SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

Questions and Answers 1.

Per Section 2.1.2, "30 of the final selected photographs must be contemporary pieces and 25 must be historical." Please define an historical image. Is this a contemporary image of a historic site? Or is this a vintage historical image that is not contemporary, e.g. an image which comes from a historical society?

Answer: “Historical image” refers to a contemporary image of a historic subject or site rather than a vintage historical image.

2.

If Historical images are vintage. Most likely they will be black and white. We recommend toning vintage historical images to sepia ton. Is this acceptable?

Answer: Please refer to question number 1.

3.

Can we use images such as historic maps and nautical charts of the Eastern North Carolina area?

Answer: No.

4.

In section 2.1.4, the SOW states "The canvas shall be 21 millimeters thick." Is this correct? The definition of "mil" is a unit of length equal to one thousandth of an inch (0.0254 millimeter) used to specify the thickness of canvas. For longevity and durability, we recommend using Intellicoat’s Magiclee 17M Torino Canvas. It is 17 mil thick, has a neutral ph value of 7.1 and is a poly/cotton blend. Is this acceptable?

Answer: No, as stated in the SOW the canvas shall be approximately 21 mil thick rather than 21 millimeters thick. Please replace all “millimeters” with the unit “mil” as it appears in the SOW.

5.

In section 2.1.6, the SOW states "The UV coating shall be 11 millimeters thick with a 1 millimeter fixative coat and five top coats that are 2 millimeters thick each." We do not recommend excessive UV coating such as this as it can cause cracking issues. We recommend using a UV coating which is one medium coat of Clearstar’s Clearshield Type C Matte Spray. Is this acceptable?

Answer: The UV coating shall be approximately 11 mil thick rather than 11 millimeters. Please replace all “millimeters” with the unit “mil” as it appears in the SOW.

6.

Per Section 1.1.1, the SOW states that "The anticipated date for installation of the artwork and equipment is 01 September 2012. However, 01 September 2012 is the Saturday of the weekend prior to Labor Day. Is this correct?

Answer: Due to the nature of the project and new construction, that date is tentative and was based upon a timeline generated by the general contractor. Upon award, the installation date will be coordinated with the contractor.

7.

In consideration of the fact that this RFQ has been delayed by 4 weeks, and that an evaluation and selection process by CDR Allen Lee has been added to the original RFQ, is it feasible to do one of the following:

Delay the delivery of 110 pieces and installation of 55 pieces by extending the Install date by at least 4 weeks, It takes 8 weeks to print, spray and stretch. This time is necessary for proper drying especially during humid months.

Schedule the delivery and installation of 55 pieces on 01 September 2012 (or after Labor Day on 04 September 2012) and schedule the delivery of the remaining 55 pieces after 01 September 2012.

Answer: Please refer to question 6. The install date is not fixed or permanent and will be coordinated with the contractor upon award.

8.

Can the evaluation, approval and selection process to be completed by CDR Allen Lee or his representative be completed online on three (3) different staggered dates in order to facilitate printing earlier?

Answer: No. Physical sample prints must be provided for the evaluation by CDR Lee or his representative.

9.

How many days are needed by CDR Allen Lee or his representative to review the digital collection online? This turnaround time will affect the final schedule.

Answer: The review will not be a digital collection online, they will be physical sample prints submitted to CDR Lee.

10.

Can you please clarify and provide a specific example of calendar dates for the following SOW terms:

"Invoice/Payment in Arrears, Net 30 Days"

"For Prompt Payment Act purposes, this contract is subject to the 7 calendar-day constructive acceptance period."

Answer: Payment shall be 30 days after receipt and acceptance of all items/services requested in Request for Quotation N00183-12-T-0308.

11.

Based on the SOW, is it possible to create a schedule based upon two (2) phases and after the completion of each phase, invoice for the afore-mentioned phase:

Phase I: Evaluation, approval and selection of 55 photographs from digital collection

Phase II: Delivery and installation of 55 pieces of artwork

Phase III: Delivery of 55 pieces of artwork

Answer: No, there will not be 3 phases but 2 phases as stated in the SOW.

12.

In FAR Part 32.2, contracting officers may use interim or advance payments. Can a 15% deposit be arranged for this solicitation since there are up front costs of materials and goods?

Answer: Upfront deposits are not authorized.

13.

I looked through the synopsis for this installation and did not see the description for the kinds of images you are interested in displaying. Could you tell me or direct me to the proper heading to understand your expectations. Thanks much.

Answer: Please refer to page 6 section 2.1.1

14.

In reference to the above solicitation for "Gallery Wraps Photographic Art Panels on Canvas," is there a possibility of granting an extension for a few days?

Answer: No extension will be granted.

15.

Can the images be vertical or horizontal or is there specific orientation?

Answer: The images shall be horizontal.

16.

You select 55 of at least 110 submitted images. Some images will be printed twice or multiple times.

Answer: Yes, there will be two images of each print selected.

17.

Is there a schedule for certain areas or will it depend on the image selected?

Answer: No, schedule is needed.

18.

If photography includes releasing all rights, are the rights transferred to the US Government or to the US Navy?

Answer: The rights will be transferred to Navy Medicine East.

19.

Also, I noticed to posting was the 21st, question must be received by the 22nd and all proposals are due 6/26/12. Is this correct?

Answer: Yes.

20.

Page 7 section 2.1.6 stated the UV coating will be 11 millimeters thick. That is very close to one half inch. Is this thickness correct? This thickness seems overstated and I am having trouble locating vendors that have even heard of that thick of a protective coating on canvass.

Answer: Please refer to question 5 for clarification.

21.

How flexible is the delivery date? Is an anticipated delivery date of October 9, 2012 acceptable?

Answer: The delivery date is tentative due to construction, upon award; we will coordinate with the contractor.

22.

Is it possible to know if the contract will be awarded and notification made to us on or before Friday June 29th?

Answer: Anticipate contract award on or before June 28, 2012. If you have not received a copy of the contract award document, via email, by June 28, 2012, then your company was not the awardee.

23.

The canvas material specified in the subject RFQ is not readily available by the "normal" high quality photo canvas manufacturers. In fact, we have not found it with any of our suppliers. Is an alternative high quality canvas which is designed to perform the same function acceptable?

Answer: No.
