PERFORMANCE WORK STATEMENT

BUMED FINANCIAL AND BUSINESS OPERATIONS MANAGEMENT SUPPORT (FBOMS)

1.0 SCOPE

In recent years, the Military Health System (MHS) has been operating in an environment of constant change. The establishment of the Defense Health Agency (DHA) promoted efficiencies through the shared service functions, requiring increased integration with each of the Service medical branches. With the enactment of the FY17 National Defense Authorization Act (NDAA), further integration is forthcoming with significant changes in the areas of leadership, governance, and the delivery of healthcare for the entire MHS. These changes will affect the role, culture, and work of front-line doctors, nurses, and all staff of Navy Medicine. Additional disruptors such as the implementation of the electronic health record, MHS GENISIS, a move to a new financial accounting system, and the impending financial audit all put Navy Medicine in a position to experience further transformational changes. As such, proactive steps need to be taken to improve outcomes for the organization. In an environment of ever increasing need for efficiency and effectiveness due to downward pressure on costs, a focus on people, process, technology and policy will allow Navy Medicine to recognize success. Navy Medicine requires support to ensure that those people, process, technology and policies are adequately supporting its mission and ability to deliver the goal of the MHS Quadruple Aim: readiness, cost effectiveness, population health and patient experience.

1. 1 Background BUMED provides high quality, economical health care to beneficiaries in wartime and in peacetime. Highly trained personnel deploy with Sailors and Marines worldwide - providing critical mission support aboard ship, in the air and on the battlefield. At the same time, BUMED’s military and civilian health care professionals are providing care for uniformed services' family members and retirees at military treatment facilities around the globe. Every day, no matter what the environment, BUMED is ready to care for those in need - anytime, anywhere. This program, complete with program management and operation support services, financial management operations, business process improvement, change management and information management support, all in a geographically dispersed environment, provides best business practices that support and enhance the overall mission capabilities. It also provides opportunity for improvement for all core business functions throughout BUMED. Previous business process improvement projects have included development of internal control testing programs; documentation of financial statement reporting processes, implementation of logistics training programs; and development of Standard Operating Procedures encompassing multiple business processes.

1. 2 Objectives A substantial amount of the work to be performed under the instant requirement relates to audit readiness and audit support services, and all of the task areas and labor categories may relate to audit readiness and audit support services, either directly or indirectly. Program management and operation support services, financial management operations, business process improvement, change management and information management support activities provide best business practices that support and enhance the overall mission capabilities. It also provides opportunity for an integrated approach across financial, logistics, facilities and information technology core business functions throughout BUMED as they prepare for financial statement audit. These functions will facilitate improved resource execution through timely, accurate and reliable information gained from the various business process and improvement activities identified throughout this contract.
