(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. NAVSUP FLC Norfolk may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.

By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.

Performance Work Statement (PWS) for Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) Hazardous Inventory Control Systems for Windows (HICSWIN) Contractor Support Services

1.0 Introduction:

Naval policy is to enhance operational readiness and mission accomplishment by establishing an aggressive Safety and Occupational Health (SOH) program. Implementation of Hazardous Inventory Control Systems for Windows (HICSWIN) 4.0 will support operational readiness by enabling Naval personnel, ashore and afloat, to establish and maintain a safe and healthy workplace and to provide leadership, guidance, technical direction, and resources to protect people, prevent mishaps, achieve regulatory compliance, and control hazards, hazardous occupational exposures, and costs. SOH Program management is a command responsibility and is implemented through the chain of command.

The purpose of this Performance Work Statement (PWS) is to obtain contractor services in support of the development of Hazardous Materials (HAZMAT) systems particularly the Hazardous Inventory Control Systems for Windows (HICSWIN) and the Ships Hazardous Material List for Windows (SHMLWIN).

2.0 Background:

The HICSWIN and SHMLWIN applications is used to manage the Hazardous Material used on board ship classes AS, LCC, LCS, CVN, DDG, CG, LHD, LSD, LHA, LPD, ESD and MCM.

3.0 Scope:

The objective of this requirement is to obtain technical expertise throughout the system development lifecycle (SDLC) of the HAZMAT Systems Tech Refresh, customer support, maintenance, and sustainment.

The scope of this effort shall also include: preparing and updating technical documentation, code refresh, software scanning for security vulnerabilities, unit testing, Integrated Systems Testing (IST), data migration/archiving, maintenance and sustainment, and knowledge transfer.

5.0 Performance Requirements:

The contractor shall be obligated contractually to perform every requirement in this performance work statement.

Not every performance requirement has a related standard expressed in this document. In such cases the performance standard is either inherent in the requirement or performance is to be in accordance with standard commercial practice.

Per DFARS 211.106, contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

The contractor shall perform the following tasks during the six month period of performance.

5.1 HAZMAT Technical Refresh Microsoft Development Support

The contractor shall complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team to enhance the replacement of the HAZMAT systems in accordance with the Requirements Specifications.

5.1.1 The contractor shall research applicable law and security/privacy regulations, standards and policies governing structured processes such as the Afloat Hazardous Material Control and Management Guidelines, DOD Policy, Navy policy, system performance, processing conditions and reporting requirements to implement operating improvements.

Performance Standard: 100% of law, regulations, standards and policies shall be researched.

Assessment Method: Technical Assistant (TA) shall review status reports and conduct spot checks to ensure all research is accomplished in accordance with the standard.

5.1.2 The contractor shall refresh code in accordance with the code technical specifications provided by the Government. The contractor shall ensure the refreshed source code precisely aligns with the requirements outlined within the design specification for the module code. The contractor shall document work directly in the source code to ensure future maintainers can readily understand the purpose of the code.

Performance Standard: 100% of refreshed code shall be in accordance with the technical specifications.

Assessment Method: TA shall review code periodically to ensure it is in line with the technical specifications.

5.1.3 The contactor shall conduct regular code analysis in an attempt to identify any possible issues and/or deficiencies in the business rules of the module code. If an issue is identified, the contractor shall report the concern to the NAVSUP BSC TA for review / guidance.

Performance Standard: Contractor shall report any concerns to the TA within five days of identification.

Assessment Method: TA will ensure contractor meets the due date by reviewing status reports.

5.1.4 The contractor shall perform maintenance on the HAZMAT code base throughout the enhancement phase of the project. The contractor shall apply updates and/or fixes to the code modules based upon bugs identified by the Government Team and/or changes to the system requirements.

Performance Standard: The Contractor shall complete existing schedules with no more than five percent variance past the due date, as defined in the Project Plan (e.g. a planned 100 day effort is completed within 105 days or 100 days + 5%).

Assessment Method: The existing schedules will be reviewed with the TA during scheduled weekly status meetings to identify progress and completion of tasks.

5.1.5 The contractor shall verify code is compliant with the Defense Information System Agency (DISA) Application Security Test Implementation Guides (STIGs) and development. The contractor shall perform code scans using the HP Fortify Tool to ensure code is free of security vulnerabilities.

Performance Standard: The contractor shall fix / update code until zero Category I and II Findings are identified.

Assessment Method: Results of HP Fortify scans will be reviewed by the TA during scheduled weekly status meetings.

5.1.6 The contractor shall perform end-to-end unit testing on all module codes to ensure the source code precisely aligns with the requirements outlined within the functional design specification for the code module. The contractor shall perform end-to-end unit testing after any coding update and/or change is applied.

Performance Standard: The contractor shall develop test plans to verify the successful functioning of all (100%) identified unit requirements and document the results from conducting the test.

Assessment Method: TA will review the test plans to ensure they cover all (100%) requirements. TA will review results to ensure all tests are accurate and successful.

5.1.7 The contractor shall document and maintain timeliness, completeness, and problem identification for the development of the HAZMAT effort.

Performance Standard: The contractor shall complete existing schedules with no more than five percent variance past the due date, as defined in the Project Plan (e.g. a planned 100 day effort is completed within 105 days or 100 days + 5%).

Assessment Method: The existing schedules will be reviewed with the TA during scheduled weekly status meetings to identify progress and completion of tasks.

5.1.8 The contractor shall document, update, and maintain technical specifications for programs and interfaces to include associated data flowcharts, data archiving, diagrams and system agreements with external data exchange partners.

Performance Standard: The contractor shall complete existing schedules with no more than five percent variance past the due date, as defined in the Project Plan (e.g. a planned 100 day effort is completed within 105 days or 100 days + 5%).

Assessment Method: The existing schedules will be reviewed with the TA during scheduled weekly status meetings to identify progress and completion of tasks.

5.1.9 The contractor shall write test cases, prepare test data and conduct testing. The contractor shall build test data and execute test cases, document issues found during testing and resolutions, and perform regression testing. Unit test cases and supporting test data will be developed for each software component developed by the contractor.

Individual software components will undergo integration testing as they are incorporated into the overall system.

Performance Standard: The contractor shall develop test cases and supporting data to verify the successful functioning of all (100%) identified unit requirements and document the results from conducting the test.

Assessment Method: TA will review the test cases to ensure they cover all (100%) requirements. TA will review results to ensure all tests are accurate and successful.

5.1.10 The contractor shall complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team in conducting and documenting the IST. The contractor shall support IST by validating the flow of data from one module to another, and, where applicable, perform analysis when the application is not achieving the anticipated result. The contractor shall perform code updates based on the documented findings during testing iterations. Major system segments will undergo system and government acceptance testing when complete. Tests will be repeated after problems identified during initial test are corrected.

Performance Standard: The contractor shall conduct IST test cases with supporting data to verify the successful functioning of all (100%) identified unit requirements and document the results from conducting the test.

Assessment Method: TA will review the IST test tasks to ensure they cover all (100%) requirements. TA will review results to ensure all tests are accurate and successful.

5.1.11 The contractor shall provide input and complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team in the development of a training strategy.

Performance Standard: Contractor shall provide training procedures for all (100%) system components they develop.

Assessment Method: TA will review the procedures provided for accuracy and completeness. The TA will approve the procedures prior to implementation.

5.1.12 The contractor shall provide input and complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team in the development of a data migration strategy based upon requirements outlined in system documentation.

Performance Standard: Contractor shall supply procedures and solutions to convert production data from the currently deployed systems to the system under development by due date assigned by the TA.

Assessment Method: TA will review procedures and test results to ensure migration strategy implements system requirements, and ensure due dates are met. The TA will approve the procedures prior to implementation.

5.1.13 The contractor shall provide input and complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team in the development of a data archiving strategy based upon requirements outlined in system documentation.

Performance Standard: Contractor shall develop data archiving procedures for shipboard and enterprise data by due date assigned by the TA.

Assessment Method: TA will review procedures and test results to ensure the data archiving strategy implements system requirements, and ensure due dates are met. The TA will approve the procedures prior to implementation.

5.1.14 The contractor shall provide input and complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team in the development of a data transfer strategy between the land based hosting facility and the shipboard HAZMAT installations.

Performance Standard: Contractor shall develop data transfer procedures for shipboard and enterprise data by due date assigned by the TA.

Assessment Method: TA will review procedures and test results to ensure the data transfer strategy implements system requirements, and ensure due dates are met. The TA will approve the procedures prior to implementation.

5.1.15 The contractor shall coordinate system testing by developing a test plan and test scenarios addressing customer requirements including special conditions which must be considered during the testing process; review test results accomplished by IT personnel for compliance with functional requirements; document any identified corrections that are required; certify test results; and provide support to Integrated System Testing and Customer Testing.

Performance Standard: The contractor shall conduct system test cases with supporting data to verify the successful functioning of all (100%) identified unit requirements and document the results from conducting the test.

Assessment Method: TA will review the system test tasks to ensure they cover all (100%) requirements. TA will review results to ensure all tests are accurate and successful.

5.1.16 The contractor shall provide knowledge transfer/mentoring events to designated Government personnel to include a comprehensive mentoring program whereby contractor personnel work directly with and provide over-the-shoulder support to NAVSUP personnel to execute transfer of knowledge addressing the functionality of software and other components, along with the supporting test cases developed by the contractor specified in this PWS.

Performance Standard: The contractor shall report knowledge transfer tasks on a monthly basis via written status reports.

Assessment Method: The TA will review the status reports from the contractor and government personnel, and conduct informal interviews to ensure knowledge transfer is occurring.

5.1.17 The contractor shall provide implementation support to the HAZMAT applications during and/or after cutover/go live.

Performance Standard: The contractor shall perform this task when requested by the TA by assigned due dates.

Assessment Method: The TA will ensure due dates are met.

5.1.18 The contractor shall provide customer support, maintenance, and sustainment of the HAZMAT applications after cutover/go live. The contractor shall perform code maintenance fixes and change requirements for the HAZMAT applications. The contractor shall document and conform to code firewall policies, DOD Public Key Infrastructure (PKI), NAVSUP standards and policies, and other security policies specified in 4.0 of this PWS.

Performance Standard: The contractor shall perform this task during Go Live and Proof testing estimated to start in December 2019 and continue to the end of the contract period.

Assessment Method: The TA will ensure due dates are met.

5.1.19 The contractor shall assist in maintaining the HAZMAT application in accordance with the timelines defined in the code specifications. This includes: requirements determination and analysis of existing requirements; coding;

unit testing; researching and correcting identified problems; attending any required meetings; correcting issues identified during IST and User Acceptance Testing.

Performance Standard: The contractor shall complete existing schedules with no more than five percent variance past the due date, as defined in the Project Plan (e.g. a planned 100 day effort is completed within 105 days or 100 days + 5%).

Assessment Method: The existing schedules will be reviewed with the TA during scheduled weekly status meetings to identify progress and completion of tasks.

5.1.20 The contractor shall complete tasks assigned by the NAVSUP BSC HAZMAT Development Tech Refresh Team in and document User Acceptance Testing. The contractor shall perform code updates based on the documented findings during these testing iterations.

Performance Standard: Contractor shall resolve all (100%) documented findings.

Assessment Method: TA will review results to ensure all (100%) tests are accurate and successful.

5.1.21 The contractor shall provide post implementation assistance to customers. The contractor shall provide assistance to customers and troubleshoot complex problems in a manner that minimizes interruptions in customers’ ability to carry out critical business activities. The contractor shall update and maintain the configuration management tool for identified problems, time reported, time corrective action initiated, action taken, and date/time of technical problems and corresponding resolutions. The contractor shall provide proposals for resolution to the Government Project Team Lead in response to customer service problems.

Performance Standard: Contractor shall provide support to all (100%) post implementation issues assigned.

Assessment Method: TA shall review all entries in configuration management tool to ensure completeness.

5.2 Information Assurance (IA) (these tasks to be performed during the entire contract, base and options):

5.2.1 The contractor shall implement and support information security/information assurance policies, principles and practices as part of the HICSWIN IT environment.

Performance Standard: Contractor shall follow identified policies, principles and practices. Tests for information assurance compliance shall be performed during all (100%) test events.

Assessment Method: TA will review test results to verify compliance.

5.2.2 In order to maintain access to required systems the contractor shall ensure completion of annual IA training.

Current courses required (subject to change): 1) Personally Identifiable Information (PII); 2) DON Records Management: Everyone's Responsibility; 3) Anti-Terrorism/Force Protection Awareness; 4) Combating Trafficking in Person; 5) Operations Security (OPSEC); 6)Training & Readiness – The Active Shooter; 7)DOD Cyber Awareness Challenge 2019.

The contractor shall complete DOD Cyber Awareness Challenge v4 mandatory training within two weeks after contract award. Lori Oxenford, 717-605-4294, or Antonio Arturet-Millan, 717-605-8192, is the POCs for the IAA training. Performance Standard: Completion required by due dates identified.

Assessment Method: Submit completion certificates to TA.

5.3 Transition - Phase Out. At the end of the period of performance, as the incumbent, the contractor shall provide a designated point of contact, and provide advice, knowledge transfer and support in the timeline and transition plans of government data, functions and services to the new awardee (if applicable).
