About this file
This document contains questions and answers regarding a solicitation for operational experimentation support services. The Naval Supply Systems Command intends to award multiple indefinite delivery/indefinite quantity contracts combining both cost plus fixed fee and firm fixed price contract line items. The purpose of these contracts is to provide planning, design, execution, analysis, assessment, and reporting support for operational experimentation conducted by the Navy Warfare Development Command in Navy, joint, multi-service, and allied environments. A security clearance is required to perform work under these contracts. The responses clarify that incorporated ceiling rates will apply only to firm fixed price labor categories and that the ceiling rate for any labor category will be the highest rate proposed for that category.

REVISED RESPONSE TO THE BELOW PREVIOUS QUESTIONS/ANSWERS
| # | Vendor Question | Previous FLC Norfolk response | Revised FLC Norfolk Response / Clarification |
| 20 | Attachment IV. The Labor Summary tabs within N0018918R0063Attach_IV_-_Fleet_Operations_Support_Estimated_Labor_Mix_Table-1 appear to indicate the estimated hours by resource bands and not individual labor categories that may be utilized within these bands. The Solicitation Section L Volume II instructions on Page 135 state “The proposed fully burdened hourly labor rates included on the NWDC Fleet Operations Support Estimated Labor Mix Table will be incorporated into the resultant contracts as the ceiling labor rates”. If the offeror proposes labor categories under the overall resource bands as interpreted in the table may the offeror assume that the ceiling rate will be based on the highest priced LCAT when more than one LCAT in a category is proposed? | Each labor category ceiling rate will be incorporated into the resultant contract. | The Government is only going to incorporate ceiling prices for labor categories for the Firm Fixed Price categories. |
| 21 | Attachment IV – Labor Mix Table (Excel spreadsheet). The Government provided spreadsheet used for estimating costs/price under this effort provides separate CPFF detail tabs (CPFF Detail – Base Period; CPFF Detail – Period 1; CPFF Detail – Period 2; CPFF Detail – Period 3; CPFF Detail- Period 4 and CPFF Detail – 52.217-8). In each of these tabs there is a column that provides for a fixed fee rate (Column Y) with a resultant hourly rate for each labor category by ordering period (Columns Z & AA). Is it the Government’s intention to award the CPFF fully burdened hourly rates inclusive of profit? If the Government does intend to award CPFF fully burdened rates inclusive of profit, the burdened rates appear to be Time & Material (T&M) rates. How does the Government intend to utilize the IDIQ hourly burdened rates at delivery order execution? | The proposed fully burdened hourly labor rates included on the NWDC Fleet Operations Support Estimated Labor Mix Table will be incorporated into the resultant contracts as the ceiling labor rates for each labor category. The rates are for incorporation into the contract and used for task orders. The MAC contracts are CPFF contracts. | The Government is only going to incorporate ceiling prices for labor categories for the Firm Fixed Price categories. |
| 42 | We do have an important clarification regarding the answers to Q.20 and Q.21 (Amendment 1, Gov't Q/A) since the responses do not provide sufficient guidance on how Labor Category ceilings will be set given the range of hours/FTEs within the same LCAT and Level. | The proposal will be evaluated in accordance with the solicitation; refer specifically to page 152 of 154, "Cost/Price proposals will be evaluated on the basis of price reasonableness and cost realism and |
reasonableness in accordance with FAR 15.404-1." However, the attachment in its entirety will be incorporated into the contract. The ceiling for each LCAT applied to any task orders issued against the contract will be set at the highest rate proposed for that LCAT.
| The Government is only going to incorporate ceiling prices for labor categories for the Firm Fixed Price categories. | |
| This is a critical component to effectively price this bid for both the IDIQ and resultant task orders. In cases where the offeror prices multiple representative staff in the same LCAT/Level (due to the number of hours prescribed to support cost realism and capability), please confirm our assumption that the LCAT ceiling rate will be set by the highest representative rate proposed in the labor staff mix table for that LCAT and level. | |
| For example, in the Labor Mix Table there are three Analyst SME Level-3 positions, comprising 5,760 hours. If an offeror bids 3 representatives, qualified names as highlighted below, can the Government confirm that the evaluated ceiling rate for Analyst SME Level 3 would be $120.00? |
| Contract LCAT | Resource Type | Name/Company | Hours | Fully Burdened Rate |
| Analyst SME | Level 3 | Jane Doe | 1920 | $120.00 |
| Analyst SME | Level 3 | John Doe | 1920 | $110.00 |
| Analyst SME | Level 3 | James Smith | 1920 | $100.00 |
