SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

Changes in Section C

The following changes have been made to Section C (See Italics)

C.6 CONTRACTOR LOCAL FACILITY:

a. The contractor shall have a local facility within 25 miles of the NAB Little Creek, Norfolk, VA in the event that for security reasons the contractor is temporarily prohibited from entering the government installation. The requirement for maintaining these facilities shall not be construed to mean that the Government will be obligated to pay any direct costs in conjunction therewith. Additionally, the contractor shall not be entitled to any direct payment in connection with any personnel set in readiness at or brought to such facility in preparation for or in expectation of work to be performed under the contract. Payment for labor hours and materials will be made only for such hours and materials actually expended in performance under the contract.

b. The local facility shall have sufficient working space, desks, workbenches, etc. for contractor’s employees working at the local facility. It is estimated that this will require at least 16,000 square feet of office/working space, at least 2,000 square feet of shipping/receiving space, and at least 4,000 square feet of storage space certified in accordance with DOD5220.22/M (NISPOM) for storage of up to and including SECRET equipment/material. The following wording is deleted: Contractors proposing less than at least 16,000 square feet of office/working space, at least 2,000 square feet of shipping/receiving space, and at least 4,000 square feet of storage space, should clearly identify how their proposed storage space will meet the Government’s requirements.

c. Local facility shall have sufficient phone service, heating, air conditioning, humidity control, power, and all necessary utilities both for the employees and to properly protect engineering drawings, photographs, technical manuals, equipment, etc.

d. The DD Form 254, Security Classification Specification, also contains facility clearance and classified storage requirements.

Changes in Section L

All references to TEB/PCO are hereby changed to Government.

The following changes have been made to Section L (See Italics)

(2) Personnel Qualifications (Resumes) – Resumes shall be submitted in the format of Attachment 4 to this solicitation. No changes to this form will be permitted. Resumes submitted in a different format may be determined to be unacceptable, regardless of content. Resumes may be no longer than 3 pages each (exclusive of the cover sheet). Offerors shall submit an original and four copies of each resume. Offerors shall respond to the separate requirements for each key personnel labor category for experience contained in Section C of this solicitation. All key personnel labor category resumes submitted shall include a description of past experience and accomplishments. This information shall include the firm or organization for which they worked, dates of services (month/year). If military, they are to specify each tour of duty, title of position, and narrative description of duties performed and accomplishments. An individual’s experience shall be specifically identified in each area. Where the Offeror’s labor category title differs from that set forth below, the Offeror shall cross reference the job titles for rapid identification.

1. USW Program Manager (1 resume)

2. ASW Project Manager (1 resume)

3. Operations Analyst II (1 resume)

4. ASW Analyst II (1 resume)

5. MIW Project Manager (1 resume)

(6) It is estimated that 80% of the work will be accomplished at the Government work site and 20% off-site.

Changes to Section M

All references to TEB/PCO are hereby changed to Government.

The following changes have been made to Section L (See Italics) II. Transition Plan and Facilities. The Government will evaluate the Offeror's Transition Plan for overall understanding of the problems involved in the phase-in of a new contractor and the reasonableness of the rationale and innovative solutions to the problems identified. The evaluation will assess the Offeror's approach to maintaining quality and minimal disruption to the Command's mission during the transition period and the facilities to operate off-site if required. Additionally, the Government will evaluate the level of detail and it's relevancy of the transition plan by each function identified in the SOW, and the Offeror's plan of action and milestones that should reflect a transition period of less than 30 calendar days. The transition period will begin no more than 30 days prior to the beginning of the period of performance. The Government will evaluate the Offeror’s oral Transition Plan and Facilities in conjunction with the overhead transparencies on the computer-generated slides.

Accordingly, the following equally important third-tier sub-factors will be evaluated:

1. Overall phase-in plan

2. Offeror’s overall approach to maintaining data integrity, product quality, and minimizing command disruption in performing each of the tasks identified in the SOW

3. Description of facilities meeting minimum requirements as specified in C.6. Contractors proposing less than at least 16,000 square feet of office/working space, at least 2,000 square feet of shipping/receiving space, and at least 4,000 square feet of storage space, should clearly identify how their proposed storage space will meet the Government’s requirements.
