SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
ADDENDUM DFARS 252.232-7003
1.DFARS 252.232-7003 requires electronic submission of payment requests. The Defense Finance and Accounting Service and Finance Centers are required to enforce the mandatory requirement for electronic submission of invoices for all packing, crating, and storage contracts for personal property services.
2.This message serves as official notification to Installation Contracting Offices of the mandatory requirement for electronic invoicing and payment for DPM services via the DoD-approved Third Party Payment System (TPPS).
3.DPM contractors who provide services for personal property moves will enjoy the same benefits as the current household goods and Nontemporary Storage Transportation Service Providers via TPPS. These benefits include among others: electronic invoice submission, accelerated payments on an average of 3 days, and online visibility of invoice status.
4.The COR will provide the contractor POCs to the TPPS contractor. A representative from TPPS will contact the DPM contractor POCs in the near future to coordinate partnership terms, system access and required system training.
5.The TPPS will impose a surcharge (currently 1.3%, but no more than 2%) for processing DPM invoices.
Contracting Officers are advised to issue future correspondence addressing this change to the program and provide their current DPM contractors the opportunity to modify their rates, if necessary, to compensate for the TPPS surcharge.
6.POC for this action is USTRANSCOM Personal Property Branch, TCJ4-H (618) 220-5441or usarmy.scott.sddc.mbx.ppty@mail.mil.
AMENDMENT 0002
As a result of this amendment, the following changes have occurred:
1. DFARS clause 252.232-7003 Addendum has been added.
2. Navy Use of AbilityOne Support contractor – Release of Offeror Information (March 2018) has been added.
3. All other terms and conditions remain unchanged.
SUPTEXT203.1106-1 NAVY USE OF
NAVY USE OF ABILITYONE SUPPORT CONTRACTOR - RELEASE OF OFFEROR INFORMATION (Mar18) NAVSUP Fleet Logistics Center Norfolk may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP Fleet Logistics Center Norfolk contract.
