SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

Q&A- -AMENDMENT 0004

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q&A- -AMENDMENT 0004

A. Part I:

Questions received in response to Solicitation N00189-13-R-Z056

NOTE: Part I of this amendment provides a list of questions and answers/comments received in response to this solicitation. The questions and answers/comments are provided for all potential offerors to review but shall not be considered to be terms and conditions of the solicitation. All revisions to the solicitation resulting from consideration of these questions by the Government (and other revisions, as required) have been incorporated into the solicitation as specified in Part II of this amendment. Offerors are cautioned to review the entire solicitation including amendments and attachments (if applicable) to ensure a complete understanding of the requirements of this solicitation.

1. Thirty pages is insufficient to cover three past performances, a discussion of management/transition and a technical approach to the 20+ tasks and subtasks in the PWS. Will the government increase the Non-Price Proposal page count to 40 or 45 pages? Or, Will the government exclude the executive summary and past performance sections from the page count?

Response: The Government will extend the page limitation to 35 pages.

2. May text contained in tables (similar to graphics and charts) be point size of 10 or greater?

Response: No

3. The SF33 indicates the proposal due time as 1:00PM [Eastern]. Amendment 0003 states that the proposal due time is “2:00PM (local time/Philadelphia, PA). Please clarify.

Response: This amendment extends the closing date again. See PART II of this amendment. “The time and date for receipt of proposals has changed to 2:00PM (local time/Philadelphia, PA) on Tuesday, 10 September 2013.”

4. Are the “approximately 764” servers co-located in the Data Center? What percentage of the servers and systems housed in the Data Center are included in this contract versus managed by others (e.g., DISA)?

Response: This information is not necessary for submission of a proposal.

5. Could the government provide an estimate on how many task orders will be awarded as part of the initial award?

Response: This information is not necessary for submission of a proposal.

6. As a single award IDIQ CPFF contract with CPFF or FFP orders, could the government provide the level of effort in terms of labor hours that will be awarded initially as part of the task orders?

Response: That level of detail is not needed at this point in time. That level of detail will be provided at the task order level. It is anticipated the Government will require the majority of the annual amount of the level of effort within 30-60 days after award of the base contract.

7. Although a “Secret clearance is needed at the time of proposal submission,” Top Secret clearance requirements are still listed in the PWS for all three levels of Information Assurance Engineers. Should these requirements be listed as Secret instead?

Response: Yes, per Amendment 0003, Questions 111 through 121 response: “Secret clearance is needed at the time of proposal submission. The prime vendor cannot use a subcontractor’s facility for the clearance. See revised DD 254 upon its release in Amendment 0005.

8. Could the government specify the percent increase in staffing to account for any future surge(s) in the contract?

Response: This information is not necessary for submission of a proposal. All work required under the contract is captured in the level of effort table in Section B, including surges.

9. Could the contracting officer allow that a subcontractor could propose T&M rates to the prime contractor?

Response: Yes

10. How many help desks are being operated within this contract? Is the Tier 1 help desk centralized?

Response: Per question 86 of Amendment 0003: there are 2 help desks. The location of the two help desks are WRNMMC and FBCH.

11. Amendment 0003, Question 86. There are two Help Desk Managers. Are there two help desks, and where is each one located?

Amendment 0003 Response: WRNMMC and FBCH

Follow-on Question: Is there any connection between the two Help Desks, or are they totally independent of each other?

Response: They are independent of each other.

12. Is Certified Cost and Pricing Data required?

Response: No

13. The requirement of having a Facility Clearance at the time we submit the proposal will make it impossible for us to submit a proposal. I'm writing you today to see if there is any way around this requirement.

As far as I can tell the facility clearance requirement was levied on July 25, 2013 and further restricted on August 2, 2013. For us to try and obtain a facility clearance in less than 2 weeks severely limits our ability to compete for this solicitation.

Are there other options? We have invested a lot of time in this proposal effort and without a work around to this requirement we won't be able to bid.

Response: Per Amendment 0003, Questions 111 through 121 response: “Secret clearance is needed at the time of proposal submission. The prime vendor cannot use a subcontractor’s facility for the clearance. See revised DD 254 upon its release in Amendment 0005.

14. Amendment 0003, Question 44: PWS 4.3.7, Page 12 of 74: Message Center Support: What is the system currently in use to support the functionality of the Message Center? Does the reference to "classified messages" imply that the messaging center is connected to the SIPRNET?

Amendment 0003 Response: The Message Center is currently being used for routing classified message. Systems include a classified network, printers, workstations, etc. Yes, it has a SIPRNet connection in the Message Center.

Follow-on Question: The wording of the response raised questions concerning the nature of the “messages” handled at the center. Would this refer to naval messages, emails, or some combination of messaging formats?

Response: This information is not necessary for submission of a proposal.

15. Reference Q&A #13 in Amendment 3 – for the positions that require TOP SECRET clearances, can we hire qualified candidates who initially possess a SECRET clearance, and subsequently upgrade the candidates to a TOP SECRET clearance?

Response: It is the contractor’s responsibility to ensure that the personnel performing under this contract meet the requirements for the labor category that they are working under, as defined in this solicitation. Secret clearance is needed at the time of proposal submission. The prime vendor cannot use a subcontractor’s facility for the clearance. All positions require a secret clearance prior to the start of the contract. See revised DD 254 upon its release in Amendment 0005.

16. Reference Q&As #38 and #45 - does the Government require the following support for each of the two separate help desk services: a) normal business hours support (Ref 38) and 24x7 on-call support (Ref 45) help desk operations, and b) a help desk manager at each location? (Ref 86)

Response: Per Amendment 0003, Question 38: “The Helpdesk operation hours at WRNMMC are from 0630 to 2330, Monday-Friday, and from 0700 to 1530 on the weekends including Federal holidays. The Helpdesk operation hours at FBCH are from 0630 to 1830, Monday-Friday, no weekends or Federal holidays on-site coverage.” Per Amendment 0003, Question 45: “24x7 On-call support is required including weekends and Federal holidays. On-call support is still required during normal IT operation hours as backup.” Even though this information is not necessary for submission of a proposal the Government is still providing it at this time and it will be provided at the task order level.

17. Reference Q&A #57 - will the onsite contractor be equipped with the GFE-based computer equipment?

Response: Please refer to Question 49 and its response in Amendment 0003

18. Reference Q&A #91 - does the Government give additional preference to the award for providing the classified data as part of the response?

Response: No. DO NOT submit classified data as part of the proposal submission.

19. Reference Q&A #124 - what is total number of incumbent staffing personnel engaged on the existing IT/IMSS contract?

Response: Per response for 17 through 19 in Amendment 0003: “Please refer to Section B, LOE – Level of Effort, for the total level of effort (labor category and annual hours) needed in order to submit a proposal. The specific level of effort required will be delineated on task orders. The successful awardee will be expected to be able to provide the full level of effort whenever it might be ordered within the ordering period of the contract. Also, please refer to Section C – Descriptions and Specifications, Performance Work Statement, Section 1.0.”

B. Part II:

Solicitation N00189-13-R-Z056 is hereby amended as follows:

Cover:

The cover should indicate the following:

(4) Requirements for Style: Each offeror shall submit a proposal that clearly and concisely sets forth the contractor’s response to the requirements of the solicitation. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion. Volume II, “Price/cost Proposal,” is not page limited.

NO RESUMES ARE TO BE SUBMITTED WITH THE PROPOSAL

III. PROPOSAL CONTENT

(1) Volume I – Non-price Proposal

The Non-price evaluation factors are listed below: Past Performance, Management Approach and Performance Approach all of which are of equal importance.

Past Performance

Management Approach

Performance Approach

(a) Past Performance The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years (from solicitation issue date) that is the same as, or similar to, the scope, magnitude, and complexity of the work described by this solicitation.

To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts or efforts within the past five (5) years, and provide any other information the offeror considers relevant to the requirements of the solicitation. Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. If subcontractor past performance is provided as part of the three (3) of its most relevant contracts or efforts, the subcontractor past performance will be given weight relative to the scope, magnitude and complexity of the aspects of the work under the solicitation that the subcontractor is proposed to perform. Therefore, the offeror’s proposal should detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform.

The references will be evaluated in the aggregate in order to allow offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered acceptable if past performance with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above.

The offeror should complete a “Past Performance Information Form” for each reference submitted. The form is an attachment to the solicitation. The forms will count toward the Volume I page limit described above. For additional information regarding a particular reference beyond that which will fit on the form, the offeror may continue onto another sheet of paper. Such continuation sheet(s) for submitted references will count toward the Volume I page limit.

(b) Management Approach

The offeror shall provide in detail a Management Approach that will successfully accomplish the requirements of the solicitation, including the PWS.

The Management Approach shall address the following:

1.

The offeror shall certify at the time of proposal submission compliance with the DD254.

The Management Approach should address the following:

1. Detailed description of the plan for hiring staff to conform with the level of effort required by Section B and the specific qualifications and security clearances located in Section 5.0 of thePerformance Work Statement. NO RESUMES ARE TO BE SUBMITTED WITH THE PROPOSAL.

2. Explain the roles and responsibilities of subcontractor(s), if any, and how they will be managed.

3. Explain how the offeror is going to comply with FAR Clause 52.219-14, Limitations on Subcontracting

4. Describe any additional risks associated with implementation of the offeror's management approach and any techniques and actions to mitigate such risks.

5. The offeror should provide any other information the offeror considers relevant to the solicitation.

(c) Performance Approach

The offeror shall provide in detail a Performance Approach that will successfully accomplish the requirements of the solicitation, including the PWS. The Performance Approach should address the following:

1. The offeror should explain in detail an understanding of the FIVE tasks required to perform under this procurement:

· Information Systems Engineering Support (ISE)

· Information Assurance/System Security Support (ISS)

· System Operation and Maintenance (SOM)

· Information Management Support (IMS)

· Applications Development Support (ADS)

(2) Volume II –Price/cost

Volume II shall include the completed solicitation documents and a complete and detailed price/cost breakdown with all supporting documentation. The price/cost proposal shall support the Non-price proposal. The price/cost proposal shall include all elements of price/cost and such other price/cost information as considered appropriate to support the offeror’s proposal. The price/cost and pricing information shall be completed in accordance with the following:

(a) The offeror shall enter the CPFF value covering the entire ordering period of the contract in Line Item 0001 of Schedule B. However the Volume II Price/Cost Proposal shall include separate price/cost and pricing information for each time period specified below:

Year One:

01 May 2014 through 30 April 2015

Year Two:

01 May 2015 through 30 April 2016

Year Three:

01 May 2016 through 30 April 2017

(b) Supporting data including labor rates and hours, burden rates, and other direct costs (see paragraph (d) regarding Travel and/or Material costs). The supporting data for “other direct costs” shall include an itemization of those costs and an explanation and justification for each cost so itemized.

(c) For proposal purposes, the following ratios of On-site (Contractor facility) and Off-site (Government facility) labor performance are established for all labor categories:

ON-SITE

OFF-SITE

0%

100%

(d) The Government does not anticipate any Travel and/or Material costs. For evaluation purposes the Government will utilize $0.00 (for Travel and/or Material) in determining the total evaluated cost of a proposal. However, if an offeror proposes costs of Travel and/or Material those costs will be included in the total evaluated price/cost of the proposal.

(e) Any and all subcontracts identified in the Non-price proposal shall be identified and priced in the price/cost proposal. Subcontracts (regardless of dollar value) shall be adequately documented. Subcontractor cost breakdowns may be submitted in separate sealed envelopes.

(f) If the offeror is currently being audited, or has been audited, by the Defense Contract Audit Agency, the name and location of the assigned DCAA office should be furnished with the cost proposal.

(g) An offeror’s price/cost proposal shall be based upon the level of effort, education and minimum experience information described in the solicitation.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

SECTION M

UNREASONABLY LOW HOURLY RATES ON CONTRACTS

The realism of personnel compensation rates will be part of the proposal evaluation. Unrealistic rates, as determined by the Contracting Officer, will be considered in the risk assessment and may result in a reduced score.

EVALUATION CRITERIA AND THE BASIS FOR AWARD

(1) The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represent the best value after evaluation in accordance with the factors The offeror’s proposal shall be in the form prescribed by, and shall contain a response to each of the areas identified in the Section L solicitation provision entitled “Submission of Proposals.” The evaluation of proposals will consider the offeror’s Non-price proposal more important than the offeror’s Cost proposal.

(2) The non-price evaluation factors are listed below: Past Performance, Management Approach and Performance Approach all of which are of equal importance.

Past Performance

Management Approach

Performance Approach

The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the proposal of an offeror with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors. The offeror should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. If an offeror fails to provide any past performance information which is similar in scope, magnitude and complexity to that which is detailed in the RFP or fails to affirmatively state that it possesses no relevant directly related or similar past performance, the offer may not be awardable. The Government will consider the quality of offeror’s past performance. This consideration is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the relative capability of the offeror and other competitors to successfully meet the requirements of the RFP. In determining the rating for the Past Performance evaluation factor, the Government will give greater consideration to the contracts or efforts which the Government feels are most relevant to the RFP.

An offeror determined to have no record of relevant past performance (or in an instance where no information on the offeror’s past performance is available), will not be evaluated favorably or unfavorably for the Past Performance factor.

When an offeror is determined to have relevant past performance, the quality of its past performance will be evaluated; an offeror whose past performance demonstrates either a low expectation or no expectation that the offeror will be able to successfully perform the required effort will be considered ineligible for award.

For all other non-price factors or subfactors, an offeror’s proposal must be determined to be acceptable or better in order to be eligible for award.

The Government reserves the right to award the contract to other than the lowest priced offeror.

Costs will be evaluated on the basis of cost realism. Cost realism pertains to the offeror’s ability to project costs which are realistic and reasonable and which indicate that the offeror understands the nature and scope of work to be performed.

Labor will be evaluated on the basis of 100% straight time

Uncompensated overtime and uncompensated overtime rates will not be used in the evaluation.

For the purpose of preparing a cost proposal, the offeror shall assume that the ordering period shall be from 01 May 2014 through 30 April 2015.

Year One:

01 May 2014 through 30 April 2015

Year Two:

01 May 2015 through 30 April 2016
