· Range Maintenance
· Waste Management Waste packaging
· Waste documentation
· Prepare all waste transportation manifests
Answer: Hazardous waste will need to be removed as needed/quarterly we currently can't store a whole lot without possibly contaminating areas that other equipment and separated scrap is stored.
· Are we disposing of all hazardous materials or will we be coordinating that with the base environmental?

The following have been modified:
ADDENDUM TO 52.212-2
ADDENDUM TO 52.212-2 - EVALUATION OF QUOTATIONS
The Government will conduct a Lowest Price Technically Acceptable (LPTA) source selection process using the policies and procedures of FAR subpart 13.5. This process was determined the most appropriate method of attaining the best value for the Government through the selection of the technically acceptable quotations with the lowest evaluated price. In order to be considered awardable, there must be an “Acceptable” rating in every non-price factor/sub factor. LPTA non-price factor /sub factor for this requirement will consist of: Technical. Tradeoffs will not be used during the source selection process. Quotations will be evaluated for acceptability.
Technical: The technical quote will be evaluated on the vendor’s demonstrated understanding of the RFQ and how its approach will successfully accomplish the requirements of the RFQ. The technical quotes will be rated acceptable or unacceptable using the ratings and descriptions outlined in the table below. All unacceptable technical quotes will not be further evaluated.
Accordingly, the following factors shall be used to evaluate quotations:
| • | Technical (Acceptable/Unacceptable) |
| • | Price |
The Government will evaluate the vendor’s technical submission based on the information received in the vendor’s written quote. The Government will evaluate each vendor’s technical acceptability in accordance with the following ratings table:
| Technical Rating |
| Description |
| Acceptable |
| Quote clearly meets the minimum performance and capability requirements of the solicitation |
| Unacceptable |
| Quote does not clearly meet the minimum performance and capability requirements of the solicitation. |
In order to be considered Acceptable, vendors must receive an acceptable rating for the technical quote in its entirety. The vendor must address each of the areas in sufficient detail so that the Government can reasonably determine that the vendor possesses the requisite ability to deliver on the contract. Such detail should take the form of an explanation of the vendor’s structure, and processes that reflect its capabilities. Vendors that simply reiterate the requirements and state that they possess the capability to deliver will be considered Unacceptable.
The evaluation of quotes will be conducted in three phases.
Phase I will consist of evaluation of Factor I – OSHA Certification. Offers receiving a rating of ‘Unacceptable’ for Factor I – OSHA Certification are considered un-awardable and will not be further evaluated.
Phase II will consist of evaluation of Factor II – HAZMAT Removal Plan. Offers receiving a rating of ‘Unacceptable’ for Factor II – HAZMAT Removal Plan are considered un-awardable and will not be further evaluated. Offers rated as "Acceptable' in Phase II shall be ordered according to price, inclusive of all option pricing, from lowest to highest and will progress to Phase II of the evaluation. An offeror’s proposed prices will be determined by adding all extended amounts for the CLINs/SLINs in Section B.
Phase III will consist of evaluation of Factor III – Price.
Price: The vendor’s proposed price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to the following:
| (A) | Price comparison with other vendors; |
| (B) | Completeness: a complete “SF1449: schedule of services” pricing information as it directly relates to what is requested in the solicitation; |
| (C) | Comparison with independent cost estimates. |
Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
Selection:
The Government intends to evaluate quotations and issue an award using the procedures of FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items and FAR Part 19- Small Business Programs. The Government will select the vendor whose quotation is most advantageous to the Government, considering price and technical when compared to other quotations. The Government reserves the right to issue a contract to other than the lowest priced vendor, issue a contract without discussions, or issue a contract after discussions, whichever is in the best interest of the Government. The Government also reserves the right to not issue an award if it is not in the best interest of the Government. The Government reserves the right to award on initial quotations. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. The Federal Acquisition Regulation (FAR) requires that past performance information (PPI) be collected (FAR Part 42). Therefore, the vendor’s initial quotation should contain the vendor’s best terms from a technical and price standpoint.
