1. The Video Teleconference (VTC) NAVSUP Headquarters Mechanicsburg, PA Building 407
Command Conference Room (CCR) Video System Equipment and Installation Services are a brand name, limited source action to be awarded as a new Federal Supply Schedule order to the large business identified in paragraph (2) below. The placement of a firm-fixed order is anticipated.

3. Identification of the justification rationale. This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title III of the Federal Property and
Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). Authority to limit sources to less than those required by FAR 8.405-1 and 8.405-2 is found at FAR 8.405-6. The justification for limiting sources is only one source is capable of responding due to the unique or specialized nature of the work.
4. Description of the item or service required, statement that the requested material or service represents the minimum requirements of the government, the estimated cost, and required delivery date or performance period.
This purchase is for a VTC Video System Upgrade (hardware and services).
Total Estimate: $65,831.58
Period of Performance: Date of Award for one year
Video System hardware, installation, and configuration services are required to replace the aging projector and video screen in the NAVSUP Command Conference Room (CCR) in Building 407.
The new Video System will be installed and all existing VTC equipment will be integrated into the new Video System. The new Video System will be connected into the AMX control panel.
The contractor will provide the Video System hardware.
AMX Digital Switcher hardware equipment is required for the VTC NAVSUP Building 407
CCR Video System Upgrade. The Extron VGA Distribution Amplifier is required to operate the
Video Wall via the AMX controller. The AMX Digital Switcher hardware is required to change the video stream from cameras or other equipment to configure it for viewing on the new Video
Wall. The Video Wall Screen itself is not brand name specific; any that meets the specification will work.
This new hardware will replace a deteriorating and obsolete Video Projector and 10x6 Video
Screen that is 15 years old and at “end of life”. In its current condition, the projector does not provide a clear sharp/legible image. In addition, presentations, spreadsheets, etc. are becoming illegible and will continue to degrade. The replacement Video Wall Screen will eliminate the need for costly projector bulbs, and equipment maintenance for these units is no longer available.
The NAVSUP VTC Rooms continue to be the most utilized, lowest cost vehicle to accomplish face-to-face meetings amongst multi-sites and across the NAVSUP Enterprise. This high profile
VTC CCR is in desperate need of the Video System Upgrade to resume proper functioning of the
VTC system. The estimated cost of this hardware and services is $65,831.58 and the period of performance required is Date of Award for one year.
5. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.). Describe in detail why only this/these suggested source(s) can furnish the requirements to the exclusion of other sources. Provide a description of the market research conducted among schedule holders and the results OR a statement of the reason market research was not conducted.
LGS Innovations, LLC has been tasked to perform videoconferencing component, engineering, room control programming, project management, installation, integration, and testing of electronic equipment for the upgrade to VTC conference rooms located throughout the NAVSUP
Enterprise (sites located in both CONUS and OCONUS). LGS has provided the technical support and required equipment to maintain these sites. LGS has also been tasked with installing equipment for DISA and their DISN network sites.
In addition, LGS is the only vendor who can provide the Video Wall AMX installation services because the existing AMX programming throughout the VTC Network is proprietary to LGS.
They have programmed forty NAVSUP Enterprise VTC rooms. If this contract was awarded to another vendor, the VTC AMX controller and VTC studio would no longer fall under the current
VTC maintenance contract that supports the entire NAVSUP VTC Enterprise. A separate new maintenance contract would have to be obtained solely for this room and would not be cost effective. Also, the AMX programming/coding would be outside the standard. The VTC
Program Management Office requires all NAVSUP Enterprise VTC studios and rooms be standardized and remain consistent regarding their AMX programming.
AMX brand products are required because the existing NAVSUP Enterprise VTC rooms’ control systems are comprised of AMX hardware. The AMX products are required for compatibility with the AMX solution already implemented. Only AMX products can be used to replace the older equipment within our current VTC environment to maintain equipment standardization throughout the NAVSUP VTC Network Enterprise. Some existing AMX equipment interfaces will not be replaced due to protocol requirements, further enhancing the need for AMX brand replacement hardware. The Extron brand VGA Distribution Amplifier brand is required as well, because the Extron brand is required to operate the Video Wall via the AMX controller.
Products from any other vendor will not be compatible with our current VTC environment. LGS is able to provide AMX and Extron equipment.
LGS is the only vendor with the unique knowledge of NAVSUP VTC Rooms programming required to upgrade the NAVSUP Building 407 CCR Video Wall due to the fact they installed the proprietary programming in these rooms for the current equipment. Their programming is proprietary and cannot be supported, altered or updated by another vendor. LGS is a responsible and responsive source in a unique position to perform these tasks in a timely manner at a savings to the Government. LGS has the necessary skills, education and experience to meet the agency’s needs. For the above reasons, LGS is the only vendor who can fulfill this requirement for the
Government.
