Q & A
1. Please clarify if contractor is providing boxes for the estimated 2 boxes per employee, and for the packing of files, professional books, equipment and supplies?
The contractor is providing the boxes.
2. Please also confirm that contractor is responsible for packing and unpacking all common files, supplies, and existing equipment to be relocated (per provided inventory listing)?
The Government will be responsible for packing files. Existing furniture and equip contractor will be responsible for making sure no damage occurs during move, so they will be responsible for packing.
3. Please clarify the quote format for the Indefinite Delivery/Requirement with Firm Fixed Priced (FFP) Provisions. The Solicitation Schedule of Items set forth the FFP under ITEM NO. 0001 for Move to Building 112 and a FFP under ITEM No. 0002 for Move to Building 115.
The CLIN structure states that there are two projects, a Move to Building 112 and a Move to Building 115. Based on the Item list which provides where the Items are going, and the PWS that states what the government is looking for with the move, a quote should be given based on the move to each building.
4. In regard to “the contractor will furnish the dumpster and/or trash compactor if required.” How frequent will the government require a dumpster or trash compactor and will it have to leave each day due to security reasons?
Our only requirement on the dumpster is that it is kept neat. The size of the dumpster will dictate the dump rate. We will have to cleanse everything before it is put in the dumpster.
5. In fairness to those vendors who attended the site visits on 7/16/2013 and 7/17/2013, will consideration be given to the Move Plan and Technical Approach in response to the RFP? Vendors who did not attend the site visits will not be aware of the multiple areas requiring stair carries, and extensive length of push required.
The selection of a vendor for award will be based on past performance and price, as follows The Government’s evaluation of quotes will consider Past Performance to be more important than Price.
6. The inventory sheet supplied with the RFP, Line Items 338 through 348 for Building 115 does not show the amount of items. Can these items be identified or the information verified?
Assume 1 each if no quantity
7. The inventory provided shows the number of files to be moved and we have identified the number of cartons required for those files. Can we obtain the number of files or linear feet of the files "not moving" that will require cartons for the contents to be packed?
All filing cabinets are listed in inventory. Building 112 cabinets will be moving. Building 115 only contents are moving.
8. The Inventory provided shows copiers to be relocated. However, during the walk-thru we were told copiers were not relocating. Will the Government confirm whether the contractor will be requested to relocate the copiers listed on the inventory? If the copiers are to be relocated by the contractor please identify the ones currently under warranty.
No copiers are being moved under this contract.
9. Please confirm that the contractor is not being asked to relocate computers. On the inventory provided by the Government no computers, peripherals or equipment are listed. If the relocation of the computers is required is it possible to get an inventory of the computer equipment to be relocated?
In general no computers are being moved. There are some computers on the list that are in boxes that will be moved. Only the ones on the list will be moved and they are all in original packing.
10. If the Government has decided that the contractor will relocate the computers please verify if the Government will also require disconnect and reconnect services?
No disconnection or reconnection services
11. In regards to Page 4, Section 4.0 Contractor Qualifications, Second Paragraph: "All material will be considered and packaged as SECRET and will be moved in accordingly" Will all material and packages be required to be placed in security plastic move crates for all moves?
Nothing is needed the box will act as the first container and the truck the second.
12. Does the Statement of Work require post move crews after each move?
No
13. What is the Governments estimate on the number (amount) of equipment and boxes that will be required to move on each move date from the individual cages?
A revised inventory list was provided all the inventory in the supply cage.
14. Will the artwork, pictures and fixtures being relocated need to be re-hung/installed by the contractor?
No
15. Are there any Hazmat cabinets or material being moved?
No
16. Are there any items or material not visible during the walk-thru that will require crating?
All equipment is on the list. Visit was not complete, so they might be something they did not see
17. During each move will there be steps involved because of no elevator(s)?
Yes, Approx 78 people do not have Elevator
18. There are numerous long pushes, does the Government require floor protection throughout the buildings Yes
19. Does the Government require packing assistance or require crates and/or boxes for common areas items to include any loose pictures or wall fixtures?
Furniture, equipment and pictures should be packed by contractor.
20. Does the Government require the Project Manager to attend all meetings and scheduling for all of the moves or will the government provide a move schedule without assistance?
There needs to be a responsible party from the contractor. How this requirement is met is up to contractor.
