Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought notice for information and planning purposes for qualified and experienced sources to provide routine, corrective and preventative maintenance, and support services for the fiber optic telecommunication infrastructure supporting piers located on Naval Station Norfolk
(NAVSTA) and Joint Expeditionary Base Little Creek (JEBLC), Virginia, as required by Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). The infrastructure is composed of fiber risers, fiber distribution centers (FDC), and Integrated Transport Node (ITN) locations. The fiber risers are composed of Environmental Distribution Center (EDC) enclosures housing Standard Connector
(SC) fiber bulkheads. The bulkheads connect to the Umbilical Cable Assembly (UCA) pigtail and a hybrid
12MM/12SM fiber trunk connecting to the FDC. The FDC contains a fusion splice point that connects to the feeder cables from the ITN locations.
As a Department of Defense (DoD) Communications System (DCS), NCTAMS LANT expertly manages a complex array of critical DoD network infrastructure hardware components and fiber links to deliver responsive and secure computer and telecommunications systems including classified and unclassified voice, messaging, data and video to ships, aircraft, and ground forces operating worldwide.
This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the
Government pay for the information submitted in response. The Government plans to procure these services as a Commercial Item as defined in FAR 2.101.
Place of Performance (Site Location)
Naval Station Norfolk, located in Norfolk, Virginia; and Joint Expeditionary Base Little Creek, located in
Virginia Beach, Virginia.
NAICS Code
The NAICS Code for this requirement is 541330, Engineering Services, and the Size Standard is $16.5
Million.
Period of Performance
This requirement is for a base year with provisions for four 12-month option periods. The solicitation and resultant contract will also contain FAR 52.217-8, Option to Extend Services, thereby allowing a six (6) month extension if circumstances necessitate this option. The contract is estimated to commence 30
September 2021.
The proposed procurement is a single award, Firm Fixed Price (FFP) contract. The Firm Fixed Pricing of this requirement will be based on the monthly rate charged for the services as described in the Draft
Performance Work Statement (PWS).
Reponses to this Sources Sought request should reference N00189-21-Q-XXXX and shall be submitted electronically to Catherine Foster at catherine.foster@navy.mil phone: (757) 443-1371 by 01:00 pm EST on 05 May 2021. Responses shall include the following information in this format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE
Code). 3. Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. If the services can be solicited from a GSA or SeaPort-e contract vehicle, provide the applicable contract number. 5. Relevant past performance on same/similar work dating back 5 years (work completed within past five years) and your company’s capacity to perform the type of work. 6. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft PWS. Standard company brochures will not be reviewed.
Submissions are not to exceed two (2) standard typewritten pages. All technical questions and inquiries maybe submitted within the response. 7. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A Draft PWS is posted as
Attachment 1 in this notice for your reference.
