13. SECURITY GUIDANCE. The security classification guidance needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes: to challenge the guidance or classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any document/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance
Management Support Services Collateral security guidance will be provided by DoD and OPNAV as applicable to task functions IAW the NISPOM (DoD 5220.22M) and SECNAV M-5510.36. The Contractor providing direct support under this task order shall have a TOP SECRET Facility clearance. Contractor personnel providing direct support under this task shall have been determined to be eligible for access to TOP SECRET information based on adjudication of a Single Scope Background Investigation (SSBI), IAW the NISPOM, except as noted below:
Contractor personnel performing task 4.1 through 4.21 of this contract PWS must be eligible for access to TOP SECRET/SCI information as necessary to work within a SCIF. Access to Joint World-Wide Intelligence Communication System (JWICS) is required.
Under this task order, contractor personnel will require access to government Automated Information Systems (AIS) at the TOP SECRET level. Contractor personnel shall adhere to the policies and procedures promulgated by the appropriate government Information System Security Managers (ISSMs) when processing classified information on government AIS. Additionally, when processing unclassified information on government AIS, contractor personnel shall adhere to the requirements of the Privacy Act of 1974 and applicable DoD and Navy regulations for the protection of sensitive information.

14. ADDITIONAL SECURITY REQUIREMENST. Requirements, in addition to ISM requirements, are established for this contract. Management Support Services Blocks 10b and 10d continued:
Restricted Data (RD) and Formerly Restricted Data (FRD) is nuclear-related information which is classified under Section 2011 et seq. of title 42, United States Code, “Atomic Energy Act of 1954,” as amended. DOE is responsible for controlling the dissemination and declassification of RD, but DOE shares certain responsibilities regarding RD and FRD with the Department of Defense. Procedures for the handling, safeguarding, marking, transmission and destruction of RD and FRD are contained in Chapter Nine of the NISPOM.

Block 10g continued:
NATO information is information belonging to, and circulated by, the North Atlantic Treaty Organization (NATO). Special briefings are required for access to NATO. Prior approval of the contracting activity is required for subcontracting. Access to classified NATO information requires a final U.S. Government clearance at the appropriate level.
Block 10h continued:
This item includes any Foreign Government information (classified or unclassified), except NATO. Access requires a final U.S. Government clearance at the appropriate level. Handling, safeguarding, marking, transmission, and destruction procedures are provided in Chapter 10 of the NISPOM.
Block 10j continued:
For Official Use Only (FOUO) information is UNCLASSIFIED information which is exempt from disclosure to the public under the Freedom of Information Act (FOIA). The FOIA spells out the specific requirements for designation of data as FOUO. FOUO information under this task order shall be safeguarded as specified in DoD5400.7R “Protection For Official Use Only (FOUO) information.” The destruction of FOUO information related to this task order will be in accordance with requirements established for destruction of sensitive, unclassified information.
11g. The contractor is authorized the use of DTIC regarding specific contract related information and will prepare and forward a DD Form 1540 and DD Form 2345 IAW the NISPOM, Chapter 11, Section 2. The COR will certify need-to-know with DTIC.
SCI SECURITY PROCEDURES
1. This task order requires access to DoD Sensitive Compartmented Information (SCI. Regional Special Security Office (RSSO), 2000 Navy Pentagon Washington, DC 20350-2000, has the exclusive responsibility for all SCI material released to or developed by the contractor under this task order. The contractor’s access to SCI will be controlled by the designated government program representative in accordance with governing directives. Access will only be granted after certification of “need-to-know” by the COR.
2. RSSO and DSS shall provide supplemental day-to-day security guidance for physical, personnel, information, AIS, emanations, and industrial security measures within their individual areas of expertise. Questions of interpretation, request for waivers of security provisions, solicitation of security advice, and classification guidance pertaining to this task order shall be forwarded to the Contracting Officer or to the designated representative.
3. Contractor will be required to:
a. use, courier and store collateral intelligence and SCI material at the government facility;
b. electronically process classified material up to and including TOP SECRET/SCI.
4. Contractor personnel will require access to collateral, and SCI, information at CNO offices and other U.S. Government facilities. All contractor personnel having SCI access under this task order must be U.S. Citizens and have been favorably adjudicated for TOP SECRET/SCI eligibility by a designated Central Adjudicating Facility (CAF). In addition, contractor personnel shall provide necessary personal information to permit the issuance of required identification badges / passes.
5. Personnel nominations for SCI Technical Billets shall be submitted to the COR for approval and to SSO Arlington for processing. The names of personnel requiring access to SCI shall be accompanied by a Single Scope Background Investigation Package (when required) prepared in accordance with the NISPOM and other DoD and OPNAV Directives, as applicable.
6. All material generated by the contractor (including but not limited to correspondence, drawings, models, mockups, photographs, schematics, and reports) shall be classified according to content. Guidance will be taken from other elements of this Contract Security Classification Specification and applicable classification guides.
7. The contractor shall not release classified material to: a) any internal component or employee not directly engaged in providing services under this task order; b) any foreign national, whether or not they are employees or subcontractors themselves; or c) any other contractor without the consent of the COR.
8. SCI information shall not be reproduced without the permission of the COR, and all reproduced copies shall be classified, controlled, and accounted for in the same manner as the originals.
9. All classified information (including SCI) released to contractor, reproductions thereof, and material generated by the contractor shall remain the property of the U.S. Government and will be returned upon receipt of an official written request or upon expiration of the task order.
10. Upon expiration of the task order and when requested by the contractor, the COR shall arrange for requested classified information (including SCI) that is in the contractor’s possession to be retained by the contractor for an identified period of time. The contractor must demonstrate a specific and legitimate need for each item to be retained. The COR shall validate the need and determine that the contractor’s request is in the best interest of the United States Government.
