About this file

This document is a Task Order Labor Mix and Level of Effort specification with Government-defined labor categories and Key Personnel qualifications for a federal contract effort.

The solicitation establishes labor requirements across two contract types: Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP). For CPFF efforts, the document specifies total hours across a five-year period (Base Year through Option Year 4) for Key Labor Categories including Senior Systems Administrator (SLBM/SLCM) at 19,200 total hours, Senior Systems Administrator (Tomahawk) at 19,200 hours, Senior Systems Specialist (SLBM/SLCM) at 26,880 hours, Senior Systems Specialist (Tomahawk) at 21,120 hours, and Senior Network Administrator at 19,200 hours. Non-Key Labor Categories include Senior Systems Administrator (59,520 hours), System Administrator (76,800 hours), and Network Administrator (186,240 hours). The FFP section specifies Full-Time Equivalent (FTE) staffing levels for positions including Program Manager (1.5 FTE constant), Desktop Support Technician (5-6 FTE), Library Specialist (2 FTE), Configuration Management Specialist (2-5 FTE), Facilities Operations Technician (4 FTE), Computer Technician (6 FTE), Configuration Management Lab Support Specialist (5-6 FTE), Senior Repair Specialist (6-7 FTE), and Electrical Engineer (1-2 FTE) across the contract period. Offerors may propose alternative labor mixes but must explain deviations in their Staffing Plan Narrative to avoid evaluation weaknesses or cost adjustments.

The document provides detailed qualification requirements for all labor categories, including desired and required certifications. Infrastructure Support Personnel positions require Department of Defense Directive 8140.01 Information Assurance Technician (IAT) Level 2 certification, which must be maintained throughout contract performance. Specialized positions such as Configuration Management Lab Support Specialist require 5+ years of systems administration experience with emphasis on Tactical Tomahawk Weapon Control System facilities; Senior Repair Specialist requires IPC J-STD-001 and IPC/WHMA-A-620 certifications; and Electrical Engineer requires 5 years of professional experience with proficiency in 3D modeling and CAD/CAM knowledge. Six Key Personnel positions are required, including Program Manager, Senior Systems Administrator (SLBM/SLCM), Senior Systems Administrator (Tomahawk), Senior Systems Specialist (SLBM/SLCM), Senior Systems Specialist (Tomahawk), and Senior Network Administrator, each with specialized experience requirements specific to their focus area and SLBM/SLCM or Tomahawk systems expertise where applicable.

A. TASK ORDER LABOR MIX/LEVEL OF EFFORT

Offerors' proposals may not deviate from the total number of hours included in the table below.

Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the SOW in a high quality, efficient, and cost effective manner. Nevertheless, the Government has provided the below labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. This estimate is based on historical requirements; as such, this estimate will be considered in evaluating proposals. The Offeror may deviate but such deviation shall be explained in the

Offeror's Staffing Plan Narrative. If the proposed labor mix differs from the estimate provided above, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. If the Offeror does not explain deviations from the above labor mix it may result in upward cost adjustments or one or more weaknesses/deficiencies during evaluation.

For each of the Non-Surge Labor CLINs, the Government strongly recommends offerors provide the following labor mix, which includes all Key Personnel:
