Question 1: Is the offeror to forecast and include all associated shipping costs into the FFP for CLINs 0001 and 1001 to include all anticipated shipping costs for gear, equipment, student course books, and other associated course lesson support? Given the unpredictable variances in OCONUS shipping, would the government consider a Cost Reimbursement costing structure for OCONUS shipping when required?
Question 1 Reference: Solicitation document Section 1.6.16, Shipment of Course Materials details the contents as "Student Course Material Hands-on Demonstration Equipment Instructor files" at an estimated four (4) packages at 25 lbs per package. Section 2.1.2, Definitions / Training Equipment details an extensive list of training equipment that is to be provided by the contractor. The prescribed equipment listed for a course of 25 students will well exceed the 100 lbs estimation for costing purposes when included with course books and administrative course supplies. Previous experience has shown this to be between 500-600 lbs per course of instruction.
Answer 1: Yes, vendors should forecast and include all associated shipping costs into the FFP CLINs 0001 and 1001 in accordance with section 1.6.16 of the PWS. As stated in the solicitation, shipping is not required for virtual courses. No, the Government does not intend to add a cost reimbursement CLIN for OCONUS shipping.
Question 2: Would the government allow for the offeror to submit a video of the proposed primary instructor, instructing a course presentation in any of the government's inclusive course outline Lesson Topics of instruction, as defined in APPENDIX A, pg 25 of the RFQ PDF? This would allow the offeror to satisfy the government's requirement to provide a demonstration of quality and professional instruction, while eliminating the need to produce an artificial or staged demonstration for the sake of proposal compliance. Due to the 2020 COVID-19 related prohibitions as per government travel and in-person instruction on DOD installations, offerors will be forced to produce a staged product for this requirement with no student-to-instructor interaction and/or realism.
Question 2 Reference: Volume 1-Non-Price Submittal; Factor 1-Technical Approach; Sub-Factor V-Video Presentation states: “The video shall clearly display the instructor(s), both visually and aurally, in the act of presenting course material from Lesson Topic 23.0 Fall Arrest Rescue Plans and Procedures using sub-topics 23.1-23.5 of the course outline.”
Answer 2: No, in accordance with the solicitation the vendor shall provide a video from the material Lesson Topic 23.0 Fall Arrest Rescue plan and procedures using sub-topics 23.1-23.5 of the course outline. The solicitation does not require vendor’s to provide a presentation with students present and the Government understands that due to COVID-19, vendor’s are unable to provide a presentation with student-instructor interaction.
Question 3: Can the government provide a detailed list of equipment to be provided by the contract awardee based on: preferred manufacturer, product model number(s), and product description(s). Additionally, can the government provide a breakdown of the equipment that is anticipated to be used, based on an “Ashore,” “Aviation” and “Afloat” field of instructional employment? Without access to NSN procurement systems, vendors are unable to determine the actual equipment being requested, which prohibits accurate costing.
Question 3 Reference: Section 2.1.2 (pg 11) states: Training equipment is material that OSH and environmental professionals may encounter in the performance of their duties, i.e., respirators, monitoring equipment, protective clothing, etc. The contractor shall provide all training equipment as listed below for the demonstrations and workshops:

Answer 3: No, the there is no preferred manufacturer. The above list is included in the Navy Fall Protection Guide listed in PWS Section 2.1.3, References. Attachment 5 HARNESS ASSY AEL BC, and Attachment 6 Safety Harness Lanyard Surface Dec2017 provide additional details for the listed equipment and have been included with amendment.
Question 4: The desired equipment indicated by the government as “Training Equipment” does not indicate any rescue systems. Will the Government be providing the desired rescue systems for demonstration and training purposes? If not, does the government have required “rescue system(s)” that the vendor will need to provide for instructional purposes, and if so, can the government provide the manufacturer, product model number, and product description?
Question 4 Reference: Section 2.1.2 (Pg 10-11) states: “A demonstration is a method of instruction whereby the instructor(s) actually performs the procedures or tasks that are being reviewed. The instructors are expected to at a minimum demonstrate use of rescue equipment.”
Answer 4: No, the Government does not intend to provide any rescue systems for demonstration or training. Please see Attachment 7 Rescue Equipment in Amendment 2.
