October 30, 2003 Questions and answers provided for informational purposes only for Solicitation N00189-03-R-0038.

1. Reference: Section C.6 Contractor Local Facility: Request additional information concerning the exact scope and services the Offerer will be expected to provide from this facility. What is unclear are the factors/considerations that have resulted in the Government specifications with respect to the detailed space requirement stipulated in paragraph C.6.b of the solicitation. Specifically;

Question A: Will the office space be required to support more than the 28 FTEs (which is implied by 16,000 ft2)?

Answer: The space should be capable of supporting the number of personnel required to support the tasks indicated in the Statement of Work.

Question B: Will the secure storage (4,000 ft2) be used for operational equipment maintenance or simply secure storage?

Answer: As indicated in the RFP, the secure storage space will be used to secure storage.

Question C: Does the requirement to conduct shipping and receiving have to take place at same location as the secure storage?

Answer: No, shipping and receiving may take place at other locations other than the secure facility provided that the contractor abides by DOD security requirements and the government is not charged for any additional costs associated with the shipping other than would be customary if the shipping and receiving took place from the contractors local facility.

Question D: What is the lead-time the Offerer can expect to receive before being required to fully transition to these temporary spaces?

Answer: Since this would be an unanticipated requirement, the contractor should expect little to no notice of the requirement to resume duties at the contractor’s local facility.

Question E: What is the range for expected duration that these spaces will be required?

Answer: As stipulated in the RFP, the contractor is to have local facilities with 25 miles of NAB Little Creek. This requirement will remain through the life of the contract. The anticipated duration of temporary off-site utilization is dependent on the security posture of NAB Little Creek and uncontrollable by the agency supported by this contract.

2. Reference: Section L.B.(2) Personnel Qualifications (Resumes): Request verification that the Offerer is required to submit resumes needed to cover the personnel filling the Key Personnel Positions.

Question: Specifically, it is our interpretation and therefore intention to provide the following number of resumes with our proposal:

USW Program Manager (1 resume)

ASW Project Manager (1 resume)

Operations Analyst II (2 resumes)

ASW Analyst II

(2 resumes)

MIW Project Manager (1 resume)

Answer: See Amendment 0001

3. Reference: Section M.6.a.II Transition Plan and Facilities:

Question: This section specifies that the TEB will evaluate the Offerer’s Transition Plan and “…the Offerer’s plan of action and milestones that should reflect a transition period of less than 30 calendar days.” Respectfully request you verify that this transition period will begin on 1 April with the expectation that the transition is complete in a period of less than 30 calendar days from that time.

Answer: See Amendment 0001

4. Reference: Section C.3 Location of Work

Question: Section C.3 states that 80% of the total level of effort is expected to take place at COMSURFWARDEVGRU and that 5% of the total level of effort is expected to take place at the Contractor’s Facility. Section L.D.(6) states that it is estimated that 80% of the work will be accomplished at the Government work site and 20% at the Contractor work site. Please verify the correct percentages.

Answer: See Amendment 0001
