FAR 13.106-1(b) 2 of 4 current contract. This is still ongoing as the pace of development and testing has limited the time available and will not meet the optimal level of success without the continued support MainSail is providing. The complex nature of hazardous material handling and the associated business rules are a steep learning curve. Under conservative estimates, it would take at least six months for another vendor to comprehend the system we are developing and the business rules before becoming productive. Additionally, another vendor would not have the in-depth knowledge of the system NAVSUP BSC is developing. MainSail was fully involved in the initial steps of analysis, and now possesses the system knowledge that will allow the team to continue analysis, develop and testing work they have been conducting. The team has been critical to developing and forming the development standards we are following in constructing the system. The system components being developed and tested by MainSail are critical for the HICS Tech Refresh process.
Retaining the unique expertise of the existing vendor and continuing the mentoring and knowledge transfer with the civilian team for an additional six months will greatly improve the probability of successful certification and implementation of the system the Navy spent millions of dollars implementing. At the culmination of the proposed contract, the HICS system should have all critical changes required completed and tested for certification and deployment.

Data obtained through market research was analyzed to determine whether or not any sources exist with the capability to determined that no other contractor(s) can provide the required services due to the critical timing for certification and deployment. Other venders can provide people with the necessary skill sets, but not the in depth knowledge of hazardous material handling or the HICS system under development. Other vendors may provide similar information technology services, but due to the fact that MainSail has been performing these services to NAVSUP BSC for over 2 years, only MainSail possesses the unique Navy hazardous material handling knowledge and specialized experience within our customized system to provide analysis, development, testing and knowledge transfer to the government.
