214, and the front flange of the Rear Bottom Rail, Piece Number 205, there is inadequate clearance to make the fillet weld across the front of Piece Number 214 as shown in Detail 13-A of Sheet 2. Also, due to the production sequence, it would be very difficult to make the weld across the back of Piece Number 214. The Rear Bottom Rail, Piece

Number 205, shall be reduced to about 3-3/4 inches wide, so that the front of Piece Number 205 is against Piece

Number 214. The weld required on the front and back of Piece Number 214 to the web of Piece Number 205 shall then be replaced with a weld across the flange of Piece Number 205 to the front face of Piece Number 214. (In making the changes to the width of the bottom rails, care must be taken to fit the pieces and be certain that the holes for the mounting studs are in the exact location indicated on the drawings.)

J. Similar to the connection described in subparagraph (6) above, there is inadequate clearance to weld the back side of the larger Stile Reinforcement, Piece Number 260, to the Front Bottom Rail, Piece Number 204, as required by Detail 11-A of Sheet 2. Similar to the solution described in subparagraph (9) above, Piece Number 204 shall be reduced to about 3-3/4 inches wide to fit the flange to Piece Number 260. Piece Number 204 and Piece Number

260 shall be welded along the side of Piece Number 260 to the web of Piece Number 204 and across the back of

Piece Number 260 to the flange of Piece Number 204.

K. There is inadequate access to make the fillet welds inside Parting Rail, Piece Number 218 to Stile Reinforcement, Piece Number 207 or 260, as shown in Detail 13E-A of Sheet 2E. Instead of making the welds inside, Piece Number

218 shall be welded to the Stile Reinforcement on the underside of the bottom flange, on the front and on the top.

The front ½-inch of the top of Piece Number 218, under the rolled front lip of the shelf, does not have to be welded.

The 3/32-inch fillet weld symbols pointing to the rolled front lip of the shelf in Detail 15-A on Sheet 2 and Detail

13E-A on Sheet 2E shall be interpreted as requiring a fillet weld around the top half of the circumference of the rolled front lip and a butt weld on the vertical front face of the shelf flange.

L. When the larger Stile Reinforcement, Piece Number 260, is required, there is no place to make the spot welds joining the flange from the Side, Piece Number 201, to the underside of the Front Bottom Rail, Piece Number 204, as required in Detail 11-C of Sheet 2. Instead of the spot welds, two tack welds on the bottom, each ½-inch long and ground flush, will be used to join each Side to the Bottom Rail.

M. There is insufficient room to make the spot weld joining the flange from the Side, Piece Number 201, to the underside of the Rear Bottom Rail, Piece Number 205, as required in Detail 13-C of Sheet 2. Piece Number 214 obstructs the access to make these two spot welds. Instead of spot welds, two tack welds on the bottom on each side shall be used to join the Sides to the Bottom Rail. Each tack weld shall be 1/2-inch long and ground flush. All the spot welds joining the flange from the Back, Piece Number 201, to the underside of the Rear Bottom Rail, Piece

Number 205, are still required except for the one at each end that is obstructed by Piece Number 214.

N. It should be noted that General Notes 4, 5, 6 and 7 on Drawing 803-6397307 supersede the drawing details and reduce most material thickness' by one gauge from what is shown in the details. The strength of spot welds may be reduced to the strength called out for the thinner material. The quantity and spacing of welds shall be as indicated on the drawings. It should be noted that most spot welds are called for to be no more than three inches apart.

O. When the location of the Card Holder is not specified, the top of the Card Holder shall be located one inch below the bottom of the louvers. On some lockers, such as the Three Man Crew Locker, Find Number 526W

ARR, it will be necessary to modify the fasteners to clear the locking rod. Unless otherwise indicated, the louvers and Card Holder are centered from side to side on the doors.

P. Each Side Reinforcement and Stile Reinforcement (such as Piece Number 207, 214 or 260) shall be a continual piece without seams from the bottom to the top of the locker unless a seam is specifically called for by the drawing.

Q. Type A subbases, Piece Number 500 and 507 should be steel instead of stainless steel and shall be painted black. This supersedes Line Item Descriptions for Type A subbases.

1.7 LOCKER MODIFICATIONS. Lockers FN 212, 212S, 212W, 213, 213W, 219, 219SS, 219W, 220, 220SS, 220W, 266, 266W, 269, 269S, 269W, 272, 272S, 272W and 1675 and related parts shall be in accordance with the applicable NAVSEA drawings, the additional requirements and modifications of Habitability Self-Help Standard

Details Drawing No. 807-7277998 (formerly 80-3211-SK-09) and the following:

A. In lieu of any other hinges specified on Type drawings, a continuous hinge shall be used on each door, and this hinge shall be manufactured from 0.050 inches thick aluminum with a 1/8-inch diameter stainless steel pin. Hinges shall be secured to the locker body and door with 3/16-inch diameter rivets on four-inch centers.

(Soiled Clothes Locker upper doors are an exception and shall have hinges per the paragraph below.)

B. The locker bottom shall provide for attachment on top of an angle subbase similar to the Type "C" locker shown on NAVSEA Drawing 804-1749231, Rev. B. For those items that invoke MIL-DTL-901, the requirement for the manufacturer to meet shock requirements as addressed below takes precedence for the type of subbase and attachment of the subbase to the locker and the deck. Line items for shock qualified items typically include the subbase, even if the subbase is ordered separately for the non-shock qualified version.

C. Interior compartments of lockers called out to be "left-hand" shall be modified to match the door swing in order to facilitate interior access.

1.8 SOILED CLOTHES LOCKERS. Delete Leg Assembly, Piece Numbers 15, 16, 17 and 18, from all

Soiled Clothes Lockers. Type I Lockers, Find Numbers 212, 212S and 212W ARR, and Type II Lockers, Find

Numbers 213, 213S and 213W ARR, shall be fully assembled by the manufacturer. Spring Hinges, Piece

Number 5, shall have a tension adjustment and shall be capable of closing and holding the door firmly in the closed position. Lockers shall be compatible with applicable Subbases, Find Numbers 269, 269S, 269W, 272, 272S and 272W as invoked by the Delivery Order.

1.9 EMERGENCY ESCAPE BREATHING DEVICE (EEBD) STOWAGE CONTAINERS Find Number

224 ARR. Labeling and installation fasteners shall be as follows:

A. "EEBD" Lettering, referred to as Piece Number 5, and Pull Pin Label, Piece Number 6, shall be provided as self-adhesive vinyl labels that meet the minimum photometric requirements per ASTM E2072. "EEBD"

Lettering shall be on the front and on both sides. Piece Number 5 shall be 1-1/2" by 5 inches, with 1/4" radius corners. Letters shall be 3/4" high by 1/2" wide. Stenciled letters and arrow shall be photo luminescent red color number 11105 of FED-STD-595. (For information only, this paragraph is based on the

LWMB drawing 804-5959312, Rev. C sheet 1 General Note 41.)

B. Five (5) zinc plated steel 1/4 -20 hex head machine screws, 5/8" long, with zinc plated lock nuts and ten (10) zinc plated washers shall be provided with each Stowage container.

C. EEBD Stowage containers are a grade A shock item. The invoked Standard drawing 803-5751208 is shock qualified. When manufactured explicitly per the drawing, the EEBD stowage containers satisfy shock requirements. As with all items, any deviations must be documented and submitted for approval.

And further, compliance with shock must be considered, and new testing may be required as a condition for approval of deviations.

1.10 SUBBASES. Subbases referencing NAVSEA Drawing 804-1749231, shall comply with the following additional requirements:

A. Each leg of each seam shall be continuously welded on one side, and the top and outside welds shall be ground smooth.

B. Steel subbases shall be constructed of 11 gauge (0.1196-inch thick) sheet or 1/8-inch thick angle. Steel subbases formed from sheet shall have a 1/8-inch inside bend radius. The top of steel subbases shall have a continuous 2-inch wide horizontal flange across the front and 1-1/4-inch wide horizontal flanges at the sides and back.

C. Stainless steel subbase FN 1675 shall be Type 304 fabricated from either 11 gauge (0.120-inch) stainless steel sheet or 1/8-inch thick angle. Stainless steel subbases formed from sheet shall have a 1/8-inch bend radius.

The top of stainless steel subbases shall have a 2-inch wide flange all the way around.

D. For those items that invoke MIL-DTL-901, the requirement for the manufacturer to meet shock requirements addressed below takes precedence for the type of subbase and attachment of the subbase to the locker and the deck.

1.11 LOCKER AND SUBBASE MODIFICATIONS. Short Hanging Lockers such as FN 518 and 528 and

Subbases FN 550 through 586W ARR require a Type B Subbase in accordance with NAVSEA Standard

Drawings 803-6397307 and 803-5959310. Due to tolerance stack-up, the 12 holes specified by the Standard

Drawings in the locker bottom and in the subbase are difficult to align. The following modifications facilitate manufacture for interchangeability and removal and installation. Lockers and subbases made with these modifications are directly interchangeable with ones made precisely to the Standard Drawings.

A. Mounting holes in the bottom of lockers for Type B subbases shall be changed from 5/16-inch diameter to

7/16-inch diameter to facilitate alignment with mounting holes and nuts in the subbase. See Detail 69-D of Drawing 803-6397307. In lieu of 7/16-inch holes, 3/8-inch holes may be used if needed for shock items;

however, the manufacturer is also responsible that the holes in the locker and subbase align for the fasteners.

B. Four (4) locker mounting holes, two from each side, which are shown on the drawing located 2-1/2 inches from the front and back of the lockers, shall be omitted. See Detail 69-D of Drawing 803-6397307. This will leave each single short hanging locker fastened to the subbase with eight (8) 1/4-20 machine screws, located about 6-5/8 inches apart.

C. The four (4) matching mounting holes and nuts, two from each side, which are shown on the drawing located 2-1/2 inches from the front and back of the subbases, shall be omitted. See Plan 26A-B of Drawing 803-5959310.

D. Change the weld attachment of the 1/4-inch nuts on the underside of the subbase from the symbol for "1/8-inch fillet all around" to "weld two opposite sides" of the nut. See Detail 26A-E of Drawing 803-5959310.

E. Due to the oversized hole in the locker bottom, change the fasteners for the locker to the subbase from "1/4-inch bolt, nut, flat washer & lock washer 6-inch CTR to CTR max" to "Screw machine, 1/4-20 by 3/4 inch long, hex head with SEMS washer, with pinch point (rounded) or dog point and nut. The machine screw shall have a captive SEMS conical washer minimum 3/4-inch OD. Hole pattern to interchangeably match lockers and subbases." Eight each AU-VE-CO Products Part 10823, or equal and grade 5 nuts and fender washers shall be provided in each locker.

1.12 LIFE JACKET LOCKERS FN 585W, 587W, 588W and 589W: FN 587W and 589W shall be similar to

Type 1 of 803-6397307 with a door width of about 17”, and shall comply with the details of 803-5959310. FN

588W shall be similar to Type 2 of 803-6397307 with a total door width of about 28”, and shall comply with the details of 803-5959310. Install a sheet metal cover plate over the inside of the locking mechanism to prevent damage to life jackets. Lockers may be manufactured in accordance with new construction drawing 640-6125291 sheet 219, if existing shock qualification documentation is on hand for that configuration.

1.13 MIRRORS FN 607W: The finish on the frames of Mirrors Find Number 0607W ARR shall be clear anodized aluminum.

1.14 OFFICER BERTH UNITS

A. For double berths, a berth curtain track in accordance with CID A-A-59473 shall be provided but not installed for each lower berth. The track shall be an 84" long section and will be field cut to suit installation.

B. For single and double berths, a berth curtain track in accordance with CID A-A-59473 riveted to steel tubing

1" x 1-1/2" x 16 gauge, to support curtain track for the top berth, shall be provided but not installed. The curtain shall be attached to the 1" side, shall be 84 inches long, and will be cut to suit at installation.

Fastening of track to the tube shall be 1/8-inch diameter rivets on 12-inch centers, or closer.

C. Delete cove molding, outside and inside corner clips, Piece Numbers 9, 10 and 11 of Drawing, NAVSEA

No. S3306-921770.

D. An aluminum ladder, per Drawing 807-6737901-35, shall be provided with Double Berths. The ladder will be field installed.

E. Subbase height shall be 2".

F. Each berth shall be furnished with spring units in accordance with Drawing, NAVSEA No. 805-1632586.

G. Shock hardening is not required for officer berths under this solicitation.

1.15 LAVATORY UNIT WITH STORAGE, FIND NO. 3217 and 3217S ARR. The FN 3217 unit shall be made in accordance with Drawing NAVSEA No. 804-1623970 except as modified below. The FN 3217S unit shall be made in accordance with Drawing 807-6251110 Det 138 and NAVSEA No. 804-1623970.

A. The doors below the counter shall be modified to be a pair of side swinging doors similar to Type D of

Drawing NAVSEA No. 803-5959310.

B. Include two pieces of angle formed from 20GA (0.0355”) stainless steel Type 304L. Each angle shall be 2” X

3” X 79-1/4”. There shall be #10 holes to suit 3/16” rivets on the length of 2” wide flange, on 6” centers, 1/2 “ from the outside of the 3” face. The outside radius and outside 3” face will be visible and shall have the number 4 finish. (Installers will cut and trim to suit, and fasten to back of base cabinet, shelf section, medicine cabinet and light support.)

C. The countertop shall be 16 gauge (0.060 inch thick) Type 304L stainless steel. The sink, sink dimensions, faucet and drain shall be in accordance with Drawing NAVSEA No. 807-6569812 Rev D, including welding of the sink into the countertop.

D. The unit shall suit light Symbol 352.1 (with switch and receptacle) in accordance with the modification shown in Method C-3-A of DOD-HDBK-289, including change of the overall height of the unit to 79-1/4 inches above a nominally flat deck. The counter height above deck for both units is 36”. Dimensions for FN

3217S are shown on 807-6251110 Det 138 which raises the subbase to 4” high to suit base cove porcelain tile. For FN 3217 which is for dry spaces, the cabinet is 1” taller on a 3” subbase for the aluminum locker body version. Drill for, but omit the light which will be procured separately.

E. Cove molding for the subbase shall be omitted.

1.16 SHOCK QUALIFICATION REQUIREMENTS

A. General.

(1) All items referencing shock or MIL-DTL-901 or MIL-S-901 shall be qualified to Shock Grade B of

MIL-DTL-901, except FN 224 which requires Grade A. In general terms, the manufacturer is responsible to make the units to documented and approved details and deviations such that the items will pass the shock test. The Grade B items are not required to be functional after the shock test. The suffix

W on Find Numbers indicates that the item must be shock qualified.

(2) All shock qualification extension requests, testing and reports must be accomplished, documented and approved in accordance with the requirements of this contract prior to submitting related production items to the Government.

(3) Manufacturers are encouraged to submit requests for extension of approval of previous shock tests for applicability under this specification. (See paragraphs 6.2.2(r) and 6.2.2(w))

(4) There is one test qualification configuration required for each of the groupings identified as Qualification

Number LS01 through LS07 and LS09 through LS13. Paragraph B.(2)(q) below describes the grouping of items that are automatically extended to cover similar items under this specification. The detailed requirements for the manufacture of each test sample is as called for by line item description for the Find

Number of the sample. If the manufacturer has done prior testing of comparable items with the same subbase, deck mounting, and loads, the prior shock test data should be submitted with the manufacturer's proposal for specific delivery orders as indicated below.

(5) Basic contract pricing for shock qualified items shall reflect the production price after qualification has been obtained. Due to the limited quantities and the infrequency of purchase of shock qualified items, evaluation of shock qualifications will not be considered as part of the overall basic contract award.

Quotes for Delivery Orders which require shock qualified items shall include submittal of shock documentation with the quote. When the specific Find Number is first put out for quote for a specific delivery order, existing documentation and plan of action with schedules for qualification shall be submitted, and any costs shall be included in the line item cost for the Shock Qualification Find Number in that Delivery Order. For example, when FN 522W is ordered, FN LS12 quantity 1 will also be ordered if shock qualification has not yet been achieved. For vendors who have not yet obtained shock qualification, evaluation of documentation and plan of action will be factors for award of specific

Delivery Orders with shock items. Once Shock Qualification has been achieved specifically for this solicitation/contract, future quotes should reflect no cost for the qualification line item, such as FN LS12.

For purposes of the basic contract, the quote price for the Shock Qualifications LS01 through LS07 and

LS09 through LS13 should assume that requests for extension of previous testing has been disapproved, and that new testing will be necessary. The cost of Shock Qualifications will not be considered in evaluation for award of basic contracts. The cost of Shock Qualifications will be considered in evaluation for award of Delivery Orders.

(6) It is assumed that EEBD Stowage Containers FN 224 will be made explicitly per the Standard Drawing, and that testing will not be necessary. However, any manufacturing changes, deviations, RFD or ECP that cause the drawing’s qualification to be not applicable, and any new testing to prove out a deviation, will be purely the vendors’ responsibility.

(7) The contractor/manufacturer shall determine the level of design modification or reinforcement required for meeting the High-Impact Test criteria, however, it is in the governments interest to promote standardization and minimize weight increase.

The contractor/manufacturer is entirely responsible for shock test scheduling and management and for the performance and satisfactory completion of all test requirements.

Prior to commencing shock testing, the contractor/manufacturer must have obtained the required

Government review and approval for all design modifications or deviations. This Government review will consider such issues as weight increases and ease of assembly.

Copies of all deviations or changes shall be made part of the Shock Test Procedure and Shock Test Report.

Production units and Installation drawings with them shall match the way it was done and documented during the shock qualification.

(8) Scheduling: High-Impact shock testing is an independent evolution and is not to be associated with nor delay the performance of the First Article Test and Inspection or the delivery of units that are not required to be shock hardened (shock qualified).

(9) Simulated (Dummy) Loads: The contractor/manufacturer is responsible for furnishing and installing all required simulated loads or articles of outfitting prior to the shock testing.

B. MIL-DTL-901 Ordering Data, Acquisition Requirements, Paragraph 6.2 of Mil-DTL-901, states that the acquisition documents must specify the following details. The designation of each of the following subparagraphs corresponds to the subparagraphs of MIL-DTL-901, paragraph 6.2.1. MIL-DTL-901 defines the terminology used below.

6.2.1(a) The reference document to support the shock test effort is Military Specification MIL-DTL-901, revision E dated 20 June 2017, "Requirements for Shock Test, H.I. (High-Impact) Shipboard Machinery, Equipment, and Systems."

6.2.1(b) Test Category is Medium weight shock test.

6.2.1(c) Units to be tested are classified to Grade B shock grade, except that EEBD Stowages are Grade A.

6.2.1(d) Units to be tested are classified as Principal units and Class I equipment.

6.2.1(e) Units with Subbase assemblies are classified as shock test Type A.

6.2.1 (f) Units with Subbase assemblies are deck mounted on surface ships.

6.2.1(g) Units are base mounted aboard surface ships.

6.2.1(h) Mounting orientation aboard surface ships is classified as unrestricted. Testing shall cover both forward/aft and athwartship orientations.

6.2.1(i) Units shall be mounted onto a medium weight, shock machine anvil table by means of:

6.2.1(i)-1 A standard mounting platform, as shown in Figures 13 and 14 of MIL-DTL-901, for shock loading in the vertical direction. Details for mounting (such as wide flange beam assembly or steel plate) to suit size of the unit to the standard platform shall be incorporated into the Shock Test Procedure and submitted for Government review and approval.

6.2.1(i)-2 A standard inclined fixture, as shown in Figures 16 and 17 of MIL-DTL-901, for shock loading in the athwartship direction. Each unit shall be mounted in two different inclined orientations.

6.2.1(i)-3. Unless otherwise specified by the applicable drawing, subbases shall be 2 inches high. All fasteners, studs, nuts, washers, lock washers, subbases, etc. shall be provided by the contractor/manufacturer. Attachments shall be as required for steel decks. Additional attachment, or hasps or brackets to support the furniture to the ship (other than fastening via the subbase) are not permitted. For any fasteners that will be hidden under the bottom of a locker or unit, the installation drawing must require, and the testing must duplicate: “Installer provided LOCTITE Threadlocker Blue 242 on all threaded fasteners that will not be accessible after assembly”.

6.2.1(i)-4. Bulletin Boards, Mirrors, Iron Lockers and Ironing Board Stowage's shall be fastened to a simulated bulkhead or to other pieces of furniture with the installation as indicated by the invoked drawing for the specific item. If back mounted items are fastened to other pieces of furniture, appropriate doublers should be used and documented on the inside of the furniture.

6.2.1(j) There are no simulated shipboard connections to be incorporated into the shock test. Units shall be mounted onto the test fixture as stated below or as detailed by the contractor/manufacturer's design modifications that have received Government approval.

6.2.1(j)-1 All mounting hardware, fasteners, studs, chocks, etc. shall be provided and installed by the contractor/manufacturer. The shipboard installation will have to be matched to suit the method used in the test. Studs, welds, assembly and installation details as used in the tests must be precisely documented.

6.2.1(j)-2 Simulated Loads. Simulated loads shall be as indicated below for each case. The load shall be distributed on every shelf or drawer except as indicated below. The simulated load shall be made up from a combination of clothes, towels or rags. Sandbags or books may be added to reach the total weight provided that the locker is generally filled with the clothes, towels or rags. The outside dimensions of the locker shall be used to calculate the total volume for purposes of determining the simulated load for all lockers. The center of mass of the simulated loads shall vertically be at or above the center of the locker. The contractor/manufacturer shall provide all loads.

FN 224 EEBD Stowage Container shall have a simulated weight for the EEBD of 5 pounds installed, or an EEBD provided by the government on request.

QUAL NO. LS01 Soiled clothes Lockers (Sample Find Number 0213W ARR): Six (6) pounds per cubic foot shall be evenly distributed.

QUAL NO. LS02 Bulletin Boards (Sample Find Number 0406W ARR): No simulated loads are required.

QUAL NO. LS03 Mirror, Find Number 0422W ARR: No simulated loads are required.

QUAL NO. LS04 Recreation Tables (Sample Find Number 0609W ARR): No simulated loads are required.

QUAL NO. LS05 Ironing Board Stowage, Find Number 0606W ARR: The Ironing Board Stowage shall have a metal frame residential ironing board in it.

QUAL NO. LS06 Full Length Mirror, Find Number 0607W ARR: No simulated loads are required.

QUAL NO. LS07 Iron Locker, Find Number 0610W ARR: The Iron Locker shall contain an electric steam iron.

QUAL NO. LS08 (Not applicable to this procurement)

QUAL NO. LS09 Short Hanging Type Lockers With Subbase:

- Two Short Hanging Lockers, Find Number 0518W ARR shall be mounted one on top of the other for a two high stacked installation on Subbase, Find Number 0550W. The lockers shall be fastened together using fasteners similar to the attachment to the subbase. Due to the relative instability of this configuration compared to the normal shipboard installation method, the stacked short hanging locker combination should be attached on one side to another locker (or simulated locker or bulkhead) with two machine screws, nuts and fender washers through the side of the upper locker.

- The stacked locker combination shall be loaded with ten (10) pounds per cubic foot which shall be hung from the hanger bars on wire hangers. The wire hangers shall be twisted around themselves and the hanger bar to ensure that they do not become detached from the hanger bar during the test.

QUAL NO. LS10 Cleaning Gear Lockers (Sample Find Number 0219W ARR): Four (4) pounds per cubic foot of total locker volume shall be evenly distributed on the shelves.

QUAL NO. LS11 Overcoat Locker (Sample Find Number 0521W ARR): The locker shall be loaded with four (4) pounds per cubic foot which shall be hung from the hanger bars on wire hangers. The wire hangers shall be twisted around themselves and the hanger bar to ensure that they do not become detached from the hanger bar during the test.

QUAL NO. LS12 Large Wardrobe Lockers: The locker (sample Find Number 0527W ARR) shall be loaded with eight (8) pounds per cubic foot.

QUAL NO. LS13 Locker, Stowage, Troop Field Pack, Find Number 0538W ARR: Sixty-five (65) pounds shall be distributed on each shelf, for a total load of 260 pounds.

6.2.1(k) All Locker and EEBD doors shall be closed for each test blow. A commercial padlock or a substitute approved by the Government witness shall be used to secure locking mechanisms in the closed position.

6.2.1(l)-1 An inspection of unit(s) shall be conducted after each test blow for the purpose of determining compliance to the shock test acceptance criteria of MIL-DTL-901 paragraph 3.1.10.2.

• Deformation of deck mounting studs is acceptable.

• Deformation or breakage is acceptable if it would not provide an immediate hazard to personnel exiting the space or firefighters, or Grade A equipment in the vicinity.

• Extensive photographs showing the before and after overall condition and test set up and manufacturing and installation details shall be provided with the test report, but bulk photos may be simply provided in bulk. Photos of significance to the report shall be clearly identified as to when and where they were taken, and what specific feature they are looking at.

6.2.1(l)-2 There is no requirement for the unit(s) during tests.

6.2.1(m) Shock Test Report must address all noticeably affected features and equipment, and any damage or deformations.

C. Shock Test Supplemental Ordering Data. The below outline furnishes the requirements and supporting information necessary to develop a shock test procedure and is numerically consistent with the correspondingly lettered subparagraphs for paragraph 6.2.2 of MIL-DTL-901.

6.2.2(a) Medium weight shock test category applies. There are no other limitations or choices for selection of shock test category.

6.2.2(b)-1 A detailed test procedure in accordance with DI-ENVR-80709A shall be submitted for

Government review and approval at least 30 days prior to commencing shock testing. The Test Procedure shall include contact information for the test lab and their normal government witness.

6.2.2(b)-2 A detailed test report in accordance with DI-ENVR-80708A shall be submitted for Government review and approval no later than 15 days after completion of testing of one or more of the four units. A draft Shock Qualification Data Sheet shall be submitted in accordance with DI-ENVR-80710A with the test report.

6.2.2(c) Shock tests shall be conducted at an approved commercial test facility. The use of a large floating shock platform is not applicable.

6.2.2(d) Testing of Class III items is not applicable.

6.2.2(e) There are no additional requirements related to paragraph 6.2.2(e).

6.2.2(f) There are no additional requirements for the selection of standard test fixture(s) or specific criteria to simulate…
